WELCOME TO AWRA’S 2014 SUMMER SPECIALTY CONFERENCE!
“INTEGRATED WATER RESOURCES MANAGEMENT:FROM THEORY TO APPLICATION”
On behalf of AWRA and the Conference Planning Committee, I welcome you to the Reno/Tahoe area for
AWRA’s second specialty conference on Integrated Water Resources Management (IWRM). The goal of
this conference is to further advance the discussion of Integrated Water Resources Management, con-
tinuing the conversation that started three summers ago at the AWRA-IWRM Specialty Conference
“Integrated Water Resources Management: The Emperor’s New Clothes or Indispensable Process?” in
Snowbird, Utah. This conference will focus on how IWRM is being implemented to address water
resource problems across the United States and the world, discuss its efficacy, and learn where IWRM
will be headed in the future.
The IWRM Conference will start on Monday, June 30, with a joint Keynote Presentation by Mr. Randy
Fiorini, Chair of the Delta Stewardship Council, and Dr. Peter Goodwin, Lead Scientist for the Delta
Stewardship Council. They will address the science and politics of restoring and managing the Bay Delta
System, one of the largest IWRM efforts in the United States. We will have additional Keynote
Presentations on Tuesday, July 1, featuring Dr. Levi Brekke, Water and Climate Research Coordinator for
the U.S. Bureau of Reclamation, and Mr. Gary Bardini, Deputy Director for Integrated Water Management
with the California Department of Water Resources. Dr. Brekke will address how one of the USA’s largest water management agencies
is incorporating IWRM principles into its planning and management efforts. Mr. Bardini will discuss California’s regional approach to
implementing IWRM practices. There will be an additional 27 conference sessions, with special sessions on how Environmental Justice
can be incorporated into IWRM practices, as well as the nexus between IWRM and WASH initiatives. If this weren’t enough, we will also
have a premiere of the film “Living in the Rain Shadow,” followed by a panel discussion led by the film’s creator.
We hope you enjoy your time in the Reno/Tahoe area. The conference will provide a great opportunity to meet with colleagues, discov-
er new ideas, and expand your professional network. We also hope you take advantage of the abundant recreational opportunities that
the area has to offer before and after the conference.

PROFESSIONAL DEVELOPMENT HOURS (PDHS)
AWRA has instituted a self-reporting system for Professional development hours (Pdhs). To meet education requirements forlicense renewal, conference attendees should report their session attendance directly to their licensing organizations. AWRA will pro-vide, at its registration desk, self-reporting forms that can be used to acquire signatures of session moderators.
Please note that self-reporting is an honor system. it places the onus on the individual to report PDHs to their licensing body. TheAWRA forms are furnished as a convenience to conference attendees.
The following caveats apply to this PHD policy:
(1) AWRA will not notify the licensing organizations concerning earned Pdhs. This will be up to the attendee.(2) AWRA will not keep session records or enter Pdhs in its record keeping system.(3) Most importantly, AWRA cannot guarantee acceptance of the Pdhs by licensing boards.
because self-reporting reduces AWRA administrative costs, AWRA will not charge a fee for those wishing to obtain Pdhs.

What is the “Ask Me About…” program?
� “Ask Me About…” is AWRA’s way of encouraging fun and informal networking between conference attendees.
How does the “Ask Me About…” program work?
� Conference attendees wear “Ask Me About…” ribbons on their nametags. During conference breaks, lunches, and
networking sessions, attendees are encouraged to initiate conversation with anyone wearing “Ask Me About…”
ribbons. The “Ask Me About…” ribbons function as conversation icebreakers, resulting in interesting and fun discussion among
conference attendees.
How do I participate in the “Ask Me About…” program?
� Pick up an “Ask Me About…” ribbon at the conference registration desk. Fill in the blank on your ribbon with a word(s) that
provides a clue to your work, background, or professional interests. Attention-grabbing, witty, interesting, yet professional
ribbon content is highly encouraged.

(A WORkShOP TO dISCuSS lESSONS lEARNEd, ChAllENGES, ANd NExT STEPS)
Come join us for an exciting discussion on the current status of Integrated Regional Water Management (IRWM) in California and
Disadvantaged Community (DAC) engagement! This workshop will build on momentum from Monday’s Session 2 on Environmental
Justice (EJ) and Session 7, the premiere of the film Living in the Rain Shadow. EJ leaders, implementers of California’s IRWM DAC
Outreach Pilot Projects, and other interested parties will discuss how IRWM can work for DACs and/or environmental justice communi-
ties. Participants will take part in a guided reflection of lessons learned, challenges, and the next steps in engaging and promoting par-
ticipation of EJ communities in IRWM. The Workshop will provide networking opportunities and valuable information to guide policy
efforts. Who should attend: EJ leaders, DWR officials, DAC representatives, Tribal Representatives, IRWM / IWM / IWRM practition-
ers, and anyone interested in this topic. At every conference there are topics that we often want to discuss in greater detail than is feasible during the conference sessions.
Roundtable discussions enable small groups to have extended discussion on a specific topic. They are an opportunity for giving and
receiving targeted feedback, engaging in in-depth discussions, and meeting colleagues with similar interests in a small group setting.
The lunch room will have table-top signs at each table that will have an IWRM topic on it. Please choose the one of interest to you and
join your colleagues for a lively discussion. These are interactive luncheon roundtables ... pick your topic and enjoy your lunch and con-
versations. This event is included in the Registration Fee. Additional tickets may be purchased on site at the AWRA Registration

Join us for a screening of a newly released documentary on Water and People of California's Eastern Sierra. The documentary focus-
es on disadvantaged community and tribal engagement in water resources management in a rural, headwater region of California.
Produced as part of a grant and pilot project from the California Department of Water Resources, the film explores ways to more fully
engage people often underrepresented in planning processes. Film topics include: (1) the importance of water to communities within
the Inyo-Mono planning region, emphasizing the relation of water to local livelihoods and ecological health, (2) the importance of and
relationship between rural, headwater regions and distant uses, (3) challenges that Disadvantaged Communities (DAC)and small,
rural water systems face with respect to water resources management, (4) the CA Department of Water Resources' Integrated
Regional Water Management (IRWM) Program, (5) the Inyo-Mono IRWM group and the work it is doing to address DAC/small water
system needs, and (6) lessons and thoughts regarding engaging with DACs in the IRWM planning processes. Immediately following
the viewing, moderators will lead a group discussion with the audience that considers the film's themes as well as the role of the doc-
umentary as a water management tool.

The Truckee River begins as the sole outlet from Lake Tahoe and flows 121 miles northeast into the Great Basin, where it empties into
Pyramid Lake. The 3,060 square miles of the Truckee Basin contain a microcosm of the problems facing western water use: changing
land and water uses, urban development in the floodplain, threatened and endangered species restoration, and water quality concerns.
The 'closed' nature of this basin creates a zero-sum water supply environment that amplifies scarcity: because the river terminates at a
lake instead of an ocean, changes in water use by any one entity have an easily measurable effect on the resources of others.
Overlaying this already complex set of issues are climate change, economics and multi-jurisdictional responsibilities. This assembled
panel with representatives from Reclamation and the largest municipal, agricultural, tribal users in the Truckee Basin will discuss their
perspectives on the current challenges, future uncertainties, and efforts being taken to reduce or avoid imbalances in supply and
demand in the Truckee Basin. Presented as a facilitated open discussion, the session will allow the audience to probe into the approach-
es formulated for the Truckee Basin, and how they might be adapted or applied across other geographies. The objective of this session
is to provide the audience with multiple perspectives on (1) the history and outlook for Truckee River waters, (2) challenges and “wild-
cards” in meeting those goals, and (3) expectations and actions being pursued by various parties to meet goals and manage the
“unknown unknowns.”

The American River Basin (ARB) is situated in the greater Sacramento region, as well as parts of Placer, and El Dorado Counties. The
ARB Integrated Regional Water Management Plan (IRWM) helps implement the region's vision for responsibly managing water
resources to provide for the lasting health of its community, economy, and environment. The ARB IRWM Process is considered a model
for California. The ARB has successfully paired about $70 million in state and federal grants with local funds to implement dozens of
projects with integrated benefits. After more than two decades of regional collaboration on IRWM, the ARB has much to share with oth-
ers seeking to implement successful IRWM to ensure sustainable resources. This session, presented primarily as a Case Study, exam-
ines the ARB IRWM from its roots to efforts today. Key Topics include: Starting the Collaborative Process - The Sacramento Area Water
Forum; Developing IRWM Capacity - The Regional Water Authority; Building an IRWM Planning Framework - Balancing Community,

FIRE EMERGENCY INFORMATION ~ PREPAREDNESS IN HOTELS
PlAN AhEAd – When you check into your room, check the location of exits. Walk to the nearest exit, learn the route, obstacles,
etc. Keep your room key on the night stand when you are in your room. Examine your room. Check the windows to see if they open
and how. Examine the area outside your window.
IN CASE OF A FIRE ... EvACuATION PROCEduRES – Immediately investigate all odors, smoke, and/or disturbances. If you smell
smoke, grab your key, roll out of bed, and crawl to the door. Feel the door. If the door facing or knob is hot, don’t open it. If the hall
is clear of fire, crawl toward the exit after closing your door. Stay against the exit side of the wall. Keep as close to the floor as pos-
sible. When you reach the exit, walk down the stairs holding the handrail.
SuRvIvAl TEChNIQuES IN ThE ROOM – If the door is warm or hot, or if the hallway is filled with smoke, you can still defend your-
self effectively in your room. Call the front desk to report the fire and let someone know your location. Vent the room. Use the bath-
room vent fan or open the window if there is smoke in your room. Don’t open the window if there is smoke outside. Fill the bathtub
with water for firefighting. Don’t get in the tub! Use wet sheets or towels to stuff the cracks around the door. use the ice bucket to
drench the walls, mattresses, rugs, drapes, etc. While waiting to be rescued, do not hide from the fire. Stay out of closets and out
from under the bed. Keep fighting until help arrives. Place a towel, sheet, or other items in the window to let firemen know that some-
one is in the room.
OThER TIPS – JuMPING ... If you jump from higher than the third floor, chances are you won’t survive the fall. Elevators ... Never
enter an elevator during a fire alert. don’t Panic ... It is contagious and almost irreversible once it sets in. If you understand what is
happening, what to do, where to go and how to get there, you are unlikely to panic.
