Building Policy and Asset Management works with Queensland Government departments and agencies, and industry stakeholders, to provide Queenslanders with safer, fairer and more sustainable places to live, learn and work.

We provide an extensive range of services, professional knowledge and expertise to fill skill gaps, free up resources or increase capabilities. With policy and legislative services, asset facilities management, building and construction and project services available, using our strengths will enable you to focus on your strengths.

As part of the Department of Housing and Public Works, we understand the need to make it easier for Queenslanders to access government information and services. We start by putting customers at the centre of everything we do. We work with you to understand your needs and put those needs first.

The North Queensland Stadium is a joint project of the Queensland Government, Australian Government and Townsville City Council, and is supported by both the National Rugby League and the North Queensland Cowboys. The stadium forms part of the Townsville City Deal signed in December 2016.

Policy, frameworks and legislation

Building legislation and policyWe develop and advise on building, plumbing and security of payment legislation, codes and standards and other building-related legislation and policy. This includes supporting the government’s non-court-based appeals resolution services and infrastructure charges notices. We develop policy in partnership with relevant industries to deliver a safer, fairer and more sustainable building and construction industry in Queensland.

Whole-of-life asset managementWe can help you manage your infrastructure or fleet assets across their lifecycle including acquisition, operation, maintenance and disposal. Our lifecycle asset management framework provides transparent, informed decision-making processes to help you comply with your obligations to source sustainably and reduce risk.

Tenancy and facilities managementOur team of experienced property professionals can provide advice on best practice guidelines to ensure government facilities are managed economically and effectively. We provide services for office accommodation, government employee housing, conference rooms and end-of-trip facilities.

Strategic planning

Asset investment and planningOur strategic asset lifecycle advice can optimise your assets’ performance and value and deliver value for money from your investment. We can advise you on the best ways to manage your asset information and systems, future building construction and maintenance procurement, demand analysis and portfolio planning.

By working with us, you are creating jobs and providing training for young people. We are employing 300 trade-qualified staff, including 60 apprentices, in 2020-22. This increased capacity will improve our delivery of services across the state.

Delivery

Project and delivery managementFrom project definition and planning, to delivery and finalisation, we provide value for money with fast and efficient services combined with best Workplace, Health and Safety practices.

Building and constructionWe deliver tailored project management solutions and contract management for large building and construction projects and essential infrastructure such as schools, correctional centres, hospitals and community housing. We work with all stakeholders to ensure our designs meet their various needs. Our register of pre-qualified building consultants and contractors will save you time and money and help to deliver quality outcomes.

Construction managementOur expertise in designing, managing, constructing and demolishing capital building and construction projects will help you manage the timing, cost and quality of your project. We ensure safety on site is prioritised including undertaking site inductions, safety audits, accident investigations and reporting and managing notifiable incidences.

Government office accommodationWe provide timely, contemporary and cost-effective workspaces to support staff in their delivery of essential services to the Queensland community.

Procurement

Procurement servicesThe Department of Housing and Public Works owns the current Queensland Government Procurement Policy, so we are best placed to manage fair and transparent procurement processes. We design best practice procurement and tendering processes including risk management, briefing sessions and financial assessments to ensure compliant outcomes.

We also manage the forward planning and grouping of procurement activities in the building, construction and maintenance category, to improve efficiencies, reduce duplication and deliver integrated solutions.

Contract managementWe develop and apply Queensland Government capital works procurement policies to protect your business interests and provide peace of mind. As specialists in building contract law and administration, we negotiate, support and manage contracts and provide advice on contractor liquidation, claims management and contract documentation. We provide a wide range of support services including legislative approvals, tender preparation and evaluation, financial, licensing and registration checks and defect liability management.

Asset disposalAsset disposal is required when government assets become surplus to demand.

Effective asset disposal planning is critical in the management and performance of built infrastructure and vehicle assets. Proper planning ensures the assets don’t become a financial burden and supports forward estimates and budget processes by enabling reinvestment of disposal revenue.

Our expertise in property disposal includes the assessment and management of native title searches and compliance, surveying and legal services to support the subdivision and disposal of land and property. Using our property expertise, we engage and manage the right agents to sell your property, helping you to manage the risk, constraints and complexities of time, cost and quality relating to disposal.

Operation and performance

Asset condition assessments and reportingWe assess building assets and provide asset lifecycle projections to help you make informed investment decisions.

Maintenance managementWe can carry out your planned and unplanned maintenance to ensure government assets are maintained to the agreed standards of condition and amenity. We offer value for money by grouping similar maintenance work packages across government agencies and locations.

Disaster management and response servicesWe mobilise our frontline staff quickly to undertake repairs and maintenance to Queensland Government assets and restore key services to help rebuild communities. Our expert staff are trained and supported to treat community members with sensitivity and empathy to ensure they receive the help they need.

Queensland Rail case studyThe 2019 North Queensland Monsoon caused widespread damage to the Mount Isa rail line, prompting one of Queensland Rail’s (QR) largest ever repair efforts. The Townsville team worked with QR to quickly establish temporary accommodation camps at Julia Creek and Richmond, to house the large recovery workforce.

The team helped scope the camp requirements, identify and engage suppliers, manage approvals with local councils, and provide connection to town services and cost management services.

Staff also delivered an additional 180 beds, which allowed repairs to start and the critical transport infrastructure to reopen as soon as possible.

“Overall, an excellent outcome was delivered. The camps were established in a very short period of time and there is no doubt that they were a critical factor in reopening the Mount Isa rail line as quickly as it was.

The service provided was outstanding. In time of urgent need, experience shone through allowing the recovery of the Mount Isa rail line to proceed as quickly as possible. The team was a pleasure to work with.”
