This presentation reflects committee recommendations to the Nevada Board
of Wildlife Commissioners. The commission met on August 10, 2007 to hear
from the committee and make final decisions on:
Application opportunities for Youth Hunt
Bonus point system, including party bonus points, youth bonus point
carry-forward and senior bonus point advantage
Revisiting a preferential system
This presentation represents the conclusion of PHASE 1 efforts
of the TAAHC

Authority The Chairman of the Nevada Board of Wildlife
Commissioners established the TAAHC on August 5, 2006
Purpose
The Committee will review:
- issues of tag allocation based on sound biological principles
- evaluate potential changes to the application hunt and draw
processes
- make recommendations to the Board of Wildlife Commissioners
regarding their research and findings

Objectives for Tag Allocation Issues
Using sound biological principles, balance the sportsmen’s desire for
hunting opportunity and the available wildlife resource with sound
biological management decisions
To ensure sportsmen have input and consideration into quality vs.
quantity opportunities in the allocation of tags
To review and recommend revisions or updates to any applicable
policies or procedures for the allocation of tags
To ensure an educational campaign to educate sportsmen for any
changes to the allocation methods or formulas

Objectives for Application and Draw Issues
Consider sportsman desires regarding application processes (how they apply
for hunts)
Consider sportsman desires regarding the bonus point program
Consider sportsman desires regarding the order of the draw
Consider cost benefit analysis for proposed changes to existing program
Ensure proposed changes are considered in the budgeting process
Ensure adequate time for programming changes
Initiate regulatory review and revision for any proposed changes to the
application or draw processes
Ensure an educational campaign to educate sportsmen for any changes to

Purpose
This presentation addresses tag allocation & application hunt topics communicated
to the TAAHC by County Wildlife Advisory Boards (CWABs) and from sportsmen
This presentation specifically addresses only the topics of Bonus Points, Youth Hunts
and Preference and is being referred to as PHASE 1. Other topics such as tag
eligibility, waiting periods, returning tags, etc, will be addressed in the future using a
similar format
This presentation has been provided to CWABs to facilitate discussions and to
educate attendees to the issues being addressed by the TAAHC
To assure widest public dissemination, this presentation is also posted on the NDOW

review of the material and to encourage your participation at your local CWAB meeting.

1991 legislative session Senate Bill 506 required NDOW to
privatize the big game application hunt process and draw
Spring 1992 – Commission requested the Committee on
Application Hunts to review the current “preferential system”
Fall 1992 – Commission approved the selection of the Bonus
Point program to replace the preferential system
Spring 1993 – Unsuccessful applicants in 1992 came into the
bonus point program with one point
Spring of 1996 – Partnership in Wildlife (PIW) Hunt added to the
system

Spring 1997 – Guided Draw added to the computerized drawing
process and included in the bonus point program
1998 – Squaring of bonus points (for deer)
1998 – Bonus point transfer authorized if a change of residence
1999 – Squaring of bonus points (for big game)
2000 – Regulation change to categories of species occurred. This
change consolidated the points into the category
Allowed application for more than one weapon type for a species.
Prior to this the client had to select all hunter choices from one
weapon type (rifle or archery or muzzleloader; not a mix)

2001 – PIW fee changed to $10
Originally, client donated the total deer tag fee and ½ of the big
game tag fee to participate in the PIW drawing
2002 – Regulation changed affecting rejected applications and
retention of bonus points
Rejected applications were no longer counted as a “non-application.”
A rejected application did not earn a point, but also did not count
against the species category to lose points. Up to this point rejected
applications were considered non-application and applied toward the
2 years that would cause loss of bonus points
2004 – Applying for bonus points without applying for a tag
implemented

to transfer their bonus points

Committee Motion: Youth Bonus Points will be rolled over to
1331, 1341, 1371 hunts but no more than one point per year will
be rolled over. Bonus points will be automatically carried
forward in the draw when the youth is no longer eligible for any
