I. Context of the workshop

During the inception phase of the NET-MED Youth Project (February to October 2014), Field Offices have developed very contextualized and needs-based action plans in order to respond to the evolving needs and aspirations expressed by youth organizations, and to answer to the important social and political transformations observed in the beneficiary countries.

The interventions planned took into account, as much as possible, all other similar interventions conducted by sister UN entities and other regional and international organizations in relation to youth development, with a view to avoiding duplication and ensuring UNESCO’s added-value at the national level. The crucial contextualization process ensured in each country was also time-consuming and led to uneven progress achieved by the participating countries.

Such participatory and contextualized planning process led to the development of diversified methodologies and outputs in each of the countries, which constitute one of the major strengths of the NET-MED Youth Project. Nevertheless, this poses a few challenges to the harmonization efforts: ensuring common programming at the sub-regional/regional level, timely sharing of existing resources and methodologies, compiling data and crossing of data and knowledge available and common planning of joint activities. While the opportunities of regional exchanges between the countries are flexible and depend on their motivation and willingness, UNESCO and the EU are eager to ensure both the coherence and the sustainability of the interventions, and to build additional linkages and partnerships between relevant countries and regional youth stakeholders.

Concept Note

This workshop, taking place 16 months after the beginning of the Project implementation, is a unique opportunity to strengthen information sharing and synergies, to initiate relevant corrective actions, and to further harmonize methodologies and approaches at the regional or sub-regional levels under Expected Results 1 and 2. About 10 representatives of NET-MED Youth national youth working groups are also invited with a view to insuring that youth perspectives and aspirations are duly taken into consideration during the next phases of the Project.

This two-day workshop takes the opportunity to strengthen the intersectorality of the components of Social and Human Sciences, Communication and Information, and Education.

II. Main objective

The main objective of this workshop is to strategize and better harmonize the interventions foreseen during Years 2 and 3, based on the specific progress made in each country since the launch of the Project, in relation to key components summarized as follows:

• Mappings, studies and other categories of knowledge on youth organizations

• Capacity building of youth organizations on relevant themes

• Engaging youth organizations in policy analysis, dialogue, revision or implementation

• National and sub-regional networking between youth organizations

III. Organization of the workshop

This two-day workshop is organized as follows:

Day 1 will be dedicated to the components contributing to Expected Result 1 “Inclusive, transparent, gender and disability sensitive and proactive youth networks/organizations are supported and operating for a systematic and structured mobilization of youth around common themes and challenges”:

• Enhancing knowledge on youth organizations (mappings, studies, etc.): Findings, gaps and future informed actions

• Supporting pro-active youth working groups at the national/sub-regional levels

• Fostering youth online engagement: Evaluation of online platforms and creative options to boost youth digital civic participation

Day 2 will be dedicated to the components contributing to Expected Result 2 “Capacities are built in order to empower young women and men to participate in reviewing and revising national legislation on youth, to advocate for the development of national youth strategies/policies and to lobby for the sound implementation of these strategies/policies where they exist”:

• Strategizing capacity building of partner youth organizations: Tools, sustainability and efficiency

• Taking youth policies forward: How to engage youth organizations and stakeholders in policy processes

IV. Profiles of participants

• NET-MED Youth coordinators and SHS Programme Specialists from Algeria, Jordan, Lebanon, Libya, Morocco, Palestine and Tunisia (See pages 12-13 for full list and contact information)

• 1 to 2 representatives of NET-MED Youth working groups from each benefiting country (1 young woman and 1 young man)

• Intersectoral coordination team at UNESCO HQ (Social and Human Sciences, Communication and Information, Education)

• Guest speakers representing partner institutions (Anna Lindh Foundation, Leaders of Tomorrow, Luminus Group, MENA Policy Hub, British Council, Jamaity, etc.)

VI. Dates, venue and language

The workshop takes place on the 22nd and 23rd of July 2015 in Beirut, Lebanon.

Simultaneous translation French/English will be provided.

Session 1 Enhanced knowledge on youth organizations in the NET-MED Youth countries: Findings, gaps and future informed actions

This session will present and put into perspective the methodologies and key findings of the studies (mappings, qualitative studies, etc.) on youth organizations conducted at country level with a view to identifying similar entry points and variables.

Following the presentation of the findings, participants will be invited to discuss the future regional compilation of existing studies and data, as well as the possible use and dissemination channels to feed youth work and informed policies/actions.

9:15 - 10:45 Presentation by Ms Souria Saad-Zoy (UNESCO HQ) followed by interaction with audience: Synthesis of main methodologies and findings adopted at country level. Presentation to be completed by concerned Field Colleagues to highlight the specificities of each of the following studies:• Algeria: ToR of a new mapping of youth organizations • Jordan: UN mapping of youth organizations and study on youth perception

towards internship • Lebanon: Mapping of youth organizations • Libya: Mapping of international partners working on and with youth and

youth CSOs • Morocco: Competences framework of youth organizations• Tunisia: Competences framework and qualitative studies on youth

The discussion will also refer to the possible articulation with the Global Initiative on Youth Policies (post Baku 1st World Forum on Youth Policies)
