Note 1: The salary for the Mayor was adjusted to $165,850 being a combination of the City ofBrampton and Region of Peel. This was effective January 1, 2015.

Note 2: The Councillors are at 96% of the Grade 4 job rate or at the 8th installment. CurrentGrade 4 job rate for 2015 is $81,993. Last incremental increase was effective December 1,2014 and the salaries were increased from $75,435 to $78,713.

In 2006, Council approved the Council Compensation Committee's recommendation to placethe Mayor in the non-union Grade 10 salary range and the Councillors in the non-union Grade 4range. Effective December 1, 2006, the salaries reflected the job minimum of each respectiveGrade. Effective December 1, 2007, the salaries started the progression to job rate over thenext 10 years. The 10 year plan ends December 1, 2016.

The above Total Salary amounts do not reflect additional salaries for serving onBoards/Committees.

The Council of the Corporation of the Cityof Brampton passed the following resolution at itsmeeting of January 27, 2010:

7. That the salaries for the Mayor and Members of Council effective for the next term ofCouncil, commencing from December 1, 2010 to November 30, 2014, continue to bebased on the approved non-union salary grid including equal annual increments throughthe salary range to job rate on December 1 of each year, as previously approved byResolution CW132-2009, and with annual salary market adjustments made on January 1of each year in accordance with Resolution CWB24-2006.

Resolution

The Council of The Corporation of The City of Brampton passed the following resolutionat its meeting of December 10, 2014:

C317-2014 Whereas in previous terms of Council, decisions have been made byCouncil to establish a remuneration structure for the Mayor andCouncillors, in accordance with the Municipal Act, 2001, and based onrecommendations received from a citizen-based Council CompensationCommittee;

Whereas Section 283 of the Municipal Act, 2001, authorizes a municipalcouncil to establish its own remuneration structure;

Whereas it is deemed appropriate for the Mayor to demonstrateleadership and fiscal restraint to establish a new remuneration scale for

the position of Mayor that reflects other comparable municipal, regional,provincial and federal leaders and representatives, as well as prevailingeconomic conditions, and which is more appropriate for the Mayor ofCanada's ninth largest municipality;

Now Therefore Be It Resolved That the salary for the position of Mayorof The Corporation of the City of Brampton be $165,850 being acombination of the City of Brampton and Region of Peel Salaries andremuneration effective January 1, 2015;

And Further That any changes to the salary for the position of Mayorafter 2015 be subject to further consideration and approval by Councilduring 2015.

Council Compensation

14. That authority be delegated to a City staff committee, comprised ofthe Chief Corporate Services Officer, Treasurer, Executive Directorof Human Resources, or their respective delegates (with anynecessary support from the City Clerk's Office) to recruit, interviewand appoint a Council Compensation Committee of 5 citizens, inaccordance with Council's approved committee terms of referenceand the Citizen-based Advisory Committee Guideline andAppointment Procedure.

15. That staff be requested to work with the Council CompensationCommittee, once established, to conduct a review of Council'scurrent compensation structure and benefits program (includingnecessary benchmarking), and that the Committee report back toCouncil with its recommendations, and that any additional worknecessary to complete the Committee's mandate be authorized,subject to budget approval as part of the 2015 budget process.

16. That the current salary rate for all Councillors be maintained at theexisting compensation level until such time as Council considersthe compensation recommendations from the CouncilCompensation Committee.

17. That the following report, presented to the December 10, 2014Council meeting and referred to the December 15 and 16, 2014Council Workshop, be further referred to the new CouncilCompensation Committee, once established, for consideration aspart of the overall Mayor and Member of Council compensation andbenefits framework:

One-Third Tax Exempt StatusThat the following motion along with Clause 27 below be referred tothe Council Compensation Committee for a recommendation toCouncil for a decision on this matter before the end of 2015:

That the following be added to the final paragraph of Clause 27:

"as long as the amount does not exceed the compensationpaid to Councillors in the City of Mississauga."

(27) Whereas the One-Third Tax Exempt status has been discussedpre and post the 2014 Municipal Election;

Whereas both the City of Mississauga and the Region of Peeleliminated the One-Third Tax Exempt status in previous terms ofCouncil;

Whereas removing the One-Third Tax Exempt Status will bringtransparency to Council salary disclosure, to ensure the public isaware of the complete compensation package of all members ofCouncil;

Whereas the One-Third Tax Exempt Status was intended forincidental expenses associated with duties as a Councillor whichare not subject to statutory deductions such as income tax;

Whereas the City of Brampton strives to attract the best and thebrightest to seek political office;

Whereas Council strives to provide a compensation packageequal to a comparable municipality;

Whereas Council recognizes the need for sound fiscalmanagement;

Therefore Be It Resolved that the Mayor and Council permanentlyrepeal the One-Third Tax Exempt Status effective January 1,2016 and that the By-law confirming the proceeding of thesebudget deliberations be considered the necessary authority torepeal the One-Third Tax Exempt Status pursuant to therequirements of subsection 283 (6) of the Municipal Act, 2001 and

Therefore Be It Further Resolved that the salary and carallowance be increased such that there is no impact to CouncilMembers' net pay as a result of the elimination of the One-ThirdTax Exempt Status.

Mayor and Council Wage Freeze

(28) Whereas a motion has been put forward to 2015 BudgetCommittee that a wage freeze be imposed for all non-unionemployees at the management level and higher pending acompletion and council consideration of the core services review;

Whereas throughout the 2015 Budget Sub-Committee the Mayorand Council have been discussing a non-union managementwage freeze to show the citizens of Brampton that City Hall iswilling to take on some of the fiscal burden to ensure the publicdollars are spent wisely;

Whereas Mayor Linda Jeffrey has shown leadership by reducingher salary by $50,000 immediately upon taking office;

Whereas Council recognizes the need for sound fiscalmanagement;

Whereas this Council believes they should lead by example;

Therefore be it resolved that the Mayor and Council immediatelyfreeze their salaries for a period to be determined by this councilin the 2016 Budget process.

Business Expense Budget/Allowance Comparison
