Northland Industrial Truck Co. (NITCO) was founded in 1969 as a Yale lift truck dealer specializing in selling, renting and repairing material handling equipment. By 2010, NITCO had grown into a $70 million company with 270 employees; this was when the company decided to venture into the construction equipment market. “In 2010, JCB approached our man- agement staff about expanding our oper- ations into the construction arena,” said Alan Hammersley, chief operating offi- cer of Northland JCB and NITCO. “At that time JCB had experienced success with similar material handling dealers where synergy had worked. When we studied the JCB product offering, their worldwide market share and the com- mitment they have made to the U.S. mar- ket with their Savannah, Georgia, manufacturing facility, we made the decision to build an alliance with JCB.” Leveraging its pre-existing parts and service department, in August of 2010 NITCO decided to become a JCB con- struction equipment dealer in Concord, N.H., and Northland JCB was born. Since then, it has expanded and opened branches in Wilmington, Middleboro and Shrewsbury, Mass.; and Lewiston, Maine. Northland JCB-NITCO has 118 technicians on the road and an additional 30 in the shop. According to Mark Silva, corporate manager, “As we progressed with putting our JCB distribution network in place, we became increasingly aware of the diverse needs of the industrial lift customer base and our new contractor base. We have begun a continuing process of changing our facili- ties to meet those needs. For example, each location serves both client bases, in which case we have designed separate entrances, showrooms, parts department and staffing. Early on, we identified the necessity of implementing a separate sales staff for the construction equipment division. Foley: Traffic ‘Shameful,’ Malloy Claims Progress in Conn.By Susan HaighASSOCIATED PRESS

NORTH HAVEN, Conn. (AP) While Democratic Gov.Dannel P. Malloy defended his record on transportation Sept.15, saying more money has been spent to improveConnecticut’s roads and mass transit than prior administra-tions, Republican Tom Foley claimed the state’s traffic woesare still “shameful” and have created “a tremendous socialcost.”The two major party candidates appeared separately at a

transportation forum in North Haven hosted by severalregional transportation groups. Traffic jams, a hot-buttonissue for voters, has been a key issue in the tight race.Recently, a third party group supporting Foley pounced onthe issue, running a TV ad showing a highway in gridlock.“When you think about the human resources wasted while

people sit in their cars, it’s shameful,” Foley told the roomthat included organizations representing road builders toenvironmentalists. “There”s a tremendous social cost to traf-fic congestion. We simply have to be more thoughtful abouthow we address it.”But Malloy balked at Foley’s claim that the Democrat’s

administration has not focused thoughtfully on transporta-tion or, for that matter, dedicated the necessary resources toexpand capacity on the highways. Foley contends Malloyhas fixated more on public transportation, trying to “pushpeople out of cars” when public transportation doesn’t meeteveryone’s needs.

“The reason we need to spend more money on transit isbecause traffic is bad. Traffic is bad because we under-invested in this system for the better part of 20 years beforeI became governor. And it’s bad because we’re building outprojects,” said Malloy, who rattled off a list of state highwayscurrently under construction. He said his administration “isfar outspending” prior administrations on transportationfunding, after adjusting for inflation.While he acknowledged that “traffic isn’t as good as it

could be,” Malloy said one reason could be the job growththat has occurred in the state during his tenure.Sept. 15’s forum highlighted the stark difference in style

between the two candidates.While Foley often spoken in general terms about issues,

Malloy was full of specifics when asked about how to reducegridlock and took issue when it appeared he might not get tospeak about the issue as much as Foley, referring to him as“the other guy.”“He didn’t necessarily say a lot, but he spoke longer,”

Malloy quipped.Malloy said he would like the state’s commuter rail line to

become more like a subway system, with additional stops,stations and trains running every half hour. He spoke of pos-sibly widening I-95 north of Madison, finishing Route 11 insoutheastern Connecticut and revamping the interchangebetween I-395 and I-95. Foley, on the other hand, said he’sopen to all ideas, such as widening parts of I-95 and possibly“double-decking” sections of the highway. But he said anentity such as the now-defunct Transportation Strategy

Board should be resurrected to help determine the state’stransportation priorities.“I’m not a traffic expert,” Foley said. “But I am an expert

on what it feels like to be a struck in traffic.”Both men offered nuanced positions on whether to rein-

troduce tolls in Connecticut.Foley said he doesn’t support reinstating tolls to create

more state revenue. But he said he might consider using tollsas a traffic management tool, charging people more to driveat peak times. He said the revenues would have to directlyoffset taxes currently collected to cover transportation costs.Malloy said his administration is currently conducting

studies on tolls and congestion pricing techniques. But thegovernor said tolling would only be necessary, most likely, ifthere was “Armageddon” and the federal government sub-stantially cut transportation aid to the state. In such a case,Malloy said the revenues from tolls should be dedicatedsolely to major projects.

Irene-Damaged Trail in N.H. to Undergo RepairsCAMPTON, N.H. (AP) A popular White Mountain

National Forest trail will be closed at times because it isundergoing construction to repair damage caused byTropical Storm Irene.The U.S. Forest Service said construction vehicles will be

in the area of the Lincoln Woods Trailhead in Lincoln, N.H.,in the next few months. Materials will be taken over theEastside Trail to construct a 2,400-ft. (731 m) re-route tobypass a trail section that experienced significant erosion.Four new bridges will be built to accommodate the reroute

and to restore a crossing at the site of a large culvert thatwashed out during the 2011 storm.The Lincoln Woods Trail on the west side of the river will

be accessible by crossing the river on the pedestrian walk-way alongside the Route 112 highway bridge.The Eastside Trail will be open while construction is sus-

pended on weekends. Franconia Brook Campsites willremain open throughout this project; however access to thecampsites from the Eastside Trail may be temporarilyrestricted during the closures.“We’re glad we are able to restore access and provide vis-

itors and hikers with an easily accessible trail to accessFranconia Brook campsites and the PemigewassetWilderness,” said assistant District Ranger Tom Giles. “Thisproject was the result of a partnership with Trout Unlimitedto help restore the flood plain in this area of the East Branchof the Pemigewasset River, and help restore fish passagealong some of its tributaries.”

Vermont Rail Grant Upgrade Between Rutland, Burlington Rejected by FedsBy Wilson RingASSOCIATED PRESS

MONTPELIER, Vt. (AP) A Vermont TransportationAgency official said Sept. 15 he was disappointed the statedidn’t get a federal grant that would have helped complete anupgrade to the rail system between Rutland and Burlington,but officials remain committed to restoring passenger railservice to the route.The agency learned the prior week that their application

for a transportation infrastructure grant of almost $10 millionwas rejected.Chris Cole, the agency’s director of policy, planning and

intermodal development, said they hadn’t learned yet whythe application was rejected.“It’s a setback,” Cole said. “It puts in question the timeline

where we had been talking about potentially two to threeyears getting the train into Burlington, it definitely puts thatinto question, but I don’t believe it jeopardizes the goal ofreturning passenger rail service to Burlington.Restoring passenger rail service between Rutland and

Burlington has been a goal of the state of Vermont for years.It is seen as an economic development tool, both because forthe passengers it would carry and how the improved rail linewould better serve the freight trains that use it.The grant would have helped install continuously welded-

rail on the final 11-mi. (17.7 km) stretch between Rutlandand Burlington. The rest of the line has been upgraded or thefunding has been identified to pay for the upgrade.In addition to the upgrades on the rail itself, restoring pas-

senger service would also require upgrading about a dozenroad crossings and building a siding for freight trains.If the Department of Transportation offers the grants again

next year, Vermont could apply again, Cole said. Failing that,the state could apply for other federal grants or possibly seekfederal loans or consider issuing state bonds to pay for theproject.“We’re going to keep working toward it and continue to

Developers Sign Agreement to UseNewBedford as Staging Area for Wind FarmNEW BEDFORD, Mass. (AP) The developers of a pro-

posed wind farm off the coast of Cape Cod have signed alease agreement with the state to use New Bedford for stag-ing and construction of the 130 turbine project.Gov. Deval Patrick joined Cape Wind officials in making

the official announcement on Sept. 12 at the MassachusettsClean Energy Center’s Wind Technology Testing Center inBoston.Officials said the work will begin in January at the South

Coast Marine Commerce Terminal on the New Bedford

waterfront. The two-year lease is for $4.5 million.Patrick said the project will create hundreds of jobs.Cape Wind had previously signed lease options with both

South Terminal, now formally called the MassachusettsMarine Commerce Terminal, and Rhode Island’s QuonsetPoint.When built, it will be the nation’s first offshore wind farm. (This story also can be found on Construction

Gatchell Excavation ‘Digs’ Helping Charities, NeighborsBy Jay Adams CEG CORRESPONDENT

Paul Gatchell digs what he digs, and givesback while doing it.

Gatchell, owner of Gatchell ExcavationInc. of Epping, N.H., supports local charitieslike Relay For Life and others. In addition,he recently donated his time to a projectclose to home.

“We try to stay involved in our local com-munity. Last year, we donated around$60,000 worth of site work to compete aplayground for Epping Elementary Schoolthat the Governor of New Hampshire,Maggie Hassan, cut the ribbon at,” saidGatchell. “My kids attend there. One is insecond grade and we have a little one who isfour, who is going to go there shortly. It wasthe least we could do.”

The principal didn’t think it was the least,however.

“On behalf of the children and teachers ofEpping Elementary, I want to extend mythanks to you for your generous support ofour First Day Program,” wrote MarkVallone, Epping Elementary School princi-pal, in a letter last September. “Paul, wecould not have finished this project withoutyour help. The playground will be enjoyed

for many, many years, thanks to you.”On the day the playground was dedicated

in Sept. 2103, Gov. Hassan told a crowd ofmore than 50 town officials, “I may have tocome back here and play on this. One of thethings I’m proudest of is the way we cometogether in New Hampshire to get thingsdone. We solve problems.”

20th Anniversary and FurtherGatchell Excavation was founded in

1993, and celebrated 20 years in operationabout the time the school playground wascompleted. Gatchell grew up in the area andwasn’t much older than the students atEpping Elementary when he fell in love withheavy equipment and the gears whichmoved them.

“Both my parents were music teachers.No one in my family was in construction,”said Gatchell. “But I was the pride of thesandbox as a child. I was always fascinatedby heavy equipment, by hydraulics.

“There was one old-timer in town, BillParker. He had an old Ford backhoe. Therewas another old-timer with a John Deerebackhoe. That was about it,” Gatchell said.“When he went out of business, I was kind

Gatchell learned quickly. Starting outmowing lawns up and down his street in1987, he bought his first backhoe in 1993.

“Basically, the lawn mowing businesssupported the backhoe business,” Gatchellsaid. “I learned by making a lot of mistakes,basic trial and error. I offered to work forother excavation companies, but because Ihad no experience, they wouldn’t hire me, soI went into business for myself.”

Moving FastGatchell and a crew that varies from four

to 16 employees, depending on season or

work load, has grown into a business whoseservices range from installing, repairing orreplacing all septic systems, to laying waterlines, excavation and site work, driveways,grading, pulling stumps, clearing timber andmuch more.

“We do anything from small waterlinefixes to commercial/industrial sites,” saidMike Yergeau, company manager. “FromExit 6 off Route 101, we just built a 500-footroad to a two-acre parking lot for a woodprocessing plant that we just paved. We’rewrapping the job up. We started June 1and we’ve worked every day since on it tofinish it.

“This latest job, although it’s not enor-mous, has been one of our better jobs,” saidYergeau. “We can say that because we
