FIVE STATES — UP, Maharashtra, Bihar, Bengal and Rajasthan — accounted for more than 50% of all air pollution-related deaths in India in 2017. Together, the top-10 states for air pollution deaths made up about 75% of the total casualty fi gures that year
➤ The Central Pollution Control Board (CPCB) uses “chemical oxygen demand” (COD) as a parameter to measure pollution levels in water bodies. It measures how much oxygen is consumed by reactions in the water body. COD level above 250mg/l is considered critically polluted➤ Karnataka, Telangana, Kerala have the most critically polluted water bodies➤ 40 out of 41 stretches of Ganga are polluted

➤ Grossly polluting industries, which are those that discharge more than 100 kilolitres of wastewater per day and/or hazardous chemicals, are a big source of water pollution. UP, Haryana, Andhra and Gujarat alone have 84% of all such industries. In fact, since 2011, there’s been a 136% increase in number of grossly polluting industries

As India fi ghts alarming air pollution that claims thousands of lives annually,
there is a more acute need than ever before for the rigorous implementation of preventive regulations. Ahead of World Environment Day today, which has air pollution as its theme this year, the Centre for Science and Environment compiled a snapshot of the threat that air and water pollution poses for India and its people
12.4 Lakhdeaths due to air pollution in 2017. That is 12.5% of the total deaths in the country that year

Common foundationalcourses based on medi-cal pluralism will be fol-
lowed by core courses focusedon specific systems, and elec-tives that encourage bridgingacross systems. Graduatesfrom other medical disciplinessuch as nursing, dental etc.,will also be allowed lateral en-try into the MBBS course,”states the draft policy.
Dr Devi Shetty, Chairmanof Naryana Health, who con-tributed to the draft proposalson medical education, clar-ified that lateral entry won’tmean exemption from en-trance exam.
He told TOI that the detailsare yet to be worked out, butlateral entry would not be al-lowed to become a free pass forentry into MBBS. So, nursingand dentistry students, for ex-ample, would have to takeNEET if they wanted lateral
entry, but after that would onlyhave to complete the remain-ing years of the course. If anursing candidate were toseek lateral entry after twoyears, he or she would firsthave to clear NEET and thendo the remaining three years(if the tenure of the MBBScourse is five years).
On fee and scholarships the
draft policy states that “in linewith the spirit of providing au-tonomy to educational institu-tions…, fees for professionaleducation courses will be leftto the management of educa-tional institutions, both publicand private,” adding that insti-tutions would have to fulfiltheir social obligations andprovide scholarships to stu-dents from the socially and ec-onomically weaker sections ofsociety. Yet, it also sets the goalof improving “access to
healthcare education for ruralstudents, and lowering the costof education”.
The proposed common exitexam for MBBS should alsoserve as the entrance exam forpost-graduate programmes, the draft suggests. “This exit ex-amination will be administeredat the end of the fourth year ofthe MBBS so that students arerelieved of the burden of study-ing for a separate, competitiveentrance examinations at theend of their residency period. With the entrance examinationout of the way, they can spendtheir residency period acquir-ing valuable skills and compe-tence,” states the draft addingthat similar common exit ex-aminations could be conductedfor dental education and otherdisciplines too.
Citing tremendous short-age of professionals in thehealth sector, the draft policysuggests the setting up of aseparate committee to work
out a detailed transformationplan for the sector.
Stating that professionaleducation must be separatedfrom professional practice, the draft policy envisages con-verting the Medical Council ofIndia (MCI) and councils fordentistry and nursing intoprofessional standard settingbodies that could also providea curriculum framework, against which educational in-stitutions will prepare theirown curricula.
“All institutions offeringprofessional education will al-so be mandatorily accreditedonce every 5 years, by accred-itation agencies empanelled byNational Assessment and Ac-creditation Council (NAAC) inconsultation with the profes-sional councils. Independentaccreditation agencies withthe necessary mandate to ac-credit all professional streamsof education will be empa-neled,” states the draft.

India is well-poised to ful-fil its pre-2020 climatecommitment. However,
it still needs to stay ahead ofthe game by revising itspost-2020 national climateaction target under ParisAgreement. Limitingwarming to agreed-upongoal of 1.5˚C calls for majorand immediate action.
Given this scenario, inwhich global warming andclimate change issues areperhaps the greatest threatto this planet, The JSW-TheTimes of India Earth CareAwards (ECA) in its 9th edi-tion this year seeks to rec-ognise and felicitate busi-nesses that have kept cli-mate change mitigationhigh up on their agenda. The awards will be focusedon businesses that have thewillingness and a plan to re-duce carbon intensity intheir operations.
India had submitted itsfirst Biennial Update Re-port (BUR) two years ago, carrying details of emis-sion inventory for the year2010. Both the reports(BUR-I and BUR-II) showthat the energy sector con-tinued to be the largest con-tributor to the total Green-house Gas (GHG) emissions(71% of total emission in2010 and 73% in 2014) withelectricity production ac-counting for the highestshare within the sector. Thefindings, thus, make it in-cumbent upon India towork more diligently in re-ducing emissions in the en-ergy sector.
Besides pledging to re-duce its emission intensity,India, under its 2015 Nation-ally Determined Contribu-tion (NDC), also committedto achieve 40% cumulativeelectric power installed ca-pacity from non-fossil fuel-based energy resources by2030. The BUR-II shows thatthe country’s share of non-fossil fuel electricity gener-ation had already reached35.5% in June 2018. This is agood sign for the globalcommunity, which has beenkeenly watching the coun-try’s progress, particularlythose initiatives under theInternational Solar Alli-ance (ISA), which waslaunched by Prime Minis-ter Narendra Modi on thesidelines of the Paris Cli-mate Conference in 2015.The BUR-II says the share of
non-fossil sources in-creased from 30.5% inMarch 2015 to 35.5% in Junelast year, yet another exam-ple of India being on courseto meet its NDC target un-der the Paris Agreement.
Even though things areon track, India still needs toact decisively on both mitiga-tion and adaptation fronts. Inthe recent past, there havebeen several actions aimed atbuilding social and politicalsupport to limit, and subse-quently reduce, the concen-tration of GHGs in the atmo-sphere. In recognition ofthese efforts in mitigating cli-mate change, there will befive categories for the ECAAward this year — Leader-ship in urban climate action;Community-based mitiga-tion and adaptation in waterresources, agriculture andforestry, other land use, ani-mal husbandry and climaterisk proofing; Innovation inclimate action; GHG mitiga-tion in large enterprises; andLeadership of women-led en-terprise in climate action.
This year’s distin-guished jury members in-clude eminent scientist RAMashelkar, FRS, president,Global Research Alliance;Chandra Bhushan, deputydirector general, CSE; Kar-tikeya V Sarabhai, founderdirector, CEE; Dr Suhas Wa-ni, director, ICRISAT Devel-opment Centre; RajendraShende, chairperson,TERRE; Dr Ajay Mathur, di-rector general of TERI;Aneeta Benninger, execu-tive director, CDSA; RaviSingh, secretary general &CEO of WWF-India; RajatGupta, director, McKinseyand Company; Seema Aro-ra, deputy director general,CII, and Dr Rakesh KrSingh, director of NEERI.
