The Regulatory Commission of Alaska, published a proposed Alaska
State Net Metering Standard for comment. The Net Metering Standard
outlined within their proposal would require electric utilities to adopt a net
metering standard it they sold greater than 5,000,000 kWh last year. The
utilities this applies to:

MUNICIPALITY OF ANCHORAGE d/b/a MUNICIPAL LIGHT & POWER
CHUGACH ELECTRIC ASSOCIATION, INC.
GOLDEN VALLEY ELECTRIC ASSOCIATION, INC.
Within this proposal, these utilities can offer net metering to customers up
to 1.5% of average daily demand. For instance, Chugach Electric has an
average daily demand of 137,652 kWh. 1.5% of this would be 2,065
kWh/day. This means that net metering customers could build up to 413
5kWh systems or 83 25kWH systems or some combination between the

Net metering works by taking the amount
of power YOU produced and comparing it
to YOUR electric use for that billing period.
YOU would be billed if you if you used any
energy from the utility or YOU will receive
a bill credit when you create more energy
than you used.
How Does it Work?
How Can you get Involved? Write comments to the RCA to let them know what you think about Net Metering. Your VOICE plays an important role in deciding how the commission will vote. To effectively write comments, take the following steps:
1) Get informed. Read this packet or Go to www.aknet metering.com to find out more about net metering.
2) Write out your thoughts. Make sure to include your personal story and a few clear points about why you are in favor of net metering and what you would change about the RCA’s Proposal.

Concerns about the Net Metering Proposal To make this proposal work for YOU the ratepayer the following things should be changed:
No special charges for customers who produce renewable energy. If you participate in net metering, a part of this proposal would allow utilities to charge net metering customers an added fee. These charges undermine the point of net metering and will discourage people from investing. It is in your best interest, the ratepayer, to make net metering economical for YOU.
Allow Maximum benefits from renewable energy systems. The billing cycle for net metering should be annual, not monthly, so that excess production from one month can roll over as a credit to the next month. Accounting on an annual basis will give net metering customers a maximum benefit from seasonal solar and wind resources.
Allow more renewable energy systems. The total capacity of net metered systems for a given utility should be limited at 1% of utilities peak demand (when power demand is highest), not 1.5% of average demand. 1% of peak demand allows many more systems to be connected than 1.5% of utilities average demand. If 1% of peak demand can’t be met, then we recommend increasing the average demand to 2%. A larger cap will allow for the renewable energy economy to grow, and not be limited unnecessarily.
