Lessons learnt

What was programme

The Programme was initially a pure contractual work between GO and NGO to provide consultancy, awareness, implementation and sustenance of CIG . It aimed at upliftment of the poorer of the poorest through economic activities. The model of work was designed by DPIP and World Bank. Later-on, DPMU termed it as a partnership programme between GO/NGO and CIG Members.

What worked out

Entire work has been done according to modality prescribed by DPIP in the agreement. The programme has been audited thrice. Besides, Physical and social audit has been done. The work has been appreciated.

What is not achieved

The Percapita Income of poor of the poorest could not be raised to the level such that their family needs like health, sanitation, education and better environment could be satisfied, though we fully invested our time, money and energy.

They could not get motivated adequately on account of constraints on time and funds. They did not rest their complete faith on GO and NGO inspite of our efforts.

The DPIP not being linked with other economic schemes of the State Government the CIGs could not avail benefits from them.

What next we have to do The programme needs to be implemented on PPP concept in spirit. The problems of NGO and beneficiaries should be attended to promptly. High profile trust between the partners needs to be developed and sustained.

Identification of the needs of the poor, specially in tribal belt should be given preference rather than rigidly following the rules and regulations.

Cluster approach should be adopted. CIG should be better organised and Self Help Group (SHG) pattern should be followed.

Time, money and resources should be as per the need of services provider and assessment of local environment.

More focus should be given to field work rather than unnecessary paper work relating to information, monitoring etc.

Agreement should be fully discussed between stakeholders.
