www.ncs.gov National Communications System (NCS)

Washington, D.C. — The genesis of the National Communications System (NCS) began in 1962 after the Cuban missile crisis when communications problems among the United States, the Union of Soviet Socialist Republics, the North Atlantic Treaty Organization, and foreign heads of state threatened to complicate the crisis further. After the crisis, President John F. Kennedy ordered an investigation of national security communications, and the National Security Council (NSC) formed an interdepartmental committee to examine the communications networks and institute changes. This interdepartmental committee recommended the formation of a single unified communications system to serve the President, Department of Defense, diplomatic and intelligence activities, and civilian leaders. Consequently, in order to provide better communications support to critical Government functions during emergencies, President Kennedy established the National Communications System by a Presidential Memorandum on August 21, 1963. The NCS mandate included linking, improving, and extending the communications facilities and components of various Federal agencies, focusing on interconnectivity and survivability.

On April 3, 1984, President Ronald Reagan signed Executive Order (E.O.) 12472 which broadened the NCS' national security and emergency preparedness (NS/EP) capabilities and superseded President Kennedy's original 1963 memorandum. The NCS expanded from its original six members to an interagency group of 23 Federal

departments and agencies, and began coordinating and planning NS/EP telecommunications to support crises and disasters.

With the addition of the Office of the Director, National Intelligence (ODNI) in September 2007, the NCS membership currently stands at 24 members. Each NCS member organization is represented on the NCS through the Committee of Principals (COP) -- and its subordinate Council of Representatives (COR). The COP --formed as a result of Executive Order 12472, provides advice and recommendations to the NCS and the National Security Council and its ties to other critical infrastructures. The NCS also participates in joint industry-Government planning through its work with the President's National Security Telecommunications Advisory Committee (NSTAC), with the NCS's National Coordinating Center for Telecommunications (NCC) and the NCC's subordinate Information Sharing and Analysis Center (ISAC).

After nearly 40 years with the Secretary of Defense serving as its Executive Agent, President George W. Bush transferred the National Communications System to the Department of Homeland Security (DHS). The NCS was one of 22 Federal agencies transferred to the Department on March 1, 2003, in accordance with Executive Order 13286. A revised Executive Order 12472 reflects the changes of E.O. 13286. On November 15, 2005, the NCS became part of the Department's Directorate for Preparedness after nearly two years under the Information Analysis and Infrastructure Protection Directorate. Currently, the DHS Deputy Under Secretary for National Protection and Programs serves as the NCS Manager. bt

Broader Engagement

Goals of the Program

The goal of the Broader Engagement (BE) Program is to increase the participation of individuals who have been

traditionally underrepresented in high performance computing (HPC). The program offers special activities to

introduce, engage and support a diverse community in the conference and in HPC. Competitive grants will be

available to support travel to and participation in the SC’12 technical program. Consideration will be given to

applicants from groups that traditionally have been underrepresented in HPC, such as African Americans, Hispanics,

Native Americans, Alaska Natives, Native Hawaiians, Pacific Islanders, and other underrepresented groups around the

world, including women and people with disabilities. Applications from people in all computing-related disciplines are

encouraged —from research, education and industry.

Information for BDPA Members and BE Grant Applicants

This year, two (2) types of grants are available to BE participants: Standard Track and Advanced Track.

Standard Track

• Access to the standard technical program, including papers, panels, plenary sessions, birds-of-a-feather

sessions and exhibits, but not including tutorials.

• Access to the specialized BE community programs, including special events, the mentor/protégé program,

specialized technical and professional development sessions.

• Eligible for financial support for registration, lodging, travel, and incidentals.

Advanced Track

• Access to all of the standard track elements.

• Access to SC12 tutorials (waiving the substantial tutorial registration fees).

• Requires that applicants are responsible for their main technical program registration (at the level of society

member early registration). Advanced applicants can request mentoring from the program to help the

applicant find additional support for their registration.

• Eligible for financial support for lodging, travel and incidentals

The thing is, if material success is important to a person, then a kid could do a lot worse than to follow a career in information technology (IT). For example, it was recently reported that mobile app developers are pulling in six figures — whether they had a college degree or not. Six figures for someone in their 20s! Hey, that seems like rap star status to me.

Julius Clark thinks so, too. Clark is the president of the Charlotte (N.C.) Chapter of BDPA, formerly known as Black Data Processing Associates, a professional technology organization formed in 1975. I was introduced to Julius over the summer when Creating IT Futures Foundation partnered with BDPA’s own foundation (BETF) to award $10,000 in scholarships. Clark’s considerable work with BDPA is done as a volunteer. His day job is as an IT security professional for Wells Fargo. One day after work recently, the two of us met at Amelie’s Bakery in Charlotte so I could learn more about his particular chapter’s progress.

The program works this way: Each Fall, Julius and other volunteers at their BDPA chapter advertise in Charlotte’s schools about their Saturday group, the BDPA Charlotte High School Computer Academy, which begins meeting the Saturday after the Super Bowl. For the next several months the students meet to learn to program a database-driven website in the Microsoft.net language. (One year they learned Java instead, adds Clark.)

Meanwhile, over 40 other BDPA chapters around the country lead student groups of their own. The groups’ hard work leads them to the Annual High School Computing Competition (HSCC), held each summer at the Annual BDPA Conference. (This summer’s conference happened in Chicago. The next conference will be held in Baltimore, August 1-4, 2012.) Many of the students go on to college and careers in technology. Even as someone who has been in IT most of his working career, Clark never fails to be impressed by his students.

“It’s amazing what they manage to accomplish, even before they finish college,” Clark notes. Students such as David Gottlieb Jr., Khalia Braswell, Dennis Rankin, and Reginald Jamerson are clearly going to be tomorrow’s technology leaders. Recently I had the opportunity to interview one other BDPA alum, Stephanie Brown, who is headed to graduate studies at MIT after several years with Microsoft. Of course, while she was still living in Charlotte, Julius made sure to recruit her as a volunteer instructor.

One of the first meetings with the students involves the instructor sharing the earning potential of a person in IT. It’s one way to get past the misconception that only athletes and rap stars can earn a lot of money. Still, many of the students drop out of the program before the competition. Why? Sometimes the volunteer instructors are very good technically but have trouble connecting with the young people.

“When I was instructing, I always had good success, because I can talk to them about the music they listen to and the movies they watch,” says Clark. “Not every instructor can connect that way.” Furthermore, students that make it through the program one year might not return the next year. “An internship during the summers they are in high school would definitely bring them back year after year,” Clark maintains. Clark says any BDPA chapter could use the following support:

• Volunteer instructors who work well with teens • Hands-on summer internships for HSCC students, so each experiences IT first-hand.

The award was accepted by White's oldest son (above right) , Darren Lamison-White. Dr. Jesse Bemley, Director of JEF (above left), paid tribute to Mr. White’s selfless contributions to JEF and BDPA. Several people in the audience later approached Dr. Bemley to thank JEF for providing SC11 participants backgrounder information.
