Welcome to Palmer TownshipPalmer Township is excited to welcome our new Township Manager, Robert

Williams. Bob began his employment with the township on March 4, 2018. He has since been busy working with each department and getting to know all the township employees. Bob has been spending a lot of time traveling throughout the township learning about all the exciting projects taking place.

Bob is a retired Veteran from the Pennsylvania Army National Guard after serving 30 years in the military. He served in Iraq and Kosovo prior to retiring in 2013. After his military service, Bob served as the Borough Manager in Orwigsburg, Pennsylvania. Bob is married and the father of 4 children. He holds a Master of Public Administration degree from Villanova University and a Bachelor of Arts degree in Political Science from LaSalle University. Bob is a Philadelphia native and very excited to be a member of the Palmer Township team.

with Xpress Bill Pay. If you are weary from writing checks or tired of wasting money buying stamps, we have good news for you. Palmer Township has teamed up with Xpress Bill Pay to offer residents the ability to pay their bills online. This recently new service is in response to our customer’s requests for faster and more convenient online payment options.

The service gives you the ability to view, track, and pay your Utility bills through the secure Xpress Bill Pay website. Various payment

options are available including credit and debit cards and electronic fund transfers. Customers can also setup automatic monthly payments and view up to two years’ history of your account, once the history is built.

Palmer Township Beautification For new Palmer residents, the Beautification Project is a volunteer organization formally sanctioned by

the Palmer supervisors at their May 2011 meeting. The original proposal was to clear the undergrowth along the bike path at Fairview Park. This path runs from the north side of the macadam path from the Bar Don Bowling Lanes to the New Creation UCC, which is approximately 250 yards. With the extensive help of Palmer employees, the land was cleared, and leaf compost was added to provide growing medium for plants.

After several years, a proposal was made to add the two gardens next to the Palmer Post Office. Again, Palmer employees dug up the substandard clay and added leaf compost. The Beautification Project Chairperson, David Carr, expresses his excitement regarding the continued efforts. Carr stated, “Going to the Fairview Park garden on May 22, 2019 to get pictures for this article, I expected to photograph some hibiscus stems, which are about 4 inches tall now. I saw some, but to my delight, the white Iris f lowers stood out dramatically. I knew that these would be enjoyed more. I am [also] really excited about the hibiscus plants that were transplanted about a month ago.”

Twelve hibiscus plants were transplanted from Carr’s personal gardens to the two end sections of the Fairview Park garden. These hibiscus plants are healthy and growing. They will f lower in August and will have white or red flowers. Carr continues, “I have a lot of seeds from the 2018 flowers and I also have cleome seeds. I would be pleased to give them away. Experienced gardeners may pull weeds and toss them to the bottom of the slope. Adopting plants and providing a few ounces of water during dry periods is encouraged.”

MIRACLE LEAGUE OF NORTHAMPTON COUNTY

Miracle League of Northampton CountyThe 2019 Spring season of the Miracle League of Northampton

County opened on May 4, 2019. The five-game day included ten teams, hundreds of players and volunteers, and over one thousand in attendance. Our seventh spring season wrapped up on June 20th. We were pleased to have many new groups join us on the field as buddies and in the concession area. We encourage groups and individuals to reach out for volunteer, coaching, and sponsorship opportunities by visiting our website: miracleleagueofnc.org.

The Miracle League of Northampton County provides opportunities to play baseball on a barrier free field for children and young adults with intellectual and physical disabilities. Games are scheduled Tuesday and Thursday evenings as well as Saturday mornings at the Easton Rotary Field at the Charles Chrin Community Center of Palmer Township. Learn more about the League by stopping by our tent at Palmer Community Days. Game schedules, volunteer opportunities, and player registration are available on our website. Feel free to like us on Facebook for the latest news. Our fall season will begin on August 24, 2019. Fall evening games are a wonderful opportunity to bundle up and come watch a game under the lights. In October, the Lehigh Yankee Fan Club will again sponsor Trick or Treat night. Vendor applications and online registration will be available on our website.

Our league is supported in many ways by individuals, businesses and municipalities. The Board of Directors very much appreciates this support and thanks all those involved. We also thank Palmer Township and the Public Works Department for maintaining the area around our field. At all our games, the spirit of sportsmanship, community support, and volunteerism come together to support our motto of “Every Child Deserves a Chance to Play Baseball.”

The Palmer Historical Society invites your membership and attendance at their informative and educational meetings featuring local and area subjects of interest. Meetings are held in the Palmer Library 10:00am to Noon February – May and September – November. Membership is $5.00 per year and includes an invitation to all events. Interested? RECYCLING INFORMATION

Your recycling efforts are paying off and Palmer is getting greener!

Thanks to our most recent Pennsylvania Department of Environmental Protection Act 101 grant, Palmer will soon be breaking the $3,000,000 (yes, 3 million!) mark in recycling grants! These grants fund public works equipment such as leaf vacuums, chippers, and other equipment so that we can efficiently manage our ever-growing yard waste, and they have helped us keep the cost of residential waste and recycling services at the same level or below for 13 years!

SPECIAL CURBSIDE COLLECTION (Put items curbside on your regularly scheduled collection day and they will be collected that

day or within that week by a separate truck other than our regular collection vehicles)

YARD WASTE COLLECTION: Week of November 4Unlimited amounts of yard waste (leaves, branches, twigs, f lowers, roots, bushes, garden clippings) will be

collected curbside and will be composted instead of landfilled. The dates of these collections are publicized on the township website, in our newsletters, and in the waste and recycling card that is mailed to residents each January. Please put this card on your refrigerator or bulletin board at home…it will provide you with important information and dates all year.

On these dates only, place your yard waste in any open top container (your old green, round recycling container or a clean trash container, NOT YOUR AUTOMATED TOTER), tie with cotton or hemp twine in bundles no larger than 3' x 3’ x 3’, and weighing no more than 40lbs, or place in compostable paper bags (NO PLASTIC BAGS, ROPE OR TWINE). These bags are available online or locally at grocery or hardware stores such as Home Depot, Lowes, or Piscitello’s Home Center. The following are unacceptable materials that will not be collected: grass clippings, tree stumps, loose soils, sod, any wood or tree limbs over four (4) inches in diameter; human or animal excrement; noxious weeds or soil contaminated with hazardous substances.

BULK ITEM COLLECTION: Weeks of September 16, and December 2This curbside collection will take place quarterly. These dates will be publicized on the township website, in our

newsletters, and on the waste and recycling card that is mailed to residents each January. Each residence is allowed to put out one (1) bulk item during each of these collection weeks, on their regularly scheduled collection day.

Bulk items are defined as items too large to fit into the waste cart; and the general rule of thumb is an item the approximate dimensions and weight of a standard size sofa that can be carried by two (2) men. Acceptable items include furniture, mattresses, grills, bicycles, lawnmowers, rolled up and tied rugs no larger than 3’ x 6’. Unacceptable materials that will not be collected include construction materials, hazardous waste, tires, yard

waste, grass clippings, or additional household trash. Residents may contact Waste Management Customer Service at 1-800-621-2100 for a more specific list of acceptable and unacceptable items.

If you can’t wait for a bulk waste collection, you may request a special bulk item pickup by contacting Waste Management at 800-621-2100. Identify yourself as a resident of Palmer Township, PA to receive the Township’s $25 per item pickup price. If your bulk items are in good condition, consider donating them to non-profits such as the, Salvation Army, American Family Services, ReStore, Habitat for Humanity, or church rummage sales.

WHITE GOODS/METAL COLLECTION: Week of September 30White goods will be collected and recycled twice per

year. This includes appliances such as refrigerators and freezers (remove doors), washers, dryers, hot water heaters, bicycles, and lawnmowers (oil and gas removed), BBQ grills (gas and/or charcoal removed), air conditioners and dehumidifiers (ALL FREON MUST BE REMOVED PROFESSIONALLY AND TAGGED PRIOR TO DISPOSAL), and various other household metal items. Place white goods out the night before your regularly scheduled trash/recycling collection day. The dates of these collections will be publicized on the township website, in our newsletters, and on the waste and recycling card that will be mailed to residents every January.

BIP Business Luncheon March 27, 2019

The BIP’s guest speaker at our March business luncheon was Palmer Township’s new Township Manager, Robert Williams. Bob gave the group a thorough history of his 30-year military career, which included his deployments to Kosovo and Iraq. He also talked about his considerable involvement with Schuylkill County and the Orwigsburg Chamber of Commerce that he acquired during his position as the Orwigsburg Borough Manager during the last 6 years. Realizing the positive history and impact of the Business, Industrial and Professional Association of Palmer Township, he stated he is looking forward to working closely with the group in the future.

BIP BOWLING FUNDRAISERThe Business, Industrial, and Professional Association of Palmer Township held their

inaugural bowling fundraiser on May 18th at Bar-Don Lanes. The organization raised over $6,200 to support the BIP’s scholarship and community projects.

THE ROLE OF THE CODE AND ZONING DEPARTMENTS

FUNCTIONALITY AND EDUCATION

The roles of the Code and Zoning Departments are essential to enhancing the quality of life by monitoring and enforcing a variety of applicable ordinances, codes, regulations and ordinances related to building codes, health and safety, blight, property maintenance, and other matters of public concern; and serves as a resource and provides information on Township regulations to property owners, residents, businesses and the general public.

To help keep Palmer Township as a desirable community to live in, such Departments take a proactive approach in enforcing regulations and ordinances. An effective program has a direct impact on preserving property values as well as attracting tourism, new housing, and business development. As codes may vary between municipalities, education and enforcement is crucial to promote a safe and blight-free township.

The following represents a list of the most commonly-cited issues: • Maintenance of Structures: Structures, including houses, buildings, garages, sheds, fences and decks, should be maintained

structurally sound and kept in good repair. Pools, hot tubs and ponds must be kept in a sanitary condition. • Unlicensed and/or Inoperable Vehicles: Vehicles on exterior property areas, are required to be inspected, registered and operable. • Parking: Motor vehicles may not be parked on any grassed area, covered with growing things of value or not otherwise designed

to reasonably accommodate the type of vehicle. • Sidewalk Obstructions: Public sidewalks must be kept clear of trees, bushes and snow. • Outdoor Storage: Refuse, rubbish and garbage should not be stored on the exterior property and premises. Typical items include

construction materials, furniture, electronics, accumulation of yard debris (such as branches) and other items not specifically manufactured for exterior use.

• Garbage and Recycling Practices: Bulk items shall not be stored outside, or placed at the curb, until the special curbside collection week. Garbage and recycling must be placed in an approved receptacle.

• Overgrowth: Grass and nonornamental vegetation is limited to 6-inches in height. Noxious vegetation, such as: ragweed, goldenrod, poison ivy, poison oak and poison sumac shall be removed.

• Sight Obstructions: Sight distance zones of intersecting street curblines must be kept clear of fences, walls, plantings and structures.

• Signage: Signs affixed to utility poles and street signs is prohibited. Yard sale signs should be free-standing and removed within 24-hours after the sale. All commercial signage does require a permit.

• Recreational Vehicles: Watercrafts, motor homes, travel trailers, all-terrain vehicles and snowmobiles 16-feet or longer are not permitted in the front yard except for loading and unloading purposes. Recreational vehicles longer than 16-feet may be stored in the side or rear yards, provided they maintain an 8-foot setback from the property line.

• Permits: Various building and zoning permits are required. Visit the Township website (www.Palmertwp.com) for additional information.

When is a Permit Required?The Pennsylvania Uniform Construction Code, as well as, the ordinances of Palmer Township requires permits for many

types of projects. Activities requiring permits include:

• Pools (permanent and temporary)• Finished basements• Driveways (replacement, expansion and resurface)• Signs (except political signs) and banners• Additional living space conversions• Patios and patio roofs• Fences (temporary and permanent)• Retaining walls• Sheds and carports (accessory structures)

On September 11, 2001, Stephen Siller, an FDNY Firefighter who was assigned to Brooklyn’s Squad 1, perished while assisting victims inside the Twin Towers. The Siller family later started a foundation called The Tunnels to Towers, which assist first responder victims of 9/11. On June 2, Palmer Fire's Deputy Chief Jim Alercia conducted a fundraiser, raising more than $500 to partake in the annual Stephen Siller Stair Climb of the Freedom Tower in New York City. Firefighters raced the 104 stories in memory of the lives lost on 9/11.

2019 Anthony J. Minotti Scholarship WinnersThe Palmer Township Athletic Association presented scholarships to 11 area students recently in the name of Anthony J. Minotti,

a former principal and supporter of children’s causes in the township. Since 1975 the Palmer Township Athletic Association has presented 367 scholarships which have totaled $150,050.

CRIMEWATCH NETWORKThe Palmer Township Police Department has joined other police agencies in Northampton County and in Pennsylvania, by signing

up for participation in the CRIMEWATCH Network. The Palmer Township Police Department is the 2nd Northampton County based police department to go live on the CRIMEWATCH Network.

The CRIMEWATCH Network is a platform that creates transparency in local law enforcement and gives our community members instant access to information that impacts their safety. Now that our department is live with CRIMEWATCH, members of our community can sign up to receive free alerts about crime where they live. This means that if someone in your neighborhood gets arrested for a serious crime, you receive an alert right on

your smartphone, and the alerts are not just text, they include the picture of the offender (when available) and the details about the arrest.

One of our intentions in signing up with CRIMEWATCH is to use the platform as a media release hub, pushing information out to our other social media and news media outlets. The Palmer Township Police Department intends to

use the CRIMEWATCH Network to keep our citizens informed, connect with our community, and allow for feedback regarding the services we provide to our community.

Join us for your child’s birthday party. We provide two trained party coordinators who are ready to get kids moving and excited. We take care of set up and clean up to ensure a stress-free event. We provide pizza, juice, and all paper products. *Birthday Cake is not provided.

Children will have the opportunity to play on different gymnastics equipment including: bars, beam, trampoline and the air trak, along with games and the parachute! If you have a child that is interested in sports, we can also incorporate a sport’s theme into your child’s special day! After one hour of play time the party coordinators will escort the children to the food area, where they will serve pizza and juice. Don’t worry about clean up! AUGUST 2019 – TODAY’S PALMER

SITE LOCATION AND INFORMATION:The Charles Chrin Community Center of Palmer Township at 4100 Green Pond Road. Palmer, PA. 18045, phone: 610-252-2098

HOURS OF OPERATION:

• Childcare hours are Monday through Friday.

• Before Care hours 6:30 A.M. to 8:30 A.M. (or bus pick up time)

• After Care hours (bus drop off time) 3:30 P.M. to 6:00 P.M.

• On a half day childcare will be offered

• On an early dismissal day care will be offered from 12:30 P.M. to 6:00 P.M.

• The program will not run on any snow day cancellations. This includes any 2-hour delay that is later changed to a

cancellation. In the case of a 2-hour delay that is changed to a cancellation, all Before Care program children will need to be picked up by a parent or guardian before 11 A.M. Please plan accordingly.

PROGRAM CONTENT: Our program includes:

• Snack time (snack brought from home)

• CPR & First Aid Certified Staff

• Daily homework time

• Multiple safe play areas

TRANSPORTATION:A school bus will transport children to Easton Area Middle School, Palmer

Elementary School or the Easton Arts Academy from CCCC daily. All participants must complete an alternative transportation form and return it to the school, NOT CCCC.

Payments are now due on a bi-weekly basis. Payments will be due

every other Monday, see payment calendar for details and dates. If payments aren’t made for two payment cycles, your child will no longer be able to attend the Before and After School program. Only when the balance is paid off will your child be able to return. The payment schedule is from August to June. The final payment is due at the end of the current school year upon receipt of bill. Payments can be made at the front desk or by mail. There is a 2% fee for all credit card transactions. Please make checks payable to Palmer Township.

FEES AND PAYMENTS:

A $100.00 membership fee for the year is required to guarantee your child’s spot for the Before & After School program. The program application and fee are mandatory and must be completed and received by the CCCC before your child is accepted into the program.

There is an additional charge of $10 per every 15 minutes for late pickups, this will be reflected in your bill. Repeated late pickups may result in loss of childcare services.

Children’s Programs at the Charles Chrin Community Center of Palmer Township

Tumble TimeFor children up to age 4 with a parent/

guardian. Bring children to play in a safe, open play environment. They’ll get to use our

tumble equipment and be accompanied by fun music! Each day we’ll end with bubbles and a stamp. This is a walk-in program. Come early as we only accept 30 children at a time.

Wednesdays: 9:30-10:15am and 10:15-11:00am,

Sing N MoveA music class where you and your baby will

get to sing, move, and play! They’ll not only explore themselves, but their surroundings and social skills as well. It is a learning and bonding experience for you both.

Ages 2-3.5 $75/session

SESSIONS FOR 2019:• September 10th, 17th, 24th, & October 1st• October 15th, 22nd, 29th, & November 5th• November 19th, 26th, December 3rd, & 10th

This class runs in 4-week sessions with a break week between

each. If you miss the start of one 4-week session, you will have to wait for the next. We want to make sure you and your child get the most out of the experience!

You can register at the community center for this program. Sign up early! We only accept 10 children per class.

Our year-round developmental sport and fitness program teaches the basic-fundamentals and mechanics of 9 sports while mastering 7 key areas of motor development. It offers instruction on many different sports (baseball, football, golf, soccer, basketball, lacrosse, tennis, hockey, volleyball) enhances hand-eye coordination, muscle tone, speed & agility, and lots of FUN. Children will receive a t-shirt.

This program is at the Charles Chrin Community Center of Palmer Township.

In this guided class, children will enjoy themed activities, crafts, story time, learning games, music & movement, and more. for the reservation of that time per 8 weeks. Technique Classes would be an additional $60 to the instructor. If you are reserving the time for choreography, please check with your instructor for the choreography fee. *Missed lessons will be charged unless notified a week in advance.
