National Transport & Logistics Public Information Platform (LOGINK), is
an open , public and sharing Logistics Information Exchange Network,
which is financed by Ministry of Transport of the People’s Republic of China &
The People’s Government of Zhejiang Province. Road Transportation
Administration Bureau of Zhejiang Province established LOGINK managed
center to construct and promote LOGINK, and participated the construction of
Northeast Asia Logistics Information Service Network (NEAL-NET) on behalf of
China MOT.
What is LOGINK

Missions of LOGINK
– To establish China logistics information standard system. – To construct logistics information resource directory and basic
information interchange system based on LOGINK standards, all cost will be covered by government.
– To develop one-stop portal connected with global logistics information systems.
– To provide value added service based on data mining and data fusion supported by 3rd party.
It is a regional cooperation mechanism to promote logistics information sharing on the basis of the mechanism of China-Japan-Korea Ministerial Conference on Transport and Logistics

Information Sharing Barrier among International Trade Players Becomes Bottleneck in Logistics Process
In order solve issues above, China, Korea, Japan government signed MOU to found Northeast Asia Logistics Information
Service Network (NEAL-NET)
Objective of NEAL-NET: 1. To interconnect logistics information systems of China, Japan and Korea. 2. To encourage researches on logistics information standards technologies. 3. To promote technological exchange, training popularization of logistics information systems.
Background
China-Japan-Korea establishes NEAL-NET cooperative mechanism to establish sharing network, define logistics information sharing standard and promote to establish logistics information sharing structure.

On 2008, the 2nd Japan-China-Korea Ministerial Conference on Maritime Transport and Logistics was held in Japan, decided to set up a working group to carry out researches on the interconnection of logistics information.
On 2 December 2010, the vice ministers from the Transport Logistics Ministries of The Three Countries jointly signed the Cooperative Mechanism in Hangzhou, China officially launched NEAL-NET. On the following day, the 1st Council Meeting of NEAL-NET was held.
Background
“Welcomed the progress made by the three countries in developing sea-land combined transportation and establishing the Northeast Asia Logistics Information Service Network and encouraged the logistics information sharing technology research and expedited service application and the expansion of the network”. -The 5th CJK Leaders Summit announced declaration

System Design
Task
– NEAL-NET itself doesn’t generate any logistics information. The main task of NEAL-NET is to define the interface standards of each public logistics nodes. And then promote the logistics nodes to rebuild their interfaces in accordance with these standards to realize cross nodes data sharing

Scope
NEAL-NET Standard
– NEAL-NET’s logistics information sharing standards including data elements, code sets and interface format. It is called NEAL-NET Standards.
– NEAL-NET Standards adopt a framework which is suitable for status sharing.
– Interface using Web Service and SOAP message for data transmission.

How to define the NEAL-NET Standard
– First step, dynamic container vessel status sharing interface will be defined – 9 basic events of dynamic vessel schedule and container status are abstracted and
technical framework is designed. • vessel properties: ETA, ATA,CY-Open, CY-Cut and ATD • container properties: Unloading, Container Gate Out, Container Gate In, Loading

Container Status Sharing Service
The Three Countries had finished dynamic container vessel status query and container status information sharing by using unified standard(NEAL-NET Standard) among pilot ports.
CJK 18 ports had finished interface rebuilding of dynamic container vessel status standard
11 4 3
4 Ports in China, 4 Ports in Japan and 3 Ports in Korea had rebuilded interface of container status to achieve the sharing of container status information.

High Information Security 1.Each service provider and each country can have full control of their service, without data ownership issue 2.Authentication and access privilege can be controlled easily
Unified and Extensible Data Format 1.Unified data format support easy service integration 2.Extensible data architecture support flexible extension to other business area
Convenience for Ender User 1.Since the interface of each node was unified, users don’t have to reform interface again and again
Progress
NEAL-NET in process
– Administrator Guideline – Korea(SP-IDC) , Japan(COLINS) and China(LOGINK)
are developing helpdesk for all service providers. – CJK will discuss in detail and confirm the final version
of administrator guideline at the next technical meeting.
– Push Service – CJK will continue to review and investigate technical
solution for push service and continue discussion in next technical meeting.
– Service Port Expansion – Korea side plans to finish development for Ulsan,
Pyeongtaek ports by the end of 2015 and go-live in 2016. – China side plans to open Shaoxing, Jiaxing ports and will
start negotiation for implementing Qinzhou, Shekou and other ports in 2016.
– Japan side got positive response from Yokkaichi, Niigata ports for joining NEAL-NET service and is under negotiation.
NEAL-NET in process
– New Standards Definition – Proposal of 2 standards of Customs Clearance Status and
Container Yards Status which has been completed by China side
– Japan side will prepare new events (Inspection Event, Condition Delivery Order) into Customs Clearance Status Service & (Permission of Delivery Container from CY event) into Container Status Service master spread sheets.
– Korea side will discuss about the above new events with domestic service provider such as Customs and Inspection authorities.

For Maritime Silk Road Initiative Through Malaysia
Recently: Finish the three countries coverage Middle phase: Expand to EU and ASEAN countries Long Tem: Expand to North America and other Regions
– China Ministry of Transport proposes to realize information sharing among member ports by using NEAL-NET standards and cooperation mechanism – LOGINK and NEAL-NET could provide necessary technical
supports – MOT of China could also provide necessary funding
support on future cooperation – Next NEAL-NET technical meeting will be held at Tokyo,
Japan on late Feb,2016. Sincerely invite member ports’ business and technical experts to join the meeting and discuss future cooperation issues
