Prime Minister Dato Sri Mohd Najib delivered the Opening Keynote Address at the Global Business Leaders Forum organised by the Commonwealth Business Council in association with ASLI and supported by MIDA. The Prime Minister spoke about Malaysia’s role in the Commonwealth and in ASEAN and highlighted the business and investment opportunities available in Malaysia. The Prime Minister in his Keynote Address highlighted the importance of having the Commonwealth engage actively with Asia and ASEAN. He also felt that trade and investment flows must be increased and Commonwealth countries need to focus on good governance and reforms.

The Forum was also attended by the Prime Minister of Rwanda, Mr. Bernard Makuza who delivered a Keynote Address. Rwanda is the newest member of the Commonwealth. Prime Minister Makuza highlighted business and investment partnerships with Rwanda. The Forum was attended by 250 participants from 30 countries.

At the session on Driving Trade and Investment Flows between the Commonwealth and Asia, Dato’ Dr Rebecca Sta Maria, Secretary-General of MITI highlighted Malaysia’s involvement in various FTAs. Chairman of Malaysia Airlines Tan Sri Dr Munir Majid and Chairman of QI Group of Companies Dato’ Vijay Eswaran also addressed the Forum.

Subsequent sessions focused on Promoting New Economic Linkages Between the Developed and Developing World, PPP for Infrastructure, Agriculture and Plantations, Entrepreneurship and Leadership, Creating a Sustainable Energy Mix, Islamic Products and Finance, New Technology and Innovation.

Four key areas were identified for action: First, the establishment of a

Commonwealth trade and investment bank that could facilitate trade through mechanisms including export-import finance.

Second, strengthening financial inclusion through private-public partnerships to bring governments, business and community based organisations together in a cohesive strategy. Channels for investment in microfinance could be developed further. Skills development could be provided alongside microfinance programmes to stimulate growth at all levels.

Third, greater use of public-private partnerships for accelerated infrastructure development. Alignment of private sector capabilities with public sector objectives can be improved by better understanding of the capacity of each party and evaluation of how best to share risk.

Fourth, co-operation between business and governments on education and skills development to meet rapidly growing human resource needs for the future.

We live in a world of many divides. Indeed, it would appear that divides are the norm rather than the exception as stated by HRH Raja Dr Nazrin Shah, The Crown Prince of Perak in his Opening Royal Address at the World Muslim Leadership Forum on October 7, 2010 at the Somerset House, London organised by ASLI together with the Faith Regen Foundation. The former Prime Minister of Pakistan H.E. Shaukat Aziz agreed to be the Co-Chairman of this Forum.

The World Muslim Leadership Forum was intended to focus on the importance of leadership in the Muslim community and at promoting interchange and dialogue between leaders from the West and the Muslim community. The Forum’s main agenda was to find ways to link and galvanise the Muslim community across the world collectively and searches for a new way forward; a necessity for the Muslim world to assert itself in the face of the new world economic order. The primary reason the Forum was held in London for there is no major International Muslim Forums in London or a Western Capital city. Hence this will be a world first to promote closer dialogue between the West and the Muslim World and also to enable Western governments and successful Muslim entrepreneurs in the West to discuss how they can help develop the poorer Muslim countries in Africa and Asia. It also hoped to showcase to the financial community in London and the West, the growing significance of Islamic markets and Islamic fmance.

The Forum was officiated and graced by HRH Raja Nazrin Shah with his Royal Remarks on Muslim World in the Face of the New World Economic Order. Bridging the Muslim and Western World for Peace and Development. In his remarks, HRH stated his concerns that the Arab and Muslim world are heavily disadvantaged as their cause and interests are thereby greatly impaired with the spreading of negative images and perspectives. The false and sweeping linkage of Islam and Muslims with terrorism, the portrayal of Islam and Muslims (rather than traditional culture and local conditions) as backward, undemocratic, intolerant, wanting in respect for human rights, and discriminatory of women, owes much to some in the Western media. HRH added that the agenda for discussion on Muslim-West relations is frequently focused on what is wrong with the Muslim world rather than on what needs to be made right on both sides. HRH concluded that both sides have plenty to do to correct the picture and help narrow the gap. The Muslim world has more ground to cover in improving the quality of its media and its outreach into the Western world, The media in the West and the Muslim world, as well as

intellectuals and other important stakeholders, could also engage each other and work together to correct misperceptions and stereotypes on both sides and to promote mutual understanding. HRH ended with a strong statement that we should all embark in building the bridges that will bring us closer together.

In his remarks on Muslim World in the New Global Economic Order, Dato’ Sri Anifah Aman, Minister of Foreign Affairs, Malaysia stated that there were ways in which we in the Muslim World can contribute in the New World Economic Order. It is not to diffuse the impact of formalised sector but rather, to distribute the responsibility and share the weight with others. He added that as a nation, we are a living example of harmonies living with many races and religions co-existing side by side peacefully for many decades. The Malaysian experience can be a case study for consideration and discourse. He concluded that we should go through a series of introspection and reconcile ourselves with what we believe to be the “I” and deconstruct the existing frameworks and conventional wisdom, to identify ways in which we as individuals can contribute to the global community. Ways in accordance to the Islamic principles and the realities of the Muslim world. From then on, as he added, we can steer a community that can contribute to the global world.

The World Chinese Economic Forum was held on the 2nd and 3rd November 2010 at the Palace of Golden Horses. The theme of this year’s forum is “Building Business Linkages in a Globalised World” with various sessions held focusing on certain aspects of the partnership between China and ASEAN countries. This forum acknowledged the long-standing relationship between the two, citing historical links as well as recent achievements made. The newly executed China-ASEAN Free Trade Area was given special attention and the impact of CAFTA on the Southeast Asian Region as well as challenges faced is also discussed. The Forum brought together participants from 30 countries.

Prime Minister of Malaysia, Dato’ Seri Najib Tun Razak’s speech was read by the Deputy Prime Minister, Tan Sri Muhyiddin Yassin, and it focused on the partnership and bilateral ties between the two nations. H. E. Chai Xi, Ambassador of the People’s Republic of China also gave a special address in highlighting China’s economic growth and its achievements, along with their efforts in strengthening ties with other nations. Vice chairman of the China Council for Promotion of International Trade HE Yu Ping also spoke at the Forum’s Opening Ceremony.

The Prime Minister Dato Sri Mohd Najib Tun Razak in his Opening Keynote Address read by the Deputy Prime Minister Tan Sri Muhyiddin Yassin noted the rise of China and the growing importance of China in the Global economy as an economic powerhouse.The Prime Minister also strongly advocated the creation and development of a

new Silk Road to connect China through Southeast Asia and India to the Middle East which could create the world’s largest economic powerhouse encompassing the Chinese, Malay, lndian and Arabic civilizations.The Prime Minister urged ASLI and other Think Tanks in the region to study this new economic corridor and its enormous potential. Dato Sri Mohd Najib also paid tribute to the vast contributions made by the Chinese community to the growth and development of Malaysia.

The Forum covered many areas and was divided into eight main discussion sessions. The first session was called “Charting a New Silk Road: Connecting China, ASEAN and the Middle East,” where panels discussed the economic and business links between China and these areas such as regional relationships focusing on China-ASEAN relationship and the possibility of East Asia Regional Cooperation, and a future FTA in East Asia. The second session focused on China’s role in shaping a new Asia Century from economic, political and global perspectives. There is also suggestion that Asia and China invent new principles on coexistence in the economic sphere. China is now a global stakeholder. The consensus of this session is that it is time that Asia resumes its place in the world. The issues around CAFTA were discussed in the third session, aptly named “Deepening China-ASEAN cooperation: CAFTA - beyond the hype, doing Real Businesses”. Here, various perspectives from the panelists who come from both the political and business world were heard as both implications and challenges of CAFTA were discussed.

THE 2ND WORLD CHINESE ECONOMIC FORUM

The fourth session discussed the link between East and West and developing entrepreneurship and strengthening family businesses. The second day of WCEF saw a comprehensive presentation by Tan Sri Koh Tsu Koon on government’s strategic efforts to achieve vision 2020. He talked in detail about Government Transformation Programme and Economic Transformation Programme in efforts to change Malaysia into a high-income country.

The first session of the second day is “Green Economy, Clean Technology, and Sustainable Development - the Wave of the future”, which turned into an interesting discussion focusing on government role, the economic perspective of green economy as well as the efforts needed to engage the public. The second session followed the financial and economic trends of China’s growing overseas investments.

The third session is called, “The Power of Innovation and Communications- Driving Connectivity and transformation” with some focus on ICT and broadband, coined the virtual Silk Road. Technology enables level playing field and the three megatrends in the ICT world is the printing press, electricity and Internet. The idea “Broadband inclusive for all” is the basis for digital invention and innovation.

The two parallel sessions are “The Emerging and Young Leaders - The Unparalleled Experience” where young leaders shared

their perspectives in the roles trusted upon them and how these responsibilities are translated in practice, and the session on “Real Estate and Property Investments - Global trends and challenges” enabled some meaningful discussions on capitalising on the investments in property and real estates at the tum of the Global Financial Crisis by some of the experienced players in the arena.

Chief Minister of Penang, Mr. Lim Guan Eng provided a special address along with Dato’ Sri Dr Ng Yen Yen, Minister of Tourism, on the second day of the Forum. Tun Dr Lim Keng Yaik provided the closing keynote address entitled, “China and ASEAN working together for mutual prosperity” at the end of Forum.

Many distinguished speakers addressed this Forum. The National Unity Forum 2010 was held at Corus Hotel, Kuala Lumpur on 27th September. The day-long forum was opened by Senator Tan Sri Dr Koh Tsu Koon, Minister in the Prime Minister Department who provided insights into the government’s efforts in addressing national unity and perception management in terms of race relations. Prior to the opening keynote address, Tan Sri Ramon Navaratnam, Chairman of the Centre of Public Policy Studies provided the welcoming remarks, stating the importance of the notion and practice of inclusiveness in Malaysia.

The first session was titled: Making 1 Malaysia work with eminent speakers such as Tan Sri Mohamed Jawhar Hassan of Institute of Strategic & International Studies (ISIS Malaysia), Datuk David Chua of Malaysia China-Business Council, Mr Premesh Chandran of Malaysiakini, Ivy Josiah of Woman Aid Organisation, and KK Tan of Juken Consultancy. Panelists touched on ethnic based politices and going beyond mere tolerance and focusing more on understanding and acceptance of differences.

Session two discussed means of attaining national integration with emphasis on rural and urban divide and the different siege mentality

that is ingrained within each ethnic groups that are affecting the attainment of national unity.

Tun Mohammed Hanif Omar, Former Inspector-General of Police & President, Malaysia Institute of Management (MIM) spoke on the social contract and how it is affecting the current generation. Session 4 argued that religion could be the catalyst for national unity and harmony, which requires proper education in institutionalised environment and in familial setting.

The final session of the day consisted of young panel speakers, focusing on the future and the role of young leaders in attaining national unity. Different forms of education was touched upon, such as the formal and informal methods of learning, and how these experiences often shapes one views on humanity and unity in diversity.

During the conference CPPS also launched a Declaration against Extremism which gathered significant support.

The 7th MCBC Annual Joint Council Meeting was held on the 18th-22nd July, 2010 at Shandong Hotel, Jinan, Shandong Province, China. Malaysia-China Business Council (MCBC) Joint Co-Chairman Tun Musa Hitam together with Tan Sri Joseph Pairin Kitingan, Deputy Chief Minister of Sabah cum Minister of Infrastructure Development, Sabah led 63 delegates from Malaysia to Shandong Province China. The Chinese delegation was led by Mr Yu Ping, Vice Chairman of the China Council for the Promotion of International Trade (CCPIT). A total of 100 delegates which consist of senior members and other member representatives of the council from Malaysia and China attended the Annual Joint Council Meeting.

The 7th MCBC Annual Joint Council Meeting was hosted by the China Council for the Promotion of International Trade (CCPIT) Jinan sub-council, at Shandong Hotel, Jinan City, Shandong Province, China.

Tan Sri Joseph Pairin Kitingan, Deputy Chief Minister of Sabah cum Minister of Infrastructure Development, Sabah, led the Malaysian delegation to the Huaiyin District. Huaiyin District has become the national land transport hub and western gate to Jinan City.

The 7th Joint Annual Council Meeting commenced with MCBC Joint Co-Chairman, Mr Yu Ping’s welcoming remarks. Mr. Yu Ping reminded the delegates that China-ASEAN Free Trade Area (CAFTA) will benefit the region, providing more opportunities for cooperation, and allowing more rooms for development between China and ASEAN countries. With the establishment of CAFTA, Mr. Yu Ping emphasised the prominent role that MCBC can play in the near future. He welcomed the Official Delegation from Sabah State Government.

MCBC Joint Co-Chairman Tun Musa Hitam addressed the meeting that bilateral trade and investment between Malaysia-China is stronger than ever. China is now Malaysia’s largest trading partner. Last year, Malaysia-China trade exceeded US$36billion. Tun Musa Hitam believes that the recent establishment of CAFTA will further strengthen trade and investment between the two countries. Tun commented that the relationship between MCBC and CCPIT has also been strengthened over the past year. Tun thanked Mr Yu Ping for honouring both last year’s and this year’s Annual Joint Council Meeting with his presence.

Tan Sri Joseph Pairin Kitingan, Deputy Chief Minister of Sabah cum Minister of Infrastructure Development, Sabah delivered a Special Address at the meeting. Tan Sri highlighted that the Sabah Development Corridor (SDC) initiative seeks to ride on the CAFTA by offering itself as an attractive investment destination for Chinese investors. The Vision for Sabah via the SDC is to be a vibrant, economically successful and liveable state.

After the welcome speeches and the special address, Secretaries-General from MCBC and CCPIT took turns to present reports of ativities and programmes that had been undertaken by the council in their respective countries.

CCPIT was represented by Ms Wang Li. MCBC was represented by Dato’ Michael Yeoh. Zhang Xiaoji who is the Director-General of Foreign Economic Relations Department of the Development Research Centre (DRC) of the State Council of P.R.C. presented an update on China’s economic outlook and prospects.

In early 2010, the central government laid out its economic target, and the pursue 3 objectives, ie Restructure the Economy, Fast Growth, and a Well-Managed Inflation Expectation. Mr. Zhang commented that it is not easy for China to grow the economy and control the rate of inflation at the same time.

The Shandong-Malaysia Business Forum was attended by over 500 delegates from Malaysia and China. The purpose of the forum was for Sabah and Shandong to introduce the key development areas and potential investment opportunities in the two states.

THE 13TH NATIONAL HOUSING &PROPERTY SUMMIT

ASLI organized its 13th National Housing and Property Summit with the theme “Gearing Up For Sustainable Growth During The 10th Malaysia Plan Period” on 29th and 30th July 2010 at the Sunway Resort Hotel & Spa.

The Minister of Housing and Local Government Dato’ Wira Chor Chee Heung delivered the Opening Keynote Address. In his speech, Dato’ Chor mentioned the Housing and Property Industry is one of the key economic sectors of the country, the challenge for the Government is to facilitate sustainable growth in the industry, which includes providing affordable housing for every Malaysia, especially those in the lower, middle and low-income groups. In response to this, the Prime Minister has announced the rationalization and streamlining of the role of federal agencies involved in public housing under the 10th Malaysia Plan. This is in order to facilitate the construction of 78,000 affordable houses that will be built during the 10th Malaysia Plan period.

With regard to sustainable development, the role of housing developers as project initiators in housing development should

be beyond mere business. Developers should not only take pride in the design, quality and timely delivery of the products that are part of the branding exercise, but also be mindful of the social and environmental impact of their business undertakings. In this regard, the Minister said that the Green Building Index (GBI) Malaysia, which was introduced in 2009 provides an opportunity for housing developers and property owners to design and construct green, sustainable buildings that can provide energy savings, water savings, a healthier indoor environment, better connectivity to public transport and the adoption of recycling and greenery for their projects to reduce negative impact on the environment. Some of the components of the GBI such as building orientation, facade selection, rain water harvesting, natural lighting, air change effectiveness, storm water design, recycled content materials and construction waste management need to be adopted and taken into account during the design stage. The Housing and Property sector should take heed in this revolutionary exercise as the whole world is currently undertaking this transformation in going “Green” and “Sustainable”.

6TH ASIA ECONOMIC SUMMITIN SHENZEN, CHINA

The 6th Asia Economic Summit was convened in Shenzen, China on 10th Dec. The Annual Summit was organised by ASLI and this year coorganised by the China Development Institute and supported by Asia Society. More than 150 participants from Government, Business and Think Tanks attended the summit.

The Summit was officially opened by China’s former Finance Minister Xiang Huaicheng who is also Chairman of the China Development Institute. He spoke about China’s 12th five year development plan to start in 2011, which will focus on China’s challenges and opportunities and lay the foundation for China’s continued growth. He also stressed that domestic demand will become a key force to drive economic growth.He emhasised China will continue to deepen reforms and continue to open up the economy.

In the session on the Rise of China and Asia’s role which was moderated by Mr Ronnie Chan, Chairman of Asia Society and Hung Lung Group, speakers include Vice Governor of Guangxi Zhuang Autonomous Region Chen Wu, Penang Chief Minister Lim Guan Eng, Prof Fan Gang President of China Development Institute. Ambassador Nguyen Tam Chien former Vice Minister and Director Vietnam Centre for International Studies. Vice Governor Chen stressed the importance of intensifying cooperation in economics, trade and culture. He mentioned the China Asean FTA has increased to USD260bill up 40% when it was first initiated.

Penang Chief Minister Lim Guan Eng said the rise of China has positive effect. He said reverse investment from China should also be a positive development whilst Dr Raymond Atje spoke about the unintended consequences of China’s rise.Ambassador Nguyen said Asia is at the centre of development

of the world. Prof Fan Gang suggested Asian countries start holding each others currency and bonds through regional currency cross holdings. The Minister of Transport, Malaysia, Dato’ Seri Kong Cho Ha, officially launched the 3rd KL International Automotive Conference 2010 & 8th KL International Motor Show (KLIMS) 2010 on Thursday, 2 December 2010. The conference, aptly themed “The Automotive in a Changed Era - Gearing for Innovation, Sustainabllity & Profitability” was held on 1 & 2 December 2010 at the PWTC Kuala Lumpur, in conjunction with the 8h KL International Motor Show (KLIMS) 2010 Exhibition from 3 to 12 December 2010

During the Joint Official Ceremony for 3rd KLIAC 2010 and 8th KLIMS 2010, Dato’ Seri Kong Cho Ha, Minister of Transport, Malaysia said that the strategies are being devised by the Government to open up the local automotive industry to foreign investments, in line with globalisation and liberalisation trends, while protecting local players and setting sustainable policies that allow fair competition among auto makers. He further reiterated that the Government is committed to tackling sensitive but economically vital issues such as the potential gradual revision of fuel subsidies and inflationary control policies. He also urged the industry to expand through partnerships, mergers and acquisitions to become more competitive and achieve economies of scale and market dominance. On environmental sustainability, Dato’ Seri Kong said that the Government is committed to promoting the manufacturing of fuel-efficient and alternative-energy vehicles to draw in more foreign investments. The Government is also striving to maintain a sustainable transport system by placing significant emphasis on road safety. Meanwhile, Mr. Mirzan Mahathir, President of ASLI and Datuk Aishah Ahmad, President of MAA & Organising Chairman of KLIMS 2010 Organising Committee delivered their Opening and Concluding Remarks prior to the Keynote Address by Dato’ Seri Kong.

Later, Tun Or Mahathir bin Mohamad, former Prime Minister of Malaysia and Advisor of PROTON Holdings Berhad, in his Special Luncheon Keynote Address, urged the automotive companies to upgrade and innovate or otherwise see a rapid inglorious end. He also cited examples of well-known old makes which have disappeared, especially the British cars. “We no longer see British Austins and Morris, the German Borgward and the Studebaker and Hudson of America and many other”. He also predicted that there would be less number of players in the automotive industry but the industry itself would not disappear, He said that only the aggressive and people with extensive research development capacity would remain.

ASLI organized its 15th Malaysian Capital Market Summit with the theme “Scaling New Heights, Facing New Challenges” on 8th and 9th December 2010 at the Prince Hotel & Residence, Kuala Lumpur. This Annual Series of Malaysian Capital Market Summits, now in its year has been a premier gathering of institutional investors, economists, analysts, fund managers and corporate players to feel the pulse of the Malaysian capital market and to evaluate the economic and investment outlook for the country the following year.

The Chairman of the Securities Commission Tan Sri Zarinah Anwar delivered the Opening Keynote Address. Tan Sri, Zarinah began her speech by emphasizing that the protection of investors is the core business of the Securities Commission. The regular episodes of financial crises serve only to remind us of the central role of regulation in maintaining public confidence in capital markets. In this regard, regulation serves to maintain minimum standards for participants and products, ensure timely and relevant disclosures and maintain the integrity of transactions. To the best extent possible, regulation seeks to provide reasonable safety from fraudulent and predatory practices and to allow investors to assess and manage market and business risks.

In this context, Malaysia has progressed a long way from the Asian crisis where governance weaknesses both at public-listed companies and intermediaries led to financial distress and caused investors to experience massive losses in wealth. Today, one of the most important achievements of the CMP is the international recognition of Malaysia as a well-regulated capital markets. The strengthening of Malaysia’s regulatory framework started with the implementation of a prudential framework for our stockbroking industry. This was followed by the launch of the Malaysian Code of Corporate Governance in 2000, and then by successive improvements through strengthening accountabilities of boards and audit committees, introduction of whistle-blowing provisions and widening of enforcement actions against securities offences. Malaysia also adopted international financial reporting standards and have recently established an Audit Oversight Board.

Tan Sri Zarinah’s also said the timing for a new Capital Market Masterplan is perhaps fortuitous as we are entering into an environment with much uncertainty and change. The global financial crisis is prompting substantial regulatory review and reform that is likely to translate into higher standards and requirements for participants. The global economy lacks clear visibility on future prospects while Malaysia itself is undergoing transformation to put us on a high growth and high income path. Overall,it is important that

we are ready to march into this new decade, well-prepared for greater challenges and to set high aspirations in tandem with our nation’s plans for economic transformation. We believe the main task is to create an enabling environment for the private sector to lead the growth of the capital market and to ensure that regulatory arrangements are sufficiently robust to meet the challenges of the next decade.

The Deputy Finance Minister of Malaysia Senator Dato’ Ir. Donald Lim delivered the Closing Keynote Address - “Attracting Chinese Portfolio Investments & Funds to Malaysia”.

Dato’ Donald Lim further mentioned that this year Malaysia will be promoted to Advanced Emerging market status from Secondary Emerging Market in the FTSE Global Equity Index Series. This achievement is further complemented by the recent World Competitiveness assessment undertaken by the Institute for Management Development where Malaysia is ranked as the 10th most competitive country among 58 that were part of the study.

Malaysia has a well-established infrastructure, robust regulatory framework, a deep, broad and liquid capital market which makes Malaysia an ideal location for fund-raising and investment activities. Thus far, we have 960 companies listed on Bursa Malaysia from a total of different 15 sectors covering 50 economic activities.

On 3-4 November 2010 at the Sunway Resort Hotel and Spa, Petaling Jaya, the Malaysia Innovation Foundation (YIM) under the purview of the Ministry of Science, Technology and Innovation Malaysia (MOSTI) together with ASLI as their Event Partner, organised the inaugural Kuala Lumpur Innovation Forum 2010. About 469 people from various backgrounds attended this event and benefitted from the world class presenters, engaging discussions and camaraderie which was clearly evident throughout the two days event. The event was officiated by YB Dato’ Sri Idris Jala, Minister in the Prime Minister’s Department.

In his Opening Keynote Address, Dato’ Sri Idris Jala pointed out on the four elements of innovation - 1) Must have customer I people needs, 2) Must have commercial value, 3) Must be done by people in the workplace and 4) Leads to invention, novel applications and I or new ways of working. The Kuala Lumpur Innovation Forum 2010 as he added on was slated to be a medium-term project that will lead to the organisation of a World Innovation Forum in one to two years’ time, and will hopefully pin Malaysia on the international map as an emerging centre for innovation.

To regain its sense of belonging in the new world order as he continued, Malaysia is now seeking a way to escalate holistic growth across all dimensions, economic and social. The new model we’ve postulated is qne founded on innovation and inclusiveness, and we believe that if it is effectively executed, it will propel us into the ranks of leading nations and we will no longer be the second-liners or third-liners, but a first-tier nation. The challenging task of moving the country’s innovation agenda as he concluded, involves the participation of diverse stakeholders. Therefore, we will require multi¬stakeholder partnership approaches and in a globalised landscape, we must enrich our nation with internationalised ideas and alliances.

On October 28, 2010 at the Novotel Hotel Kuala Lumpur City Centre, ASLI together with Trowers & Hamlins organised the Middle East Update 20) O. The Middle East Update 2010 was a timely seminar in bringing together top Industry Players and leading businessmen from both sides to explore how to capitalise on the growing relationships between Asia and the Middle East.

The Middle East Update 2010 was a continuing effort taken to strengthen the friendship and economic relations between Asia and the Middle East countries. To explore business linkages and investment opportunities in the region and to seize the opportunities that lie before us to take the next steps forward on a great many issues of importance, ranging from trade to economic and regional cooperation, and at forging closer bonds between our peoples and our governments.

Martin Amison, Partner & Head of International Department of Trowel’S & Hamlins in his introduction to the Middle East stated that the Middle East contains a number of jurisdictions which Malaysian companies have ventured into. This trend will continue especially as those states emerge from the downturn buoyed by oil prices that will continue to sustain a wide range of significant activity in the region. Martin went through the basic knowledge needed to know about the region, its opportunities and the best way of doing business in the Middle East.

Nicholas Edmondes of Trowers & Hamlins, London and Abdul Haq Mohammed, Trowers & Hamlins of Bahrain continued with the discussion on transport; renewable energy; real estate in the region and the current issues on the Islamic finance.

Transportation and the infrastructure projects in the region were highlighted and the topic that was covered was the rail, airports, ports and roads. The trend towards adoption of renewable energy programme was projected on and how the project agreements were structured and financed was also outlined in his presentation. Edmondes also stressed that the wind and solar projects is currently leading the way.

The presentation followed with the basis of ownership of the real estate and how the markets are holding up and the demographics of the region mean a demand for affordable housing. The discussion on the Governments on providing “social housing” and key worker accommodation were also summarised in detailed in his presentation.

Nick White, Resident Managing Partner of Trowel’S & Hamlins, Dubai presented on the new developments in the Middle East. He presented’ on the overview of the legal and commercial basics of doing business in the region, both generally and by way of specific examples steps which have been taken and future likely reform. Mr White also covered the local “sponsor” or shareholder participation, commercial agency, free zones, insolvency and bankruptcy, and corporate governance, amongst others. The questions of dispute resolution were also discussed, and the tips to the practical approach to take in relation to the courts and arbitration and the enforceability of judgments and awards were also shared with the participants.

On November 8, 2010 at The G Tower Hotel Kuala Lumpur, ASLI organised its SIF meeting with its new members. The guest speakers were Dato’ Seri Dr Chua Soi Lek, President of MCA, Dr Ong Kian Ming, Faculty of Economics and Policy Science of UCSI University and Tan Sri Dr Koh Tsu Koon, Minister in the Prime Minister’s Department and Chairman of PEMANDU.

Dato’ Seri Dr Chua Soi Lek in his remarks on The Changing Role of the MCA in a Multiracial Society started off by saying that the political landscape has changed and it is a different ball game since the last General Elections held in March 2008. MCA is in the process to reconnect and rejuvenate the party. Dr Chua argued that MCA has to be more aggressive and more attuned to the needs and grouses of the people. MCA has long been associated with fighting exclusively for vernacular schools and curriculum which he stressed it is not the case. Dr Chua pointed out that MCA struggles to provide widespread education for all races and this is proven with the setting up of TAR College. No political party has ever run a college for all Malaysians regardless of their race or religion.

Dr. Ong Kian Ming and Dato’ Dr Michael Yeoh gave an update on Malaysian Politics. Dr Ong started his presentation by saying that the elections will be delayed as long as possible. The reason for this is that, a lot of the projects in the 10th Malaysia Plan needs to monetised. A number of huge projects have not been confirmed yet and it takes time to be monetised. Dr Ong added that one thing that must be considered is Sarawak is no longer the same fixed deposits like it used to be. The Prime Minister might end up losing more seats. Meanwhile as he concluded, there will be a delegates meeting among Pakatan

Rakyat component parties in December. The outcome of the meeting could demonstrate the strategy for Pakatan Rakyat in the next General Elections or Sarawak state elections.

Tan Sri Dr Koh Tsu Koon in his presentation started off with the overview on the four Strategic Thrusts for the Vision 2020 - People First Performance Now, Government Transformation Programme, Economic Transformation and the 10th & 11th Malaysia Plan. Tan Sri also pointed out that the rakyat want the Government to transform and the 6 National Key Result Areas (NKRAs) - fighting corruption, reducing crime, reducing poverty, enhancing education, improving rural basic infrastructure and improving on the urban public transport are the key thrusts to move forward as according to him.

With the respective Ministers assigned to lead each of the KRAs and to oversee their implementation and achieve the targets: Deputy Prime Minister and Education Minister Tan Sri Muhyiddin Yassin to oversee the national KRA on providing greater access to affordable and quality education, Transport Minister Datuk Seri Kong Cho Ha will be in charge of the KRA to improve public transportation while Home Minister Datuk Seri Hishammuddin Tun Hussein will head crime reduction, Minister in the Prime Minister’s Department Datuk Seri Nazri Aziz has been assigned to oversee efforts to combat corruption, Rural and Regional Development Minister Datuk Shapie Apdal will take charge on improving rural infrastructure and Women, Family and Community Development Minister Datuk Seri Shahrizat Jalil wilI lead the KRA to improve the condition of low-income households, shows that the government is committed and taking a definitive steps in improvement the quality of life for the rakyat and to push the nation to emerge as a high-income economy.

The Malaysian Telecommunications Roundtable 2010 was held on 26 - 27 October at the Sunway Resort Hotel & Spa, with the theme “Telecommunications Now & Beyond:. Enhancing Connectivity”.

After years of rapid growth, signs of maturity are now seen in the telecommunications industry - stiffer cornpetition accompanies slimmer margin in a mobile sector that has surpassed 100% penetration rate while fixed-line subscription is on the decline. Meanwhile, operators are aggressively expanding into the broadband market, leveraging on this segment for growth in the next few years.

Against this promising yet challenging landscape, the Malaysian Telecommunications Roundtable set out to highlight key strategic and operational issues and provide an opportunity for industry players and stakeholders to build and strengthen network and alliances, feel the pulse of the market and hear directly from experts and practitioners on latest market developments.

During the official opening, Deputy Minister 1, Ministry of Information Communications and Culture, Dato’ Joseph Salang Gandum,

delivered a keynote address entitled “Towards the New Economic Model: Roles & Challenges of Telecommunications”. Dato’ Joseph stressed on the role of broadband as a key economic enabler and has the potential to revolutionise the way Malaysians live, work and play, while delivering real economic benefits via increased productivity. Realising this, the government has set a further goal to achieve 75% broadband penetration rate by 2015. Dato’ further shared that this will be achieved via 2 main initiatives, High Speed Broadband and Broadband to General Popoulation, which leverage on both wired and wireless technologies.

In 2010, the Centre for Public Policy Studies expanded its work in the dialogues, outreach and policy-oriented research, focusing on governance, socio-economic and national unity. The projects and programmes include organising forums, involvement in roundtables and dialogues, trainings, producing factsheets, research and analyses, and involvement in closed-door consultations.

The year long project on National Dialogue on Islam and Democracy, in partnership with Institute of Islamic Thought and Civilisation (ISTAC), International Institute of Advanced Islamic Studies (IAIS),

and Merdeka Center saw its commencement in September 2010. The project proposes to take advantage of the government’s commitment to advance the elements within Islam that promotes principles of democracy and human rights such as good governance, minority’s rights, women’s rights, and religious tolerance. Data collected through public forums and telephone interviews enabled resource persons from ISTAC and IAIS to produce policy analysis and recommendation papers for the government and the public. Subsequent to its production, strategic meeting was held with invited government agencies and other stakeholders to discuss the findings of the study.

The accounting profession today is experiencing a “Golden Age”, where accountants and their skills have never been more in demand. Arising from the economic crisis, the roles that accountants have been playing in business are increasing, both in terms of importance and variety. However, financial know-how isn’t the only factor but the ability to communicate successfully, to have an effective Finance team and to provide forward-looking analysis that will enable firms to stay ahead is needed to ensure the golden opportunity is not wasted.

On August 5, 2010, ACCA and ASLI were proud to present the inaugural Regional CFO Summit at the Prince Hotel and Residence Kuala Lumpur. The event was officiated by Senator Dato’ Donald Lim Siang Chai, Deputy Minister of Finance I.

In his Special Address Senator Dato’ Donald Lim stated that the higher demands being placed on CFOs are a direct consequence of the exceptional times that we live in. The effects as he added on as the recent global crisis are forcing economies and businesses to re-examine their prevailing models and to reinvent them to become more durable and efficient. He continued that good strategic-thinking CFOs will adopt a cautious but entrepreneurial approach to risk. Beyond just reporting on historical performance, CFOs will be able to build business models, and project forecasts based on anticipated trends supported with high-quality financial information and useful value indicators.

Senator Dato’ Donald Lim concluded that by putting the right person in the job - or in this case on the board, who is a talented individual with an underlying sense of honesty and responsibility, is the key to high-quality corporate performance. Likewise, putting the right person in the CFO position is also critical to high-quality corporate performance. To quote Steve Jobs of Apple as he continued on: he or she should “Be a yardstick of quality. Some people aren’t used to an environment where excellence is expected.” The current environment truly is exceptional, and demands excellent thinking and leadership in order for companies and the broader economy will need excellent people to chart the way forward. He ended with a reminder to CFOs that as the co-captain of the enterprise and business vessels, they can become a beacon to guide businesses through risk-laden waters to achieve a more stable and prosperous outcome.

Don MacCorquodale, Leader, Finance Management Consulting Practice, Global Business Services of IBM ASEAN in his presentation stressed that CFOs needs to focus more on developing their people. He added that CFOs told us that “developing your people in the Finance organisation” is the area where the gap between importance and effectiveness is greatest. Only 49% of CFOs thought that their organisation was effective at developing people, yet 84% said that it was important. MacCorquodale concluded that if CFOs can’t recruit, retain and develop the right people, it will be almost impossible to achieve the levels of performance to which they aspire.

The National Symposium of 10th Malaysia Plan took place at Sunway Resort Hotel and Spa on 2nd August 2010. Tan Sri Ramon V. Navaratnam, Chairman of the Centre for Public Policy Studies, gave welcoming remarks with opening keynote address by Senator Tan Sri Dr Koh Tsu Koon. His speech, entitled Transformational Leadership and Changing Mindsets to Achieve the 10MP covered areas of how the government is involved in these transformations via a number of initiatives spearheaded by the idea of focusing on unity and strengths of the people and focusing on key areas in which Malaysia would prosper. He argued that through partnerships between government and private sector and the support of the people, mindsets and behavioural changes can occur to the betterment of the country.

Session 1 covered areas of promoting private sector growth, innovation-led growth and making Malaysia a competitive nation in the globalised world. Session 2 focused on the infrastructure development as it has proven to be an important sector in the economy. The session covered strategies to strengthen PPPs and its implementation. Session 3 focuses on the promotion of inclusive growth through the improvement of livelihoods of bottom 40% of society, with the final session, opened to the floor, posing the question of whether the 10MP is realistic and what issues and constraints could affect its implementation.

Consensus from the floor for all sessions is that there is a need for political will to make the necessary changes in mindsets, behaviours and previous

practices that have been proven to be detrimental in nation building and development. Main issues centre around national competitiveness and transparency, and to a certain extent, the implementation of affirmative action policies. The final session concluded with the notion that currently, the 10MP is insufficient to turn Malaysia into a K-economy due to its current structural inhibitors and lack of political will in implementation of good policies.

ASLI organized the National Water and Utilities Summit with the theme “Sustainable Water and Efficient Utilities Management - Key Challenges and Opportunities” on 28” and 29” September 2010 at the Istana Hotel Kuala Lumpur.

The Minister of Energy, Green Technology & Water, Dato’ Sri Peter Chin delivered the Opening Keynote Address. The Minister said that the past year has been a challenging year for both the energy and water industries. The energy industry is more matured and stable. It was mostly about planning for the future. The transmission of power from Bakun has been cancelled, thus, we are planning for substituting that with power generation in the Peninsular, most probably about 2,000 MW of coal fired generation. We re also handling stable gassupply for the generators. There is a strong push for RE, which is the fifth fuel. The RE law is now being finalized and is planned for submission to Parliament in the coming session or the latest by early 2011. Thereafter, the feed-in tariff mechanism will be implemented in the middle of 2011. This is anticipated to give a strong shot in the arm for RE, said the Minister.

The Minister further added that the water industry has been more challenging. We are now corporatizing the water companies and migrating them to the new licensing regime under the WSIA. As you are aware, we have established the Pengurusan Aset Air Berhad (PAAB) to take over the assets and liabilities of the water companies to make them asset-light, so that they can concentrate on service provision. Since PAAB is taking over the assets, I had instructed PAAB to institute appropriate strategies, both technical and financial, for asset maintenance. It is a key operating function and appropriate attention must be given so that we do not face the current situation a few years down the line.

In conclusion, the Minister said he would like to lay the foundations for a vibrant and competitive energy, green technology and water sectors which can provide reliable, quality and affordable services. So, the Minister would like to

solicit the support and cooperation of his officers, regulators and industry for PERFORMANCE and EFFICIENCY in order to achieve Vision 2020 status. All Malaysians must give their full commitment now.

The National Summit on Urban Public Transport 2010 was held on 13 December 2010 at Hotel Istana Kuala Lumpur. Themed “Transforming Urban Mobility: Expanding Capacity, Improving Efficiency”, the summit aimed to provide a platform in bringing together key players from the government, private sector, civil societies and consumer bodies to brainstorm on possible collaborative efforts and generate new ideas on improving urban public transport.

Tremendous focus has been placed on Malaysia’s public transportation network in recent years, highlighting its role as a lifeline that supports the country’s economic & population growth by connecting urban/sub-urban centres and mobilizing its people to enable socio¬economic activities. Although there have been endeavours to improve public transport in the past, we are now seeing a more concerted effort by the government who has identified Urban Public Transport as National Key Result Area under its transformation plan, spelling out various targets and timelines up to 2012 and beyond.

Set against this promising backdrop, we stand a good chance in transforming our public transportation system if we could avoid the pitfalls of previous attempts such as an inefficient regulatory system & licensing regime, poor planning & coordination among stakeholders and a physical planning methodology that prioritized vehicles, roads & highways rather than commuters & pedestrians.

During the official opening of the summit by Tan Sri Datuk Seri Syed Hamid Albar, Chairman of the Land Public Transport Commission (LPTC), delivered a keynote address entitled “Integrating the Public Transport Network - A Regulatory Perspective”. Tan Sri stressed on the role of LPTC as a single, integrated regulatory body for land transportation. LPTC would have the capability to plan and manage intra and inter-modal integration among all land transportation. Integration would be especially emphasised in 3 critical aspects - capacity and route planning, infrastructure planning and fare planning. In addition, transport planning would also be integrated with urban development to ensure that both these critical elements complement and support each other in building better cities and better quality of life.

speakers like Professor Christine Ennew of Nottingham University, Dato’ Neville Green, Dato’ Haji Muhamed Iqbal Rawther of Malaysian Institute of Management, Dato’ John Lim of UHY International, Mr David Wong of Relationships Foundation, Professor Danny Quah of NEAC Advisory Council, Ms Radziah Omar of Overseas Malaysian Executive Club, Edmond Yeo who was a local councillor of Ealing, and Sir Richard Needham former UK Trade Minister. Each session provided feedback from both speakers and participants as to what areas Malaysia are lacking in terms of attaining the best of the bunch. Consensus points towards the political will of the Government of Malaysia in addressing its structural problems that is beyond the case of monetary incentives. The soft and hard infrastructure must be in place to ensure that attraction and retention occurs organically and a thriving ecosystem that is competitive and merit-based must be set to ensure vibrant creativity and innovation is not stifled.

On October 21-22,2010, ASLl organised the CSR & Sustainability Summit 2010 at the G City Club Hotel Kuala Lumpur. The summit was specifically planed to address down to earth issues. In Malaysia, CSR and Sustainability are still in the early stages but without doubt this is an initiative that we must persevere.

The interest of CSR and Sustainability is clear. Climatic changes and social unrest have been experiencing over the last few decades indicates decisively that short-term gain for business growth alone cannot produce lasting results in either economic, human or environmental terms. One thing is certain; our corporate behaviour must change so that the current crisis does not evolve into something that is irreversible. Businesses above all will have a key role in making choices that are most socially responsible in full knowledge of the facts, warts and all. Dato’ Tan Lian Hoe, Deputy Minister of the Ministry of Domestic Trade, Co-operatives And Consumerism while delivering the Opening Keynote Address stated that while we partake in the frenzy of economy, we must also not forget the environment and social aspects where our businesses draw resources from. She added that the words like “sustainability” and “corporate responsibility” are the offspring of this business wisdom and nation building is a marathon with no finishing line.

Dato’ Tan continued that climate change is fast becoming a threat to our very own human existence. Oil spills and ammonia runoff from rubbish dumps that contaminate our water sources continue to fuel headlines. The economy has become so institutionalised that only those who do well in schools make the cut for proper jobs. Thus, the new trend of corporate philanthropy through CSR projects is complementing the government’s effort in nation building. She concluded with a reminder to all that we should keep up with the pace. Malaysia must continue

to score high marks in economy, as well as environment and social aspects consistently.

Stuart Dean, President, General Electric ASEAN Region Governor of AMCHAM Malaysia and Board of Directors - Asia Pacific, Junior Achievement Worldwide in his presentation on Partnership with NGOs introduced the Junior Achievement Programs, the world’s largest organisation dedicated to educating students from kindergarten level to. university, on entrepreneurship, work readiness and financial literacy through experiential, hands-on programs. Dean added that JA’s unique approach allows volunteers from the community to deliver their curriculum while sharing their experiences with students in the hope to put tomorrow’s leaders on the road to success.

Datin Paduka Marina Mahathir in her presentation on Finding the Right Formula for Success, stressed that we need to think differently about partnerships with NGOs as not as receivers of handouts but as partners for social change. She added that many commercial businesses would consider themselves to have social objectives, but social enterprises are distinctive because their social or environmental purpose remains central to their operation.

The National Tourism Seminar 2010 was held on 30 September at the Sunway Resort Hotel & Spa. Themed “Tourism Futures: Evolving Towards High Income Tourism” the seminar aimed to bring focus on prospects and challenges facing the industry as Malaysia strives towards becoming a high-income tourism destination. The seminar was officiated by Dato’ Sri Dr. Ng Yen Yen, Minister of Tourism.

The seminar recognized that tourism is now the single biggest component of the services sector, which in turn is the largest contributor to GDP. Under the 10th Malaysia Plan, the government hopes to bring the nation into the top 10 countries worldwide in terms of tourism receipts. By 2015, the government aims to achieve RM 115 billion in revenue and provide 2 million jobs by deploying key strategies aimed at increasing high-end travelers and promoting high-growth tourism segments.

While the above augurs well for the industry going forward, a number of challenges still stand in the way of an industry that is made up of diverse and fragmented players. Within a compilation of countless service providers and stakeholders, policy formation and coordinated industry-wide action and positioning are indeed difficult to achieve.

During the official opening of the Seminar, Dato’ Sri Dr. Ng Yen Yen delivered a keynote entitled “Towards Tourism 2020:36:168 - A Roadmap of Prospects & Challenges”, where it was announced that the new target for the Ministry is to achieve 36 million in tourist arrivals and RM168 billion in tourism receipts in the year 2020. The Minister emphasised that this initiative will be principally spearheaded by the private sector while the Ministry will focus on promotional services to bring Malaysia onto the radar of international travellers. The Minister also introduced five new initiatives that can be assimilated into the tourism development efforts under the Economic Transformation Programme namely, affordable luxury, family fun, events, entertainment, spa & sports, business tourism and nature adventure.

The Seminar then proceeded with discussions centred around key tourism segments and strategies in propelling Malaysia towards high-income tourism with topics such as High Impact Tourism - Ringing in the Tourism Dollars, Malaysian Hospitality Sector - Strategic Hotel Trends & Outlook, Luxury High-End Travel - Drawing The Affluent Traveller to Malaysia, Integrated Fun for All - What Does Malaysia Have Up Its Sleeve?, The Makings of a Shopping Paradise - Do We Have What It Takes? and Embracing Muslim Tourists - What Are the Keys to Attraction?

Following its inaugural involvement in the Open Budget Survey in 2008, CPPS continued its involvement in the first independent, comparative survey of budget transparency and accountability around the world by the International Budget Partnership (IBP) of the Center for Budget Policy and Priority (CBPP). The 2010 round saw a slight improvement in Malaysia’s score, from 35% in 2008 to 39% in 2010. This, however, still maintains Malaysia in the category of providing minimal information (zero-20: scant or no information; 21-40: minimal information; 41-60: some information; 61-80: significant information; 81-100: extensive information). The survey was based on rigorous questionnaire that reflects generally acceptable good practices related to public financial management, with criteria adopted similar from those developed by multilateral organisations such as Organisation for Economic Co¬operation and Development (OECD) and International Organisation of Supreme Audit Institutions (INTOSAI). The Survey starts from a premise that the public has right to access information on how public funds are collected and used therefore it focuses on public access to comprehensive government budget information through examining the how, where, when and to whom it is disseminated. In line with CPPS’s work in good governance research, The 6 Question Campaign provided the right complement to applied budget work as it required gathering of budget information on issues as diverse as healthcare, environmental preservation and aid effectiveness. The Campaign’s objective is to identify countries in which access to comprehensive, timely and useful information is limited or non-existent, either because of the absence of law in the country guaranteeing access to information or existing right to information laws does not translate into practice. A simple project which identifies the level of practical access people have to information around the world was done through asking the same set of five to six questions across the’ world. The questionnaire was completed in May 2010 and is currently undergoing thorough analysis phase. Initial analysis showed that only one country (New Zealand) out of 84 countries answered all six queries. CPPS will also be involved in a series of international and national dissemination to bring attention to the

findings and demand governments to improve their policies and programmes. The campaign is coordinated by Access Info Europe, the Centre for Law and Democracy and the International Budget Partnership.

In September, a roundtable discussion on political management and dialogue took place at Impiana Hotel Kuala Lumpur. The discussion, spearheaded by Mr Athol Trollip, Leader of the Opposition in the South African National Assembly was joined by Mr. Nasharudin Mat Isa, Ms. Nurul Izzah, Mr. Hannah Yeoh, Mr. Lim Si Pin, Professor Mr. James Chin, and Mr. Ram Karthigasu, among other representatives from civil society and political parties. Mr Trollip canvassed the political background of South Africa, highlighting similarities in terms of challenges in the process of democratisation. He pinpointed the importance of public service delivery such as improvement in gaining good academic records, healthcare and economic activities, in overcoming ethnic voting, thus, gaining authority in governance and ultimately contribute towards nation-building.

Recognising the impact of social media as a component of political outreach, a forum on social media was conducted at the Corus Hotel Kuala Lumpur. Two social media experts from Thailand, Mr Kla Tangsuwan of Thoth Media Ltd and Mr Arthit Suriyawongkul of Opendream Co Ltd along with Mr Premesh Chandran of Malaysiakini provided the three panel speakers which provided candid and vibrant exchange of experience in regards to how social media was employed in respective countries, especially in Thailand amidst their political struggle and changes. The panellists provided chronological background of their respective work in social media and explained the limitations and opportunities for innovation due to temporal and situational factors that is out of their control. Strategies in building and maintaining the liaison with online community were discussed, along with the relevance of social media as part of public outreach component.

The year 2010 also saw the addition of Ms Ng Yeen Seen as the new Director and Mr Haekal Talib as Programme and Research Executive to the CPPS Team. Ms Khairiah Mokhtaruddin has also been promoted to be Senior Research Analyst in CPPS.
