NEAR is...a representative regional diplomacy cooperation and international organization by 76 regional governments (71 member regions and 5 observers) in 6 Northeast Asian countries, including South Korea, China, Japan, Russia, North Korea, and Mongolia.Since the adoption of the NEAR Charter based on mutual prosperity, NEAR has carried out extensive exchange and cooperation projects in various fields ranging from economy and humanities exchange, education & cultural exchange, environment, disaster prevention, cross-border cooperation, science & technology, ocean & fisheries, tourism, mineral resources development & coordination, energy & climate change, women & children, bio-medical industry to agriculture.Partnering with and promoting joint projects by strengthening the exchange with international organizations such as AER (The Assembly of European Regions), the largest independent network of regional authorities in Europe, and R-20 (Regions of Climate Action), NEAR takes the lead in building an international cooperative network communicating with the world beyond Northeast Asia.

NEAR is open to all. Any local government located in the Northeast Asian region sharing the founding purpose of NEAR can join us through the NEAR General Assembly.

Wishing Northeast Asia Co-Prosperity

Leaving the year 2013, when the peace and stability in Northeast Asia are threatened than ever behind, we greeted the year 2014, the year of horse symbolizing dynamics.

In the world economy which seemed recovered from global financial crisis that occurred in 2008, with the fear of deflation entering 2014, the view of financial crisis is anticipated again centered on emerging economies with tapering QE(Quantitative Easing) by the U.S..

While Northeast Asia which was comparatively less damaged compared to the U.S. and Europe, has been on the fast recovery track, pursuing the formation of community under the vision of peace and co-prosperity, the aspects of political conflict and antagonism, such as history awareness and territorial dispute, are deepening.

Fortunately, exchange and cooperation among regional governments in that conflict among each government play an important role to ease tension structure by consistently being maintained.

Northeast Asia is the place where exchange and cooperation among regional governments are more active than anywhere else on Earth. When we see the total number of bilateral sisterhood & friendship agreement between concerned regional governments (South Korea, China, Japan), total number of exchange amounts to 1,059 by large (between South Korea-China: 518, South Korea-Japan: 187, and China-Japan: 354). Further, 44 agreements between South Korea-Russia and 32 agreements between South Korea-Mongolia were signed respectively. We noticed that such grass root cooperation & exchange is consistently widened.

As opportunity factors of Northeast Asia, China emphasizes Revival of Sinocentrism in the name of ‘China Dream’ and strategy to seek for great ocean power while Russia deepens a cooperation with neighboring countries concentrating on developing the Far East, including Energy and distribution, along with ‘New Eastern Politics’ (Ostpolitik). Japan plans economic activation through Abenomics, along with building a new nation. In addition, as South Korea will actively engage in ‘New Northern Politics’ (Nordpolitik) with creative economy and the North Korea that has experienced unstable regime after the replacement of leadership concentrates on building economy, the possibility of exchange and cooperation is more likely to be high.

As threatening factors of Northeast Asia, as there is no sign of a let-up in political conflicts among nations, it has become a big obstacle for the development of Northeast Asia. With climate change, non-traditional threats, like natural disasters, including typhoon, tsunami, earthquake, and volcano and environmental aggravation, including air pollution, fine dust, desertification, and radiation leak are increased. To overcome the threats, expansion of exchange and cooperation among regions across the sea is needed. Nowadays, regional governments are in forefront of leading policies with central governments following in the steps of the regional governments in certain fields. In other words, the age when the regional competitiveness becomes national competitiveness has come.

By seeking balanced development between Northeast Asian regions and actively participating in international events hosted by the NEAR members under the theme of economy, culture, humanity, and environment, etc., it is expected that practical achievements are obtained this year.

Northeast Asia-centricNation through Cooperation

Honorable member regions of the Association of Northeast Asia Regional Governments!

A new one year arrived. Happy New Year and I hope all your wishes come true in 2014.

Since its foundation back in 1996, the Association of Northeast Asia Regional Governments has tried to promote mutual understanding and cooperation among its members for the last 18 years. This helps achieve a great success seeking for sustainable development of Northeast Asia, combined with co-prosperity of Northeast Asia. I express my deepest gratitude to you for all your hard work for the development of the Association and member regions.

My gratitude also extends to the NEAR Secretariat and member regions for successfully holding the 9th NEAR Working Committee held in Jeollanam-do Province in September, 2013. As you know, the world is sharing a lot of information leading changes based on the development of transportation and communication and exchanges among nations.

When looking the relations among leading countries in the world, a multipolar phenomenon is shown meaning that cooperation co-exists with competition in accordance with pending issues of policies, rather than being decided by one nation in economic and political fields. In such changes, joint cooperation is necessary above everything else for Northeast Asia to be a leading nation in global exchange and cooperation. At the same time, each country needs to admit diversity in society, economy, and culture.

Most historians already say that the pillars of development leading the world have already moved to Northeast Asia and Northeast Asia will lead the 21st century.

We have high development potentials compared to other regions.

Jeollanam-do Province is in possession of abundant mineral resources and technology, as well as coal, natural gas, and oil, accounting for 30% of the global GDP, and the status has grown.

It is expected that if member regions deepen exchange and cooperation by pulling their wisdom with confidence, they will contribute to the development of nation and human beings as ‘a true partner’.

I request your continuous interest and cooperation for NEAR in the future and your participation for the NEAR General Assembly held in Jeollanam-do Province would be highly appreciated.

Expanding Friendly Exchange and Practical Cooperation

On behalf of the people's government of Shandong and 97 million Shandong people, I give my greetings to NEAR members and the NEAR Secretariat for the New Year at this meaningful time the New Year is coming.

Shandong, located in downstream channel of the Yellow River, the eastern coastal area of China, is the cradle of Chinese civilization boasting a long history. Shandong is one of the regions that has high development potentials and vital power in China ranking number two in the population and number three in Economic Aggregate.

Shandong has actively participated in the NEAR events considering the friendly relations with other nations in Northeast Asia important. Also, with the NEAR Secretariat’s substantial support, Shandong successfully held the 7th General Assembly 2008 in Shandong and received positive reviews from you for the forums related to the ocean held three times as well as the founding meeting of the Sub-Committee on Ocean & Fishery led by the Shandong Province. I appreciate your warm support once again.

Moreover, I request your continuous support for the cooperation and exchange between Shandong Province and the NEAR Secretariat and member regions. I hope our cooperation contributes to prosperity and development of Northeast Asia by learning advanced experiences of each member region and building friendly exchange and practical cooperation.

Shandong is currently pushing ahead with building a platform for maritime cooperation of Northeast Asia. Chinese Premier Li Keqiang suggested at the 16th ASEAN+3(Korea, China, and Japan) Summit 2013 that we are hoping to gain good results by promoting friendship and expanding cooperation welcoming NEAR member regional governments and related ocean & science research institutes, and enterprises’ active participation.

Contributing to Stability and Peace in Northeast Asia

Happy New Year!

The Association of North East Asia Regional Governments(NEAR) established aiming for mutual prosperity in Northeast Asia will celebrate its 20th anniversary. The Association has developed extending its members to 71 member regions across 6 countries as an international organization in Northeast Asia.

Mutual understanding among members is required to be enhanced in order to build more strong networks among member regions.

Shimane Prefecture has held ‘The Wing of Exchange in Northeast Asia in Shimane’ since 2002 for a purpose of building a new network in Northeast Asia by youth generation that will shoulder the future of Northeast Asia after mutually understanding each region.

The program allows youths from all over the world to exchange their opinions based on their own experiences and study difference of thought and issues according to nations. Spending meaningful time to think about living a decent life through experiencing lodging and a variety of exchange activities, the youths make friendship overcoming cultural and language differences.

We expect the participating youths to use international mindset acquired through the program and to exercise leadership as a new talent for building a network in Northeast Asia.

Shimane Prefecture will contribute to stability and peace of Northeast Asia by implementing these youth exchange as one of the projects of the Sub-Committee on Education & Culture and promoting a better understanding among member regions in the foreseeable future.

We request your consistent cooperation.

Shimane Prefecture has a lot of historical heritages and nature nationally renowned, such as ‘Iwami Ginzan Silver Mine’, a world heritage site, and ‘Oki Islands Global Geopark’ recognized as global geoparks.

In particular, Grand Ceremony to move Shrine* held once in 60 years at Izumo Taisya famous for an attraction to have the relationships of the person and a lot of visitors from home and abroad visited Shimane Prefecture last year.

I give my greetings for the New Year to NEAR and member regions.

The year 2013 full of memories went by and the year 2014 has come.

The cooperative relations among us were growing and successful in 2013.

Umnugovi Province seconded a staff to the NEAR Secretariat between 2011 and 2012 and expanded the exchange and cooperation with member regions by actively participating in NEAR events, such as the Sub-Committees and International Forum.

We are proud of being a member of the Association of North East Regional Government.

We hope to develop the cooperation among member regions achieving a great deal of success.

The 12th Sub-Committee on Disaster Prevention is scheduled on March 10, 2014 at Kobe, Hyogo Prefecture, Japan.

The Sub-Committee includes briefing session on Hyogo’s disaster prevention and support for the Great East Japan Earthquake, opinion exchange with staffs of International Disaster Prevention organizations, such as ADRD and IRP, and a talent training activity for disaster prevention of JICA Kansai(Japanese International Cooperation Agency).

Besides, under the theme ‘Improvement of local disaster prevention’, disaster prevention trainings aimed at citizens conducted by the Regional Emergency Management and Training Center will be held.

Also, attendees will make a study-visit to Hyogo Prefectural Emergency Management and Training Center and participate in disaster simulation exercises, such as an earthquake.

NEAR Annual Report 2013 contains the details of the Working Committee and Sub-Committees held in 2013 and the plans of 7 Sub-Committees, such as Disaster Prevention, Educational & Cultural Exchange, Sports, Cross-border Cooperation, Tourism, and Bio-medical Industry. The Annual Report also includes the result of the 1st NEAR Youth Essay Contest aimed at youths (14-18 aged) of member regions to facilitate exchange and cooperation among member regions and the project outcomes of PioNEAR for measures against youth unemployment and exchange among member regions as well as production contents of the NEAR promotion video.

‘NEAR Annual Report 2013’ summarizing the main activities of the Association will be published in 6 languages (Chinese, Japanese, Korean, Mongolian, Russian, and English) and reported to each member region and related organizations raising the status of NEAR.

Activity Report of the Sub-Committees-The 10th Sub-Committee on Economy & Humanities Exchange

The Delegation of Jilin Province, China, Visited the NEAR Secretariat

The 10th Sub-Committee on Economy & Humanities Exchange was held on December 11-13 in Jeju Island, South Korea. In the Sub-Committee, 67 participants from 29 member regions across 5 countries, including China, Japan, South Korea, Mongolia, and Russia attended under the theme of ‘Sustainable development cases of historic and traditional villages & Best cases of management and development of village enterprises and cooperative associations’.

Starting with welcoming remarks by Administration Governor Ju Nak-young of Gyeongsangbuk-do, he remarked that Gyeongsangbuk-do Province has given steady effort to facilitate exchange among member regions by holding 9 Sub-Committees in total and the Province will deepen exchange and cooperation by expanding and reorganizing the Sub-Committee.

Case presentations regarding village enterprises and cooperative associations of Gyeongsagnbuk-do Province were delivered explaining that revenue-making business of local communities offers jobs and incomes and allows a chance for the local development.

Following the presentations, special lecture on Silk Road and Korean Wave Road was delivered by Choi Kwang-sik, former minister of the Ministry of Culture and it was a chance to understand that it is difficult to find a person managing village enterprises and important to find solutions with cooperation by residents through questions and discussions on examples and presentations.

The Delegation of Jilin Province, China, led by Deputy Director-general Wang Zhiwei of Foreign Affairs Office visited the NEAR Secretariat on January 14.

With the aim of reinforcing more close cooperation and connection between Jilin Province and NEAR, Secretary General Kim gave a welcome to the delegation and asked them to join NEAR and participate in the 10th NEAR General Assembly 2014 explaining current state of affairs of the Secretariat and registration process. Deputy Director-general Wang expressed his gratitude for the hospitality of the Secretariat answering that Jilin will do its best to join NEAR at the General Assembly 2014.

Jilin lies in the central part of northeastern China, and a total population is 27.5 million. It has a total area of 187,400 ㎢ and its capital is Changchun.

Qingdao International Horicultural Expo 2014 exhibiting marine plants for the first time in China to be held on April 25

The opening ceremony of the Overseas Chinese Youth Winter Camp 2013 ‘a journey to China Root’-Chinese Cultural Camp hosted by State Council of the People's Republic of China and supervised by Central China Normal University was held on the morning of December 17 at the science auditorium of Central China Normal University.

With participation of 150 youths and teachers at overseas Chinese schools coming from Panama, Thailand, Indonesia, Japan, etc., the age of attendees was between 12 and 18. The Chinese Culture Youth Camp was held for 15 days and the host arranged language learning programs, including Chinese history & culture, three countries history, and geographical culture of Hubei and various Chinese events such as learning Chinese painting, calligraphic, works paper, and Chinese songs and making dumplings.

On behalf of foreign Affairs Office of Hubei Province, Hu Bin of the overseas Chinese division, sincerely welcomed the participants for the camp.

Director General Hu explained that Hubei is the most important part of Chinese culture and the root of Chu Dynasty culture, so there are representative historical figures of the three kingdom’s period, such as Liu Bei, Guan Yu, and Zhang Fei. He stressed that participants would get a big achievement in a beautiful Chu Dynasty by taking the chance to learn Chinese culture and language and by understanding abundant and various Chinese and Chu Dynasty culture.

Towada Lake located in Towada-Hachimantai National Park, creates mysterious beauty covered with snow and ice in winter.

Lake Towada Winter Stories Festival held at Towada Lake to promote winter sightseeing for Aomori Prefecture was held in February, 1999 for the first time. The festival held for the 16th this year as one of the representative events of Tohoku is held from February 7 to March 2.

Including fireworks beautifully coloring the white world covered with snow, participants can enjoy folk-cultural programs and Aomori food in fantastic places surrounded by snow and light such as snow sculpture and Kamakura* lit up by light, and snow lamps.

The 18th NOWPAP Intergovernmental Meeting (Northwest Pacific Action Plan) was convened on 4-6 December 2013 in Toyama Prefecture, Japan. 40 people, including delegates from Japan, China, South Korea, Russia, etc. attended the meeting to discuss measures for marine litter and cooperation among the nations related.

The Qingdao International Horicultural Expo held for 6 months will be held from April 25 to October25. Construction for basic exposition venues has been completed and construction for inner spaces and works for operation are under way.

Qingdao International Horicultural Expo is located in Baiguo Mountain Forest Park, Shandong, and the planned area is 241 hectare, twice as large as Disney Land.

Moreover, three sides of east, north, and west are surrounded by beautiful mountains and composed of 2 axis and 12 sections. The Expo will accommodate seven gardens in a total area of 100,000

million ㎡. The Horicultural Expo is held in a coast town for the first time in China

and the marine plants are introduced. Nearly 20 kinds of characteristic large birds and seaweeds reaching to 8 m will be also displayed. It is expected to exhibit Chinese 5,000-year history horticulture and landscaping culture and bring unique flowers and plants. Besides, new eco-friendly ideology will be conveyed to participants from all parts of the globe, including 37 countries of the five continents and one international organization.

Arrangement of Wando Seaweeds Expo 2014

The 11th Krasnoyarsk Economic Forum held

Pohang City successfully held Investment Attraction Session

Participated by 40 people, including tourism directors of city-counties and public officials, Jeollanam-do Province agreed to cooperate each other to successfully host Wando Seaweeds Expo by opening a briefing session on main tourism policies.

The briefing session was focused on the policies requiring cooperation and mutual assistance among the Province and city-counties. The total number of major policies is 23, including loans for accommodation facilities of Tourism Promotion Fund created by Jeollanam-do Province and city-counties, organization of resident-led tourism community, promotion of tourism resources development project, investment promotion in tourism-field facilities, and joint tourism marketing and promotion of home and abroad.

In addition, the Province and city-counties discussed cooperative measures such as associated promotion and marketing to successfully hold the Expo held for a month from April 11.

Lee Seung-ok, Director of Tourism and Culture Division, remarked that Jeollanam-do Province will cooperate with cities and counties to develop the image of Jeollanam-do, which has been improved by holding international events, such as Yeosu World Expo and Suncheon Bay Garden Expo.

The 11th Krasnoyarsk Economic Forum was held on Febraury 27- March 1 in Krasnoyarsk City. The forum held for two days was participated by 1,500 people, including government officials, enterprises, and non-

profit organizations taking responsible for Russia’s economy and 300 presses. The forum discussed construction of bridges in northern part, timber industry district in Boguchansky, infrastructure for air traffic for economic growth in Krasnoyarsk and the new model for economic growth to enhance the quality of life and reform the social system as economic growth initiative by 2018.

Pohang City held Investment Attraction Session on January 22, at InterContinental Seoul COEX in Seoul, participated by 300 people, including 100 mid-sized firms, real estate investment specialists, and enterprisers from home and abroad.

The Investment Attraction Session explained conditions of real estate investment for five-star hotels and 5,022 families in the apartment complex, along with commercial lots (33,988㎡), including hotel lots around Pohang Canal, waterfront shopping district, and theme parks and 6 industrial complexes(12,226,699㎡), including Pohang Blue Valley National Industrial Complex under the theme of ‘Now, Pohang is a metropolitan region’ as it takes 2 hours from Seoul to Pohang due to opening of KTX by the end of the year.

In particular, in terms of the Pohang Canal drawing national attention as a new landmark in Pohang, Pohang emphasized the strength of investment in waterfront area through T9 Marine Project and plans to construct a new marine city.

The City also emphasized the construction of All-in system for investment attraction with the motto ‘We go any time and any place.’ ‘We promise anything.’ and one-stop administration service of Pohang Canal differentiated from other regions along with a variety of incentives for enterprises that are occupied.

Mayor of Park Seung-ho stated, “We will do our best to announce Pohang’s charm and to attract investment for Pohang through investment attraction session anytime and anywhere along with distinctive development of investment incentive of Pohang Canal. Through investment attraction strategies creating impression with responsibility, we will produce good achievements.”

NOWPAP was adopted in 1994 by the participation of four Member States, namely China, Japan, South Korea and Russia as a part of the UNEP Regional Seas Programme and Regional Coordinating Unit (RCU) was set up in Toyama, Japan and Busan, South Korea, in November 2004.

RCU Toyama office is an UN organization established in the East Sea for the first time and Toyama Prefecture supports the NOWPAP activities.

Maritime Silk Road 2014Followed by the successful project of the Gyeongju~Istanbul Silk Road Expedition last year,

Gyeongsangbuk-do Province showed its plan to explore Maritime Silk Road.

Maritime Silk Road plans to shed light on Silk Road on the Sea of Silla, Emperor of the Sea, in

association with the Ministry of Oceans and Fisheries and operate ‘Silk Road Expedition Team’ to declare

a maritime state of the Korean Peninsula.

The Maritime Expedition departing Gyeongju on October 3, 2014, will explore 16,000㎞ sea route

connecting 10 coastal ports of 8 nations from Ningbo and Guangzhou of China, Da Nang of Vietnam,

Jakarta of Indonesia, Malacca of Malaysia, Calcutta and Calicut of India, Colombo of Sri Lanka, and

Muscat of Oman to Bandar Abbas of Iran. After that, the Expedition plans to arrive in Istanbul.

The purpose of the Maritime Silk Road Project is to shed light on the spirit of internationalization·

opening·oceanic exploration, to find the root of the maritime nations and creative ocean industry

development , and to exchange various culture between East and West.

The Kick-off Meeting of the ‘7th World Water Forum' heldGyeongsangbuk-do Province, Daegu Metropolitan City, Ministry of Land, Infrastructure and Transport,

and World Water Forum Organizing Committee organized the kick-off meeting to discover agendas

discussed in the World Water Forum in 2015 on May 13-15, 2013.The 7th World Water Forum Meeting is

to be held in Gyeongsangbuk-do Province and Deagu Metropolitan City, South Korea in 2015. The Kick-off

meeting has much meaning since the meeting makes an important forum for discussion regarding water

by building a network with experts on water and cooperating from the early stage.

‘Istanbul-Gyeongju World Culture EXPO’ wrapping up the Hallyo(Korean Wave) odyssey that captivated Turkey 2013 closed

After triggering a veritable "Hallyu"(Korean Wave) in Istanbul, Turkey, the 23-day long Istanbul-

Gyeongju World Culture EXPO 2013 came to a conclusion on September 22.

According to the Organizing Committee of the Istanbul-Gyeongju World Culture Expo 2013, as Korean

culture was sensationally popular in Istanbul, the EXPO was successfully completed with the participation

of 4,800,000 attendees by the closing day of the EXPO. The closing ceremony, held in front of the

Ayasofya Museum representing the history of European history, was participated by more than 1,000

people, including the Governor Kim Kwan-yong of Gyeongsangbuk-do Province, Mayor Kadir Topba of

Istanbul, the Chairman of co-organizing committee, cultural artists of both sides, and diplomatic

delegations.

In particular, the highlight of the EXPO was the issuance of the joint Declaration of the Istanbul-

Gyeongju World Culture EXPO 2013.

Besides capturing the significance and achievements of the EXPO, the declaration conveyed the

message that culture enhances the spiritual values and quality of life of humankind. It is the path to

mutual understanding and prosperity, and as such, East, West, South, and North should join together

through culture to move toward the future. Meanwhile, at a briefing session on the Istanbul-Gyeongju

World Culture EXPO held on September 30, Gyeongsangbuk-do Province announced plans to link the

Gyeongju World Culture EXPO with the Silk Road Project. Plans are underway to host a Silk Road-themed

EXPO in Gyeongju in 2015, inviting countries along the ancient Silk Road trade route.

Tendency of Saemaul Movement in a Global Village Gyeongsangbuk-do, the birthplace of the Saemaul movement, set up the movement which had been

evaluated as a model for the elimination of global poverty, as Korean-type assistance model

differentiated from developed countries and spread it as a model for global ODA Projects by establishing

Saemaul Globalization Foundation.

Last year, Saemaul Globalization Foundation selected and seconded 90 Saemaul Outreach Corps to 5

countries in Asia and Africa to create 15 model villages and conducted Undergraduate Saemaul Outreach

Corps project for medical and environment improvement services in 3 countries of Africa and Asia by

selecting 90 people of 3 teams composed of college students, medical staffs, and Saemaul leaders.

Moreover, the Province promoted a Saemaul training project inviting foreign leaders for field trainings

covering reform of awareness and agricultural technology based on the Saemaul spirit joined by 100

leaders and 100 international students from developing countries, such as Africa and Central and South

America.

Gyeongsangbuk-do Province took the lead for internationalization of Saemaul establishing

Undergraduate Saemaul Outreach Corps in 2007. 430 local undergraduates have worked in Vietnam,

Cambodia, Indonesia, and Ethiopia, etc. The Province has disseminated the movement centered on three

countries of Africa, including Ethiopia, Tanzania, and Rwanda with Korea International Cooperation

Agency(KOICA).

Khabarovsk, Russia

The Hub of Distribution in the Far East

Khabarovsk, located in the Russian Far East, shares borders Amur to the west, Republic of Sakha to the north, Primorsky Krai to the southeast, and Jewish Autonomous Oblast and China to the south.

Moreover, it flows into the Sea of Okhotsk from northeast to east and into the East in southeast. Except for major territories, Khabarovsk consists of several islands, among which the largest of them are Shantarsky Islands. The total length of the coastline is about 2,500km. (if islands included, goes to 3,390km). Khabarovsk has a resident population of 1.33 million, covering an area of 787,633㎢, the fourth largest in Russia.

Khabarovsk is rich in water creature resources. The region catches more than 70 percent of oceanic fish, mainly conducted in exclusive economic zone in Russia. Remaining 30 percent are operation of fresh water fish near the shore.

Industrial production plays an important role in the economy of Khabarovsk. The leading fields in local industry cover equipment and machine manufacture, chemical engineering, automobile production, electricity equipment, metallurgy and metal-finished goods production. The field is based on outcome, science technology, and labors with high potentials.

It recently meets the advantageous conditions for investors, including authrized administration and favorable financial condition. As the level of legal risk is third lowest in Russia, it features the best legal environment for investment.

We greeted a New Year in the blink of an eye.

We look back upon the year at the moment the New Year begins.

I was lucky to come to the Association of Northeast Asia Regional Governments

located in South Korea and have been involved in a variety of events, such as the 9th Working Committee and Sub-Committees

on Agriculture and Economy & Humanities Exchange. I was able to broaden my perspective by understanding

the features and development situations of member regions while working for NEAR News and website. I would like to take this opportunity to express my sincere gratitude to staffs of Chinese member regions which have supported me.

Plus, the Secretariat offered plenty of programs for seconded staffs to experience various Korean cultures. All those such as mysterious and elegant historical remains in Gyoengju, the tastes of Korea in Jeollanam-do Province, and the blue sea in Jeju Self-Governing Province, made me experience various and abundant foreign life.

My gratitude also goes to all colleagues for the consideration and generosity shown, including Lee Hye-jeong, Specialist in charge of Chinese members.

During days in Korea, I have appreciated a peaceful year given to me being lost in meditation, walking along the street and beach at Pohang, and reading books, like a certain phrase of poems.

I expect another New Year at the moment the New Year begins wishing you good health in the years ahead.

Also, I hope you come to Hubei Province, China this year and have a chance to look around Sanxia, a spectacular and beautiful gorge, Wudang Mt., the nucleus of Taoism, and Enshi, a home to ethnic minority.

Dear NEAR friends!I am Ikegami Takahisa seconded from Hyogo

Prefecture, Japan, to the NEAR Secretariat in April, 2012.

As I studied abroad in Shanghai for one year after majoring in modern Chinese history and worked in Guangzhou for two years, I only came up with China when it comes to foreign countries

and I had never been to other Northeast Asian countries.

During early days in Korea, I had little knowledge about Korea so that I had been in trouble for a fairly

long time. However, Secretary General Kim Jae-hyo and staffs of the NEAR Secretariat have helped me to manage my work. While working at the Secretariat, I slowly began to understand Korea which had been considered that I had no connection with before.

While working in Japan, I handled works related to Mongolia and Russia. But, I had only general knowledge about both countries. Working at the same office with public officials seconded from Mongolia and Russia in Korea, I was able to learn their culture and the way of thinking through participating in NEAR events, dealing with the Secretariat’s work, and talking about everyday’s life.

Having worked for the NEAR Secretariat would be an intellectual property for me to expand my perspective from China to the whole of Northeast Asia. Plus, it was one of the precious memories for me to receive supports from Japanese member regions in a difficult situation as best they could.

In addition to dealing with daily businesses, I am proud that they handled the work well as same Japanese regional public officials, even though their position was different with mine.

In development of Northeast Asia, and World as well, the role of the Association is expected to be more important than ever and the activity area will be extended.

Therefore, with rapid internationalization expected to be developed, when we are faced with a new issue, ‘horizontal relationships’ which are usually invisible, are very significant among member regions.

I request member regions to give consistent efforts and cooperation in possible areas for NEAR's development.

Lastly, I would like to extend my gratitude to all of you who have helped me over the past two years again. Thank you.

DEAR NEAR Friends! I am Shijiru Ariunjul, seconded from

Govisumber Province, Mongolia, to the Secretariat to work between 2013 and 2014, after working in charge of international relations in Mongolia.

When I came to Korea, one year stay in Korea seemed long. But, time flies,

and I now feel one year is just like a day. I felt worth doing my work for exchange and cooperation among member regions by encouraging Mongolian members to

participate in events organized by member regions, including Sub-Committees.

Plus, while working in Korea, I had lots of chances to learn Korean culture, life-style, and language. I could learn many things by working with public officials from South Korea, Russia, Japan, and China. In particular, I am pleased to become a friend with the seconded public officials. I want to express my thanks to Specialist Lkham, Khishigjargal in charge of Mongolian members, who helpd me leran how to do my job.

I believe friendly relations among us contributes to the development of cooperation and exchange of Northeast Asia. On behalf of all residents of Mongolia, I wish all staffs at the Secretariat and member regions tremendous success and good health and fortune.

Hello. I am Saian, seconded to the NEAR

Secretariat on behalf of Russia in 2013. I helped the Secretariat to organize a

variety of interesting events and arranged minister-level meetings by visiting several Russian member regions with Secretary General Kim

while being seconded to the Secretariat. I express my gratitude to the NEAR Secretariat for gaining a lot of experience through exchanging views and

participating in international conferences and giving me a chance to learn Korean and Korean cultures. In addition, I was able to make new friends from other countries as well as Korean colleagues. These experiences, language, and friendship would always be with me.

I think that NEAR is positively necessary in a new age and NEAR is the only organization in terms of economic and cultural aspects in Northeast Asia. It was such an honor that NEAR holds the seat of royal power in the process of integrating Northeast Asia where the power is centered in the 21st century.

In particular, my gratitude also extends to the staffs of the Gyeongssangbuk-do Province, location of the Secretariat, and my colleagues. Retuning home, I hope the friendship keeps on going.
