2. Few words from the General Manager
NepalWaterSupplyCorporationhasbeenpublishingtheirAnnualReportontheauspicious occasion. This is 32thAnniversaryofourorganization.Iwould liketoexpress fewwordsasaGeneralManagerofNepalWaterSupplyCorporati -onbyexpressingfewactivitieswhichwereperformedbytheBranchOfficesinF/Y– 076/077.
Nepal Water Supply Corporation is the service oriented government ownedorganization with the responsibility to deliver safe, clean and quality drinkingwatertotheirvaluedcustomers.Infact,wateristhefreegiftfromthenaturebutduetoitsunevenspatialdistribution,ithastobecollected,transmitted,treatedand finally delivered to the consumer through close conduit bymaintaining itsquality as per government guidelines, which requires high investment. NWSChasbeenexpandingitswatersupplynetworkaccordingtoconsumerdemandbygettingloanfromthegovernmentofNepal.Duetoweakfinancialconditionitisverydifficulttoperformdailyoperationandmaintenanceofelectro–mechanicalequipmentsandalsodistributionnetwork.Therearevariousfactors whichadverselyaffectedtheservicedeliveryofNWSC.Thesefactorsare;issueofelectricalpowercutoff,increasefuelprice,increaseinthemarketpricefortheconstructionmaterialsandfinallybutnottheleast,theunplannedandhaphazardurbanization.
OurmanagementteamdidhardlabortosettlehumanresourceproblemsundertheproperguidanceofBoardofDirectoratewhichwerepersistingsincelongtim.OurmanagementteamhaspreparedNepalWaterSupplyCorporation Karmchari Biniyamabali 2076. It is on process for approval from theMinistry. The organizationmanagement ( O & M ), Job Descriptions of different post, Financial Biniyamabali, Norms and training fordevelopment of skilled manpower along with water qualities monitoring system have been started by ourmanagement team. Theseworks have strengthened our organization and definitely will strengthenmore incoming days.
Withtheconceptofsevendaystwenty-fourhourwatersupplyinLahanmunicipalityourteamhasbeenworkinghardtoachievetheirgoalassignedagreementwithAnglianWater,WaterAidandLahanMunicipality in lastfinancial year. The Pokhara Valley water supply improvement work has been smoothly improving as signedagreement betweenNWSC and Japanese contractor in Japan on 6thMarch 2019.We are hopeful to deliverwater seven days twenty-four hour in Dhangadhi Sub –Metropolitan City and Mahendranagar Municipalityby15thFalgun 2076.
NWSCisalwayscommittedtoexpanditsexpertisetoprovidereliableandgoodservicetoitsvaluedcustomers.Though,NWSChastherighttoworkinbothwatersupplyaswellasseweragemanagementinurbanandemergingtownsofthecountry;butcurrentlyitfocusesonlyinthefieldofwatersupplysector.NWSCaimstoentertheseweragemanagementsectoraswellbymobilizationofallavailableresourcesbothhumanandcapitalwhichwillmakeNWSCasoneofthewellperformingorganizationinwatersupplyandseweragemanagementsector.WeareexcitedaboutthefutureofNWSCandtheroleofNWSCinmakingourgreatcitiesevenbetter.
OurorganizationhadsignedwithBiratnagarandBirgangMetropolitanCitiestodeliversevendaystwenty-fourhourwatersupplywiththeconceptofonehouseoneconnection.ThejointteamofthesemunicipalitiesandNWSCwillworktodevelopwatersupplyMasterPlanforbetterservices.WiththesupportofgovernmentofJapanforimprovementofwatersupplysysteminBiratnagar,JICAhasbeenworkingforpreparationofDPR.
Finally, IwouldliketothanktotheMinistryofWaterSupply,thechairmanandtheboardmembersofNWSCfortheirgreatsupportandvaluableguidanceovertheyears.IwouldalsoliketoextendmyspecialthankstoallNWSCstaffsfortheirsincerityandhardwork,whichwouldbenothingwithouttheirenormouscontribution.Iwouldalsoliketoexpressmyheartlythankstothetradeunionsfortheircontinuoussupport.Atlast,butnotleast,Ineedtothankourvaluedcustomersfortheirsupport,understandingNWSCcircumstancesandregularpaymentofwatertariffs.

Whilegoingbacktohistory,thepopulationsofKathmanduValleywerenothigh,so,governmentwasnottoomuchconcernaboutprovidingdrinkingwatersupplytothepeopleinKathmanduValley.Duringthatperiod,peopleusedtotakewaterfromtheavailablenaturalsourcesneartheirhomes.However,becauseofpopulationgrowthduetobothnaturalgrowthandin-migrationfromotherdistricts,theexistingavailableresourceswerenotenoughtofeedthepeopleandthus,governmentrealizedtoprovidedrinkingwaterforthepeopleintheKathmanduvalleyandthusestablishedasystematicdevelopmentofwatersupplysystemwiththenamePANIADDA(PANIGOSWARA)unitin2029BS.Theorganizationhasbeenrestructuredfromtimetotimeinordertoprovidethebetterservicedeliverytothecustomer.Followingwerethestatutorydevelopmentrecordsofthisorganization;

8. Water Supply Service Area of NWSC
NepalWaterSupplyCorporation(NWSC)isapublicutilityorganization;anautonomousgovernmentbodyformedunderNepalWaterSupplyCorporationAct2046BS.NWSCisundertheministryofWaterSupplyand Sanitation.NWSCprovides its services to the 23 citieswithin the country.Out of them6were submetropolitancity,17weremunicipalities.FollowingtablesshowstheserviceareaofNWSC.Thedistrictpointedwithdotmarkasshowninthefigure1belowweretheservicecitiesofNWSC.

WaterSafetyPlanisasimpletooltoconfirmactualqualityofwateratdifferentpointsofwatersupplysystemlikeatsource,treatmentplant,waterstoragetank,distributionsystemandconsumertaps.Thismechanismwillhelptominimizethechancesofcontaminationofsuppliedwater.

NWSChasitsownfullscalewaterqualityanalysisLaboratoryatButwal.Mr.AjayGiriischiefofthatlaboratory.ThislaboratoryhasbeenfacilitatedtoanalyzePhysical,ChemicalandBacteriologicalwaterqualityparameters.WehavetrainedonepersonfromeachbranchofficesandfacilitatewithNPHOfieldkitwaterqualityanalysisequipmenttoanalyzedailydistributedwaterquality.
C. TheBeacon Initiative isanopportunitytotakeWaterAid’spartnershipwithAnglianWateronestepfurtherfora long-termcollaborationwithWaterAidNepalandtheNepalWaterSupplyCorporation(NWSC)withthemandateofmanagingwatersuppliesin23smallandmediumtownofNWSC.
TheaimoftheBeaconInitiativefocusinginitiallyonLahanandthenmorewidelyinothermunicipalitieswhereNWSCoperates,istodevelopamodelwithjoinedupthinking,systemsandinter-organizationalrelationsareembeddedtodeliverasustainableandresilientmunicipality-widewatersupply.
TheBeaconInitiative,therefore,providesauniqueopportunitytobringtogethertheAnglianAlliance,WaterAidNepal,theNepalWaterSupplyCorporation(NWSC),localcommunitiesandtheGovernmenttotrialatrulysustainableapproachtomunicipality-widewaterprovision,makingsignificantcontributiontodeliveringNepal’sWASHplanandtransformingtheroleofwaterutilitiesinNepalforyearstocome.

ButwalWaterSupplyImprovementProjecthasstartedinthefiscalyear2076/077.Themainobjectivesofthisprojectsaretomeetwaterdemand,todeliver24/7daywatersupply,toserveandsupplyqualitywaterasperNDWQS,toconnectthetotalhousesofButwalcitywithwatersupplysystem(i.eonehouseoneconnection).
G Biratnagar Water supply improvement project
The JICA consultant has started the study of Biratnagar water supply improvement project Thedetailed surveydesignwork is in itsfinal stage.Themainobjectivesof thisprojectare to improvewatersupplysystemandprovideonehouseoneconnection.TheProjectimplementationperiodwillbeapproximately3yearsfronNovember2021toOctober2024(tentative).
H. Nepalganj Water Supply Project
The fulfillment of the demand of the drinking water is not being met at present .So ,as per thegovernment policyNepalganj branch office is going to provide one house one tap connection andincreasethesupplyhours.TomeettheabovepurposeNWSChasstartedRaptiWatersupplyprojectfrom 2073 .

Executive Summary
The Beacon Project is a long-term partnershipbetween the UKwater company AnglianWaterand its Alliances, WaterAid Nepal, the NepalWater Supply Corporation (NWSC), theMinistryofWater Supply and LahanMunicipality, whichwas initiated in 2016 and implemented from2017. The Project aims to achieve sustainablemunicipality-wide safe water and sanitation forall and create a model which can be replicated in othermunicipalitiesandNWSCbranchofficesinNepal.Creatinga legacythatgrows iscentral tothe Beacon Project and therefore learning will be documentedandsharedastheprojectdevelops.
This report does not cover all aspects of theBeacon Project, but focuses on improvementsto the NWSCwater supply system in Lahan. Itdocumentsmajor activities, impact and lessonslearnt across seven technical areas, which caneach be read as stand-alone case studies, buttogether show how the Beacon Project has contributed towards change across the whole system from source to tap.
–Strategic planning for water resources in Lahanis becoming an increasingly important topic as more householdsareconnectedtothenetworkandthepopulationisforecasttogrowsignificantly.TheBeaconProject has supported two hydrogeological studies by students from Tribhuvan University, initiatedgroundwatermonitoringandishelpingtoimprovecollaborationbetweenthedifferentstakeholderswhichwillbeessentialltodevelopanintegratedwaterresourcesplan.
-TheNWSCwatersupplysystemcurrentlyreliesongroundwaterabstractedfromdeeptubewells.However,NWSChaveencounteredproblemswithboreholesfailingduetotheingressoffindsandwhichhasledtohighturbidityinthenetworkandultimatelycausedboreholestosilt-up.TheBeaconProjecthassupportedbetterprotectionofexistingboreholes,decommissioningofoldboreholes,andassistedNWSCtodevelopanewtechnicalspecificationfordrillingwhichhasbeenendorsedandrolled-outacrossall23branchoffices.OneofthelearningsfromtheProjecthasbeentheimportanceofonsitesupervisionbyanindependenthydrogeologistduringthedrillingprocess;anexperiencedhydrogeologisthasrecentlybeenappointedtosupervisethenextthreeboreholestobedrilledinLahan.ACCTVcamerawasalsodonatedtoNWSCandtrainingprovidedforthebranchmanagersonusingthistosurveyexistingboreholesandidentifyproblems.
–Waterqualitymonitoringwaspreviouslyundertakenonanadhocbasisduetolackofresources.Surveillancehasnowimprovedwithsamplesfromtheboreholesbeingtestedmonthly,fieldtestkitsprovidedforNWSCstafftomonitorbasicparametersonaregularbasis,andsampletapsinstalledbyNWSCateachboreholeaccordingtoaspecificationprovidedbyAnglianWater.AWaterSafetyPlanteamwasalsoestablishedandtrainedandNWSChasallocatedbudgettorecruitadedicatedwaterqualitychemistfortheLahanoffice.Waterqualitydataisnowsharedanddiscussedregularlyatthelocalco-ordinationmeetings,illustratingtheincreasedimportancebothNWSCLahanandtheMunicipalityattributetoit.
–Toreduceturbiditysomeimprovementshavebeenmadetothesedimentationtankandboththisandtheoverheadtankarenowflushedoutonamoreregularbasis.Manuallyemptyingchlorinepowderintothe

sedimentationtankhasbeenreplacedbyasimplechlorinedosingpump,whiledesignshavebeenpreparedforapermanent inlinechlorinationsystem,whichwillbeinstalledinthecomingthreemonths.Itwillbeimportant to learn from past failures of the original chlorine dosing system to ensure this is sustainably managed.
OneoftheearlyquickwinsintheProjectwassupportingNWSCstaffwithtrainingandequipmenttodetectandrepairleaksinthepipeline.AsofOctober2020,286leakshadbeenrepairedandallthetapsatthepublic tapstands have been replaced. Improved protocols have also been developed for installing andcommissioningnewpipelinetoreducetheriskoffutureleaks.Sustainingthisprogressrequiresthinkingthroughhowtoincentiviseprioritisingthereductionofnon-revenuewater.
–Previousinformationonthenetworkwasincompleteandsometimesinaccurate.TheBeaconProjecthassupportedNWSCtoconductadronesurveytobuildupaveryaccurateGISmap,andcustomerconnectionswerephysicallycheckedandtagged.Basedonthismapadetailedhydraulicmodelhasbeendeveloped,whichshowswhereimprovementsareneededtoensureadequatepressureismaintainedthroughoutthenetwork.ThishasalsofacilitatedplanstointroduceDistrictMeteredAreas(DMAs).DMAsallowforautilitytotestandachievecontinuouswatersupplywithinaspecificareainisolationfromtherestofthesystem.ThenetworkwillbedividedintosixDMAs,anddetailedplanshavebeenpreparedfortwoareastobeginthetransitionto24/7supply.
Oneof theaimsof theBeaconProject is toensure thatservices reachthemarginalisedandvulnerablecommunities.AsignificantachievementhasbeenextendingthepipednetworktofourDalitcommunitiesinLahanwhopreviouslyreliedon inadequateandunsafewaterpoints. 37sharedtapstandshavebeenprovidedserving253households,andfurtherimprovementshavealsobeensupportedonsanitationandhygiene.
ThesesevenchaptersreflecttheimportantstepstakenacrossdifferentaspectsofwatersupplyinLahaninresponsetovariousphysical,technicalandresource-basedchallenges.Theprogressmadeandthelessonslearnedindicatetheimportanceofworkingonbothtechnicalissuesaswellasstrengtheningcoordination,monitoringandaccountabilitytoachievesustainableresults.Thisapproachwillbeexploredinafollow-upstudythatlooksatthesystemstrengtheningaspectsoftheBeaconProjectindetail.

TheBeaconProjectisauniquelong-termpartnership(upto2030)betweentheUKwatercompanyAnglianWateranditsAlliances(AWA),WaterAidNepal,theNepalWaterSupplyCorporation(NWSC)1,theMinistryof Water Supply, and the municipality of Lahan, to achieve sustainable municipality-wide safe waterand sanitation services.The project’s approach seeks to strengthen capacity and accountability, deliversustainable solutions throughpartnerships, andempower thepoorest andmostmarginalised to accesssafewater,sanitationandhygiene(WASH).TheBeaconProjectaimstodevelopanddemonstrateholisticsolutionsthatworkacrosscommunities,localgovernmentandutilities,andultimatelycontributetoNepal’sjourneytowardstheSustainableDevelopmentGoals(SDGs).
The Beacon Project outcomes are summarised below.
Beacon outcomes 2020-2030
The above wheel shows the outcomes theproject intends to achieve in the centrewiththe accountabilities for each outcome shownin the outer rings. The central outcome of a legacy that grows is shown in themiddle, aseach of the other outcomes contributes to this outcome.
• Water security – long-term sustainable sourcesof water for all users which enable economic development(newhomesandbusinesses,agricultureandtourism),improvepublichealthandareresilientto future challenges around climate change and the need to protect and enhance the environment fornowandfuturegenerations.
• Safe, clean water – the water that is available topeopletouseissafelymanagedandasuitablequalityfor the purpose for which it is to be used
• Sanitation with dignity–people in Lahan believe intheimportanceofhygieneandsanitation.Theyhavesafely-managed sanitation facilities and improvedhygiene practices in the home, schools and health-carefacilities.
• Sustainable faecal sludge management–Lahan is known as having a clean environment, with faecalsludgebeingsafelymanagedandcontributingtothelocal agricultural economy
• A legacy that grows–organisationsresponsibleforthemanagement of water in Lahan are trusted by users and stakeholders and use gender and case equalityas founding principles. Learning from the project is sharedtoincreasecapabilitieswiderinNepal.
TheBeaconProjectwasinitiatedin2016withscopingandassessmentbyWaterAidandAnglianWater and implemented from2017. ThegovernancestructuresoftheProjectwasestablishedandagreementsformallysignedbetweencollaboratingpartnersinSeptember2018.

TheProjectisacollaborativeeffortwhereeachpartnerbringsinitsspecificareaofexpertisetoco-createadynamicandimpactfulproject.TheAnglianWaterandAlliances(AWA)providespartialtechnicalandfinancialsupport toNWSC for its LahanBranch to introduce standardpractices and technological innovations inclosecoordinationwithWaterAidNepal.WaterAidNepalfacilitatestheimplementationofactivitiesonthegroundworkingcloselywithNWSCLahan,Lahanmunicipality,andlocalNGOpartnerDalitJanaKalyanYubaClub(DJKYC).Thecombinationofcapacitybuildingandhands-onimplementationsupportistransformingWASHservicesinLahantowardsamodelthatcaninspireandguidetheother23NWSCbranchesandmaketherighttowaterandsanitationrealforall,particularlymarginalisedandvulnerablecommunities.
Purpose and scope of this learning document
OneofthekeyoutcomesfromtheBeaconProjectis“alegacythatgrows”andanintegralpartofthisisdocumentingandsharingthelearningastheprojectdevelops.
Ratherthantryingtocaptureeverythinginonereport,thescopeofthisdocumentisfocusedonsharingachievements and learningwith regards to improvements to theNWSCwater supply system in Lahan.It documentsmajor activities, progressmade and lessons learned since the start of the project acrosstechnicalareas,takinga ‘sourcetotap’approachtotracehowBeaconhascontributedtoeachstageofserviceprovisiontoachieveimprovementsacrosstheentiresystemofpipedwatersupply.
Thislearningdocumentwillbefollowedbyothersincludinganin-depthstudyonthesystemstrengtheningaspects of the Beacon Project.
