    D. DAMAGED HOUSES

    A total of thirteen (13) houses were partially damaged in Ilocos Norte caused byflooding.

    The estimated cost of assistance provided to the typhoon victims from thecombined resources of LGUs, DSWD and PSWDO amounted to Php 332,791.00

    III. ACTIONS TAKEN

    EMERGENCY PREPAREDENESS AND RESPONSE:

    NDRRMC

    Continuous dissemination of NDRRMC Advisories on Severe Weather Bulletins; GaleWarnings, Dam Water Discharges; and Flood Advisories to all regions affected throughSMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitteraccounts for further dissemination to their respective local Disaster Risk Reduction andManagement Councils (LDRRMCs) from the provincial down to the municipal levels.

    Directed RDRRMCs concerned through the OCD Regional Centers to undertakeprecautionary measures in their respective areas of responsibility (AOR) and thenadvised local DRRMCs to initiate pre-emptive evacuation of families in low-lying andmountainous areas if situation warrants

    NDRRMCOPCEN remains under RED ALERT STATUS since 13 June 2012 in view ofthe entry of Tropical Storm BUTCHOY (GUCHOL) in the Philippine Area ofResponsibility.

    MEMBER AGENCIES

    PAGASA continuously provides NDRRMC OPCEN with General Flood Bulletins; SevereWeather Bulletins; Dam Water Discharge Notices and Gale Warnings relative to thepresent weather disturbance.

    DSWD SWAD Teams on 24 hr duty starting 27 June 2012 to facilitate informationdissemination and possible evacuation operations. Ensured/prepositioned enoughstockpile of food and non-food items as well as standby funds in regions likely to beaffected by TS DINDO. Placed on standby various response teams/committees andvolunteers to be utilized in the event TS DINDO will landfall.Prepositioned PhP2.1 million standby funds and PhP13.6 million worth of relief suppliesin all DSWD-FOs along the typhoon path amounting to PhP15.76 million.

    DSWD FO-CAR prepositioned 2,000 family packs at the Regional Office and 400 familypacks per province with ready QRF amounting to PhP 500,000.00. SWAD and QUARTTeams are activated.

    DSWD FO I prepositioned family food packs; activated SWAD team (pro active stance inIlocos Sur and Ilocos Norte) for any eventuality; and reactivated its QUART Teams forpossible pre-emptive evacuation in disaster prone areas.

    DSWD FO-II SWAD teams in the Provinces of Cagayan, Isabela, Nueva Vizcaya, Quirinoand Batanes and the Disaster Monitoring Teams (DMRT) at the Field Office were alerted;

    conducted an emergency meeting with the DSWD FO-02 Response Teams andCommittees to assess the level of preparedness by areas of jurisdiction; identifiedmanpower and logistic supports to be utilized; prepositioned stockpile of food and non-food items (2,283 family food packs and 2,579 relief clothing are on standby foraugmentation support to affected LGUs; SWAD teams have close coordination with theC/MDRRMCs especially on information/ pre-emptive actions to be taken; volunteers willbe tapped to pack food and non-food items as standby supplies and materials; fifty-two(52) students and teachers from St. Paul University in Cagayan have signified interest torender volunteering services on 28 June 2012 in repacking of food and non-food reliefitems for standby commodities. Expanded youth in the GIP shall also assists in therepacking; GMA-Kapuso Foundation had coordinated with the Field Office yesterdayrelative to their intention to extend assistance to the families/ municipalities possiblyaffected by TS DINDO;DSWD FO-II has prepositioned food and non-food relief items to PDRRMCs thru thePSWDO as follows:

    DSWD FO-III SWAD teams and QRT continuously monitors their respective areas; readyto respond to any calamity thru provision of augmentation support to LGUs using theQRT standby funds;

    PCG reiterated the observance of Memo Circular # 01-09 (Guidelines on Movement ofVessel During Heavy Weather) and Memo Circular # 03 dated 02 Feb 2001 (Guidelineson Movements of Motorboats Slant Vessels in the Absence of Weather Bulletin) andHPCG Standing Operation Procedures # 002-09 (Interim Guidelines on PCG AlertCondition Slant Levels); to take appropriate measure to avert unusual incident. PCG Unit

    Commanders in affected Regionsclosely monitored and rendered assistance to ensurethe security and safety of stranded passengers and motor bancas in coordination withlocal port authorities. CGDBCL alerted all CGS and Detachments within Bicol area;alerted their QRTs and issued Gale Warning to stop maritime activities of 35 below grosstonnages vessels within AOR. PCG II disseminated latest weather bulletin andcoordinated with all detachments, fisherfolks and barangay captains along coastal areaswithin AOR regarding TS DINDO and advised all small M/Bcas/fishing boats not toventure out at sea; cancelled all trips of vessels, M/Bcas plying within AOR; directed allCoast Guard Stations/Detachments to coordinate with coastal Barangays. Shipmasters/owners and operators to exercise professional judgment and be guided on thememorandum circular re movement of vessel during heavy weather; Operational ControlUnits/Personnel under this district were put on standby alert ready for deployment as theneed arises. CGD Northern Luzon activated its district operations centers. WASARteams in AOR are on standby for possible response mobilizations. Each WASAR team isequipped with rubber boats with OBM (1 in Pangasinan, 4 in La Union and 2 each inIlocos Norte and Ilocos Sur; implemented the SOP on the prevention of fisherfolks andsmall vessels from venturing out into the sea.

    AFPDRTF directed NOLCOM, SOLCOM and NCRCOM: to alert their DRTGs andDRTUs for possible deployment to the areas likely to be hit by TS Dindo; to coordinatewith their local DRRMCs for possible entry of DROs; establish linkage with concernedagencies and command, control and communication in the areas likely to be hit; andcontinuously disseminates weather updates to its Unified Commands for information andpossible actions to take. 503rd Infantry are on standby alert and prepositioned in AbraProvincial Capitol. PAF TOG1 is under alert status. 17th IB, 5th ID, PA continuouscoordinate with LGUs especially in the activation of their respective Disaster Response

    Units. Fifty (50) 17th IB troopers are on standby status at Sta. Teresita Gonzaga,Cagayan area for possible evacuation and rescue operation. Continuously monitor thearea including Magapit Suspension Bridge at Lal-lo, Cagayan. Response assets and one(1) section of the Philippine Navy with twenty (20) navy personnel are on alert status forpossible evacuation and rescue operation.

    PNP Cordillera implemented its DRRM Plan LOI 35/10 OPLAN Saklolo. Disseminatesweather and warning advisories. All PPOs are activated. PRO2 disseminates weatheradvisories to the Police Provincial Offices of Batanes, Cagayan, Isabela, Nueva Vizcayaand Quirino. PNP Aurora directed all Chief of Police to undertake precautionarymeasures and other disaster response. PRO-PNP 1 alerted its Provincial PoliceOffices/Stations and Disaster Response Team for possible response operations;assessed Disaster Preparedness Plan and conducted inventory of resources and

    equipment for rescue and relief operations.

    DILG-CODIX (Central Office Disaster Information Coordinating Center) directed allDILG Regional Directors to reactivate their respective disaster monitoring systems inanticipation of heavy rains in their AOR brought about by TS DINDO and southwestmonsoon; directed all LCEs to convene their respective LDRRMCs. DILG CAR activatedtheir Disaster Operations Centers.

    DOH HEMS on Code White Alert; prepositioned drugs and medicines and responseteams on standby. Informed all CHDs affected to maintain close coordination forreporting of actions taken in response to any monitored incident. CHDs VI, VIII and XIare under Code white alert status and Region II under code blue. Organized medical

    team on standby for immediate deployment and continuous monitoring of the situationand coordination with the Provincial Health Office (PHO) and RDRRMCs. Availablemedicines and supplies at Central Office Warehouse PhP5 Million. DOH CAR activatedall HEMS officers and hospitals; dissemination of weather and warning advisories to localHEMS. Prepositioned medicines and other health concerned logistics. DOH I alertedfour (4) Provincial Health Team Office (PHTO) Opcen and DOH-Representatives toassist assigned LGUs during the typhoon; monitored health situation status ofRegion 1 during the typhoon. DOH II is under Code White; prepositioned various

    medicines and medical supplies for the provinces of the Region amounting toPhP38,602.19

    DPWH thru the Bureau of Maintenance (BOM) placed areas likely to be affected underalert status level; placed personnel and equipment on standby ready for deployment andcontinuously provides NDRRMC Opcen with reports on the status of roads and bridges inaffected areas. All District Offices are guided with Department Order No 38 s.2010Disaster Preparedness and Response Mechanism during Typhoon and Other NaturalCalamities. DPWH CAR and I prepositioned road clearing equipment with crews andclearing operations are ongoing at the landslide prone areas. DPWH I activated itsOPCEN and District Disaster action Teams; deployed maintenance crew to conductclearing operations; installed warning signs for the motorists and deployed road graderto clear slides in affected areas to clear slides. DPWH Aurora prepositioned roadclearing equipment with crews at landslide prone areas for immediate road clearingoperations along Dinalungan-Casiguran Road.

    PIA Regions I, II and CARensured timely dissemination of warning and advisoriesto the public through the utilization of PIA News Text Blasting

    DA through the Bureau of Agricultural Statistics ( BAS) and concerned ProvincialLGUs staff are still validating possible damages on agriculture in Regions I, II and CAR

    PRC Chapters in Regions I, II and CAR are on 24hr alert status and have availablefood packs and medicines

    REGIONAL PREPAREDNESS AND RESPONSE:

    RDRRMC I activated its OPCENs at the regional and provincial levels. Continuous

    dissemination of weather, flood and gale warnings to all concerned including severalfishing associations and local media thru facsimile and SMS; uploaded the same in theRDRRMC1 facebook account for further dissemination to LDRRMCs. Alerted concernedagencies such as DILG, NFNL, PCG, PAF, DSWD, PNP, and DPWH and conductedRDRRMC Meeting re Update of TY DINDO and Preparedness Activities of RDRRMCMember Agencies and PDRRMCs. PDRRMCs prepositioned stocks of medicines, foodstuffs and equipment in strategic areas for possible relief operations. All Provincial, Cityand Municipal DRRM operations centers are activated; response teams are on standbyand strict implementation of pre-emptive evacuation in high risk areas.

    RDRRMC II is in constant monitoring of the regional situation and continuouslydisseminates weather bulletins and flood advisories to RDRRMC member agencies,LDRRMCs, media and other stakeholders thru facsimile and SMS. Alerted the residents

    in low lying and mountainous areas against possible flash floods and landslides andlikewise those living in the coastal areas for big waves or storm surges generated by theapproaching tropical storm. PDRRMCs Isabela and Cagayan convened meetingsrespectively re preparedness activities and pre-emptive measures on TS DINDO. PDRRMC Isabela issued a memorandum for the suspension of classes at the

    elementary and high school levels, province-wide; ensured enough stockpile of foodand non-food items; prepositioned personnel and assets of PRC Isabela, PA, PPOIsabela and Isabela SAR Team, ready for deployment; and rescue equipment onstandby for ready deployment; Stockpiled food and non-food items (3,000 familypacks located at the Provincial Capitol and 5,000 family packs located at District 1,

    Northern Isabela). Continuously monitor the situation of coastal municipalities ofIsabela (Maconacon, Divilican, Dinapigue and Palanan);

    CDRRMC Cauayan RESCUE 922 continuously issues community-wide alert andwarnings; activated Cauayan City Disaster Response Team; Prepositioned allresponse assets; stockpiled food and non-food items.

    PDRRMC Cagayan continuously disseminates NDRRMC advisories and hasprepositioned the following for ready deployment: 1 Rescue Team at Magabit Sub-capitol and 4 teams in Tuguegarao City for possible evacuation and SAR operations.

    Ensured enough stockpile of relief goods for distribution in affected LGUs. One (1)Rescue 29 Team is on standby at Sub-Capitol Magapit, Lal-lo, Cagayan and four (4)teams were prepositioned in Tuguegarao City for possible evacuation and rescueoperation. Stockpiled food (50 cavans of rice and 50 boxes of sardines) and non-food items ready for distribution in affected LGUs.

    PDRRMC Nueva Vizcaya alerted Rescue 933 and on standby for possible pre-emptive evacuation and rescue operation.

    PDRRMC Batanes advised fisher folks not to venture out into the sea; alerted allIsland of Batanes against storm surge.

    RDRRMC III Operations Center was placed on ALERT status and is continuouslymonitoring their AOR.

    PDRRMC Aurora prepositioned food packs and evacuation centers are ready toaccommodate evacuees, if the need arises, Rescue Groups are put on standby

    PDRRMC Bulacan is closely monitoring the status of Ipo Dama and Bustos Damand alerted residents living in low-lying and mountainous areas for possiblelandslides and flashfloods

    PDRRMC Zambales is continuously monitoring the AOR and alerted emergencyresponders for possible evacuation

    RDRRMC V on heightened Alert status. Continuously disseminates Weather Advisories,Gale Warnings, and Flood Advisories to RDRRMC member agencies, LDRRMCs andlocal media thru OCD Info board and upload the same to OCD/RDRRMC facebook toensure public safety particularly those in the landslide prone area.

    CDRRMC CAR is on RED ALERT STATUS. Continuously disseminates weatherbulletins and advisories to the public, LDRRRMC/ CDRRMC member agencies and

    media thru SMART INFO BOARD (2623 or COCD), email, social media networks,facsimile and SMS andattended to media interviews ABS-CBN, GMA 7, Bombo Radioand TV 5. PDRRMCs allocated with Thuraya Emergency Telecoms equipment wereadvised to prepare their units for possible deployment in case of communication bogdown. All Disaster Operations Centers of Local DRRMCs are activated and theemergency responders (WASAR and MoSAR teams) are on standby. Pre-emptiveevacuation was encouraged among residents in flashflood and landslide prone areas.Continuously monitor the rainfall amount and status of Binga and Ambuklao Dam

    PDRRMC Benguet temporarily suspended the operation of small scale minersuntil storm signal will be lowered. CDRRMC Baguio activated its local respondersand placed on standby status. Bayanihan system is being implemented indeclogging the drainage system of Brgy. City Camp to prevent flooding

    PDRRMC Abra prepositioned five (5) heavy equipments for any eventualities.

    Monitors Abra river and road situations. PDRRMC Apayao disseminates warnings to MDRRMCs. Activated PDRRMC

    and all LDRRMCs. Purchased PhP 300,000.00 worth of Consumable Reliefgoods to augment resources prepositioned by DSWD. Continuously monitoringthe Apayao River. Residents along the Apayao River have been warned forpossible evacuation. Pre-emptive evacuation was encouraged among residents inlow-lying areas.

    PDRRMC Kalinga and Ifugao conducted a LDRRMC emergency meeting todiscuss preparation for TS DINDO. Resources of the province (trucks, rescueequipment and personnel) are on standby. Residents along Chico River have

    been warned for possible evacuation. Rise of water along Chico River is closelymonitored. Pre-emptive evacuation was encouraged among residents in low-lyingareas.

    PDRRMC Mt. Province monitors AOR for possible implementation of pre-emptive evacuation. Activated PDRRMC and local responders. Prepositionedresponse teams.
