NECROLOGY
Abe Meer
Mr. Abe Meer was born in Boston, Massa
chusetts in 1910. He died on December 27, 1965,
and is survived by his wife and five children.
Mr. Meer moved to Florida at the age of
sixteen. He received his bachelor of science
degree from Rollins College and his master of
science degree in chemistry from the University
of Florida.
He was first employed by the Chester C.
Fosgate Company as control chemist at their
first plant, later became manager of this plant.
Eventually he became manager and part-
owner of the Mid-Florida Fertilizer Company,
and was President of the company at the time
of his death.
He was a member of the American Chemical
Society and the Florida State Horticultural
Society.
Dr. Rudolph William Ruprecht
Dr. Rudolf William Ruprecht, 77, of 1516
Palmetto Avenue, Sanford, Florida, died late
in the summer of 1966.
Born in Brooklyn, New York, he came to
Sanford in 1937 as director of the Central Flor
ida Experiment Station and retired in 1959.
Before coming to Sanford, he was the head
of the chemistry department of the University
of Florida Experiment Station.
He received his bachelor of science degree
from the University of Rhode Island and his
master of science and doctor of philosophy from
the University of Massachusetts.
He was a member of Holy Cross Episcopal
Church. He was an honorary member of the
Sanford Rotary Club, having been a past presi
dent and secretary. He also belonged to several
scientific societies.
Survivors include his wife, Mrs. Laura
Thrasher Ruprecht; daughters, Miss Barbara
Ruprecht and Mrs. Mills Boyd, of Sanford; two
brothers, Otto, of North Caldwell, N. J., and
Carl, of Upper Monclair, N. J.; two sisters,
Mrs. Elisabeth Ferdon, Upper Monclair, and
Mrs. Carl Wheeler, of Glen Ridge, N. J., and
three grandchildren, Allison and Christopher
Boyd, Sanford, and Mrs. Charles Powars,
Gainesville.
Paul E. Hood
Paul E. Hood was born February 11, 1896,
at Richfield, Pennsylvania. He died September
24, 1965, at Fort Pierce, Florida.
Mr. Hood came to Wabasso, Florida, in
November of 1914, and first engaged in the
grocery business. He served in World War I.
Following the war he returned to the Wabasso
area and was engaged in the hauling of citrus
and vegetables until 1929.
At that time he became affiliated with Fort
Pierce Growers Association, and became Produc
tion Manager of that orgnization in 1940. This
position he held until his death.
Mr. Hood was an active member of the Com
munity Methodist Church, Kiwanis Club, Odd
Fellows, Masons, Rebekahs, Eastern Star, and
the Florida Citrus Prodution Managers Associa
tion.
He was a sustaining member of the Florida
State Horticultural Society.
Harold H. Schaaf
Harold H. Schaaf was born June 29, 1903,
at Milford, Nebraska. He died February 17,
1966, in Winter Haven Hospital.
A graduate of the University of Nebraska
Law School, Mr. Schaaf was a member of the
Nebraska State Bar Association and practiced
law in David City, Nebraska. He served two
terms as County Judge in Butler County,
Nebraska.
During World War II he served as Reserve
Officer in Judge Advocate General's Department
of the U. S. Army and held the rank of Colonel
upon retirement.
Mr. Schaaf was a member of Fidelity Ma
sonic Lodge #51, Lincoln Consistory, Sesostris
Shrine Temple, Royal Order of Jesters, and
the University Club of Tampa.
A member of the Lake Wales Episcopal
Church of the Good Shepherd, he was also a
member of the Lake Wales American Legion
and the Lake Wales Rotary Club.
Mr. Schaaf served as Chairman of the
Finance Committee of the Haines City Citrus
Growers Association, of which he was a member
of the Board of Directors.

Survivors include his widow, Mrs. Esther I.
Schaaf; one daughter, Mrs. Marta S. Curtis,
Gainesville; one son, Homer D. Schaaf, New
York City; and one grandson.
T. A. Peebles
Mr. T. A. Peebles, Vero Beach, Florida, died
October, 1965, at the age of 83. He started his
citrus venture as a hobby with the purchase of
40 acres of land from Graves Brothers, Wabasso,
in 1936.
The "hobby" developed into a business when
he acquired an adjoining 40 acres. Subsequent
expansion kept him active both in production
and packing house operation.
He shared his time and talents locally in
hospital development, golf club improvements
and charitable work. He was a citizen of high
caliber.
Charles M. Phillips, Sr.
Charles M. Phillips, Sr., 71, first principal
of Disston Jr. High School in St. Petersburg and
active in soil conservation in Pinellas County,
died March 10, 1966, at Morton Plant Hospital.
Mr. Phillips, father of Circuit Count Judge
Charles M. Phillips, Jr., lived at 509 North
Highland Avenue, Clearwater.
He moved from St. Petersburg in 1945 after
retiring as principal at Disston where he had
been in charge since it was built in 1926. Previ
ously Mr. Phillips had been principal at Gulf-
port Elementary School.
Mr. Phillips also was active in Boy Scouts
circles in the country and had won the Silver
Beaver Award.
Following his retirement from the school
system, he became associated with Constantine
Farms in Clearwater which engaged in citrus
production and gladiolus farming. This property
later became Skycrest subdivision and the Clear-
water Industrial Park.
In 1953 Mr. Phillips was elected to the Board
of Supervisors of the Pinellas Soil Conservation
District and later served several terms as Board
Chairman.
He was born in Louisville, Kentucky, was
graduated from Cornell University in 1917 and
a Navy veteran of World War I. He was a
member of the Board of Stewards of First Meth
odist Church, Clearwater, and American Legion
Post 7, St. Petersburg.
In addition to his son, Mr. Phillips is sur
vived by his wife, Mrs. Ella Casler Phillips,
Clearwater; a daughter, Mrs. Charles Norris,
Jacksonville; two sisters, Mrs. H. H. Constan
tine, Clearwater, and Mrs. J. Seaton Huff, Louis
ville; six grandchildren and nieces and nephews.
Frank L. Holland
Frank L. Holland died on the afternoon of
March 30, 1966, at the Winter Haven, Florida,
Hospital. He was 70 years of age.
Mr. Holland was born in Union, West Vir
ginia, but his parents moved to Bartow, Florida,
when he was six months old. His family owned
and operated a grove at Homeland, near Bartow,
where during his early life he worked many days.
He attended public school in Bartow and gradu
ated from Summerlin Institute High School. In
1913 he entered the University of Florida, gradu
ating in June 1917 with the degree of Bachelor
of Science in Agriculture. In the same year, he
enlisted in the Florida National Guard. His unit
served overseas, in France, from October 1918 to
April 1919 and Mr. Holland was promoted in
the field to the rank of First Lieutenant. He was
mustered out of the Service in 1919.
His working career consisted of the following
activities: Assistant Cashier of the bank of
Frostproof, Superintendent of Mammoth Grove
at Lake Wales, County Agent of Polk County,
Secretary-Manager of the Florida Agricultural
Research Institute (1933-1961), and Agricultural
Consultant.
Mr. Holland's service to agriculture was out
standing throughout his entire career. He was
one of the State's best County Agricultural
Agents. He represented the interests of the
Florida Agricultural Research Institute fairly
and effectively for many years. He organized in
1946 the Florida Agricultural Council and was
President of this organization for six years. He
was repeatedly called upon by agricultural in
terests to represent them in legislative and regu
latory matters dealing with government agencies.
Among the many honors awarded him were: the
Progressive Farmer's "Man of the Year in Ser
vice to Florida Agriculture" award in 1959; the
Florida Agricultural Council citation as 1961
"Man of the Year"; special recognition from
the College of Agriculture, University of Florida,
in May 1961, including the naming of an orchid
variety in his honor; the Florida Turf Grass As
sociation citation, an award of commendation in
1962; Agricultural Extension Workers' Associa-

tion plaque and citation for outstanding service
to Florida agriculture and related programs in
1962; and membership in Gamma Sigma Delta,
the honor society of agriculture.
He was the President of the Florida State
Horticultural Society in 1952 and was Treasurer
and a member of the Executive Committee for
many years. He was awarded an honorary mem
bership in that Society in 1962.
Because of his great service to agriculture
and to the Florida State Horticultural Society,
this 79th volume of the Society's Proceedings is
dedicated to his memory.
William Richard Meagher
Dr. W. R. Meagher, a member of the staff of
the Florida Citrus Experiment Station, died sud
denly at the Winter Haven Hospital on December
5, 1966.
Dr. Meagher was born in Berkeley, California,
April 1, 1921. He attended elementary schools
in Berkeley and obtained the B.S. Degree from
the College of Chemistry of the University of
California in 1944 and the Ph.D. Degree from
the same institution in 1952. Dr. Meagher had
been employed by the California Agricultural
Experiment Station at Berkeley, the California
State Department of Public Health Food and
Drug Laboratory, Chemagro Corporation, and
the Battelle Memorial Institute at Columbus,
Ohio, before joining the staff of the Citrus Ex
periment Station, July 1, 1962. His work in
Florida was a continuation of chemical studies
on residues and food additives, upon which he
had spent his working career.
Dr. Meagher was a member of the American
Chemical Society, American Association for the
Advancement of Science, the American Society
of Plant Physiologists, the California Botanical
Society, the Florida State Horticultural Society,
and the Society of Sigma Xi.
He was also a member of the Lions Club of
Lake Alfred and had been active in several po
sitions with the Boy Scout movement in Florida
as well as in other states.
Dr. Meagher is survived by his wife, Martha,
four children, and his mother, Mrs. Leonie T.
Meagher, all of Lake Alfred, Florida.

REPORT OF FLORIDA AGRICULTURAL COUNCIL
The Florida Agricultural Council's new President is J. Bryan Dye, Jr. He was elected at the annual meeting held in Ocala, Florida, December 4, 1965.
As of this date, we have had two general meetings
and three addtional Executive Committee meetings. The Agricultural Budget submitted by Dr. York in
June was studied for presentation to the Legislature prior
to the opening of the coming session. We found out two years ago that preliminary work with each Legislaure prior
to the opening of each session was absolutely necessary
in getting the things for agriculture through the session.
The Ag-Council instigated the Frank Holland Memorial Loan Fund for Agricultural Students at the University
of Florida. We have had very good response by all the
Ag-Council member organizations on establishing this loan
fund. By the name itself, THE FRANK HOLLAND MEMORIAL LOAN FUND, it has become very easy to
get the required amount of money to set up a $100,000.00
Loan Fund for Agriculture Students. As of this date, we
have over 90% of the prescribed matching $8,000.00 that
we needed in order to receive the $100,000.00 Loan Fund.
Every one of your people here today could be of real
help in promoting our Agricultural work through the
Legislature this year, in discussing with your local legis lators the real need to support the Agricultural Budget.
It is only through work done on a local level that we
can even hope to have our Agricultural Budget adopted by the Legislature.
It gives me a great deal of pride and pleasure to serve on the Florida Agricultural Council as your representative. It is a very fine group of men and they are outstanding
in all of their fields. I want to thank you personally for allowing me to be your representative.

REPORT OF EXECUTIVE COMMITTEE FLORIDA STATE HORTICULTURAL SOCIETY
1966
Four meetings of the Executive Committee were held in 1966, with Ernest L. Spencer presiding as Chairman.
The following actions were taken.
At the meeting of January 6, 1966, at Lake Alfred: The following motions were adopted:
a. That the Society request the hotel not to have the luau in connection with the 1966 annual
meeting.
b. That the Society withhold financial support from the XVII International Horticultural Congress.
c. That the Society publish a 10-year "Index." This matter was referred by the Chairman to the Pub
lications Committee of the Society for execution.
At the meeting of May 4, 1966, at Lake Alfred: The following motions were adopted:
a. That the 1968 meeting of the Society be held November 5-8, 1968, at the Carillon Hotel in
Miami Beach. R. R. Reed was requested by the Chairman to contact the Carillon to this effect.
b. That the Society obtain 700 copies of the 10-year
"Index" and sell these at $3.00 per copy.
c. That the secretary be authorized to purchase a postage scale, a file cabinet, and an Addresso-
graph plate storage cabinet, needed in the conduct
of the Secretary's office.
At the meeting of September 23, 1966, at Miami Beach: President Mathias reported that a contract had been
signed with the Carillon Hotel for the 1968 annual conention, as authorized in the May 4th meeting. A supplementary agreements with the Deauville
Hotel had also been executed.
Chairman Spencer reported that the 10-year "Index"
had been published and that approximately 300 copies
of the 700 total printed had been sold at $3.00 per
copy.
Secretary Reitz reported the purchase of the items of office equipment authorized, and asked authorization to purchase additionally an adding machine. A mo
tion approving this request was adopted. Publication Secretary Thompson reported that bids had
been requested from six firms for the contract to
print the 1966 Proceedings. He recommended that the
Society accept the bid from E. O. Painter Printing Company of DeLand, on the basis that this was the
lowest and best bid, and that our relations with the E. O. Painter Company had been satisfactory.
A motion to accept the E. O. Painter Company bid
was adopted.
Nominations for honorary membership were received
and discussed, but no nominee was elected to hon
orary membership.
A motion to dedicate the 1966 Proceedings to Frank Holland as special recognition for his service to
the Florida State Horticultural Society was adopted.
At the meeting of October 25, 1966, in Miami Beach: Motions were adopted to:
a. Pay the cost of admission for all ladies partici
pating in the visit to the Seaquarium, October 25, 1966.
b. Participate in the Miami Beach Convention Bu
reau Survey of Convention Delegates' Expenses.

79TH ANNUAL BUSINESS MEETING October 26, 1966

The meeting was called to order by President A. F.
Mathias at 10:55 a.m.
The minutes of the 78th Annual Business Meeting, held
in Miami Beach on November 4, 1965, were approved as
printed in Volume 78, Page 454 of the Proceedings, on motion of the Secretary.
The report of the Executive Committee for 1966, pre
sented by Secretary Herman J. Reitz, was approved as
read. This report is printed elsewhere in these Proceedings.
The report of Treasurer R. R. Reed was approved as read. This report, brought up to date through December
31, 1966, appears elsewhere in these Proceedings.
Old Business President A. F. Mathias reminded the membership of
the availability of the Ten-Year Index published during 1966.
New Business
There was no new business.
Special Committee Reports: Florida Agricultural Council—O. R. Minton reported
that the Society's delegates to the Florida Agricultural
Council during 1966 had been O. R. Minton and A. F. Mathias; alternates were Frank L. Holland and J. B. Pratt. Mr. Minton presented the delegation's report, which
is printed elsewhere in these Proceedings.
Membership—Membership Committee Chairman John H. Kauffman, Jr., reported total membership in the Society
at the time of the meetings was 1,586. This figure was
approximately 200 members lower than at the time of the 1965 meeting and approximately the same number as
at the time of the 1964 meeting. The report is published
elsewhere in these Proceedings.
Necrology—The report of the Necrology Committee was
presented by C. D. Kime, Jr., and is printed elsewhere m
these Proceedings.
Resolutions—Chairman of the Resolutions Committee W. S. Arrington presented a resolution commending the officers of the Society and the officials of the Carillon
Hotel for a successful meeting. Mr. Arrington's motion
to adopt the resolution was carried. Mr. F. M. O'Byrne moved to adopt a resolution ex
pressing the Society's support and appreciation of Dr. J. Wayne Reitz. This motion was seconded and carried.
Mr. F. M. O'Byrne moved the adoption of a resolution
requesting Secretary of Labor W. Willard Wirtz to con
sider favorably the request of Florida agriculture for sup plementary harvest labor from sources outside the United
States. This motion was carried.
The text of these three resolutions is printed else
where in these Proceedings. Nominating—Chairman of the Nominating Committee
George Talbert nominated the Committee's slate of officers.
President Mathias called for nominations from the floor.

Mr. R. S. Edsall moved to close the nominations and to adopt the entire slate recommended by the Nominating Committee. This motion was carried. These officers, as elected, are listed at the front of these Proceedings.
There being no further business, the meeting was ad journed at 11:45 a.m.

WHEREAS, Dr. J. Wayne Reitz has always been most helpful to horticulture in Florida,
BE IT RESOLVED, that the Florida State Horti cultural Society, in session in Miami Beach, Florida, this 26th day of October, 1966, takes this opportunity to express its thanks and to wish him many more years of valuable service to this Society and this State.

RESOLUTION
WHEREAS, Florida growers are faced with ever-
expanding harvesting requirements, and
WHEREAS, the domestic labor market is incapable of furnishing the necessary competent and stable labor force in spite of rapidly rising wage scales,
BE IT HEREBY RESOLVED by the Florida State Horticultural Society at its annual meeting in Miami
Beach on October 26, 1966, that the Secretary of Labor,
the Honorable Willard Wirtz, be respectfully requested to consider favorably the requests of Florida agriculture
for supplementary harest labor from sources outside the
United States; that such labor be authorized to come into
the State in sufficient time to prevent crop losses or deterioration due to the fact that the crop was not harvested at its peak maturity period; and that this reso lution be forwarded to Secretary Wirtz.
Adopted by the Florida State Horticultural Society in Annual Meeting this 26th day of October, 1966.
