The NEPO Summit is an opportunity for physicians, public health professionals, and community leaders who work with underserved communities to learn about emerging health care policy issues, share best practices on how to reduce health disparities, and increase access to health care services for the populations they serve.

We are pleased to honor NEPO co-founder Dr. Frank Staggers at this year’s Summit. Dr. Staggers believed that an important part of the physician’s role is to be an advocate for improved public health and decreased health care disparities. He believed that health care is a right, not a privilege and worked tirelessly to achieve those goals. His ethic lives on in the work of NEPO. Through strong physician leadership, NEPO works to inspire physicians and other healthcare providers to work with community partners across the state to make California healthier for all.

For more than 50 years, the California Medical Association (CMA) Foundation has sought to improve individual and community health by providing a vital link between physicians and their communities.

By launching groundbreaking efforts, such as tobacco education in the mid-1990’s, and partnering with health professionals such as pharmacists, nurses and medical assistants, the CMA Foundation has centered itself as a leader in improving the health of California’s residents.

Physician education, clinical quality improvement, increasing access to care and elimi-nating health care disparities are at the core of our many projects and activities. We are also proud to house the Network of Ethnic Physician Organizations (NEPO). NEPO is designed to build the capacity of Ethnic Physician Organizations and physicians serving safety-net populations in order to reduce health disparities, improve access to health care for their communities and address diversity and cultural competency in the healthcare workforce. Through collaboration with community organizations and CMA, NEPO works on policy advocacy in the public sector and within organized medicine.

Strengthen the capacity of Ethnic Physician Organizations and ethnic physician leaders to work in their respective communities, and col-lectively across communities, to reduce health disparities and increase access to health services for diverse communities in California. This Summit will be tailored to address the needs and interests that are faced by ethnic physicians and the communities in which they work, partic-ularly focusing on serving diverse underserved communities.

Featured SpeakerRishi MANCHANDA M.D., M.P.HAuthor of the book “The Upstream Doctors: Medical Innovators Track Sickness to Its Source”

Dr. Manchanda is a primary care physician in south central Los Angeles. He is an internist, pediatrician, HIV specialist and member of the National Health Service Corps. As the current Director of Social Medi-cine and Health Equity at St. John’s Well Child and Family Center, Dr. Manchanda coordinates the clinic’s work in addressing the upstream determinants of health and advancing a human rights approach to health. He previously worked at Venice Family Clinic, the nation’s largest free clinic. As an architect of the South Los Angeles Declaration of Health and Human Rights, Dr. Manchanda coordinates with a local grassroots network of health clinics, affordable housing developers, health promoters and community organizers. He is also the primary organizer of the First Annual Health and Human Rights conference on June 5, 2009, which PSR-LA is co-convening.

After receiving his M.D. and M.P.H. from Tufts University, Dr. Manchanda trained at UCLA in the Internal Medicine and Pediatrics residency program, which specialized in community health and advocacy. During his time there, he served as chief resident and now serves on the program’s advisory board. In addition to being an active member of PSR-LA, Dr. Manchanda serves on the Board of Directors of the National Physi-cians Alliance and is the founder of the Rx Vote Campaign, a nationwide nonpartisan effort to promote civic engagement in health care. Last fall, the Rx Vote coalition registered over 25,000 voters in clinics and doc-tor’s offices. He is also active with Physicians for Human Rights and Doctors for America (formerly known as Doctors for Obama). He has become increasingly interested in bringing innovative concepts in social entrepreneurship, civic engagement, and human rights advocacy to bear on transforming the profession of medicine and unleashing the power of physicians to partner with patients to deliver measurable and marked improvements in health inside and outside the walls of the clinic.

Dr. Manchanda traces his roots in activism to his undergraduate participation in a Peace and Justice Studies program and his days interning at the Lincoln Filene Center, where he explored concepts of civic engage-ment. Research has shown that the most vulnerable populations, including low-income working families, tend to vote at lower rates. Dr. Manchanda sees this as a key issue preventing citizens from using the ballot box to advocate for better services and community improvements that could help them lead healthier lives. As a founding member of a South Asian American progressive political group, Dr. Manchanda organized several events with other minority communities, including a forum on race and immigration shortly after the immigrant rights rallies of 2006 and voter outreach for the 2008 presidential election.

Through community work in the U.S. and abroad over the years, Dr. Manchanda has organized focus groups and performed case studies around issues ranging from the role of community health workers in addressing the South African HIV epidemic to the perceived health barriers among Ethiopian and Brazilian immi-grants in Cambridge, Massachusetts. He is a regular contributor to the Huffington Post, authoring recent ar-ticles entitled, “Fearmongering and Health Reform: The Public Insurance Option,” (03/23/09) and “A Bumpy Road to Health: Human Rights, Obama, and Lessons from Kenya” (12/10/08).Dr. Manchanda’s dedication to socially responsible medicine and effective advocacy on health issues is an inspiration to the entire medical community. His dedicated leadership inspires advocates of all backgrounds to speak out for public health.

Rishi Manchanda has been making his mark as a socially responsible physician. Well-versed in both local and international health issues, he is making bold moves to improve the health of underserved communities through local and international advocacy.

Dr. Sandra R. Hernández became president and CEO of the California HealthCare Foundation in January 2014. CHCF is an independent foundation with assets of more than $700 million, headquartered in Oak-land, California, and dedicated to improving the health of the people of California.

Prior to joining CHCF, Hernández was CEO of The San Francisco Foundation, which she led for 16 years. She previously served as director of public health for the City and County of San Francisco.

Hernández is an assistant clinical professor at the University of California, San Francisco School of Medi-cine and maintains a clinical practice at San Francisco General Hospital in the AIDS clinic. She is a grad-uate of Yale University, the Tufts School of Medicine, and the certificate program for senior executives in state and local government at Harvard University’s John F. Kennedy School of Government.

Originally from Tucson, Arizona, she spent much of her childhood in rural New Mexico with her grand-parents. There she came to honor and appreciate her Mexican culture and the intrinsic values of commu-nity and public service. Her love of science and math was nourished by her father, a self-educated engineer.

Hernández serves as a trustee of the Reno-based Asbestos Settlement Trusts and as an independent direc-tor of First Republic Bank, Blue Shield of California, and the Blue Shield of California Foundation. She is a member of the Public Policy Institute of California’s Statewide Leadership Council, the Yale University President’s Council, the UCSF Chancellor’s Advisory Board, and the UCSF Clinical and Translational Sci-ence Institute Advisory Board.

Her earlier affiliations include President Clinton’s Commission on Consumer Protection and Quality in the Healthcare Industry, and two Institute of Medicine committees — on the Consequences of Uninsur-ance and on the Implementation of Antiviral Medication Strategies for an Influenza Pandemic.

She is a former board member of Grantmakers In Health, the Council on Foundations, and the California Managed Risk Medical Insurance Board (MRMIB). She co-chaired San Francisco’s Universal Healthcare Council, which designed Healthy San Francisco, an innovative health access program for the uninsured.

Athena Chapman, MPPDirector, Regulatory Affairs, California Association of Health Plans

Athena Chapman serves as the Director of Regulatory Affairs for the California Association of Health Plans. In this capacity, she represents California’s health plans regulated by the Department of Man-aged Health Care. Ms. Chapman works with various state agencies and the California Health Benefit Exchange on regulation development and implementation.

Prior to serving as Director of Regulatory Affairs, Ms. Chapman was Chief of the Program Monitoring and Medical Policy Branch at the Department of Health Care Services. From 2005-2010 Ms. Chapman worked for the Centers for Medicare and Medicaid Services where she managed the evaluation, approv-al, oversight, and monitoring of Medicaid Managed Care Programs in multiple states.

Ms. Chapman graduated Cum Laude from the University of San Diego, earning a Bachelor of Arts degree in Sociology and holds a Master’s Degree in Public Policy from George Mason University.

David M. Carlisle, MD, PhD, MPHPresident, Charles R. Drew University of Medicine and Science

Dr. David M. Carlisle is the president of Charles R. Drew University of Medicine and Science (CDU). He is the immediate past director of the Office of Statewide Health Planning and Development, where he directed an organization of more than 500 employees in seven key areas, and a $100 million annual budget.

Dr. Carlisle holds a faculty appointment in the College of Medicine at CDU. Since 1992, he has been a member of the faculty at the David Geffen School of Medicine at UCLA. During that period, he also consulted for the RAND/UCLA Center for Health Policy Studies. In 2007, he became a senior fellow at UCLA’s School of Public Affairs.

Dr. Carlisle has long been an advocate for greater diversity within the health care industry. His clinical work revolved around car-ing for the underserved. For many years Dr. Carlisle served as a volunteer doctor at the Venice Family Clinic.

He earned his Medical Degree in 1981 from Brown University; his Master of Public Health in 1988 from UCLA; and his Ph.D. in 1992 from UCLA’s School of Public Health. While in Westwood, Dr. Carlisle earned a prestigious fellowship as a Robert Wood Johnson Foundation Clinical Scholar. Over the years, he published numerous papers, and spoke at many forums. A common theme has been health disparities and access to care. Dr. Carlisle and his spouse Dr. Sylvia Carlisle have a son, David and a daugh-ter, Aimee.

Martha Dina ArguelloExecutive Director, Physicians for Social Responsibility, Los Angeles

Martha Dina Arguello has over 35 years’ experience in health and social justice issues and expertise in the areas of reproductive and developmental toxins, pesticides, chemical policy, coalition building, organizing and policy and media advocacy. Martha has extensive experience as a health educator and in developing physician education curriculum. She is a nationally recognized speaker on the precau-tionary principle and addressing health disparities through environmental regulations. Martha serves on the boards of Californians for a Healthy and Green Economy and Californians for Pesticide Reform and on the Environmental Justice Advisory Committee for CalEPA’s implementation of AB 32.

Felix Aguilar, MD, MPH, MHCMMedical Director, Alta Med

Dr. Aguilar is the former President of UMMA Community Clinic in Los Angeles. Previously, he was Chief Medical Officer of the South Central Family Health Center, in Los Angeles, CA. Dr. Aguilar has done extensive work in community health with a broad involvement with community health programs and other community clinics. He has been recognized as a visionary community health leader by multiple organizations including the American Academy of Family Physicians, the American Cancer Society, and the US President’s Council on Service and Civic Participation, among others.

Dr. Aguilar received his medical degree from the University of California, Irvine. He received a Master of Health Care Management from Harvard University in Boston, and a Master of Public Health from Tulane University in New Orleans. Dr. Aguilar trained in Family Medicine at H-UCLA Medical Cen-

ter and in Preventive Medicine and Public Health at the California Department of Public Health.

Richard S. Baker, MDExecutive Director of the Center for Health Services Research, Professor & Chairman of the Department of Ophthalmology at Charles Drew University (CDU) of Medicine and Science, President of the Charles Drew University Multi- Specialty Practice Group

Dr. Baker holds a joint faculty appointment at UCLA David Geffen School of Medicine and serves as Associate Director of the Jules Stein Center for Eye Epidemiology. Dr. Baker is the founding Director of the Drew Health Services Research Center and Co- founder and Executive Director of the Drew Urban Telemedicine Center of Excellence. He currently serves on the Board of Directors of the California Medical Association (CMA), the Hispanic Serving Health Pro-fessions Schools (HSHPS), the Latino Physicians of California (LPOC) and Healthy African American Families (HAAF).

Dr. Baker has been recognized for his scientific and civic contributions by National Medical Fellowships as a Distinguished Alum-nus, the Los Angeles County Board of Supervisors, the National Association of Public Hospitals, the California State Legislature, Tavis Smiley/Microsoft, the City of Lynwood and numerous community organizations. He is an elected member of the Phi Kappa Phi national honor society and has been recognized as one of “America’s Top Ophthalmologist” by the Consumer Research Coun-cil of America.

Eric Brown is an experienced manager in the telecommunications industry. He is a 15 year veteran of the cable television industry. Most recently, Eric served as Executive Vice President of Affiliate Relations for Herring Broadcasting and for The Africa Channel, served as President of Western Division Operations for Charter Communications and President of the Minnesota Division of Time Warner Cable. He has extensive experience in consumer brand management with a variety of consumer product companies, including The Procter & Gamble Company, H.J. Heinz, and Bumble Bee Seafoods.

Brown served as past Chairman of the California Cable and Telecommunications Association (CCTA) and is a recipient of the prestigious National Cable & Telecommunications Association Vanguard Award for excellence in cable operations and the cable industry’s CTAM Chairman’s Award for excellence in cable marketing.

A graduate of the University of California at Los Angeles (UCLA) with a Bachelor’s degree in Political Science. Dustin Corcoran, MBAPresident and CEO, California Medical Association

Dustin Corcoran is Chief Executive Officer for the California Medical Association (CMA), a non-profit professional organization of over 39,000 physicians dedicated to protecting public health and promoting the science and art of medicine. As CEO, Mr. Corcoran has the responsibility for the overall supervision, direction and control of the business and staff of CMA. Mr. Corcoran also serves as the chairman of Patients, Providers and Healthcare Insurers to Protect Access and Contain Health Costs, the campaign committee opposing the anti-MICRA ballot initiative, as well as Californians Allied for Patient Protec-tion (CAPP), a broad-based coalition of health care providers, hospitals, community clinics and labor interests dedicated to the defense of MICRA.

Mr. Corcoran has advocated tirelessly for California physicians and the patients that they serve since 1998. He started at CMA as the membership coordinator for the association’s political action committee. Within a year, Mr. Corcoran moved to CMA’s Center for Government Relations where he worked under the guidance of the legendary Steve Thomp-son as a staff lobbyist. When Mr. Thompson passed away in 2004, Dustin succeeded him as Vice President of Government Rela-tions where he managed CMA’s overall legislative program, representing physicians’ interests before the State Legislature and the Governor. In 2009, Mr. Corcoran was promoted to Senior Vice-President, where he oversaw the day-to-day operations of CMA, as well as the Center for Government Relations and ultimately became CEO in February of 2010.

Kathy Ko ChinPresident and CE, Asian & Pacific Islander American Health Forum (APIAHF)

Kathy Ko Chin spearheads the APIAHF’s efforts to influence policy, mobilize communities and strengthen organizations to improve the health of Asian Americans, Native Hawaiians and Pacific Islanders. With strong values handed down from her parents, immigrants from China, Kathy’s life’s work has built community institutions that contribute to a just and multiracial society. At an early age, Kathy’s parents shared with her the truths about injustice in our society, instilling in her the impetus to give back to the country that has given her so much. Kathy heeded their words, and for over 35 years, has worked to improve health services especially for the poor and underserved.

Ms. Chin serves on the President’s Advisory Commission on Asian Americans and Pacific Islanders and is a frequent contributor in the media on AA and NHPI perspectives and health issues, including in Huffington Post, mainstream publications and ethnic media. In addition, Ms. Chin volunteers at the Angel Island Immigration Station Foundation, Oakland Chinatown Chamber of Commerce, Asian Women’s Shelter, CompassPoint Nonprofit Services, Public Health Institute and California Pan-Ethnic Health Network. For her dedication to community service, Kathy has received numerous prestigious accolades, including induction into the Stanford Alumni Multi-Cultural Hall of Fame.

Clayton L. Chau, MD, PhDMedical Director Behavioral Health Services, LA Care

Dr. Chau joined LA Care Health Plan as the Medical Director for Behavioral Health Services in October 2013. Prior to a brief time at CalOptima, Dr. Chau worked for the Orange County Health Care Agency Behavioral Health Services for 13 years providing care to people living with severe persistent mental illness and integrated care for the county’s Public Health HIV clinic. He was also the Director of the Center of Excellence in Education, Training, Research and Advocacy for Reducing Health Disparities. He obtained his MD degree from the University of Minnesota and PhD in Clinical Psychology from Chelsea University. He completed his psychiatry residency at UCLA/San Fernando Valley followed by a fellowship with the National Institute of Mental Health in psychoneuroimmunology focusing on

substance abuse and HIV. During his residency he was also selected for the American Psychiatric Association Mead Johnson Fel-lowship in Community Leadership. Dr. Chau has conducted training in the areas of health care integration, health care reform, cultural competency, veteran’s health, homelessness and mental health policy. He is featured in the 2013 PBS documentary “A New State of Mind: Ending the Stigma of Mental Illness” narrated by Glenn Close and the 2012 Emmy Awards winner Informa-tional/Public Affairs Series “Profiles of Hope” produced by the LA Department of Mental Health. He is a Lecturer for the UCLA School of Public Health and an Assistant Clinical Professor of Psychiatry at UC Irvine School of Medicine. Dr. Chau was named the 2012 Visionary Leader by the National Council for Behavioral Health. In 2012 he was awarded the prestigious Warren Wil-liams, MD Award for his extraordinary contributions to the profession of psychiatry and the care of those with mental illness.

 

Janet Coffman, MPP, PhDAssociate Professor at the Philip R. Lee Institute for Health Policy StudiesDepartment of Family and Community Medicine at the University of California, San Francisco

Janet Coffman is also a Faculty Associate at the UCSF Center for the Health Professions. Her research interests include the health care workforce, health insurance reform, and access to care for vulnerable populations. Dr. Coffman is the lead author of a recent report for the California HealthCare Foundation on California physicians’ participation in Medi-Cal and is currently working on several other projects regarding access to medical care for Californians enrolled in Medi-Cal. She is also advising The Cal-ifornia Endowment regarding assessment of the impact of its recent investments in health workforce development, including funding for expansion of the Song-Brown program and the Stephen M. Thomp-son Physician Corps Loan Repayment Program. In addition, Dr. Coffman is a member of the California

Health Benefits Review Program’s faculty task force which analyzes legislation introduced in the California State Legislature that would establish health insurance benefit mandates. She received a Master’s in Public Policy and a PhD in Health Services and Pol-icy Analysis from the University of California, Berkeley.

 

Adam CulichInformation Systems Officer, California Rural Indian Health Board

Adam Culich has over 18 years’ experience managing and directing information technology depart-ments in startup, medium, and enterprise level businesses throughout the USA, Canada, Europe, and Asia. Adam currently serves as the Information Systems Officer at the California Rural Indian Health Board where he directs the organization’s health systems infrastructure and staff. Prior to working at the CRIHB, Adam served as the founder and President of an award winning IT consulting firm based out of the Sacramento, CA area. Adam has also managed and supported IT departments for other well-known high tech companies such as Silicon Optix, Broadcom Corporation, Applied Materials, Solectron Cor-poration, and the British National Health Service (NHS).

Hector De La TorreExecutive Director, Transamerica Center for Health Studies

Hector De La Torre is the Executive Director of the Transamerica Center for Health Studies, a nonprofit focused on helping consumers and businesses navigate the health care landscape. Mr. De La Torre was chosen to lead this new initiative because of his private and public sector experience, particularly his leadership role on health care and advocating for consumers and businesses. Among his accomplish-ments as an elected official were expanding access to doctors in underserved communities, consumer protections against retroactive cancellation of health insurance, and supporting facilities improvements at Children’s Hospitals.

Mr. De La Torre is also a member of the Board of Trustees at Occidental College in Los Angeles and serves on the California Air Resources Board (CARB) as a gubernatorial appointee. Mr. De La Torre served as a State Assembly-member for California’s 50th District from 2004-2010. Prior to that, he was Mayor and Councilmember in his hometown of South Gate. De La Torre was also a Manager at the County of Los Angeles Superior Court and served as Manager at Southern California Edison. Previous to those positions, he was Assistant/Chief of Staff to the Deputy Secretary at the U.S. Department of Labor.

De La Torre has a bachelor’s degree in Diplomacy and World Affairs from Occidental College and attended the Elliot School of International Affairs at The George Washington University.

 

Dale FlemingStrategic Director, County of San Diego’s Health and Human Services Agency

The Health and Human Services Agency administers health and social service programs throughout San Diego County, which is larger than Connecticut and as populous as Iowa. Ms. Fleming oversees the Office of Strategy & Innovation, which coordinates and supports the implementation of the Live Well San Diego initiative, as well as Agency media relations. In addition, she is the Executive Director of the County’s Community Action Partnership, which provides services to strengthen economically disadvantaged communities and the citizens who reside there. With nearly 30 years’ experience in administering health and social services programs, Ms. Fleming has led various strategic planning, policy development and performance measurement initiatives, including the development of Live Well

San Diego indicators to track collective efforts and measurable impact of the regional initiative. In addition, she provided execu-tive leadership over the County’s public assistance and health coverage eligibility programs and policies for six years.

Darin Latimore, MDAssociate Dean of Medical and Resident Diversity, UC Davis School of Medicine

As Associate Dean, Dr. Latimore oversees the Office of Student and Resident Diversity which is to pro-mote an organizational culture in which all people are valued and respected independent of their differ-ences such as race, ethnicity, gender, age, sexual orientation, disability, socioeconomic status, or other characteristics. He is a practicing clinician who graduated from UC Davis School of Medicine and did his Internal Residency-Primary Care Track at UCD. He is Clinical Faculty at the Center for AIDS Research, Education and Services (CARES). CARES provides acute and continuing care for HIV/AIDS patients who are uninsured or underinsured. As a Ryan White Supported Clinic, CARES provides medical, den-tal, mental health and drug and alcohol rehabilitation. Dr. Latimore is a preceptor for medical students and residents for CARES.

Dr. Latimore’s ultimate goal is to increase the number of students from disadvantaged backgrounds, like himself, as well as de-velop a physician workforce that reflects California’s diverse populations. Dr. Latimore draws upon his own experiences to advise and mentor students throughout their pre-medical and medical school careers to assist them to overcome academic and personal obstacles that could affect school choice and performance.

Ravi Kumar, MD, ABFM, FAAFPPhysician Champion, Walk-With-A-Doc

Dr. Kumar is a board certified Family Physician and a fellow of the American Academy of Family Prac-tice. He is also an Ob/Gyn specialist who treats women’s health issues. He provides health care to family members of all ages, newborns to elderly.

Dr. Kumar’s office brings a personalized approach to medicine that addresses multiple dimensions of health: physical, mental, emotional, spiritual, social and environmental. He believes that treatment and prevention chronic diseases such as diabetes, high blood pressure, high cholesterol, obesity, fibromyal-gia, arthritis can be addressed using dietary changes, supplements, and exercise, along with traditional medications.

Margaret Juarez, MD Chair, Network of Ethnic Physician Organizations, California Medical Association Foundation

Dr. Juarez, Board Certified OB/GYN has been in private practice for 25 years in the San Gabriel valley in California, just east of Los Angeles. She has been president of California Latino Medical Association and is currently president of the Los Angeles Chapter. She has been active in CMA Foundation and at present is Chair of the Network of Ethnic Physician Organization. She is also a delegate of the CMA in the EMOS Section. She has been active on several boards and is a board member of Foothill Family Services, serving at risk children in the San Gabriel valley. She has been a member of the credentialing committee of Anthem of California for several years and a member of the California PRC for Anthem of California.

 

Lisa Folberg, MPPPresident and CEO, California Medical Association Foundation

Lisa Folberg is President and CEO of the California Medical Association (CMA) Foundation. Established in 1963, the CMA Foundation is a 501 (c)(3) nonprofit dedicated to improving individual and community health. Folberg previously served as Vice President of Medical and Regulatory Policy at CMA where she man-aged the day-to-day operations of CMA’s policy development and regulatory advocacy. She joined CMA from the California Legislative Analyst’s Office, where she provided the Legislature with analyses on a variety of health and social services budget issues. Lisa has also spent time volunteering and working in

health clinics, and spent a year in Colombia, South America developing a public health program for at-risk youth through a World Health Organization/UCSF collaborating project. She currently serves as the Chair of the California Health Information Part-nership and Services Organization (CalHIPSO) Board of Directors. She holds a master’s degree in public policy from Georgetown University.

Rita Cruz Gallegos, JDOutreach and Education Strategist, Harbage Consulting

Rita Gallegos joined Harbage Consulting in June of 2014 as Outreach and Education Strategist where she focuses on Cal MediConnect and the Coordinated Care Initiative. Formally, she founded Genesis Consultants specializing in government and public affairs, political campaigns, special events, public relations, marketing and fundraising for elected officials.

Rita was born in Leon, Guanajuato Mexico and moved permanently to the United States at the age of 11. She graduated from East Los Angeles College and attended the University of Southern California in Los Angeles and California State University in Fullerton. She completed her Bachelor of Science Degree in Business Administration with emphasis in Applied Management from Azusa Pacific University and

graduated from Glendale University College of Law.

Ms. Gallegoa sits on a variety of non-profit Boards, including “Padres Contra El Cancer,” National Latina Business Women Associ-ation, Latin Business Association, and Latino Health Access. She is also a member of the Health Committee member of the Greater L.A. Chamber of Commerce, and serves on the Advisory Board Member of “Taking The Reigns” organization.

Rita has received numerous awards for her community involvement, including the “Friend of Baldwin Park” Award and the “Pres-ident’s Award” from the Baldwin Park Chamber of Commerce. She is a past recipient of the prestigious award “Citizen of the Year” from the City of Baldwin Park and received commendations acknowledging her community involvement from The U.S. Congress, The California State Legislature and the City of Los Angeles. The Mexican Consulate has recognized Rita for her involvement in the Binational Health Week as part of the US-Mexico Health Initiative.

Ron Hofeldt, MDMedical Director, Consultant, Wellness Development Group

Ron Hofeldt, MD is a psychiatrist whose professional experience of treating, coaching and educating physicians led to the co-development of the Wellness Development Group (WDG). As WDG’s Medical Director, he focuses his interests on coaching and consulting with healthcare organizations. Brett Johnson, JD, MPH, MSAssociate Director, Medical and Regulatory Policy, California Medical Association

Brett Johnson joined CMA in 2011. He primarily works on policy issues regarding the commercial health insurance market and health care reform, specifically the California Health Benefit Exchange. He has presented to physicians across the state of California on various health reform topics beyond exchanges, like the emerging Accountable Care Organizations in California.

He joined CMA from the federal Health Resources and Services Administration (HRSA) under the U.S. Department of Health and Human Services (HHS). At HRSA, he drafted regulations and policy guidance related to Federally Qualified Health Centers (FQHC) and served as liaison to the Office of Legislation. He has also spent time assisting seniors in health coverage and eligibility disputes for the

AARP’s Legal Counsel for the Elderly and representing vaccine injury claimants in the U.S. Court of Federal Claims. He is a member of the Maryland Bar Association and veteran of the U.S. Army. He holds a Juris Doctorate (JD) and a master’s degree in public health (MPH) from George Washington University and a master of science in bioscience regulatory affairs (MS) from Johns Hopkins University.

Hieu Nguyen is a Licensed Clinical Social Worker who currently works at L.A. Care Health Plan as a Strategic Initiatives Manager for the Behavioral Health Department. Previously he was at the County of Orange Health Care Agency and served as the Project Lead for OC ACCEPT, a community-based mental health program serving the Lesbian, Gay, Bisexual, Transgender and Questioning community. He has extensive background working with individuals experiencing Severe and Persistently Mental Ill-ness and Substance Use Disorder. He has conducted cultural competency trainings, specifically on the LGBTQ community, to institutions such as San Diego Department of Mental Health, Kaiser Permanen-te, Cal-Optima, UC Irvine, Cal State Fullerton, University of Southern California, National Association of Social Work, high schools, and foster care agencies. He currently has a small private practice and consulting business in Huntington Beach, CA.

Wm Jahmal Miller, MHADeputy Director, Office of Health Equity, California Department of Public Health

Wm. Jahmal Miller was appointed Deputy Director to the Office of Health Equity at the California De-partment of Public Health, starting October 2013. Previously, he served as Communications Manager with Kaiser Permanente’s National Offices - Community Benefit, Health Policy & Research Division. At Kaiser Permanente, he also served in the Central Valley Service Area, where he was Manager for Community & Government Relations within the Public Affairs Division. Mr. Miller has provided over-all management of for Sutter Health’s Sacramento Sierra Region as Manager for Strategic Marketing & Communications and oversight of growth, marketing and communications efforts with large-employer groups and brokers. Prior to that, he was the Program Manager for Sutter Children’s Hospital at Sutter Medical Center, Sacramento.

Mr. Miller was responsible for managing inpatient and outpatient operations by providing strategic direction for Sutter Children’s Cancer Program and Outpatient Clinics. He has been a board member of the California Child Care Referral and Resource Net-work, one of the most respected systems of child care resources and referrals in the United States. He serves on numerous boards. Mr. Miller completed an Executive Fellowship with the Nehemiah Emerging Leaders Program in conjunction with the American Leadership Forum & CORO. Mr. Miller is a proud graduate of Columbia University in New York City, receiving a Bachelor of Arts Degree in Psychology, and he holds a Master of Healthcare Administration from the University of Southern California.

Assemblymember Richard Pan, MD, MPH

Dr. Richard Pan, a pediatrician and former UC Davis educator, represents the people of Sacramen-to and San Joaquin counties including the cities of Sacramento, Elk Grove, Galt, and Lodi in the California State Assembly and serves as Chairman of the Assembly’s Committee on Health. Dr. Pan continues to practice medicine at The Effort Oak Park Community Clinic, pursuing his pas-sion for working with families to build healthier communities.

As Director of the UC Davis Pediatric Residency Program, Dr. Pan created Communities and Health Professionals Together to bring UC Davis physicians together with families and commu-nity associations to work on projects that improve health in their neighborhoods. As co-founder and chair of Healthy Kids Healthy Future, Dr. Pan helped secure health, dental and vision coverage

for over 65,000 local children. He helped create the Sacramento Health Improvement Project, bringing together doctors, hospi-tals, clinics and community leaders to ensure that all Sacramento County residents have access to primary health care. Dr. Pan also serves on the United Way California Capitol Region Board and served on the BloodSource board and the Sacramento First Five Commission. For his leadership in education and community development, Dr. Pan has been recognized with the Campus Compact’s Thomas Ehrlich Faculty Award for Service-Learning and the Physician Humanitarian Award from the Medical Board of California.

Elected to the Assembly in 2010, Dr. Pan worked with a variety of partners on legislation and other efforts to help Californians build safer, healthier communities. Working with the Sacramento Metropolitan Fire District, Dr. Pan authored legislation creating $90 million in new federal funds for emergency responders, including $2 million for Sacramento neighborhoods. In partnership with the Sacramento City Police and the Sacramento County Sheriff, he established a statewide online database to catch thieves attempting to sell stolen property to pawnshops. He joined with the Consumer Federation of California and the California Alli-ance of Retired Americans to remove expired medications and baby food from store shelves. Partnering with parents throughout California, Dr. Pan made sure families have the life-saving information they need to protect schools and communities against vaccine-preventable diseases.

As Chair of the Assembly Committee on Health, Dr. Pan is focusing on expanding transparency and oversight of government health programs needed to build healthier communities, as well as ensuring federal health care reforms are implemented effectively and efficiently in California. This work builds on legislative hearings Dr. Pan held to address the state’s failed system of dental care coverage for children in Sacramento, as reported by the Sacramento Bee and the Center for Health Reporting.

Dr. Pan and his wife are raising two young sons and run a dental practice where they balance expenses, meet a payroll and under-stand the challenges of running a small business. Dr. Pan was born and raised around science as his father worked at NASA and his mother in architecture after both immigrated from Taiwan. After graduating from public schools, Dr. Pan earned an under-graduate degree from Johns Hopkins University, a Medical Doctorate from the University of Pittsburgh and a Masters of Public Health from Harvard University.

Arcela Nunez-Alvarez, PhDDirector, National Latino Research Center

Dr. Arcela Nuñez-Alvarez is Director of the National Latino Research Center (NLRC) at CSUSM, an applied social science research center specializing on increasing knowledge and understanding of the rapidly growing U.S. Latino population. NLRC’s current research focuses on education, health, and civic engagement. She has served as lead researcher for numerous projects in California and several national health promotion programs funded by the Office of Minority Health (OMH), the U.S. De-partment of Housing and Urban Development (HUD), the U.S. Department of Education, The Cal-ifornia Endowment, The California Wellness Foundation, The Bravo Foundation, and The Leichtag Family Foundation. She has designed and implemented studies and interventions aimed at reducing

disparities and social inequalities and helped pioneer new evidence-based strategies for improving life outcomes.

Dr. Arcela Nuñez-Alvarez has worked on Imperial County research and education projects since 2002 addressing environmental justice issues specifically focused on community action to fight asthma, water quality, and clean air. The Center has over ten years of experience evaluating programs, investigating health and educational disparities, and designing culturally and linguistically appropriate strategies to be employed in building healthy communities.

Maria LemusExecutive Director, Vision y Compromiso

Maria Lemus has been Executive Director of Vision Y Compromiso, a 501 C (3) non profit organization since 2000. Visión y Compromiso and its Promotora and Community Health Worker Network is com-mitted to supporting Promotoras and Community Health Workers (P/CHW) by providing leadership, capacity building and advocacy for over 4000 Promotores and Community Health Workers associated with clinics, hospitals, community based organizations in rural and urban communities.

Ms. Lemus is a member of the U.S. DHHS Promotoras Initiative Steering Committee; the Hispanic/Latino Workgroup of the National Diabetes Educational Program; the National Alliance for Latino

Behavioral Health Workforce Development, National Latino Infant Nutrition Initiative, the California Latino Mental Health Con-cilio for the Reducing Health Disparity Project, the Family Violence Prevention Fund Intimate Partner Violence Education Project and the California Hispanic American Cancer Society Hispanic Advisory Committee.

Prior to Visión y Compromiso, Ms. Lemus was active as a community consultant. She also worked in the Rural Health Division of the California Department of Health Services and the AIDS Office, City and County of San Francisco. Janus NormanSenior Vice President and Chief Lobbyist, California Medical Association

Janus Norman is California Medical Association’s the Senior Vice President and Chief Lobbyist. Prior to joining CMA, he served as Legislative Advocate for the American Federation of State, County and Municipal Employees (AFSCME), where he was responsible for developing the legislative agenda for the organization and supervising day-to-day lobbying operations. He previously has worked for the Judicial Council of California, the Assembly Budget Committee, and the Assembly Appropriations Committee. His career began when he joined the office of then Assemblymember Darrell Steinberg as a Jesse Unruh Assembly Fellow.

Dr. Rideout is a 20 year veteran of California health care. He has served in leadership roles in health information technology companies and health plans. Prior to joining Covered California, he served as Senior Vice President, Care and Cost Management, and Chief Medical Officer for The TriZetto Group, the global leader of the healthcare division for Cisco Systems Internet Business Solutions Group, and Cisco’s Chief Medical Officer. Dr. Rideout also served as Chief Medical Officer and SVP for Blue Shield of California and head of Quality Management for Blue Cross of California. Dr. Rideout served as a member of the National Advisory Council for the Robert Wood Johnson/IHI Pursuing Perfection grant program for excellence in health care delivery, and also served as the Chief Medical Officer for the Na-

tional Health Care Purchasing Institute.

Dr. Rideout is a volunteer physician and Board of Directors member for Medical Teams International, an international medical relief organization. Dr. Rideout is also a faculty member at the University of California, San Francisco, Stanford University and the UC Berkeley Haas School of Business, teaching on topics related to healthcare technology, services and innovation.

Dr. Rideout is a board certified internist, completing his residency training at University of California, San Francisco, and is a Fel-low of the American College of Physicians. La Roux Pendleton, MPHCommunity Clinical Linkages Specialist, California Dept. of Public Health

La Roux Pendleton is the Community Clinical Linkages Specialist in the Heart Disease and Diabetes Prevention Program at the California Department of Public Health (CDPH). She is currently funded on the Prevention First: Advancing Synergy for Health Grant, a statewide program that implements evi-dence-based strategies to reduce the burden of chronic diseases in California’s most at-risk populations.

La Roux has been with CDPH for seven years, and has served the department in various capacities. Her previous work in the department includes tobacco control, cancer detection, and coordinated chronic disease prevention. She holds a Master’s in Public Health from Columbia University.

 

Atif Saleem, MAEMOS representative, Medical Student Section

Atif Saleem has grown up in San José, CA since 1990. He attended UC Berkeley for a BA in Marine Science and an MA in Earth and Planetary Science where he focused on climate change and health. He then taught Mathematics and Geology at San José State University and San José City College respective-ly while he applied to medical school. He became involved within the CMA in his first year of medical school where he toggled between roles including delegate, alternate delegate, chair of his school section and Vice Chair of Relations in the medical student section. He is now honored to be the EMOS repre-sentative on behalf of the medical students section (MSS) as well as a newly elected standing committee member for the Minority Issues Committee within the AMA-MSS.

Shirley T. SheltonChief, Heart Disease and Diabetes Prevention Program

Shirley has over 25 years of experience in public health. She currently manages the Prevention First grant in the Chronic Disease Control Branch, California Department of Public Health. Ms. Shelton’s work at the State of California is focused on improving the health of communities of color and priority populations. Highlights of her professional experience include serving as Chief, Heart Disease and Diabetes Prevention Unit; Black Infant Health Program Coordinator, Maternal Child and Adolescent Health Branch; Program Consultant, Capacity Building Network, California Tobacco Control Branch; Interim Women’s Program Coor-dinator, Department of Youth Authority; and Minority Home Recruitment Specialist, Department of Social Services. Ms. Shelton attained a B.S. degree from California State University, Sacramento in Corrections/Social Work. She is most passionate about the opportunity to serve and make a difference were disparities are greatest.

Francisco J. Silva, JDGeneral Counsel and Vice President of Legal Affairs, Center for Economic Resources, and Medical and Regulatory Policy, California Medical Association

Francisco holds a Bachelor of Arts degree in History from Santa Clara University and a Jurist Doctor-ate from UCLA School of Law. As General Counsel, Francisco has sought to ensure that patients have access to quality health care and is a leading voice for physicians in the development and implementa-tion of Accountable Care Organizations (ACOs). He organized and implemented litigation efforts that successfully enjoined the state of California from implementing cuts to the Medi-Cal program, which provides coverage for more than six million low-income children and families as well as elderly, blind, or disabled individuals. Under his leadership, CMA’s Center for Economic Services recovered over

millions underpayments on behalf of CMA’s members and published CMA’s Practice Resources (CPR), dedicated to providing tips and tools to help physicians and their office staff improve practice efficiency and viability.

Francisco was an Associate Director for Government Relations for CMA, with principal responsibility for managed care, health insurance and liability issues. Prior to joining CMA, Francisco was the Vice President and Counsel for Government Affairs for the California Apartment Association and a litigation attorney at Heller Ehrman LLP in San Francisco and at the office of Downey Brand LLP in Sacramento. As a litigation attorney, he defended and prosecuted civil litigation matters, including matters involving corporate, contract, antitrust and unfair competition law. Francisco also was a judicial law clerk for Federal District Court Judge Jeremy Fogel and a budget consultant for the California Assembly Budget Committee.

Wilma J. Wooten, MD, MPHPublic Health Officer, County of San Diego, Health & Human Services Agency

Dr. Wooten is trained in Family Medicine and has a Master’s degree in Public Health. She received both professional degrees from the University of North Carolina, Chapel Hill, followed by residency training at the Georgetown/Providence Hospital Family Practice Residency Program in Washington, DC. In 1989, she completed Preventive Medicine Residency with emphasis in Sports Medicine in the joint San Diego State University (SDSU), Graduate School of Public Health (GSPH)/University of California San Diego (UCSD) program.

Dr. Wooten practiced medicine as a faculty member in the UCSD Department of Family and Preventive Medicine and remains a volunteer Associate Clinical Professor in the department and is an Adjunct Pro-

fessor at SDSU/GSPH. She has been with the County of San Diego Health and Human Services Agency since 2001, in her current role, she has oversight for almost 500 employees and a budget of approximately $100M, serving a county of 3.2 million residents.

She is an ardent supporter of public health and has a strong interest in health disparities. Dr. Wooten is a Board member and past president of the California Conference of Local Health Officers (CCLHO) and Board member and current President of the Health Officers Association of California (HOAC). She is also a past Board member of the National Association of County and City Health Officials (NACCHO). Dr. Wooten began her three-year term on the Public Health Accreditation Board (PHAB) of Directors in January 2012.

Richard E. Thorp, MD, FACP President, California Medical Association

Richard E. Thorp, MD, FACP, has spent the past 37 years practicing General Internal Medicine in Paradise, Calif.

He is the President/CEO of Paradise Medical Group, Inc., a physician owned multi-specialty primary care group incorporated in 2001. Dr. Thorp is also on the active staff of Feather River Hospital, a community hospital in Paradise, Calif. and divides his time between a private General Internal Medicine practice, ser-vice as a Rural Health Clinic Medical Director and Private Practice Administration.

In 2009, Dr. Thorp was recognized as a fellow by the American College of Physicians (ACP) who recog-nized him as a Fellow in 2009. He also serves on the Governor’s Council for the Northern California Chapter (CANO) and he has served at the national level of ACP as a committee member.

Dr. Thorp was elected to the CMA Board or Trustees in 2009 and is an Alternate Delegate to the AMA House of Delegates repre-senting a portion of Northern California. He was the Chair of CALPAC, the political action arm of the California Medical Asso-ciation for 2011 and 2012. Dr. Thorp assumed the role of President in October of 2013.

Lucien Wulsin, Jr., JDExecutive Director, Insure The Uninsured Project (ITUP)

Lucien Wulsin is the Executive Director of Insure The Uninsured Project and is working on approach-es to implement coverage for uninsured Californians throughout California under grants from The California Wellness Foundation, Blue Shield Foundation of California, L.A. Care Health Plan, Kaiser Foundation Hospitals, California HealthCare Foundation and The California Endowment.

He is the author of California at the Crossroads: Choices for Health Care Reform, a study on California’s options to redesign its health care system. He has partnered with numerous health care organizations throughout California on efforts to increase funding, care and coverage for the uninsured.

Mr. Wulsin served as chief consultant to the Special Committee on Medi-Cal Oversight of the California Assembly, where he worked closely with Assemblyman Burt Margolin on reforms in health coverage.

Mr. Wulsin worked at the National Health Law Program, as a senior attorney with Greater Boston Legal Services, and as a clinical associate at Harvard Law School. Mr. Wulsin is a member of the bar in California and Massachusetts, a graduate of the University of Virginia Law School and of Trinity

Molly WeednAssociate Vice President of Public Affairs, California Medical Association

In her capacity at CMA, Molly is responsible for coordination of all external media relations, communi-cation strategies, message development, public relations and campaign work that CMA is involved with. She has been instrumental in building out CMA’s grassroots presence with groups such as the Alliance for Patient Care and the We Care for California Coalition. Additionally, Molly leads the program to message train physicians throughout California.

Prior to CMA, Molly was a Senior Associate at the Dewey Square Group working on advocacy cam-paigns and communications efforts for clients as well as on statewide ballot measures and political cam-

paigns in California, Florida and Alaska. She was also responsible for coordinating public affairs work for corporate and nonprofit clients based in the firm’s California practice including Maria Shriver’s We Connect program.

Before joining the Dewey Square Group, Molly was a Senior Account Executive at Ogilvy Public Relations Worldwide as part of the public affairs team in both the Sacramento and San Francisco Offices.

Molly attended George Washington University’s Graduate School of Political Management and earned her Bachelors of Arts from the University of California, Santa Cruz.

Gil Simon, MDMedical Director, Sacramento Family Medical Clinics

Dr. Gil Simon opened his first clinic for children of low-income families in 1989. The next twenty five years were spent trying to make their health better and their lives easier.

First came the Clinic on Wheels, a converted recreational vehicle. Over the years, the number of clinics increased and the children’s parents became patients as well. At this time, there are 35,000 active patients attending his eight clinics.

Throughout it all, the mission has been clear: to give the best to the most. In 1999, Simon was named Health Hero and received an award from the State of California. He has been called a visionary in the

California Physician. He is the author of The Parent’s Pediatric Companion, a book described by the late Dr. Benjamin Spock as an encyclopedia that all parents should have on their shelves. He has been a tenured Associate Professor of Pediatrics at the UC Davis School of Medicine and has authored twenty articles in peer reviewed medical journals.

He has had a full and varied career in medicine with many honors and rewards, but nothing has matched the deep joy he currently receives from knowing that his efforts are meeting the deep needs of his patients.

Samuel So, MDProfessor of Surgery, Asian Liver Center, Stanford University School of Medicine

Dr. Samuel So is a professor of surgery and the Lui Hac Minh Professor at Stanford University School of Medicine. He is the founder and director of the Stanford Asian Liver Center, and spearheads research, education, outreach and advocacy to address the gaps in awareness, national policies and guidelines with the goal of eliminating the transmission of hepatitis B and the early diagnosis and management of those chronically infected. He served on the Board of Population Health and Public Health Practice of the U.S. Institute of Medicine (IOM) 2006-2012, and a committee member of the 2010 IOM report on Hepatitis and Liver Cancer: national strategy for the prevention and Doctors in America. He is a special advisor on hepatitis to WHO Western Pacific Region. He is the recipient of California API Joint Legis-

lative Caucus 2009 API Heritage Award for Excellence in Science, the 2010 CDC and ATSDR Honor Award for mobilizing people and resources in ways that have changed global public health policies related to hepatitis B, California Immunization Coalition 2014 Immunization Leadership Award, and was recognized in 2014 by the White House for global and national leadership in the prevention and treatment of viral hepatitis.
