TO: Information Technology Policy Board Members FROM: Debra Nadolna, Chair Technology Review Group SUBJECT: Network Management Standards RECOMMENDATION Approve the Network Management Standards documented under separate cover. BACKGROUND

The County of Sacramento Information Technology Plan for 2006, Focus Area 1, Goal 1, Objective E states the following:

Develop standards for network management, network monitoring, network security, and network quality of service.

The WAN/LAN Steering Committee (WLSC) was tasked with developing the standards. This was a multi-departmental effort with representation from MSA, PSD, OCIT, DA, DHA, DHHS, and Probation. DISCUSSION There are many mission critical applications running on the County’s data network. The network standards developed by the WLSC address standard configurations for Quality of Service (QOS), Terminal Access Controller Access Control System (TACACS), broadcast-multicast suppression, network monitoring, and configurations for access switches. These standards are highly technical and contain actual configurations for switches and commands to be entered to configure QOS or TACACS. For this reason, these standards would pose a security risk to the County if they were posted on the ITPB Internet site.

They will be provided to the ITPB members under separate cover for review at your March 2007 meeting. STANDARDS The following standards are included under separate cover for security reasons:

• Access Switch Standards • Network Monitoring Standards • QOS Standards • TACACS Standards • Broadcast-Multicast Suppression Standards

IMPACT OF IMPLEMENTING THIS RECOMMENDATION Implementation of these standards will ensure that data network equipment will be deployed in a standard and secure manner across the County. There are currently many mission critical applications that run on our data network. Implementation of these standards will provide for high availability of the data network and maximum access to the County’s mission critical applications.
