in La Villa Beach Resort, Masbate to monitor the situation and expedite operation needs. A situational briefing was subsequently conducted with the President Benigno Aquino III and all Unit Commanders of the SAR operations.

• Around 2:00 PM, US Plane with FLIR, (Forward Looking Infra Red) made a flyby in the SAR area.

• Around 4:00 PM, rescue divers recovered the flight plan of Piper Seneca indicating DILG Sec. Robredo and 3 other individuals who are subject of SAR as passengers.

• Around 5:00 PM, SAR operation deployed SONAR (Sound Navigation and Ranging), an advanced equipment that uses sound propagation to navigate, communicate with or detect objects on or under the surface of the water.

20 August 2012 • At 10:00 AM, American and Philippine deep divers utilizing Nitrox (nitrogen oxygen)

were deployed to dive deeper, covering an area of 4 x 4 kms.

• Around 10:00 AM, briefing of Task Force Sagip Kalihim was given by Maj. Gen. Eduardo del Rosario.

• At 1:30 PM, a Press Briefing was given by DOTC Secretary and SAR Spokesperson, Mar Roxas giving details of the possible location of the ill-fated plane and the efforts of different SAR units being deployed.

• Around 3:30 PM, three (3) Foreign Technical Divers were deployed in the SAR area to dive roughly at 200ft.

• Around 3:40 PM, President Benigno Aquino III left Masbate for Naga City to personally brief the family of Secretary Robredo with regards to the ongoing SAR operations.

• As of 5:00 PM, SAR groups deployed yielded negative results. OCD V maintained contact with all concerned for any update regarding the ongoing SAR operations.

• At around 8:00 PM 20 August 2012, SAR Operations temporarily suspended due to unfavourable sea condition and poor visibility in the SAR area.

21 August 2012 • Around 210600H August 2012, SAR Operations resumed. • At 210730H August 2012, divers found the plane's fuselage. Three (3) bodies were

found inside the fuselage. One of them was identified to be Sec. Jesse Robredo. • At 210830H, the body identified as of Sec. Jesse Robredo was retrieved and brought

to the shore. • Around 211430H August 2012, Danny Brumbach, a German technical volunteer diver

who was providing support in the SAR Operation was injured while trying to recover the remains of the two (2) pilots inside the plane. The said diver is now revived and brought to BRP Edsa Dos of the PCG for treatment inside the decompression chamber.

22 August 2012 • On or about 1730H, the body of Capt. Jessup M. Bahinting was recovered. • At about 1807H, the cadaver was brought to Lasala Beach Resort and was

immediately transported to La Funeraria Eternas, Masbate City. The body was identified by Capt. Bahintin's daughter, Sarah Lynn Bahinting.

23 August 2012 • At about 0745H an unidentified body was found floating off the coast of Masbate

City and was brought to a local funeral. The cadaver was identified as of the Nepalese co-pilot Kshitiz Chand by his father.

• On or about 0915H, Secretary of National Defense, Voltaire Gazmin announced to the public the termination of Task Force Kalihim after the completion of the search and recovery operations.

• Civil Aviation Authority of the Philippines (CAAP) will continue the air crash investigation.

C. ACTIONS TAKEN:

NDRRMC OPCEN o NDRRMC OpCen coordinated with AFP Chief of Staff Gen. Jessie Dellosa and

J3 AFP Command Center for deployment of 8ID Units along the shoreline of Western Samar and surrounding Islands for SAR operations.

RDRRMC V o OPCEN is on heightened alert status; coordinated with Masbate PDRRMC,

NAVFORSOL, CGD V and CG Masbate Detachment to obtain additional information on the incident and the progress of the ongoing SAR operations.

o Coordinated SAR operations from CG Bulan District composed of five (5) personnel led by ENS ARJAY.

o OPCEN staff Alexander Mandac and Ross Alden Bigtas together with PO2 Florendo Semeniano and representatives from DILG, BFP SRU, personnel from TOG5 went to the site to provide support on the Incident Command Post onboard C-130 plane and arrived at Masbate airport at 0840H, 19 August 2012

o As of 1845H 18 August 2012, OPCEN continuously coordinating with NAVFORSOL and relaying situation reports for appreciation and consideration in planning SAR operations.

o OPCEN coordinated with Masbate PDRRMC re CDA directive for only one (1) person releasing statements to the media to avoid confusion.

o Per request of CGD5, OPCEN made representation with NAVFORSOL to loan jet aviation fuel to Coast Guard and to transport the same from Legazpi City to Pilar, Sorsogon.

o Facilitated request of Coast Guard Bicol for one (1) M35 truck to transport three (3) drums of fuel from TOG5-PAF to Pilar port.

o Inter-agency coordination was facilitated and reports were sent to OPCEN Central Office.

o Continuous monitoring on the ongoing SAR Operations o OCD V is constantly giving timely updates to CDA, OCD V Opcen and OCD-CO

Opcen and coordinated with PDRRMO Masbate re request for Water Tank and other requirements requested by RDRRMC member agencies

o Mayor Socrates Tuazon of Masbate City initiated the SAR operations. o Local responders with ten (10) pump boats are still conducting SAR operations. o One (1) SAR Team led by Luis de Castro of MDRRMO Bulan arrived in Masbate.

OCD VIII o Conducted a coordination meeting with the Frontline Response Agencies; namely,

8ID PA, TOG8, PN, PCG and PRO8, together with ARD Agabe of DILG8 on 20 August 2012 at DILG RO8, Kanhuraw Hill, Tacloban City regarding the conduct of

SAR operations along the shorelines of Western Samar and the surrounding Islands.

o SAR operation was conducted on 20 August 2012 and early morning of 21 August 2012 by the response agencies at the vicinity of Maripipi Biliran and Western Samar but has already been called off due to the information from USEC. Benito Ramos and Sec. Manuel Roxas that the body of Sec. Robredo has already been found.

PCG o CG is conducting SAR operations; five (5) SOG Personnel with diving equipment

departed Legaspi City for Pilar, Sorsogon; SAR Vessel 3504 departed Cebu City 2200H, 18 August 2012 with SOG Team Medical Personnel, ETA in Masbate191200H August 2012; Heli of PCG is on alert status and will depart for Masbate at daybreak.

o CENETA PCG and MDRRMC Bulan Rescue Team composed of eighteen (18) personnel led by Luis de Castro Jr., MDRRMO Bulan with Masbate PDRRMC

o PCG Central and Eastern Visayas were directed to be on sharp lookout and proceeded to the site to be on alert status for possible SAR operation as the ill-fated plane that has crashed may be drifted by wind and current on their respective AOR.

o PCG Naval to conduct SAR Operations at 10:00 AM 20 August 2012 at Maripipi, Biliran.

PHILIPPINE NAVY o NAVFOSROL deployed two (2) Patrol Gunboats - SIMEON CASTRO (374) led by

Lt. Manuel S. Suba III PN based in Aroroy Pier Masbate and Patrol Gunboat (378) led by Lt Nilayan PN based in Pasacao Pier Camarines - for SAR operations.

o As of 1854H 18 August 2012, another Patrol Gunboat, PG 378, led by LCDR Apolo A Padregana PN currently moored at Pasacao Pier, Camarines Sur is already underway to Bulan, Sorsogon to Ferry NAVSOU that will conduct SAR as ordered by COMMO Abraham Celzo, AFP

o As of 2055H 18 August 2012, BRP Simeon Castro (PG 374) arrived at crash site; equipped with one (1) rubber boat and OBM.

o As of 0550H, 19 August 2012, Commodore Celzo AFP, staff and one SAR Team with four (4) divers, rigid hull inflatable boat (RHIB) and OBM from HNFSL, Legazpi City arrived at Masbate Pier onboard BRP Hilario Ruiz (PG 378)

o As of 0600H, 19 August 2012, PN Islander 312 left Sangley Point Cavite to assist in the conduct of SAR Operations; on board NAVSOG personnel complete with diving gears.

o As of 0624H, 19 August 2012, PG 378 departed Masbate Pier conducting SAR at crash site; on board one team of NAVSOU Personnel with complete diving gears , RHIB and OBM

o As of 0745H, 19 August 2012, BRP Carlos Albert (PG375) 3rd PN Vessel to arrive at Masbate to support SAR Operations

o As of 0900H, 19 August 2012, DF339 proceeding to Masbate to support SAR Operations; vicinity Matabao Island, Masbate; ETA SAR area at 1100H today

o As of 191040H August, two (2) NAVSOG Personnel with TRIMIX diving capabilities on board PH Islander 311 left Sangley Point Cavite as augmentation to divers.

o As of 191130H August, 2nd PN aircraft, PNI 311 with two (2) divers arrived at Masbate City Airport. PNI 311 will conduct aerial search and Rescue operations

o As of 191455H August, one (1) PN Helicopter (PNH 422) en route to the Crash site for Aerial Search and Rescue augmentation ferrying COMMO Alexander S Lopez, AFP, Commander FMRF and CAPT Rommel Jason L. Galang PN (GSC) Deputy Commander, NFSL. They arrived at 191705H August at Masbate City Airport.

o As of 191500H August, SAR Team obtained SONAR image; divers confirming the image

o Two (2) PN Vessels (LC550 & BU825) are on standby alert for deployment to Masbate City

o As of 1705H 20 August 2012, PNH 422 arrived at Masbate City Airport, on board are Commander Fleet-Marine Ready Force and Deputy Commander, NAVFORSOL.

o As of 2000H 20 August 2012, PG375,PG374,PG378,DF339 returned back to Masbate City Pier with one (1) NAVSOG Team and one (1) NAVSOU3 Team

o (DF) 353 Boat of Tacloban Naval Station has already been deployed at around 5:30 this morning from Tacloban City to their designated area.

PHILIPPINE AIR FORCE o COL Augusto Gaite , PAF, staff and one (1) SAR Team with one (1) rubber boat

onboard C-130 plane en route to Masbate o As of 2255H 19 August, eleven (11) Special Operation Unit (SOU) Bicol Personnel

with 1 rubber boat, 3 diving gears, 1 medical officer, 3 CGDBCL Officers, 6 CGDBCL non-Officers, 5 Naga Rescue Divers with 1 fiber glass boat powered with 450Hp left station to assist the conduct of SAR operations.

o On or about 191200H August, two (2) MG attacks Helicopters; three (3) Sokol Helicopters; three (3) Huey Helicopters were deployed to the crash site for Aerial Search and Rescue.

o At around 0840H 19 August 2012, C130 Cargo Plane arrived at Masbate City Airport.

o As of 2000H 18 August 2012, a SAR Team from PNG Bulan Detachment was deployed to conduct SAR mission.

o As of 1900H 18 August 2012, PCG District Bicol deploys SAR Team bound for Masbate.

PNP o Masbate PPO with Maritime Police Masbate led by PSUPT Villamor complemented

the SAR operations efforts. o Ongoing SAR operations at Bantigui Point which is headed by PCSUPT Darius

Tuazon (Ret), PDRRMC Officer-Masbate as Incident Commander. o PRO8 directed all cops in Region VIII to extend necessary assistance to AFP in the

conduct of SAR operations.

DILG o DILG RD 5 directed all Provincial Directors to direct all MLGOOs and advise

LCEs/MDRRMCs to mobilize punong barangays along the coast lines to join the SAR operations for SILG particularly in uninhabited areas.

o DILG8 directed all Provincial Directors to coordinate with all MLGOOs and LCEs along coastal areas of the Provinces of Northern and Western Samar and Biliran regarding the conduct of SAR operation

DOH o Technical assistance for the management of the dead was provided by DOH to PHO

Masbate, City Health Offices and respective Medico Legal Officers members of the PNP Crime Lab.
