The Union Finance Ministry declared ` 2.11 lakh crore BankRecapitalisation Plan for Public Sector Banks (PSBs) onOctober 24, 2017. The action comes after the Public sectorBanks have been fighting to come out of bad loans. Banks willget ` 1.35 lakh crore from bonds, ` 18000 crore from theBudget share and raise the rest ` 58000 crore through sale ofshare. Another considerable announcement was made by theUnion Finance Minister as an allocation of ` 6.92 lakh crore inthe infrastructure sector with Government’s roads andhighways project Bharatmala plan.

PLAN BREAKUP

` 18000 crore out of ` 2.11 lakh crore will be funded throughGovernment’s Indradhanush Plan. In 2015 Government hadannounced Indradhnush Plan to infuse ` 70000 crore in publicsector banks over four years to meet their capital requirementas per Basel III norms. The Union government launched theroad map of Indradhanush 2 to handle issues faced by PublicBanks in 2015. Recapitalisation of banks is in process withIndradhanush 2. ` 1.35 lakh crore for recapitalisation will beraised through sale of recapitalisation bonds. Balance amountwill be raised by selling parts of Government stake in thesebanks.

n As holders of PSUs government can issue capital to these banks,it is unlike from loan because a loan has to be paid backwhereas recapitalisation introduces money without sufferingany liability.

n With over 10 trillion stressed benefits and 7.7 trillionNon-Performing advantages, Indian banks are unable togive fresh credits.

n Most Public Sector Banks require Capital which will beprovided by this plan for credit growth.

n Banks are not able to lend loans to big corporates due tobank’s weak capital conditions which restricts its potentialto lend to big corporate houses.

Need of Plan

On account of indiscriminate lending earlier, Indianpublic sector banks have accumulated high level ofnon-performing assets (NPS).n The NPA problem has been affecting the profitability of

these banks and is thereby curtailing their ability to extendnew loans.

n Unavailability of fresh credit for private investmentespecially to small and medium enterprise is not onlycausing a slowdown in Indian economy but is also affectingemployment generation.

n Added to this woe was the demonetisation drive inNovember 2016 which sucked out 86% cash fromcirculation. This was followed by destocking bymanufacturers ahead of Goods and Service Tax (GST)Implementation in July 2017.

n Owing to these factors, in April-June 2017 quarter, Indianeconomy grew at 5.7% which is the weakest pace since 2014.

n Thus the latest announcement of capital infusion in PSBsis a part of an attempt to boost up the economy andreinstate the growth momentum.

Benefitsn The direct positive impact of this plan will be on banks’

balance sheets which may have to take a haircut post theongoing insolvency proceedings.

n MSME (Micro, small and medium enterprises) which arein Government’s priority list will now have access toenhanced credit facilities. This shall further help in creationof more job opportunities.

n Post capital infusion, banks will become compliant withBasel – III norms of capital requirement.

Reforms after Recapitalisationn It could enhance India’s economy and improve private

sector ventures especially when the International MonetaryFund projected India’s economic growth falling to athree-year low at 5.7%.

n Big developments in supply of money and this meansbanks can lend at less interest rates.

n It might recover India’s fiscal deficit that is government'stotal outgoings may exceed the revenue that it generatesapart from money from borrowings.

n Lending Capability of PSU Banks would increase.n Experts propose that banks have much wider needs than

the budgetary allotment. According to Moody’s InvestorsService, 11 big state-owned banks will need additionalinvestment of ` 70000-95000 crore, against the ` 20000crore budgeted till March 2019.

n The purpose behind the plan is to keep the public sectorbanking fully debt-free.

Ministries of Power and Textiles jointly launched SAATHI(Sustainable and Accelerated Adoption of efficient Textiletechnologies to Help small Industries) on October 24, 2017.The Union Textile Minister Smriti Zubin Irani informedabout the initiative. Under this initiative, Energy EfficiencyServices Limited (EESL), a public sector entity under theadministrative control of Ministry of Power, would procureenergy efficient Powerlooms, motors and Rapier kits in bulkand provide them to the small and medium Powerloom unitsat no upfront cost.

The SAATHI initiative of the government will be jointlyimplemented by EESL and the office of the TextileCommissioner on a pan-India basis. To kick start theimplementation, cluster wise demonstration projects andworkshops will be organized in key clusters such as Erode,Surat, Ichalkaranji, etc.

Highlights of SAATHIn The use of these efficient equipment would result in energy

savings and cost savings to the unit owner and he would repayin installments to EESL over a 4 to 5 years period.

n This is the aggregation, bulk procurement and financing modelthat EESL has successfully deployed in several sectors like LEDbulbs, Smart Meters and Electric Vehicles.

n The unit owner neither has to allocate any upfront capital costto procure these equipment nor does it have to allocateadditional expenditure for repayment as the repayments to

EESL are made from the savings that accrue as a result ofhigher efficiency equipments and cost savings.

n The aggregation of demand and bulk procurement will alsolead to reduction in capital cost, benefits of which will bepassed on to the Powerloom units so that their repaymentamount and period would reduce.

BACKGROUND

The Powerloom sector in India is predominantly anunorganized sector and has a large number of micro andsmall units which produce 57% of the total cloth in thecountry. There are 24.86 lakhs Powerloom units in thiscountry, most of whom use obsolete technology.

With a view to upgrading the technology, the Governmentof India has been implementing the INSITU upgradationof plain Powerlooms as part of Power Tex India underwhich plain Powerlooms are attached with process controlequipment leading to higher productivity, better qualityand more than 50 percent additional value realisation.

So far 1.70 lakhs plain Powerlooms have been upgradedunder the scheme, with a total Government of Indiasubsidy of Rs. 186 crores.

OTHER SCHEMES OFPOWERLOOM SECTOR

A three-year Comprehensive Scheme for Powerloom SectorDevelopment, launched by Union Textile Minister SmritiZubin Irani at Bhiwandi and simultaneously at 47powerloom centres in the country, aims to boost commoninfrastructure and modernisation of the powerloom sector.

The scheme, with an outlay of ` 487 crore for three yearsfrom 2017-2018, has nine major components, includingtwo new ones. The two new schemes are : Pradhan MantriCredit Scheme for powerloom weavers and solar energyscheme for powerlooms.

PMCS for Powerlooms Under it, financial assistance,including margin money subsidy and interestreimbursement, will be given as against the credit facilityunder Pradhan Mantri Mudra Yojana to the decentralisedpower loom units.

SEC for Powerlooms Under it, financial subsidy for theinstallation of the Solar Photo Voltaic Plants will beprovided to alleviate the problems of power cuts.

Existing powerloom units, new ones, and group enterprisesin weaving will now get 20% of project cost with a ceilingof ` 1 lakh as margin money subsidy and 6% interestsubvention, both for working capital and term loan up to` 10 lakh for a maximum period of five years.

Other components of the scheme: In-situ Upgradation ofPlain Powerlooms; Group Workshed Scheme (GWS); YarnBank Scheme; Common Facility Centre (CFC);Facilitation, IT, Awareness, Market Development andPublicity for Powerloom Schemes, Tex Venture CapitalFund and Grant-in-Aid and Modernisation &Upgradation of Powerloom Service Centres (PSCs).

The Union Home Minister Rajnath Singh inaugurated thefour-day first Bay of Bengal Initiative for Multi-SectoralTechnical and Economic Cooperation Disaster ManagementExercise (BIMSTEC DMEx-2017) on October 10, 2017.The Exercise was conducted by the National DisasterResponse Force (NDRF) as the lead agency from October10-13, 2017 in Delhi and the National Capital Region(NCR). The Exercise was a platform for sharing BestPractices on all aspects of Disaster Risk Reduction (DRR),strengthening regional response and coordination forDisaster Management among the BIMSTEC membercountries.

Participating Countries

Delegates from all seven nations of the ‘Bay of BengalInitiative for Multi-Sectoral Technical and EconomicCooperation’ (BIMSTEC) grouping, - namely Bangladesh,Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand,representatives from Embassies/High Commissions ofBIMSTEC nations in Delhi, National Disaster ManagementAuthority (NDMA), and Senior Officers from the NodalMinistries are participating in the event. At the 17thBIMSTEC Senior Officials Meeting held in Kathmandu,Nepal on February 7, 2017, it was decided that India wouldorganize the first annual Disaster Management Exercise forthe region.

MAIN FOCUS

The main focus of the BIMSTEC DMEx-2017 was testingthe region’s preparedness and resilience towards effectiveactivation of inter-Governmental interaction/dialogue/

agreements for immediate deployment of regional resourcesfor disaster response. It will help create synergy andsynchronize efforts to institutionalize regional cooperationamong the member countries. The exercise helped strengthenthe effective utilization of the Search & Rescue Teams forDisaster Relief & Emergency Response, including EmergencyRapid Assessment Teams and Management of mass casualtiesespecially in situations involving breakdown of infrastructureand communication.

At the end of the Exercise, a publication was brought out onthe outcomes and recommendations of the Joint/CommonExercise and include Agreement among BIMSTEC Nationson regional cooperation for Disaster Management andEmergency Response.

This would be presented to the BIMSTEC Leaders at theSummit to be hosted by Nepal in October/November, 2017.The BIMSTEC DMEx-2017 was conducted in two phases inDelhi and its suburbs. The main exercise comprised of TableTop Exercise (TTX), Field Training Exercise (FTX) andAfter Action Review (AAR).

DRR EFFORTS

India has been at the forefront of DRR efforts by hosting theSouth Asian Annual Disaster Management Exercise(SAADMEx) and the Asian Ministerial Conference forDisaster Risk Reduction (AMCDRR). India has also offeredits expertise and capabilities in DRR such as the South Asiasatellite, GSAT-9, and the Tsunami Early Warning Centre toother countries.

Disaster Management was one of the important Agendaitems the BIMSTEC leaders deliberated upon during theGoa BRICS Summit in October last year where BIMSTECleaders were the Special Invitees.

The BIMSTEC region is home to around 1.5 billion people,constituting around 22% of the global population with acombined GDP of US $2.7 trillion economy. Majority of theBIMSTEC countries are situated in the South Asian Region(SAR), prone to natural disasters such as floods, cyclones,earthquakes, avalanches and drought.

About the BIMSTEC

The Bay of Bengal Initiative for Multi-Sectoral Technicaland Economic Cooperation (BIMSTEC) is a regionalorganization comprising seven Member States lying in thelittoral and adjacent areas of the Bay of Bengal constituting acontiguous regional unity.

This sub-regional organization came into being on 6 June1997 through the Bangkok Declaration. It constitutes sevenMember States: five deriving from South Asia, includingBangladesh, Bhutan, India, Nepal, Sri Lanka, and two fromSoutheast Asia, including Myanmar and Thailand. Thefounding principles of BIMSTEC are as follows :n Cooperation within BIMSTEC will be based on respect for

the principle of sovereign equality, territorial integrity,political independence, no-interference in internal affairs,peaceful co- existence and mutual benefit.

n Cooperation within BIMSTEC will constitute an addition toand not be a substitute for bilateral, regional or multilateralcooperation involving the Member States.

PUBLIC FINANCEMANAGEMENT SYSTEMMADE MANDATORY FORCENTRAL SCHEMESThe Union government has made use ofPublic Finance Management System(PFMS) mandatory on October 29, 2017for all central schemes to ensure thatbenefits of government schemes reach thelast mile.

It will help monitor the flow of funds tobeneficiaries of different governmentwelfare schemes. So far total of 613Central Sector Schemes are covered underPFMS having 34.19 crore beneficiarieswith help of 21.72 lakh programmeregistered implementing agencies.

FMS has been rolled-out by the ControllerGeneral of Accounts (CGA) at the behestof Union Finance Ministry. It is anend-to-end solution for processingpayments and monitor the usage of fundsincluding information on its ultimateutilization.

Union Finance Minister, Arun Jaitley ishopeful that PFMS will soon culminateinto a governmentwide IntegratedFinancial Management System (GIFMIS).

LEI MUST FORCOMPANIES WITH OVER` 5 CRORE EXPOSUREReserve Bank of India (RBI) is set to makeLegal Entity Identifier (LEI) compulsoryon October 24, 2017 for companieshaving aggregate fund-based and non-fundbased exposure over ` 5 crore. LEI is aunique 20 digit alphanumeric code thatwill be assigned to corporate borrowers.

Banks will be required to acquire thisnumber from the borrower and report it tothe Central Repository of Information onLarge Credits (CRILC) database.

CRILC is a database in which details ofloan above ` 5 crore are maintained. Onbasis of LEI, banks will be able to monitorthe aggregate exposure of corporateborrowers. Fetching loan details on basisof LEI, will prevent banks from extendingmultiple loans to companies against thesame collateral.

GSTN LAUNCHES EXCEL-BASED OFFLINE TOOLThe Goods and Services Tax Network (GSTN) has released an offline facilitythat will allow taxpayers to finalise their GSTR-3B forms on their owncomputers before uploading it onto the portal.The deadline for the filing of theGSTR-3B form for September was October 20, 2017. Taxpayers have to file thesummary GSTR-3B forms each month till January.

The GSTN added that the offline functions work best on Windows 7 and aboveand Microsoft Excel 2007 and above. The offline functionality comes against thebackground of the GST portal crashing repeatedly during the previous filingdeadlines due to taxpayers logging on to the portal at the last minute to uploadtheir final returns.

LINKING AADHAAR NUMBER TO BANK ACCOUNTSMADE MANDATORYThe Reserve Bank of India (RBI) clarified on October 21,2017 that linking bankaccounts to Aadhaar is mandatory under the Prevention of Money LaunderingAct. However, RBI dismissed media reports which suggested that such a linkageis not mandatory. The Reserve Bank has already clarified on June 1, 2017, thatin applicable cases, linkage of Aadhaar number to bank account is mandatorywhich was published in the Official Gazette.

Every bank account should be linked to Aadhaar by December 31, 2017, failingwhich the accounts will become inoperative. The Aadhaar scheme, which is theworld’s largest biometric identity card programme, had triggered some claimsthat it is an infringement of privacy of citizens.

GOVERNMENT NOTIFIED RULES FORREGISTERED VALUERSThe Companies (Registered Valuers and Valuation) Rules, 2017 have been notifiedby the Corporate Affairs ministry. The rules provide for registration of valuersunder the Companies Act, 2013. With the notification of the rules, Section-247pertaining to valuation by registered valuers came into effect from October 18,2017. Those entities which are already carrying out valuation activities have timetill March 31, 2018, to get registered with the specified authority.

According to notification, individuals, partnership entities as well as companies canact as valuers under the Companies Act after getting registered with an authorityspecified by the government. The Corporate Affairs Ministry has proposed tospecify the Insolvency and Bankruptcy Board of India (IBBI) as the authority withrespect to registration, recognition and ancillary matters related to valuers.

INDIA BRAZIL AND SOUTH AFRICA SIGNED TRUSTFUND AGREEMENTIndia, Brazil and South Africa signedthe IBSA (India, Brazil and SouthAfrica) Trust Fund Agreement onOctober 18, 2017 that seeks to combatpoverty in developing countries. Theagreement was signed by Minister ofState for External Affairs VK Singhwho led the Indian side at the 8thIBSA trilateral Ministerial Commission Meeting in Durban.

Each country contributes $ 1 million annually to this fund which is managed bythe UN Development Programme's (UNDP) Special Unit for South-SouthCooperation. The IBSA Fund was created in 2004 with an aim at to supportviable and replicable projects that contribute to the national priorities of otherdeveloping countries. Each country (India, Brazil and South Africa – IBSA)contributes $ 1 million annually to this fund.

IIP RISES TO 9-MONTH HIGH OF4.3% IN AUGUST 2017As per data released by Central Statistics Office (CSO) onOctober 12, 2017, Industrial production in India (IIP) grew at anine-month high of 4.3% in August 2017. Output of miningsector stood at 9.4% and electricity registered a growth of 8.3%.Growth in manufacturing sector has decelerated to 3.1% inAugust 2017. Manufacturing sector constitutes 77.63% of IIP.

The IIP is composite indicator that measures short-term changesin volume of production of basket of industrial products duringgiven period with respect to chosen base period. It is compiledand published monthly by Central Statistical Organisation(CSO), Ministry of Statistics and Programme Implementation.The IIP covers 407 item groups. The revised eight coreIndustries have combined weightage of 40.27% in IIP. TheCSO had revised base year of IIP from 2004-05 to 2011-12 inMay 2017.

ECONOMIC ADVISORY COUNCILMEETING HELDNewly constructed committee Economic Advisory Council toPrime Minister (EAC-PM) conducted its first meeting in NewDelhi with think tank NITI Ayog on October 11, 2017. Themeeting was chaired by NITI Ayog member Dr. Bibey Debroy.EAC-PM was constituted by Prime Minister Narendra Modi backin September 26, 2017. It was an independent body whosefunctions were to give advice to PM on various issues faced by thegovernment which are creating problems in economic growth.

The meeting was mainly focused on stock of the currenteconomic, fiscal and monetary policy environment. It identifiedthe key issues on which focus in need to be done. Majorpriorities were discussed to boost the economic growth and jobsin the next six months.

Ten themes were identified which are: Economic Growth,Employment and job creation, fiscal framework, informal sectorand integration, public expenditure, monetary policy, institutionsof Economic Governance, Patterns of Consumption &Production, Agriculture & Animal Husbandry and Social Sector.

IMF FORECAST LOWERED INDIA’SGROWTH FORECASTThe International Monetary Fund (IMF) in its October WorldEconomic Outlook (WEO) slashed India’s growth forecast by0.5% points to 6.7% in 2017 on October 10, 2017. It is lessthan its previous two forecasts and slower than China’s 6.8%,attributing it to demonetisation and introduction of the GST.Earlier, in April, the IMF had pegged India’s GDP growth at7.2% for 2017.

The Goods and Services Tax (GST) was implemented in Indiafrom July 1 this year. It brings the economy under a uniform taxregime. The Indian government scrapped ` 500 and ` 1000currency notes on November 8 last year, claiming that the movewould eradicate black money, fake currency and corruption.

Recently, the Reserve Bank of India also lowered its growthprojection to 6.7% for the fiscal from its earlier estimate of 7.3%.

According to the ReportIndia on an average grew at a rate of 6.9% between 1999and 2008. The next three years its growth rates were8.5% in 2009, 10.3% in 2010 and 6.6% in 2011respectively. In the years 2012, 2013 and 2014 it grew ata rate of 5.5%, 6.4% and 7.5% respectively.

AADHAAR MADE MANDATORY FORSMALL SAVING SCHEMESThe governmenthas made Aadhaarmandatory for allpost officedeposits, PPF, theNational SavingsCertificate schemeand Kisan VikasPatra. Thegovernment hasalready made it compulsory to link the Aadhaar withvarious services like, bank, mobile and welfare scheme.

The recent move by the government is in continuationwith its push for Aadhaar. The deadline to provide the12 digit unique identification number Aadhaar isDecember 31, 2017. Existing depositors have been giventime till December 31, 2017 to provide the 12-digitunique identification number.

EIGHT CORE SECTORSGROWTH IN 2017According to Ministry of Commerce & Industry, eightcore sectors grew by 4.9% in August 2017, the highestgrowth rate since April 2017. It was higher than 3.1% inAugust 2016 and 2.6% in July 2017.

The growth was recorded on account of robustperformance of coal, natural gas and electricity segmentsin comparison to August, 2016. But, growth in Crudeoil, cement and fertilizer segments declined.n Coal production recorded 15.3% growth.

n Electricity output recorded 10.3% growth.

n Steel production registered 3% growth.

n Cement sector growth fell to -1.3%.

n Fertilizer output contracted by -0.7%.

n Natural gas registered a 4.2% growth.

n Refinery products output stayed almost at same level with

2.4% growth.

n Crude oil production shrunk by -1.6%.

DIPP APPROVED FOREIGNDIRECT INVESTMENT PROPOSALThe Department of Industrial Policy and Promotion(DIPP), under Union Commerce Ministry approvedseveral Foreign Direct Investment (FDI) proposals onOctober 4, 2017. The commerce and IndustryMinistry has approved three FDI proposals, includingthat of Wockhardt Ltd and Coastal Local Area Bank.The DIPP has also approved KPB Holding’s proposalto issue shares to NRIs (Non-Resident Indians).

Above mentioned FDI proposals were approved byDIPP, which is now the nodal department for foreigninvestments in India since the abolition of ForeignInvestment Promotion Board (FIPB). Abolition ofFIPB was announced in Union Budget 2017-18.

SBI WAIVES CLOSURE CHARGESFOR SAVINGS ACCOUNTSThe State Bank of India (SBI) has waived off closingcharges for savings account holders from October 1,2017. The closure fee waiver is applicable for accountswhich are at least 1 year old. Earlier, SBI was charging` 500 with Goods and Service Tax (GST) as closurecharges for its savings account customers.

Last week, SBI revised the Minimum Account Balance(MAB) for its savings accounts, as well as the penaltiesfor non-maintenance of minimum balance. The majorchange has been made with respect to savings accountsin metro cities, where SBI account holders will nowhave to maintain a Monthly Average Balance (MAB)of ` 3000, instead of ` 5000.

Metro The SBI customers in metro cities of India willhave to maintain at least a sum of ` 3000 as monthlyaverage balance in their savings account. If MAB fallsthen the account holder will have to pay ` 30-50 aspenalty.

Urban The MAB for urban SBI customers remainsunchanged, as does the penalty for its non-maintenance.

Semi-urban The MAB for semi-urban areas has beenunchanged at ` 2000, but penalties fornon-maintenance have been slashed for this group.

Rural The SBI customers in rural areas of India willhave to maintain at least a sum of ` 1000 as monthlyaverage balance in their savings account. Penaltiesranges ` 20 to ` 40.

SEBI ALLOWED FOREIGN PORFOLIOINVESTORS TO BUY CORPORATE DEBTThe Securities and Exchange Board of India (SEBI) allowedsovereign wealth funds and other long term Foreign PortfolioInvestors (FPIs) on September 29, 2017 to buy up to ` 9500 croreworth corporate debt in infrastructure sector. This comes after theReserve Bank of India’s (RBI) decision to exclude foreigninvestment in rupee denominated bonds, popularly known asmasala bonds, from the Combined Corporate Debt Limit (CCDL).According to SEBI, sovereign wealth funds, multilateral agencies,endowment funds, insurance funds, pension funds and foreigncentral banks are long term FPIs.

The markets regulator said foreign investments in rupeedenominated bonds would no longer be reckoned against theCombined Corporate Debt Limit from October 3, 2017. Further,the CCDL would be renamed as the Corporate Debt InvestmentLimits (CDIL) for FPIs and the upper limit for Corporate Debtwould be stated only in rupee terms. Till September 22, 2017 foreigninvestments in rupee denominated bonds were Rs 32,381 crore,while the undrawn amount against such bonds was ` 11620 crore.

FIRST INDIAN FINANCIAL AGENCY TORAISE FUNDS OVERSEASThe Indian Renewable Energy Development Agency (IREDA)became the first Indian financial institution to raise funds overseasannounced on September 30, 2017. These funds are termed as‘green masala bonds’. IREDA is a Mini Ratna (Category – I)government of India Enterprise under the administrative control ofMinistry of New and Renewable Energy (MNRE).

IREDA is a Public Limited Government Company established as aNon-Banking Financial Institution in 1987 engaged in promoting,developing and extending financial assistance for setting up projectsrelating to new and renewable sources of energy and energyefficiency/conservation with the motto - ‘ENERGY FOR EVER’.The bonds listed on the London Stock Exchange (LSE) is termed asMasala Bonds. FIRST-EVER INSURANCE POLICY FORPERSONS DIAGNOSED WITH CANCERThe Star Health and Allied Insurance (SHAI) has introducedfirst-ever health insurance cover for people already diagnosedwith cancer on October 29, 2017. This insurance policy hasbeen named ‘Star Cancer Care Gold’. It covers the risk ofrecurrence, the spread of cancer (metastasis) and second cancer(second malignancy). There are two sum-insured options – ` 3lakh and ` 5 lakh.

Any individual between the age of 5 months and 65 years, whoalready had stage I and II cancer can subscribe to this policy.On diagnosis of recurrence, metastasis or second malignancy, alumpsum amount of half the entire sum insured is paid to thepolicy holder.

This policy also works as a routine medi-claim cover, providingfor surgical, non-surgical as well as interventional treatment fornon-cancer-related diseases, accident cover, etc. Depending onthe age band, the premium amount varies from ` 12000 –36000.

RBI IMPOSED PENALTY ON YES BANKAND IDFC BANKThe Reserve Bank of India (RBI) has imposed penalties on twoprivate sector banks, Yes Bank and IDFC Bank for regulatoryviolations on October 24,2017. Yes Bank has been fined fornon-compliance with the directions issued by RBI on IncomeRecognition Asset Classification (IRAC) norms and delayedreporting of information security incident involving ATMs ofthe bank.

It is to be noted that last year, data of over 32 lakh debit cardsof Yes Bank used at about 80 ATMs was suspected to have beencompromised due to a malware in the systems of HitachiPayments Services, which served Yes Bank. Informationpertaining to this matter was not reported by Yes Bank to RBIin the prescribed timeframe. ` 2 crore penalty has been imposedon IDFC Bank for violating rules relating to sanction andrenewal of loans and advances.

SBI LAUNCHED DIGITIZE FOR BANKThe State Bank of India (SBI) has launched 2nd edition of itsHackathon on October 22, 2017. This hackathon has beennamed ‘Digitize For Bank’. It is presented by SBI CollaborativeInnovation Centre (CIC). This edition focuses on four‘Cognitive’ themes Viz. CENTRE RELEASES ` 8698 CRORE AS GSTCOMPENSATION TO STATESThe Centre has released ` 8698 crore to States to compensate them for revenueloss following GST (Goods and Services tax) implementation on October 29,2017. All States barring Rajasthan and Arunachal Pradesh, have been givencompensation for the first two months (July-August) after Goods and ServicesTax rollout.

Under GST framework, a cess is levied on top of 28% tax on luxury cars,demerit and sin Goods like aerated drink and tobacco. Compensation to Statesfor any revenue loss on account of GST implementation has been paid fromrevenue collected through this cess. ` 8698 crore that has been paid to States ascompensation is 58% of the total cess revenue of ` 15060 crore collected inJuly and August 2017. GST is a single tax on the supply of goods and services,right from the manufacturer to the consumer. The GST has been launched onthe July 1, 2017.

CVC DEVELOPED INTEGRITY INDEX OF INDIACentral Vigilance Commission (CVC) will develop an ‘Integrity Index’, whichwill annually rank government entities Viz. Public Sector Undertakings, PublicSector Banks and Financial Institution, Departments and Ministries ofgovernment of India on anti-corruption measures which will include internalprocesses and controls as well as organisation’s interaction with externalstakeholders. The Bharatmala Pariyojana willcontain all the existing highway projects,comprising the flagship NationalHighways Development Project (NHDP).

Bharatmala Project comprise 9000 km ofeconomic passages, 6000 km ofinter-roads and connecting routes, 5000km of National Highways, 2000 km ofconnecting border roads, 800 km ofExpressways and 10000 km of rest NHDPprojects. The government has allocatedNational Highway and IndustrialDevelopment Corporation (NHIDCL)and Public Work Departments of state(PWDs) for the Bharatmala Project.

SUPREME COURT FINED ONENVIRONMENT MINISTRYThe Supreme Court has fined of ` 2 lakh on the UnionEnvironment Ministry for not fixing the pollution emissionstandards of sulphur dioxide and nitrogen oxide for 34categories of industries as per May 2, 2017 order onOctober 24, 2017.

Also SC banned of using pet coke and furnace oil in Delhi andthe NCR to control the air pollution. The bench alsoinstructed the Ministry to inform the standards for nitrogenoxide and sulphur oxides for the industries and these industriesmust comply with the standards by December 31, 2017.

The Supreme Court instructed the governments of UttarPradesh (UP), Haryana and Rajasthan to restrict the use ofpetroleum coke and furnace oil in the industries with an targetto fight air pollution. The decision was made by a bench ofJustices Deepak Gupta and Madan B. Lokur. The bench alsosimplified that it will restrict the use of pet coke and furnace oilin these 3 States from November 1, 2017 and if thesegovernments did not ban their use in the industries by thenthese States will be fined.

MADHYA PRADESH TOPS INDIGITAL INITIATIVESAs per a report by Coeus Age Consulting on October 24,2017, Madhya Pradesh has emerged as the top State in termsof digital initiatives undertaken by State government. CoeusAge Consulting is an organisation which provides consultancyservices on various aspects of digital economy. Madhya Pradeshfollowed by Maharashtra at 99.9 and Andhra Pradesh at 99.8respectively.

The report is based on a comparative assessment of digitalinitiatives by 36 States and Union Territories. The assessmentby the knowledge domain service provider was done using ascoring framework made up of two key constructs, Policy andInfrastructure Readiness (PIR) Score and Mission ModeProject’s Performance (MMP) Score for each State. Theassessment is based on 109 key performance indicators relatedto policy, infrastructure and mission mode projects.

KANDLA PORT GOT GREEN NODKandla Port Trust has received environment clearance forsetting up a ` 1176 crore smart industrial port city in Kutch(Gujarat) on October 21, 2017. As per the proposal, smartindustrial port cities will be set-up at two separate sites inGandhidham city, in Kutchh district of Gujarat.

These industrial port cities would house about 35700residential flats, schools and parks, and would generate jobs formore than 60000 people. It is to be noted that Kandla PortTrust has been recently renamed as Deen Dayal Port by theUnion Ministry of Shipping. It is one of the top 12 majorports in the country.

‘PRERNA’ PROJECT FOR WOMENFARMERS LAUNCHEDAuto manufacturer Mahindra and Mahindra celebrated‘Mahila Kisan Diwas’ and launched a programme, ‘Prerna’to empower women working in the agriculture sector onOctober 15, 2017. ‘Prerna’ project is aimed at promotingthe use of efficient and ergonomic farm tools andequipment by women who work long hours in the fields.

It will be first launched in Odisha, with an aim topositively impact the lives of over 1500 families across30-plus villages. For the first project under ‘Prerna’,Mahindra and Mahindra will collaborate with CentralInstitution for Women in Agriculture (CIWA), IndianCouncil of Agricultural Research (ICAR), and the NGOPradan (Professional Assistance for Development Action).

BUREAU OF INDIAN STANDARDS(BIS) ACT 2016A new Bureau of Indian Standards (BIS) Act 2016 whichwas notified has been brought into force with effect fromOctober 12, 2017. Hallmarking of the precious metalarticles has been made mandatory under this new Act.

The Act empowers the Central government to appoint anyauthority/agency, in addition to the BIS, to verify theconformity of products and services to a standard and issuecertificate of conformity.

Bureau of Indian Standards (formerly the Indian StandardsInstitution – ISI) is a national standards body functioningunder the aegis of Union Ministry of Consumer Affairs,Food & Public Distribution.

SAMPOORNA BIMA GRAM YOJANALAUNCHEDThe Modi governmentlaunched SampoornaBima Gram (SBG)Yojana on October 13,2017 and expanded thecoverage of Postal LifeInsurance (PLI). Thiswas done by Minister forCommunications ManojSinha. With this, apartfrom governmentemployees, PLI will nowcover professionals also.

Under Sampoorna Bima Gram (SBG) Yojana, at least onevillage (having a minimum of 100 households) will beidentified in each of the revenue districts in India. Allhouseholds of that identified village will be covered with aminimum of one RPLI (Rural Postal Life Insurance) policyeach. Under the expansion of clientele base of PLI, benefitsof PLI will not be confined to the government andsemi-government employees anymore. Postal LifeInsurance (PLI) was introduced on February 1, 1884. Inthe beginning, the upper limit of life insurance was only` 4000, which has now increased to ` 50 lakh.

11TH TRADE POLICY FORUM MEETING

The 11th Trade Policy Forum (TPF) Meeting was held in Washington DC(USA) on October 26, 2017. In the Meeting, Indian Minister for Commerceand Industry, Suresh Prabhu had productive discussions with the United StatesTrade Representative, Ambassador Robert Lighthizer and his team. During themeeting, discussions were held on issues related to bilateral trade between Indiaand US, areas of mutual cooperation, market access in agriculture,non-agricultural goods and services and Intellectual Property Rights (IPR).

INTERNATIONAL PEACE CONFERENCE HELD

International Peace Conference was held in Imphal, Manipur on October 18,2017. Objective of conference to promote peace and harmony in the NorthEastern region of India. The conference was attended by religious leaders fromvarious countries, including Buddhist monks from South-East Asia andMyanmar. 14th Dalai Lama also addressed the International Peace Conference.Discussions were held on issues related to maintaining world peace, variousaspects of crime and violence and finding solutions concerning humandevelopment.

INDIA-US HOSTAC PROGRAMME

In a bid to strengthen maritime security, India and the United States haveagreed to implement the programme for Helicopter Operations from Shipsother Than Aircraft Carriers (HOSTAC). This decision was taken during ameeting between Indian Defense Minister, Nirmala Sitharama and USSecretary of Defence Jim Mattis.

The meeting between Sitharaman and Mattis was held on October 25, 2017 inPhilippines on sidelines of ASEAN Defense Ministers’ Meeting – Plus. It is tobe noted that this was second meeting between Sitharam and Mattis in lessthan a month. The first one was held in September, 2017, during Mattis’s visitto India.

Prime Minister Narendra Modiinaugurated two-day InternationalConference on Consumer Protection forEast, South and South-East Asiancountries in New Delhi on October 27,2017.

This conference is being hosted by theDepartment of Consumer Affairs underUnion Ministry of Consumer Affairs,Food and Public Distribution and theUnited Nations Conference on Trade andDevelopment. Theme of this conference is‘Empowering Consumers in NewMarkets’.

Representatives from 22 countries fromEast, South and South-East Asiaparticipated in this conference. Theseinclude China, South Korea, Singapore,Bangladesh and Sri Lanka.

This is the first time that an internationalconference on consumer protection isbeing organised by India for countries ofthe region.

The conference is deliberated upon stepstaken by Asian countries to implement theUN guidelines on consumer protection aswell as challenges faced by consumers offinancial services and e-commerce.

India has ranked 28th out of 30 countriesin the Melbourne Mercer Global PensionIndex 2017 published by AustralianCentre for Financial Studies (ACFS) onOctober 24, 2017. Denmark has retainedthe top spot in this index for sixthconsecutive year.

The index reviewed pension system of 30countries which together cover 60% of theworld’s population. Although India hasranked 28th, its pension system has beenadjudged as more sustainable than that ofPoland, Germany, France, Japan, Italy,Austria, Brazil, China and Argentina.India’s overall index value in 2017 is 44.9,which marks an improvement over indexvalue of 43.4 in 2016.

CLIMATE AGREEMENT

Central American country, Nicaragua officially signed the Parisclimate change agreement and presented the relevant documentsfor the agreement at the United Nations on October 23, 2017.

It is to be noted that Nicaragua has no oil and its governmentpursues a green energy policies. More than 50% of its electricityis produced by geothermic, wind, solar, biomass and wavepower.

Now as Nicaragua has signed the Paris Climate ChangeAgreement, US and Syria are the only countries who are notparty to this agreement. Paris climate agreement, adopted inDecember, 2015, is an agreement within the United NationsFramework Convention on Climate Change (UNFCCC)through which member countries have committed to take stepsfor limiting global warming and thereby avoid dangerous climatechange. The United States earlier was one of 195 nations thathad an agreed to the grant in December, 2015.

The World HealthOrganisation (WHO)had withdrawn theappointment ofZimbabwean PresidentRobert Mugabe as thegoodwill ambassador fornon-communicablediseases (NCDs) in Africaon October 22, 2017.Robert Mugabe has been criticized for corruption and abuse ofpower.

Since early 2000s, European Union and United States haveimposed sanctions on Robert Mugabe and his allies for humanrights abuses and for causing the erosion of democraticinstitutions. From time to time, Director-General of WHOappoints prominent public figures as Goodwill Ambassadors fora term of two years. During their term, the goodwillambassadors, work closely with UN officials and leverage theirpopularity to raise awareness of global health issues.

APEDA TO PROMOTE NE PRODUCTS IN

The Agricultural and Processed Food Products ExportDevelopment Authority (APEDA) has taken up a programme forpromotion of North eastern products in Bangladesh andMyanmar. The news came up on October 21, 2017.

The APEDA, an apex organisation under the Union Ministry ofCommerce and Industry, proposes to organise the promotionprogramme in Bangladesh and Myanmar in association with theHigh Commission of India in Dhaka and its Embassy inYangon. The major products exported to Bangladesh includerice, vegetables, fruits, wheat, maize, dairy products and pulses.The major products exported to Myanmar include rice, maize,cereal preparations, fruits, rice and vegetable seeds.

Pakistan, Afghanistan and Nepal have been elected to theUN Human Rights Council along with 12 othercountries on October 16, 2017. Poland’s Deputy Prime Minister and Finance MinisterMateusz Morawiecki has announced that Poland will quitthe precautionary Flexible Credit Line provided by theInternational Monetary Fund (IMF) on October 16,2017. It is to be noted that, Poland had an FCLagreement with IMF since 2009, which was to be used attimes of crisis. However, it has never drawn on the funds.

The Flexible Credit Line (FCL) was designed to meet thedemand for crisis-prevention and crisis-mitigationlending for countries with very strong policy frameworksand track records in economic performance. Thisinstrument was created as part of the process ofreforming how the IMF lends money to countries thatfind themselves in a cash crunch, with the idea oftailoring its lending instruments to the diverse needs andcircumstances of member countries.

Japan’s capital Tokyo has topped EconomistIntelligence Unit’s Safe Cities Index 2017 of 60 citieson October 13, 2017. In Safe Cities Index 2017, 60 cities havebeen ranked on 49 indicators placed under four broadcategories Viz. digital security, health security,infrastructure security and personal security. GLOBAL HUNGER INDEX, 2017

India has ranked at 100th position on October 11,2017 among 119 countries on the Global HungerIndex (GHI), 2017. This year’s ranking marks a dropof three positions as compared to 97th rank in GlobalHunger Index 2016. The report outlines that morethan 20% of Indian children under the age of fivehave lower weight in relation to their height andabout 33% are too short in relation to their age.Among Asian countries India’s score is the thirdworst, only better than Pakistan and Afghanistan.

As per the report, Central African Republic has theworst score and is the only country having ‘extremelyalarming’ hunger levels, whereas Chad, Sierra, Leone,Madagascar, Zambia, Yemen, Sudan, and Liberia arethe countries that are suffering from ‘alarming’hunger levels. Countries like Iraq, North Korea andBangladesh have better scores than India.

GHI first published in 2006, it is prepared annuallyby International Food Policy Research Institute(IFPRI). Countries under GHI are ranked on a100-point scale. (0 being the best score indicating nohunger and 100 being the worst). The fourparameters of GHI are (i) Undernourishedpopulation (1/3rd weight), (ii) Child wasting (1/6thweight), (iii) Child stunting (1/6th weight) and (iii)Child stunting (1/6th weight) and (iv) Infantmortality rate (1/3rd weight).

Maryna Viazovska of Swiss Federal Institute of Technology,Lausanne (Switzerland), will receive 2017 SASTRA RamanujanPrize for her contribution to number theory. In the second week of August, 1998 just a few days after theincidents of bombing the US embassies in Nairobi andDar-es-Salaam, a high-powered, brain-storming session washeld near Washington DC, to discuss various aspects ofterrorism. The meeting was attended by ten of America‘sleading experts in various fields, such as germ andchemical warfare, public health, disease control and also bythe doctors and the law-enforcing officers. Being asked todescribe the horror of possible bio-attack, one of the expertsnarrated the following gloomy scenario.

A culprit in a crowded business centre or in a busyshopping mall town empties a test tube containing somefluid, which in turn creates an unseen cloud of germ of adreaded disease like anthrax capable of inflicting a horribledeath within 5 days on anyone who inhales it. At first 500, orso victims feel that they have mild influenza which mayrecede after a day or two. Then the symptoms return againand their lungs start filling with fluid. They rush to localhospitals for treatment, but the panic-stricken people mayfind that the medicare services run quickly out of drugs dueto excessive demand. But no one would be able to realisethat a terrorist attack has occurred. One cannot deny thepossibility that the germ involved would be of contagiousvariety capable of causing an epidemic. The meeting

concluded that such attacks, apart from causing immediatehuman tragedy, would have dire long-term effects on thepolitical and social fabric of a country by way of endingpeople's trust on competence of the government.

The experts also said that the bombs used in Kenya andTanzania were of the old-fashion variety and involvedquantities of high explosives, but new terrorism will prove tobe more deadly and probably more elusive than hijacking anaeroplane or a gelignite cf previous decades. According toBruce Hoffman, an American specialist on politicalviolence, old terrorism generally had a specific manifesto tooverthrow a colonial power or the capitalist system and soon. These terrorists were not shy about planting a bomb orhijacking an aircraft and they set some limit to theirbrutality. Killing so many innocent people might turn theirnatural supporters off. Political terrorists want a lot ofpeople watching but not a lot of people dead. ‘‘Old terrorismsought to change the world while the new sort is oftenpractised by those who believe that the world has gonebeyond redemption’’, he added.

Hoffman says, ‘‘New terrorism has no long-term agenda butis ruthless in its short-term intentions. It is often just acacophonous cry of protest or an outburst of religiousintolerance or a protest against the West in general and theUSA in particular. Its perpetrators may be religious fanaticsor diehard opponent of a government and see no reason toshow restraint. They are simply intent on infliciting themaximum amount of pain on the victim.’’

Politics is local, but most problems are international.That is the fundamental problem for nationalgovernments caught between the twin forces ofglobalisation and voter’s anger. The European refugeecrisis, for example, seem to cry out for a continent-widesolution. But the tide of migrants has been vast andnational governments have been tempted to put upbarriers first, and answer questions later. The latestexample saw Sweden introduce chekcs on thosetravelling from Denmark, leading the turn country, inturn, to impose temporary controls on its southernborder with Germany. Anti-immigration parties havebeen gaining in the polls, with the exception of theGerman Chancellor; mainstream politicians want tohead off the challenge. In a way, this looks like the samemismatch that has plagued the euro, a single currencywithout a unitary fiscal and political authority.

Many economists have advocated much greater

integration of the euro zone in the wake of the bloc’s

crisis. The European banking system would be stronger

if there was a comprehensive deposit-insurance

scheme, the economy would be more balanced if there

were fiscal transfer from rich to poor countries. But

such plans are unpopular with voters in rich countries

(who perceive them as handouts) and in poor countries

(who worry about the implied loss of local control that

reforms would require). All that the European Union’s

(EU) leaders have managed so far is to cobble together

solutions (such as the Greek bailouts) at the last

minute. Gone is the pledge of unity of the G20’s summit

in London in 2009, when leaders agreed on a

coordinated stimulus in response to the financial crisis.

Central Banks are now heading in different directions,

the Federal Reserve Bank has just tigthened monetary

policy while the European Central Bank and the Bank of

Japan are committed to easing. Trade creates tighter

links between countries, but global trade growth has

been sluggish in recent years. The OECD thinks that

trade grew by only 2% in volume in 2015. No longer is

trade rising faster than Global GDP, as it was before the

crisis. International agreements require compromise,

which leaves politicians vulnerable to criticism from

inflexible components. Voters are already dissatisfied

with their lot after years of sluggish gains (or declines)

in living standards. When populist politicians suggest

that voter’s woes are all the fault of foreigners, they find
