    Sponsorship

    1. ThisNaval Engineering Standard (NES) is sponsored by theProcurement Executive, Ministryof Defence, Director Naval Architecture (DNA), Section NA 145, Foxhill, Bath BA1 5AB.

    2. This NES comprises:

    Part 1 General Requirements

    Part 2 Specific RequirementsSurface Ships

    Part 3 Specific RequirementsSubmarines

    3. If it is found to be technically unsuitable for any particular requirement the Sponsor is to beinformed in writing of the circumstances.

    4. Any user of this NES either within MOD or in industry may propose an amendment to it.Proposals for amendments that are:

    a. not directly applicable to a particular contract are to be made to the Sponsor of the NES

    b. directly applicable to a particular contract are to be dealt with using existing proceduresor as specified in the contract.

    5. No alteration is to be made to this NES except by the issue of an authorized amendment.

    6. Unless otherwise stated, reference in this NES to approval, approved, authorized or similarterms, means by the Ministry of Defence in writing.

    7. Any significant amendments that may be made to this NES at a later date will be indicatedby a vertical sideline. Deletions will be indicated by 000 appearing at the end of the lineinterval.

    8. This NES was previously issued as a single part document. It has been revised and reissuedin three parts to cover the common and specific requirements for offices in HM Surface Shipsand Submarines.

    Conditions of Release

    General

    9. This Naval Engineering Standard (NES) has been prepared for the use of the Crown and ofits contractors in the execution of contracts for the Crown. The Crown hereby excludes allliability (other than liability for death or personal injury) whatsoever and howsoever arising(including but without limitation, negligence on the part of the Crown, its servants or agents)for any loss or damage however caused where the NES is used for any other purpose.

    10. This document is Crown Copyright and the information herein may be subject to Crown orthird party rights. It is not to be released, reproduced or published without written permissionof the MOD.

    11. The Crown reserves the right to amend or modify the contents of this NES without consultingor informing any holder.

    MOD Tender or Contract Process

    12. ThisNES is the property of the Crown and unless otherwise authorized in writing by theMODmust be returned on completion of the contract, or submission of the tender, in connectionwith which it is issued.

    13. When this NES is used in connection with aMOD tender or contract, the user is to ensure thathe is in possession of the appropriate version of each document, including related documents,relevant to each particular tender or contract. Enquiries in this connection may be made ofthe local MOD(PE) Quality Assurance Representative or the Authority named in the tenderor contract.

    14. When NES are incorporated into MOD contracts, users are responsible for their correctapplication and for complying with contracts and any other statutory requirements.Compliance with an NES does not of itself confer immunity from legal obligations.

    a. The following sections define the General Requirements for Offices in SurfaceShips and Submarines and are to be read in conjunction with the SpecificRequirements defined in Parts 2 and 3 respectively of this NES.

    2. DRAWINGS

    a. Outline drawings of offices, showing all known intrusions are to be passed bySea Systems Controllerate (SSC) to the Responsible Authority for theproduction of guidance layout drawings.

    b. Where offices in existing ships require extensive modernization, new guidancedrawings will be submitted to SSC by the Responsible Authority. This guidancewill form the basis of the Alterations to be included in the refit work package.

    c. Completed guidance drawings are to be passed by the Responsible Authority toSSC for translation into General Arrangement drawings, either in house or bythe Shipbuilder/Refit Authority.

    d. General Arrangement drawings are subsequently to be referred to theResponsible Authority for comment.

    5.1

    5. OFFICE AREA AND LAYOUT

    5.1 Office Area

    a. Offices are to be designed on the basis of a nett area of 2.3m2 per occupantincluding furniture.

    b. The number of occupants in individual offices is to be defined by theResponsible Authority.

    c. An Occupant is an individual who normally requires office facilities during dayworking or cruising conditions.

    d. All offices are to have a clear space immediately inside the entrance door to serveas a reception area.

    e. Where chairs are back to back the gangway between chairs is not to be less than450mm.

    f. Backs of chairs are to be kept clear of permanent obstructions to a minimumof 300mm to ensure withdrawal.

    5.2 Office Layout

    a. Office layouts are to be designed considering their use together with thefurniture and equipment requirement.

    b. Large items of furniture or machinery are to be sited away from the ships sidein the RED zone (primary flooding area) thus providing easier access to theships side in the event of damage. Where this is not possible items are to bereadily portable.

    c. Desks for officers use are to be sited at the rear of compartments facing theentrance with sufficient space alongside for a visitors chair.

    d. Desks for Flag Officers and Captains Secretaries are, in addition, to bepositioned so that casual perusal of documents on desks is minimized. Dwarfbulkheads being erected as necessary.

    6.1 General

    c. Gaps between furniture and potential dirt traps are to be sealed. Wherealuminium alloy plates are used for seals, the plates are to be secured usingrivets or machine screws and captive nuts. Self tapping screws are not to beused. Plates are to be painted to match the furniture.

    d. All Aluminium Alloy furniture is to be to the specification required for ModularRange of Furniture to comply with NES 128.

    e. Positive action catches are to be provided on office furniture drawers and doorsto retain them in the closed position.

    6.2 Doors

    a. Doors to offices are to comply with NES 127 and NES 149. They are to be ofdouble skinned aluminium alloy construction with escape hatches.

    b. Doors are to be sliding in preference to hinged doors.

    c. Stable type doors with a counter flap are to be fitted where the main businessof the office is enquiries or handing in and out of materials.

    d. Stable type doors are to be provided with a drop bolt to secure the top andbottom sections together.

    e. When a hatch is provided the entrance door to the compartment is to be astandard door.

    f. Sliding doors are not to be fitted in compartments likely to bemanned in action.

    6.3 Door Viewer

    a. Door viewers are to be provided as required by NES 731. Where necessarymirrors are to be fitted to allow full surveillance of security furniture.

    b. FIGURE 6.1 shows the fitting of Door Viewer NSN 5340995256540.

    6.4 Hatches

    a. Hatches may be provided as an alternative to stable type doors where there isa Common bulkhead between the compartment and the passageway or lobby.

    b. Hatches are to be as detailed in the relevant compartment drawings.

    c. Door security locks are to comply with NES 127 andNES 731 and escape panelsare to open from inside the compartment only.

    d. The use of padlocks in offices to be avoided.

    e. Hatches are to be lockable from within the compartment.

    6.5 Writing Desks

    a. Writing desks provided are to have a desk top 1065mm long 635mm deep,minimum, and to be 750mm above the deck at the sitting position.

    b. Desk tops are to be supported on tubular frames, two-drawer filing cabinets(FIGURE 6.4) or three-drawer filing units (FIGURE 6.5) nests of drawers orsimilar stowage units, as selected from the list of standard items in TABLE 6.1.

    c. Desk tops are to be continuous over several desk positions where called for inthe approved layout drawings but where deck camber and/or sheer is excessive,tops are to be stepped for individual or paired desks to maintain 750mm heightat each sitting position.

    d. A typical standard writing desk is shown in FIGURE 6.2 and detailed inDG Ships ES/52.

    6.6 Writing/Typing Desks

    a. Writing/typing desks provided are to have a desk top 1130 or 1155mm long 655mm deep.

    b. Desk tops are to have a retractable portion to conceal a typewriter when not inuse.

    c. The tops are to be supported on tubular frames and a nest of drawers for the1130mm long top or a three-drawer filing unit for the 1155mm long top.

    d. Clearance for the typewriter carriage in way of bulkheads and equipment is tobe a minimum of 460mm from the centre of the carriage to the left and 435mmto the right.

    e. A typical standard Writing/Typing desk is shown in Figure 8 and detailed inDG Ships ES/53.

    6.7 Information Technology (IT) Desks

    a. IT Desks provided are to be similar in construction to the Writing Desks butbeing variable in size to suit the IT System fitted.

    b. When an IT System is fitted and aWriting/Typing desk is not specified, stowagefor a typewriter is to be provided.

    c. A wire management system is to be fitted to the desk to suit the requirementsof the IT System specified.

    6.8 Upstands

    a. Upstands are to be fitted where necessary to the back edges and ends of desktops.

    6.9 Siting of Desks

    a. Desks are to be fitted in fore and aft line.

    6.10 Desk Lights

    a. Desk lights are to be provided at each position andmounted either onbulkheadsat a minimum height of 380mm above the desk top or on the underside ofbulkhead mounted stowages above.

    6.11 Units under Desk Tops

    a. Units under desk tops are to be installed to comply with Safety requirementsof BS 4438.

    6.12 Penracks

    a. Racks for pens, pencils, rubber stamps, ink pads etc are to be provided at eachdesk position.

    b. Where space is available a check bead 18mm high is to be fitted to the desk top100mm to 150mm from the bulkhead or ship side.

    6.13 Filing Cabinets

    a. Filing Cabinets, two, three or four-drawer, are to be sited adjacent to personnelusing them. See FIGURE 6.4 and FIGURE 6.5.

    b. Filing cabinets are to be installed in accordance with safety requirements ofBS 4438.

    c. All cabinets are to be provided with locking stiles. Stowage brackets are to beprovided for stiles while cabinets are in use.

    d. Drawers used for filing are to be fitted with a suspended filing system.

    6.14 Security Furniture

    a. Security Furniture provided is to comply with NES 731. A typical cupboard isshown in FIGURE 6.6.

    b. Full surveillance of Security Furniture must be provided and where necessarymirrors are to be fitted.

    6.15 Book Cupboards

    a. Book cupboards with internal keep battens, are to be provided in compliancewith NES 128. Typical cupboards are shown in FIGURE 6.7 and FIGURE 6.8.

    b. Adjustable shelves in cupboards are to be suspended on portable hangersclipped into slotted pillars or ladders.

    c. Cupboards are to be sited 460mm minimum above desk tops and arranged tosuit the space available.

    6.16 Book Shelves

    a. Book shelves for stowage of standard Books of Reference (BRs) A4 size are tobe 700mm long 270mm width with 350mm between shelves.

    b. Book shelves for stowage of Defence Council Instructions (DCI) are to be700mm long 170mm width with 230mm between shelves.

    6.17 Bulkhead Stowages

    a. As many bulkhead stowages as possible, subject to the requirements of otherbulkhead mounted items, are to be provided in offices.

    b. In offices where space is limited a specialist built multi-purpose BulkheadStowage Unit may be provided enabling maximum use of the space available.A typical unit is shown in FIGURE 6.9.

    6.18 Bulk Stowage

    a. Bulk and ready-use stationery is to be stowed in cabinets/cupboards readilyaccessible by all office personnel.

    b. In all offices, below the weatherdeck, papers and stationery etc are to be incupboards with doors capable of retaining the contents so reducing thepossibility of choking pump suctions.

    c. A typical rack is shown in FIGURE 6.10, the number of pigeonholes requiredis to be indicated by the Sponsor.

    6.19 Distribution and Sorting Racks

    a. Distribution and sorting racks are to be sited near, but not adjacent to the doorof the office.

    b. Racks are to be lockable and enclosed by doors or shutters.

    6.20 Paper Racks

    a. Permanent paper trays are to be provided as detailed in the office layouts andmay be conveniently incorporated in bulkhead stowage units.

    6.21 Chairs and Stools

    a. Adjustable swivel type chairs are to be provided and be capable of being stowedin the knee opening of the desk.

    b. Where space allows a proportion of chairs with arms is to be provided.

    c. Where space is severely restricted Stools, 560mm high, are to be substituted forchairs.

    d. Chairs and stools are to be capable of being fixed to the deck with a slide typedesk fitting to allow variable working/stowage position.

    6.22 Notice Boards

    a. Notice boards are to be of similar construction to SDN 003 504 185 (ModularRange of Furniture NES 128) but overall dimensions as shown on the approvedlayout drawings.

    6.23 Central Planning Boards

    a. Central Planning Boards, as shown in FIGURE 6.11 and FIGURE 6.12 arebulkhead mounted as detailed in the office layouts.

    6.24 Notice (Data) Boards

    a. Bulkhead mounted notice boards are to be sited above desk tops and belowbulkhead mounted items above the desk. At each desk position two clips are tobe provided to hold A4 size paper.

    6.25 Display Boards

    a. Display boards are to be of similar construction to SDN 003 504 185 (ModularRange of Furniture NES 128) but the insert is to be Acrylic sheet, engravinglaminate or similarmaterial. Overall dimensions are to be as large aspracticableand the board is to be enclosed by lockable doors or shutters.

    6.26 Wall Map Boards

    a. Wall Map boards are to be of similar construction to SDN 003 504 185 (ModularRange of Furniture NES 128) but with overall dimensions 2450mm 1220mmor to those shown on the approved layout drawing. The minimum height is tobe 915mm.

    6.27 Keyboards

    a. Keyboards are to be fitted with a clear polycarbonate lockable front panel.

    b. Cup hooks are to be fitted inside in staggered rows and the important keypositions tallied.

    6.28 Security Key Boxes

    a. A security key box with a combination lock is to be fitted in each officecontaining security furniture.

    b. The key box is to be sited to afford full surveillance as for security furniture.

    6.29 Cap Hooks

    a. Cap hooks, one per occupant plus one for visitors, are to be positioned near theentrance.

    b. A space, 300mm 300mm is required below each hook.

    6.30 Clock

    a. A bulkhead mounted clock is to be fitted in each office in full view of alloccupants.

    7.1

    7. OFFICE MACHINERY

    7.1 General

    a. Office Machinery, other than reproduction machinery, is allocated incompliance with the requirements of JSP 357.

    b. Allocation ofmachinery to individual departments of a ship is the responsibilityof the Ships Supply officer.

    c. Office electrical equipment is to function from a 115V 60Hz single phase supplyand installed in accordance with NES 502.

    7.2 Reproduction Machinery

    a. Reproduction of paperwork is to be centralized as far as possible.

    b. The supply of reproduction machinery is undertaken after consultation withDNLSD and CNSA according to class of ship.

    c. Sponsor and Design Authorities are to be informed of the machineryrequirement prior to layout drawing preparation.

    d. Electrical supplies for reproduction machinery are to be through a lockableisolation switch in accordance with NES 538.

    7.3 Machinery Location

    a. Items of office machinery are to be located so that their operation does notinterfere with other office activities.

    b. Operation and maintenance of the machinery must be taken into accountlocating the items in the offices.

    c. Stowage is to be provided for portable items in stowages near the positions inwhich they are normally operated.

    7.4 Administrative IT Workstation

    a. Space is to be provided for a Standard Desk Top Personal Computer on eachoffice occupants desk.

    8.1 Lighting

    a. Lighting arrangements are to comply with NES 587 and NES 592.

    b. General office lighting is to be by overhead fluorescent luminaries. Each deskand working position is to be provided with a desk light fitting, such that theminimum lighting levels specified by theHealth and Safety atWorkAct aremet.

    8.2 Power

    a. Switch sockets for electrically operated equipment are to be bulkheadmounted.

    b. A clean uninterruptable power supply is to be provided for IT equipment wherepossible.

    8.3 Installation

    a. The electrical installation of offices is to comply with NES 502, 532, 538 and539.

    9. COMMUNICATIONS

    a. Office communications are to comply with NES 542, 546, 550 and 560.

    10. ENVIRONMENTAL CONDITIONS

    10.1 Ventilation and Air Conditioning

    a. Office ventilation and air conditioning is to comply with NES 102.

    10.2 Noise Reduction

    a. Noise reduction in offices is to comply with NES 810 and 811.

    b. Airborne noise is not to exceed Grade C levels (defined in NES 810 and 811);if this is unachievable, specific levels are to be agreed with the ResponsibleAuthority.

    c. Offices are to be sited away from areas of excessive noise.

    10.3 Insulation

    a. Thermal and acoustic insulation is to be fitted in compliance with NES 703.

    10.4 Deck Covering

    a. Office decks are to be covered to comply with NES 157 and the colour selectedfrom the Master Decor Scheme.

    b. The deck covering is to be laid up to permanently fitted furniture andequipment.

    c. Where items of furniture and equipment stand clear of decks the covering is tobe carried up to the bulkhead and boundaries of compartments then finishedwith a suitable covering secured with an approved adhesive.

    d. Where a neat fit is impractical or where corrosion is likely to occur, the coveringis to be stopped 150mm clear of the boundary and edge strip fitted, theuncovered deck is to be painted to comply with NES 763 or NES 774.

    10.5 Painting

    a. Painting of bulkheads and deckheads is to comply with NES 763 or NES 774.
