FEBRUARY 6, 2015 1. Call to Order. The President, Rich Hussey, called the meeting to order at 1:00 PM ET. 2. Roll Call.

4. Approval of December 5, 2014 Meeting Minutes.
THE FOLLOWING RESOLUTION WAS MADE SECONDED AND APPROVED To dispense with the reading of the December 5, 2014 meeting minutes and they be approved.
5. Personnel. Please see Attachment #2 for NEII® Board of Directors membership roster. Members are requested to advise Edward A. Donoghue of any corrections that should be made. 6. Officers Reports.
a. President. Rich Hussey stated he had no issues beyond those to be addressed during the normal course of business at the meeting.
b. Treasurer. Michael P. Bauschka reviewed the December 2014 budget report (Attachment #3) and responded to questions. The report is subject to revisions when the yearend financial audit is completed.

To accept the oral and written report (Attachment #3) of the Treasurer, Michael P. Bauschka.
c. Managing Director. Edward A. Donoghue reported that the NEII® financial records for 2014 have been delivered to the auditors. The 2015 dues invoices went out in early January as well as the Federal 1099’s.
He reported that he was not planning on calling a meeting of the NEII® Strategic Planning Committee until after the NEII® Structural Review Ad-Hoc Committee submits a final report to the NEII® Board of Directors.
7. Committee and Consultant Reports.
a. NEII® Government Affairs Committee. Amy J. Blankenbiller reported on the following:
• New York City: There is a new Commissioner at the New York City Department
of Buildings. NEII® has met with him and will continue to work on our key issues. NEII® was able to secure late fee and penalty relief for 2011, 2012 and 2013, but is still working on relief for 2010-2011. NEII® engaged outside counsel from the NYC law firm Bryan Cave to analyze the legislative, regulatory and legal options

available to the industry. Amy Blankenbiller stated she will be circulating the report next week to the company general counsels for review and will hold a working group call soon thereafter.
• Washington: NEII® was apprised that the State of Washington was going to
begin vigorous enforcement related to equipment that has outdated inspection certificates. NEII® acknowledged that there is a backlog on inspections, but even if all the companies agreed to schedule all needed inspections as soon as possible, there is not enough labor nor enough state inspectors to address the situation in a timely manner. NEII® will be meeting with the Department of Labor & Industries on February 17, 2015 to discuss how we address this situation and potentially suspend enforcement if the companies are working on getting all equipment inspections up to date.
• California: NEII® met with the California Elevator Program February 3-4, 2015 to
discuss the pre-rule draft proposed code updates. NEII® was very prepared, and Amy Blankenbiller wanted the Board to be aware that the technical code folks should be congratulated on all the hard work that went into the proposal review and preparation for the meeting. NEII® made progress on several issues, but overall it was clear that the California elevator program staff wants to restrict the use of traditional MRLs, especially those designs with the controls in the hoistway. NEII® will be meeting on the non-MRL related proposals in late March.
Amy Blankenbiller went on to explain that the technical meetings were only one facet of the NEII® strategy. We are employing numerous tactics including coalition building with our customer stakeholders such as hospitals, BOMA, shopping centers, etc., as well as meeting with Governor Brown’s GoBiz office on February 20, 2015. In addition, NEII® will be providing cost data to the Department that will be considered during the next phase of the rule development process.
• Federal MRL Restrictions: Amy Blankenbiller provided an update on the policies
recently issued by the US Army Corps of Engineers and US Navy restricting the use of MRL designs. David McColl and Amy Blankenbiller indicated that the NEII® Central Code Committee had this issue on its agenda and would provide an update to the Board of Directors at its April meeting.
b. NEII® Communications Committee. Kathy Rucki reported on the following:

• NEII® Communications Committee Annual Meeting: o Committee scheduled to meet in early Spring to discuss 2015 progress,
upcoming activity and alignment with long range strategic plan
c. NEII® Central Code Committee. David McColl reported on the following:
• Meetings: The NEII® Central Code Committee (CCC) has not held a regular meeting since the last Board of Directors teleconference meeting in December. The CCC’s energy and focus over the past two months has been directed towards the California DOSH 2013 code adoption proposals. Most of the CCC members and other NEII® members met on December 8-9, 2014 for a special meeting to review these proposals and formulate NEII®’s responses. The group met again this week in San Diego prior to the meeting with DOSH, to finalize the responses and presentations. All NEII® team members worked hard to prepare for the DOSH meeting and represented NEII® very ably and professionally this week.
• Scheduled Meetings:
o NEII® CCC, April 15 – 16, 2015. Joint meeting with NEII® Government Affairs Committee (GAC) on April 16. Meeting being held at KONE Inc. offices in Lisle, Illinois.
o NEII® CCC, July 15 – 16, 2015. Joint meeting with GAC on July 16. Meeting being held at Mitsubishi offices in Cypress, California.
• Global Technical Barrier Free Trade (GTBFT): The documents for the roadmap, accompanying narrative and action plan to create the single ISO worldwide prescriptive code, based on EN 81 - 20/50, were finalized in January. The ballot voting process by ISO and CEN members to approve the plan will take place starting this month. Publication of the new code documents is scheduled for the end of 2017.
• ASME A17 Code Meetings were held in January. Brian Black was not able to
attend but NEII® did have an Alternate member representative attend all of Brian Black’s Committees meetings.
• NFPA Code Making Panel 12 for the National Electrical Code (NEC®) met in
January and the NEII® representative attended. This was the first round of meetings to review proposals for the next edition of the NEC®. Proposals submitted by NEII® have been well received and deal mainly with coordination items between ASME A17.1/CSA B44 and the NEC®.

• Brian Black has started his new role as NEII® Code and Standards Analyst. Hisfirst task was to take over the CodeFinder editing functions previously performedby NEII® company editors and Stateside. He is working on streamlining some ofthe jurisdictions and adding additional codes for tracking.
d. NEII® Code and Standards Analyst. Edward A. Donoghue reported that BrianBlack agreed to accept the NEII® Code and Safety Analyst consulting position. He further reported that he spoke to Mr. Black last evening and he was in an intensive care unit of a local hospital.
8. Old Business.
a. NEII® Code and Safety Director. Edward A. Donoghue reported that AmyBlankenbiller, David McColl, Tom Sparno and he interviewed four candidates who had submitted resumes on January 8, 2015. The collective opinion was all of the candidates were missing one or more of the skills required for the position. It was decided to advertise further. Notices were placed on the NEII® Twitter and LinkedIn accounts and sent to NAESAi and NAEC. At this time a number of new candidates have submitted resumes.
The task group will meet immediately following this meeting to schedule the next round of interviews. The Board authorized Edward A. Donoghue to contract with the candidates selected by the task group provided the candidates resume is made available to the Board members in advance of the contract offer.
b. NEII® Structural Review Ad-Hoc Committee. Erik Zommers reported that the Ad-Hoc Committee meet on January 16, 2015. The Ad-Hoc Committee will report during the Executive Session at the April 1, 2015 NEII® Board of Directors meeting.
9. New Business.

10. Committee Appointments.
a. NEII® Field Employee Safety Committee. Edward A. Donoghue reported that hehas received a letter (Attachment #4) from Draka Elevator Products requesting that Shaun Roberts be appointed to the NEII® Field Employee Safety Committee.

To appoint Doug Christensen a member of the NEII® Field Employee Safety Committee in place of Frank Sansevero.
b. NEII® Communications Committee. Edward A. Donoghue reported that he has received a letter (Attachment #6) from Otis Elevator Co. requesting that Jodi Hynes be appointed to the NEII® Communications Committee replacing Elizabeth Young.
THE FOLLOWING RESOLUTION WAS MADE SECONDED AND APPROVED
To appoint Jodi Hynes a member of the NEII® Communications Committee in place of Elizabeth Young.
11. Membership.
Vertical Technologies of NY, LLC. Edward A. Donoghue reported he has received an application for NEII® Associate Regular Member (Attachment #7) from Vertical Technologies of NY, LLC Application.
THE FOLLOWING RESOLUTION WAS MADE SECONDED AND APPROVED To accept Vertical Technologies of NY, LLC Application, Inc. as a NEII® Associate Regular Member, upon payment of dues.

Shaun is currently a Regional Sales Manager and Global Key Account Manager. In his role at Draka, Shaun is responsible for sales and profit growth, strengthening brand awareness and developing and supporting customer initiatives within the U.S. South Central Region. He provides strategic planning, management and coordination for key OEM customers. Additionally, Shaun is responsible for surveying new installation, modernization, and service projects, in varying stages of progress, with customers to identify product solutions and provide field education. Shaun brings fourteen years of industrial experience to this role including nine in the elevator industry as an Otis field branch employee. Shaun holds a Bachelor’s degree from the University of Central Florida and an M.B.A. from the University of Tampa. In his role at Otis, Doug is responsible for leading and directing the operational field support for Otis Americas. Doug brings 30 years of relevant experience to this role. He most recently served as Senior Field Operations Manager for the Eastern Region. Doug holds a Bachelor's degree from Boston University and joined Otis in 1984. Otis nominates Jodi Hynes as its representative to the NEii Communications Committee. Jodi succeeds Elizabeth Young, who has taken a position at another company. Jodi is currently the Communications Manager for Otis Americas.
In her role at Otis, Jodi is responsible for leading the communications function for Otis Americas. This includes directing all internal and external communications, as well as overseeing all marketing communications efforts. Jodi brings more than 15 years of communications experience to this position. She most recently served as the marketing manager for a leading managed care company.

• 8:00 am – NEII® Full Regular Member Annual Meeting (Election of Directors).
• 8:15 am – NEII® Trust Members Annual Meeting (Election of Trust Committee).
