Ahead of World Environment Day today, which has air pollution as its theme this year, the Centre for Science and Environment compiled a snapshot of the threat that air and water pollution poses for India and its people 12.4 Lakh deaths due to air pollution in 2017. Graduates from other medical disciplines such as nursing, dental etc., will also be allowed lateral en- try into the MBBS course,” states the draft policy. Dr Devi Shetty, Chairman of Naryana Health, who con- tributed to the draft proposals on medical education, clar- ified that lateral entry won’t mean exemption from en- trance exam. He told TOI that the details are yet to be worked out, but lateral entry would not be al- lowed to become a free pass for entry into MBBS. So, nursing and dentistry students, for ex- ample, would have to take NEET if they wanted lateral entry, but after that would only have to complete the remain- ing years of the course. If a nursing candidate were to seek lateral entry after two years, he or she would first have to clear NEET and then do the remaining three years (if the tenure of the MBBS course is five years). On fee and scholarships the draft policy states that “in line with the spirit of providing au- tonomy to educational institu- tions…, fees for professional education courses will be left to the management of educa- tional institutions, both public and private,” adding that insti- tutions would have to fulfil their social obligations and provide scholarships to stu- dents from the socially and ec- onomically weaker sections of society. Yet, it also sets the goal of improving “access to healthcare education for rural students, and lowering the cost of education”. The proposed common exit exam for MBBS should also serve as the entrance exam for post-graduate programmes, the draft suggests. “This exit ex- amination will be administered at the end of the fourth year of the MBBS so that students are relieved of the burden of study- ing for a separate, competitive entrance examinations at the end of their residency period. With the entrance examination out of the way, they can spend their residency period acquir- ing valuable skills and compe- tence,” states the draft adding that similar common exit ex- aminations could be conducted for dental education and other disciplines too. Citing tremendous short- age of professionals in the health sector, the draft policy suggests the setting up of a separate committee to work out a detailed transformation plan for the sector. Stating that professional education must be separated from professional practice, the draft policy envisages con- verting the Medical Council of India (MCI) and councils for dentistry and nursing into professional standard setting bodies that could also provide a curriculum framework, against which educational in- stitutions will prepare their own curricula. “All institutions offering professional education will al- so be mandatorily accredited once every 5 years, by accred- itation agencies empanelled by National Assessment and Ac- creditation Council (NAAC) in consultation with the profes- sional councils. Independent accreditation agencies with the necessary mandate to ac- credit all professional streams of education will be empa- neled,” states the draft. ‘Lateral entry will not be allowed to become a free pass for entry into MBBS’ Continued from P 1 I ndia is well-poised to ful- fil its pre-2020 climate commitment. Given this scenario, in which global warming and climate change issues are perhaps the greatest threat to this planet, The JSW-The Times of India Earth Care Awards (ECA) in its 9th edi- tion this year seeks to rec- ognise and felicitate busi- nesses that have kept cli- mate change mitigation high up on their agenda. The awards will be focused on businesses that have the willingness and a plan to re- duce carbon intensity in their operations. India had submitted its first Biennial Update Re- port (BUR) two years ago, carrying details of emis- sion inventory for the year 2010. Both the reports (BUR-I and BUR-II) show that the energy sector con- tinued to be the largest con- tributor to the total Green- house Gas (GHG) emissions (71% of total emission in 2010 and 73% in 2014) with electricity production ac- counting for the highest share within the sector. The findings, thus, make it in- cumbent upon India to work more diligently in re- ducing emissions in the en- ergy sector. Besides pledging to re- duce its emission intensity, India, under its 2015 Nation- ally Determined Contribu- tion (NDC), also committed to achieve 40% cumulative electric power installed ca- pacity from non-fossil fuel- based energy resources by 2030. The BUR-II shows that the country’s share of non- fossil fuel electricity gener- ation had already reached 35.5% in June 2018. This is a good sign for the global community, which has been keenly watching the coun- try’s progress, particularly those initiatives under the International Solar Alli- ance (ISA), which was launched by Prime Minis- ter Narendra Modi on the sidelines of the Paris Cli- mate Conference in 2015. The BUR-II says the share of non-fossil sources in- creased from 30.5% in March 2015 to 35.5% in June last year, yet another exam- ple of India being on course to meet its NDC target un- der the Paris Agreement. Even though things are on track, India still needs to act decisively on both mitiga- tion and adaptation fronts. In the recent past, there have been several actions aimed at building social and political support to limit, and subse- quently reduce, the concen- tration of GHGs in the atmo- sphere. In recognition of these efforts in mitigating cli- mate change, there will be five categories for the ECA Award this year — Leader- ship in urban climate action; Community-based mitiga- tion and adaptation in water resources, agriculture and forestry, other land use, ani- mal husbandry and climate risk proofing; Innovation in climate action; GHG mitiga- tion in large enterprises; and Leadership of women-led en- terprise in climate action. Both the reports(BUR-I and BUR-II) showthat the energy sector con-tinued to be the largest con-tributor to the total Green-house Gas (GHG) emissions(71% of total emission in2010 and 73% in 2014) withelectricity production ac-counting for the highestshare within the sector. Thefindings, thus, make it in-cumbent upon India towork more diligently in re-ducing emissions in the en-ergy sector.

Besides pledging to re-duce its emission intensity,India, under its 2015 Nation-ally Determined Contribu-tion (NDC), also committedto achieve 40% cumulativeelectric power installed ca-pacity from non-fossil fuel-based energy resources by2030. The BUR-II shows thatthe country’s share of non-fossil fuel electricity gener-ation had already reached35.5% in June 2018. This is agood sign for the globalcommunity, which has beenkeenly watching the coun-try’s progress, particularlythose initiatives under theInternational Solar Alli-ance (ISA), which waslaunched by Prime Minis-ter Narendra Modi on thesidelines of the Paris Cli-mate Conference in 2015.The BUR-II says the share of

non-fossil sources in-creased from 30.5% inMarch 2015 to 35.5% in Junelast year, yet another exam-ple of India being on courseto meet its NDC target un-der the Paris Agreement.

Even though things areon track, India still needs toact decisively on both mitiga-tion and adaptation fronts. Inthe recent past, there havebeen several actions aimed atbuilding social and politicalsupport to limit, and subse-quently reduce, the concen-tration of GHGs in the atmo-sphere. In recognition ofthese efforts in mitigating cli-mate change, there will befive categories for the ECAAward this year — Leader-ship in urban climate action;Community-based mitiga-tion and adaptation in waterresources, agriculture andforestry, other land use, ani-mal husbandry and climaterisk proofing; Innovation inclimate action; GHG mitiga-tion in large enterprises; andLeadership of women-led en-terprise in climate action.

Mumbai:A 24-year-old Brazi-lian has been arrested fromthe international airport forsmuggling in around 1 kg ofcocaine, worth Rs 5 crore, hid-ing it inside his body. Accord-ing to sources in the NarcoticControl Bureau (NCB), 910grams of the contraband wasstuffed into 75 capsules andswallowed by Jhonatan Par-reirra before he flew to Mum-bai from Brazil.

Sources said that followinga tip-off, NCB officials inter-cepted Parreira when he land-ed at the airport on May 27.“We detained him and tookhim to JJ Hospital for x-ray testafter taking court’s permis-sion.
