The Constitution Bench ofthe Supreme Court, led byChief Justice of India RanjanGogoi, which is hearing theAyodhya dispute appeals, onThursday took a seriousview of the comment reportedly made by an Uttar Pradesh Minister that the Ramtemple would be built on thedisputed land as the “Supreme Court is ours”.
U.P. Cooperative MinisterMukut Bihari Sharma’s comments came at an interaction with the media in Bharaich on Monday.
The Chief Justice said thecourt condemned suchstatements, and the partieson both sides of the disputewould get a fair and freehearing. He said the court’sreservations would be recorded in its order.
Burden of threats
The 22nd day of the Ayodhyahearing began with senioradvocate Rajeev Dhavan, forthe Sunni Waqf Board, informing the court that evenhis clerk had been bearingthe brunt of ridicule andthreats for their representation of Muslim parties in thedispute. Mr. Dhavan explained that he was not arguing against the Hindu faithbut merely doing his job ascounsel.
The court, on September3, issued notice to an 88yearold Chennai man for allegedly intimidating Mr.Dhavan for representing theMuslim side in the title suitappeals. He had sought contempt proceedings againstN. Shanmugham, a retiredgovernment offi��cial. Mr.Dhavan had annexed a letterfrom him with his petition.He said this was only one ofseveral instances of threatsreceived by him for appearing in the case.
“It needs to be mentionedthat the petitioner has beenaccosted both at home andon the court premises withintimidating behaviour byseveral persons,” he said, re
ferring to several WhatsAppmessages sent by one SanjayKalal Bajrangi in this context. He annexed the screenshots of the messages in hispetition.
The court also agreed tolook into a complaint madeby Iqbal Ansari, a litigant inthe appeals, about an alleged instance of intimidation and attack on him. Mr.Dhavan had informed theConstitution Bench that Mr.Ansari was accosted by acouple in his house in Faizabad. They told him to withdraw from the case or facedire consequences. The woman had even introducedherself as an “internationalshooter”.

The Ministry of Railwaysplans to allow privateplayers to operate certaintrains, and as part of its 100day agenda, the Indian Railway Catering and TourismCorporation (IRCTC) hasbeen asked to run twotrains. The second, theMumbaiAhmedabad TejasExpess, is likely to start operations this December.

The Supreme Court onThursday issued a statement that each recommendation for transfer of ChiefJustices and judges of theHigh Courts were made forcogent reasons, in compliance with the requiredprocedure, in the better interest of administration ofjustice.
The statement said eachof the transfer recommendations was made after“full and complete deliberations”. The recommendations were made by theCollegium unanimously.
The statement was issued by Supreme Court Secretary General Sanjeev S.Kalgaonkar.

Minister of State for Home G.Kishan Reddy said on Thursday that incidents of lynching were unfortunate andthe Centre would speak tothe Jharkhand governmentabout the dropping of murder charges against the suspects in the case of lynchingof Tabrez Ansari.
Speaking to reporters atthe Bureau of Police Research and Developmentheadquarters here, he said,“I do not know what happened in the courts... butthose behind the criminalactivity should be punished.We will speak to the State government. All governmentsshould stop lynching. It is
not that lynching is happening only in the BJPruledStates; it happened in WestBengal, too. The Prime Minister has also spokenagainst it.”
Asked about the policescaling down the charges
against the 13 accused frommurder to culpable homicide, he said, “Law will takeits own course.”
On Tuesday, the policedropped murder chargesagainst all 13 accused in theAnsari lynching case.
According to the chargesheets, 11 persons accusedof beating Ansari, a 24yearold man, to death will nowface trial under Section 304of the IPC, which deals withculpable homicide notamounting to murder, instead of murder charges under Section 302.
On June 17, Ansari, of Kamadia village near Seraikela,was caught by a mob a fewkilometres from his houseand branded a thief. He wasthen tied to a pole, brutallybeaten and forced to chant‘Jai Hanuman’ and ‘Jai ShriRam’. The police then senthim to prison. On June 22, hesuccumbed to injuries.

The Centre is planning onchanging the skyline of thehistoric seat of power in NewDelhi, with a new or completely retrofi��tted Parliamentbuilding, one common Central Secretariat for all Ministries after demolition of existing offi��ce buildings andredevelopment of the 3kmCentral Vista that stretchesfrom Rashtrapati Bhavan toIndia Gate.
The ambitious project ofthe Narendra Modi government was set in motion withthe publication of a requestfor proposal (RFP) by the Union Housing and Urban Affairs Ministry’s Central PublicWorks Department on September 2. Design and architecture fi��rms — both domesticand foreign — were invited toa prebid meeting on Thursday, ahead of the last date forsubmission of bids on Sep
tember 23, according to theRFP document and sourcesin the Ministry.
By the time India celebrates its 75th IndependenceDay on August 15, 2022, thegovernment is aiming to havea brandnew Parliamentbuilding in the vicinity of theexisting one or a retrofi��ttedversion of the Britishbuiltbuilding, Ministry sourcessaid.
While sources said therehas been no decision yet onwhich buildings would stay,discussions within the go
vernment so far have leanedtowards not altering Parliament, Rashtrapati Bhavanand North and South Blocks –which house offi��ces of the Finance, Home, Defence andExternal Aff��airs Ministries –from the exterior. However,the buildings could housemuseums and conventioncentres.
Government buildings likeShastri Bhawan are likely tobe razed and highrises builtfor more offi��ce space, thesources said.

liament building had beenraised recently by Lok SabhaSpeaker Om Birla and RajyaSabha Chairperson VenkaiahNaidu.
“Parliament House building was completed in 1927; ithas been declared a HeritageGradeI building. Its facilitiesand infrastructure are inadequate to meet the currentdemand,” the RFP states.
The buildings in the 3kmCentral Vista will be redeveloped, refurbished or demolished. “These new iconicstructures shall be a legacyfor 150 to 200 years at the very least,” the RFP states.
According to the document, the new Parliamentshould be in place by July2022, the common CentralSecretariat by redevelopingexisting buildings by March2024 and a newlook CentralVista with public amenitiesby November 2020.

The Delhi High Court onThursday allowed bureaucratturnedpolitician ShahFaesal to withdraw the pleachallenging his detentionfrom IGI Airport here on August 14 in the wake of thewithdrawal of Jammu andKashmir’s special status.
A Bench of Justices Manmohan and Sangita DhingraSehgal granted Mr. Faesalpermission to withdraw hisplea after his wife fi��led an affi��davit in this regard.
The politician’s wife toldthe High Court that she recently met him in custodyand has received instructions to withdraw the habeas corpus plea, which requires a person underdetention or illegal custody
to be brought before acourt.
Solicitor General TusharMehta, appearing for theCentre, did not oppose thewithdrawal of the plea.
The court also made itclear that it had not expressed its opinion on thecontroversy or the arguments and that Mr. Faesalwas at liberty to pursue remedies under law at an appropriate time.
The former IAS offi��cer’shabeas corpus petition alleged that he was illegallydetained at the Delhi airporton August 14 and taken backto Srinagar, where he hasbeen kept under house arrest. He claimed in his petition that he was on his wayto Harvard University in theU.S.
