OverviewThe donor landscape has been initiated by the U.S. Agency for International Development (USAID) and the U.K. Department for International Development (DFID), both supporters of the World Health Organization’s 2020 goals to control or eliminate neglected tropical diseases (NTDs). This document was developed in response to the growing number of requests from the global NTD community to better understand the focus of donor contributions. The 2012 London Declaration on NTDs, a global policy milestone, underscores the growing global momentum to accelerate progress toward the 2020 goals.

Building on this, USAID and DFID are working closely with other donors to map out current NTD investments. For the purpose of this document a “donor” is defined as an institution whose inherent function in the NTD community is that of providing financial support.

The donor landscape aims to clarify where donors are providing financial support to advance the WHO 2020 control and elimination goals, focusing on the following NTDs: lymphatic filariasis, trachoma, onchocerciasis, schistosomiasis and soil-transmitted helminths (hookworm, roundworm, whipworm).

3DONOR LANDSCAPE 2017 NEGLECTED TROPICAL DISEASES

PurposeThe donor landscape is intended to be a resource for the NTD community and other global partners to assist in identifying partnership opportunities, explore ways to maximize existing resources and improve program coordination.

The landscape represents where donor funding supported country level activities carried out in the year 2017. Investments are highlighted by country, disease and program focus, through a combination of tables and maps, in addition to providing perspective on the concentration of donors in each country.

It also includes a comparison of donor contributions in 2017 against the backdrop of years 2012 and 2015. Since the 2012 London Declaration on NTDs, the number of countries receiving donor support has increased significantly.

Donor investments are captured for the following program areas:• NTD treatments (preventive chemotherapy) The

landscape maps out donor investments for NTD treatments focusing on the diseases: lymphatic filariasis, trachoma, onchocerciasis, schistosomiasis and soil-transmitted helminths (hookworm, roundworm, whipworm). Preventive Chemotherapy is the WHO recommended intervention for the elimination and/or control of these diseases. Core activities that enable the successful delivery of NTD treatments include: disease mapping, planning, drug forecasting, training, information, education and communication activities, mass drug administration, monitoring, impact evaluation and surveillance.

• Morbidity Management and Disability Prevention (MMDP) MMDP focuses on providing access to a basic package of care to manage the disability associated with NTDs. The landscape provides information on MMDP investments related to lymphatic filariasis and trachoma. Efforts to address hydrocele, lymphoedema and trichiasis include targeted case finding, case management and surgical support.

• Regional and Global Programs This section captures financial investments made to key global and regional organizations or programs that work on NTDs. Additionally, this page includes pharmaceutical companies that have supported elimination and control of these 5 diseases with drug donation programs.

What the Donor Landscape does not provide• An exhaustive list of donors, but represents an ongoing effort

to collect information from major donors supporting the set of NTDs mentioned above.

• Donor contribution towards other London Declaration NTDs (Guinea worm, Human African Trypanosomiasis, Leprosy, Chagas and Visceral Leishmaniasis)

• The mechanism used by donors to provide support in country, such as non-governmental organizations or direct financial support to Ministries of Health/Finance.

• Specific donor funding levels or reflect level of commitment or interest.

• Operational Research. See The Coalition for Operational Research on Neglected Tropical Diseases (https://www.ntdsupport.org/cor-ntd).

4NEGLECTED TROPICAL DISEASES DONOR LANDSCAPE 2017

Donor InputUSAID has gathered and assembled this information on behalf of the following donors.

Guided by the belief that every life has equal value, the Bill & Melinda Gates Foundation works to help all people lead healthy, productive lives. In developing countries, it focuses on improving people’s health and giving them the chance to lift themselves out of hunger and extreme poverty. In the United States, it seeks to ensure that all people—especially those with the fewest resources—have access to the opportunities they need to succeed in school and life. Based in Seattle, Washington, the foundation is led by CEO Sue Desmond-Hellmann and Co-chair William H. Gates Sr., under the direction of Bill and Melinda Gates and Warren Buffett.

The Children’s Investment Fund Foundation is an independent philanthropic organisation headquartered in London with offices in Nairobi and New Delhi and a presence in Ethiopia. CIFF works with a wide range of partners seeking to transform and empower the lives of poor and vulnerable children and adolescents in developing countries, with the ultimate goal of solving seemingly intractable challenges to ensure all children and adolescents have the chance to survive and thrive. CIFF aims to play a catalytic role as a funder and influencer to deliver urgent and systemic change at scale.

The Conrad N. Hilton Foundation was created in 1944 by international business pioneer Conrad N. Hilton, who founded Hilton Hotels and left his fortune to help the world’s disadvantaged and vulnerable people. Rooted in the life interests and last will of our founder, the Hilton Foundation identifies critical societal needs, and then proactively initiates major, long-term projects with select partner organizations for implementation.

Since 1986, Carlos Slim Foundation, with a high sense of social responsibility, has benefited millions of people through high impact programs aimed at the most vulnerable people in Latin America, in areas such as education, employment, health, social justice, culture, human development, aid in natural disasters, economic development and environmental conservation; which contribute to improve quality of life and foster the development of individuals and their communities.

GiveWell is a nonprofit dedicated to finding outstanding giving opportunities and publishing the full details of our analysis to help donors decide where to give. Unlike charity evaluators that focus solely on financials, assessing administrative or fundraising costs, we conduct in-depth research aiming to determine how much good a given program accomplishes (in terms of lives saved, lives improved, etc.) per dollar spent.

Since its independence in 1961, the State of Kuwait has been participating in the economic developmental efforts, motivated by its firm belief in the principles of cooperation and humanities. Therefore, Kuwait proceeded to establish the Kuwait Fund for Arab Economic Development, the first institution in the Middle East to take an active role in the international developmental efforts. The Kuwait Fund extends loans on concessionary terms to finance development projects in developing countries. The Fund also provides technical assistance to finance the costs of the feasibility studies of projects, as well as the training of nationals of the recipient countries. In addition, the Fund subscribes in the capital of international and regional development institutions. Today, Kuwait Fund forms a solid bridge of friendship and solidarity between the State of Kuwait and the developing nations.

The END Fund is the only private philanthropic initiative solely dedicated to ending the five most common neglected tropical diseases (NTDs), which affect more than 1.5 billion people globally. It efficiently puts private capital to work, advocating for NTD programs that are innovative, integrated, and cost-effective. It facilitates strong partnerships with the private sector and aims to support national disease control programs.
