A WORD FROM SAMUEL ROSS, MD, MS

FOR MORE THAN A CENTURY,Bon Secours has served WestBaltimore as an acute care

hospital. At Bon Secours, as in mosturban hospitals, the Emergency Department functions as the hospital’s primary point of entry.For area residents, the hospital’sEmergency Department is also theprimary health care provider forthemselves and their families.

At Bon Secours, we have been motivated by the need for better access to quality primary care, disease management, and wellnesshealth care. Thus we joined withSenator Verna Jones, the Mid- Atlantic Association of CommunityHealth Centers, city health officials,community members, funders, andmany other key stakeholders to support the West Baltimore PrimaryCare Access Study, funded by KaiserPermanente of the Mid- AtlanticStates.

The goal of the Primary Care AccessStudy is to document our currentcommunity primary care assets andhelp identify gaps in services. Withthis information, we will strive to

create innovative new models thatimprove how people access care. Inaddition to possible new centers,recommendations will likely includehow technology can be leveraged tosupport access, prevention, diseasemanagement, and education.

Improving the health of the WestBaltimore community has reallybeen a driving force behind the newvision and strategic plan being created for Bon Secours BaltimoreHealth System.

One offshoot of our new strategicplan is a change to the way that BonSecours Baltimore Health System addresses the community’s needs. In September, we officially launchedour new internal structure that includes renaming the programs currently under our Bon Secours ofMaryland Foundation. Moving forward, the community and economic development programswill be operating under the nameBon Secours Community Works. Our philanthropic activities will be operating under the Bon Secours Baltimore Health System Foundation.

In addition to the many successfulprograms already underway, Community Works will be lookingat ways to expand its reach in thecommunity.

According to a recent report by theBaltimore City Health Departmentand Hopkins Bloomberg School ofPublic Health, the life expectancy ofa resident of West Baltimore is 64years. That’s nearly 20 years lessthan a resident of Roland Park andtotally unacceptable in a nation aswealthy as ours.

Bon Secours’ goal is to eliminatethis disparity. To that end, Bon Secours Baltimore Health System remains committed to addressingthe inter-related social and medicalissues that challenge urban commu-nities, such as West Baltimore.

This announcement representsone more step forward in Bon Secours BaltimoreHealth System’s strategic plan.

“Ileft school in 10th grade,”admits Q quietly, “I didn’tlike telling anyone that I

didn’t have my high schooldiploma.” It wasn’t a lack of intelligence that kept Q from reaching graduation. “I left schoolto help Mom pay bills,” says Q.

“I went to work building tennis and basketball courts at schoolsaround Baltimore. I was makinggood money and couldn’t see anyreason to go back to high school.But there just wasn’t any future in construction,” Q says, although heended up spending 20 years in theconstruction industry.

Then Q learned about a job withBon Secours. “I interviewed withMr. Brown in Human Resources andit was going well … until he learnedthat I didn’t have my diploma.” Qwasn’t chosen for that job, but hemade a good impression on Mr.Brown. Eventually an opportunityarose, and Q was the first personMr. Brown thought of for the position.

“March 5, 2007,” Q smiles as he says,“I remember the day I started at BonSecours. God has a way of puttingyou where he needs you.” Now youcan find Q’s friendly face almostany day of the week at either theCommunity Support Center or theHospital. Every day, Q transportsstudents and their children to theFamily Support Center for GED prepclasses and back home again.

“Those students inspire me. I watchthem bring their children withthem and work all day to get readyfor the GED test,” Q states. “I didn’thave to worry about child care or

school projects. What was my excuse for not getting my GED?”

So Q started studying and brushingup on subjects he hadn’t thoughtabout in twenty years. Every Saturday, Q drove to the home ofEva Bassett, one of the Family Support Center teachers. And there,on his own time, and with her help,Q worked to learn the informationhe would need to obtain his GED. InMarch of 2011, at the age of 42, Toriano Quinar-do Fisher passed theGED exams and finally removed theword “dropout” from his mind forgood.

Q isn’t done yet! He continues to inspire students at the Family Support Center. I tell them each day,“As long as you come, I’ll come.” Q comes back to drive for the newevening program for teen mothersand fathers. He also volunteers atthe Hospital on several committees.As a leader for the employeefundraising committee, he has giventwice the amount required to participate in Leadership Giving.

“The Sisters’ mission spoke to myheart,” says Q. “I want to help morepeople and tell them how I did it. Ifyou can see it, you can achieve it.” �

Greater Baltimore Committee (GBC), Mr.Dockman became acquainted with Dr.Samuel Ross, BonSecours BaltimoreHealth System CEO.“He inspired me fromthe very first timethat we met,” saysMr. Dockman. “Afterhearing about Sam’s decision tomove from Texas to Baltimore inorder to help turn around a struggling urban health care center, I knew I wanted to dosomething to help. I took a tour ofthe hospital and CommunityWorks and had an opportunity totalk with George [Kleb] and Chris[Walker]. I realized that reachingout to my contacts in the financialindustry in Baltimore would bolster the fundraising efforts and

would be the most productive way for meto serve the mission ofBon Secours.”

Why I Give MoreBoard member Michael Dockman shares a story of inspiration

T he Hospital Quality Incentive Demonstration (HQID) project, implemented bythe Center for Medicare and Medicaid Services (CMS), rewards hospitals for delivering high quality care. This year, Bon Secours Health System received

more awards than any health system in the project.

HQID tracks outcomes in six clinical areas: acute myocardial infarction, heart failure,coronary artery bypass graft, pneumonia, hip and knee replacement and surgical careto evaluate quality.

As a result of its success, the Bon Secours Health System received funding from CMS.These monies will be used to maintain and improve the quality of care in Bon Secours’ various health systems. �

Family and Women Services

Bon Secours Family Support Centerprovides important resources foryoung, low-income families withchildren birth to age four. TheWomen’s Resource Center is a placeof support, counseling and servicereferrals for women facing home-lessnes and basic needs crisis. Theseservices give women a stable foundation on which to buildstrong families and be economicallyself-sufficient. Combined, theseprograms seek $870,000 annually.

Economic Developmentand Financial Education

Bon Secours manages numerousprograms to tackle the educationand employment disparities of community residents. The CareerDevelopment program providesmany services including GED preparation, mentoring and equipment support services, whichenable participants to gain employment or advance a careergoal. Our Money Place is a vital andunique program providing financialliteracy, individual financial counseling, and free or low-cost tax

preparation to families seeking economic self- sufficiency. Theseprograms seek $265,000 annually.

Services for SeniorsRecognizing the need for safe, affordable housing, Bon Secours hasbuilt six senior resident buildings inWest Baltimore providing 530 unitsof affordable housing for low- income seniors and people with disabilities thus enabling these seniors to age in place. In addition,Bon Secours provides wrap-aroundservices through service coordina-tors that arrange for health andwellness appointments, health andnutrition classes and accessibility toprescription drugs and transporta-tion arrangements. The cost to provide these services is $220,017annually.

TeleheartThe Teleheart program treats individuals living with chronic diseases such as diabetes and heart failure. These patients, the majorityof whom are low-income seniors,meet with a clinical nurse managerwho provides in-patient counselingand conducts follow-up home visits.

Teleheart also provides free classeson health topics and has a provenrecord of reducing Emergency Roomvisits, length of in-patient stays andhospital readmission rates. Fundingof $110,000 annually allows thisfoundational program to continue.

Sister Theophane FundThe Sister Theophane Fund provides a patient-centered safetynet of financial support to those inneed of medical care, prescriptiondrugs and medical supplies, or thosefacing a basic needs crisis. The fundextends this same assistance to employees of Bon Secours when inneed. This vital emergency fundseeks to raise $100,000 annually.

IN 2012

Since January of 2011, an average of64 different families have attendedthe Bon Secours Family Support

Center each month. That’s nearly doublethe number estimated by the Center’sstaff and amplifies the growing need inthe southwest Baltimore communities.

During August alone, 272 different individuals visited the Community Support Center and Women’s ResourceCenter for services. As the economy remains stagnant, Bon Secours also looks

to find new ways to impact the lives ofarea residents. Many local and nationalfoundations and government grants continue to provide important funding resources. The funds, however, do notkeep up with the new demand.

I t’s exciting to enter a new yearriding high on the success of theprevious calendar year. Our

newly established Bon Secours Baltimore Health System Foundation has utilized its recentlyobtained clarity of mission to increase the growing tide of supportfor Bon Secours Baltimore HealthSystem and the community and economic development programs ofBon Secours Community Works.

Without the support of our donors,we would be unable to accomplishso much. The funds raised from thegolf tournament exceeded expectations. We are ever grateful for the individuals, corporations and foundations that make our work possible and hope that you will continue to support our endeavors inthe new year.

In addition to launching Bon Secours Community Works and the BonSecours Baltimore Health System Foundation, I am also pleased toshare the accomplishments of opening our sixth senior housing building in partnership with Wayland Baptist Church, balancing thebudget for the second fiscal year ending 2011, the completion of aneconomic impact study and our progress on the completion of a primary care access study. While challenging, I applaud the staff ofBon Secours Baltimore Hospital and Community Works for stretchingthemselves to meet the increased demand for services.
