    Neighbour cell planning

    Purpose:

    guarantee UE can make handover smoothly to other cells

    Conditions:

    between the cells which have overlapping area

    Signal strength is strong enough to make handover

    Neighbour cell planning

    Configure the co-site sectors as neighbor cells

    Configure directly close cells by locations as neighbor cells

    Normally the neighbor relation should be bidirectional, single direction

    neighbor only was applied in few special occasions

    In dense urban and urban area, neighbor cells should be configure

    more, but less than 31

    In suburban and rural area, the possible neighbor relations should be

    configured to guarantee the handover, even the distance between cells is

    big.

    The priority is unnecessary

    Cells face each other directly

    Cells by same direction

    Cells face each other through other cells

    Data Preparation:

    We need to prepare the following data as the template under the folder \Input:

    ATemplate of Cell Engineer parameter : cellinfo _ template .xls

    BPropagation Model file : propagation _ model .txt

    C: Antenna direction plot file : DEFAULT ,under the folder of AntennaPattern.

    The purpose of planning and adjust are :

    A)The scrambling allocation to all cells succeed;

    B)The scrambling allocated as fewer as possible,and the minimum reuse

    distance is as large as possible.

    We can adjust by modifying the parametessuch as A)allow/forbidden allocation scrambling set;

    B)Reuse distance;
