    Antipolo City (Unit 5 Sitio Pagria, Brgy Mayamot) said landslide buried thehouse of Constantino Bejuna and Josie Caayon with 7 children. All thefamily members are safe but the house was partially damaged

    On 28 July 2011, a motorized banca with eight (8) fishpond workers onboard capsized between the waters of Hagonoy, Bulacan and Pampanga

    Delta due to big waves and strong winds.Region VI

    On or about 6:00 AM, 31 July 2011, MV Trans Asia Malaysia from Cebuwith a total of 178 passengers and crew, was listing by thirty (30) degreesto her starboard at the vicinity South of Calabazas Island, Ajuy, Iloilo.

    Passengers were ordered to abandon ship and were safely rescued by thefollowing commercial sea vessels enroute to Iloilo and Bacolod: MV Filipinas Cebu - 42 (brought to Iloilo City) MT Philippine Visayas - 103 (brought to Bacolod City) Bantay Dagat MBCAs and fishing boats - 33 (brought to Culasi Port,

    Ajuy, Iloilo)

    C. SUSPENSION OF CLASSES

    DOST-PAGASA recommended the suspension of classes at the TertiaryLevel and Work in the Government Sector starting at 12:30 PM on August 2,2011

    Dep Ed issued MEDIA ADVISORY re suspension of classes in NCR,Region III and Region IV-A effective 12 NN, August 3, 2011

    NCR Preschool, Elementary and High School Region III - regular classes except for the flooded schools and areas

    in Pampanga: Macabebe West District (San EstebanElementary School (ES), Consuelo ES, Sta Maria ES, Sto Nino ES,Dalayap, Dayan, Baliti ES, Castuli, Sta Lutgarda, San Juan, LoluSapang Malalam and Sitio Mindanao) and Macabebe East District(Caduag Tete, San Isidro ES, San Gabriel, San Roque, Telacsan,Masantol San Isidro ES and Sapang Kawayan ES

    Region IV-A - Pre School, Elementary and High School in San Pablo,Laguna and Alitagtag and Taal, Batangas

    LGUs, Dep Ed Officials and Principals/ local authorities are remindedthat they may suspend classes if the situation warrants it, parents ofcourse can decide whether to send their children to school or not

    D. STATUS OF ROADS AND BRIDGES (as of Aug 3, 2011)

    Magsupot RCDG Bridge (K0082+769) along Tablas Circumferential Road,Calagonsao, Alcantara, Romblon is not passable due to the recurrence offlashflood resulting to scouring of abutment and severely affected bridge

    approach A. Magsupot RCDG Bridge was already passable since 3:00PM, Aug 1, 2011 with a few repair works being done

    CAR Banaue-Mayoyao-Aguinaldo (Habbang section) and Bagio-Bua, Itogon

    roads are temporarily closed due to slides

    E. DAM MONITORING (As of 6:00 AM 3 August 2011)

    Magat Dam opened one (1) gate @ 1 m discharging water at a rate of 341cubic meters per second (cms)

    II. EMERGENCY MANAGEMENT

    NDRRMC NDRRMC OpCen prepared anddisseminated NDRRMC Advisories on Severe

    Weather Bulletins, Flood Bulletins for River Basin and Allied Rivers, GeneralFlood Advisories on Typhoon KABAYAN; and Gale Warnings, to allChairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMSand facsimileanduploaded the same at the NDRRMC website, Facebook, andTwitter accounts for further dissemination to their respective local Disaster RiskReduction and Management Councils (LDRRMCs) from the provincial down to

    the municipal levels Directed RDRRMCs concerned through the OCD Regional Centers to undertake

    precautionary measures in their respective areas of responsibility (AOR) andsubsequently advised local DRRMCs to initiate pre-emptive evacuation offamilies in low-lying and mountainous areas if situation warrants

    AFP-NCRCOM

    Philippine Army Disaster Response Task Unit (PA - DRTU) deployed two (2) M35trucks, two (2) rubber boats, 1 commo van and 30 personnel on August 2 at11:35 AM to Marikina City to conduct DRO COMNCRCOM directed other DRTUsof Major Services to be on standby alert for possible deployment and M35 trucksfrom Major Services GHQ and HSC to report directly to MMDA HQS for

    immediate deployment to the flooded areas in NCRDSWD

    Prepositioned PhP21.03 Million (PhP1.33 M standby funds and PhP19.71 Mworth of relief supplies) in all DSWD-FOs along the typhoon path

    SEARCH, RESCUE and EVACUATION OPERATIONS

    Region VI

    PCG VI Helicopter 1636 from Caticlan, conducted aerial surveillance for possibleoil spillage from sunken vessel and transported a van containing Tier-1 Oil SpillResponse Equipment to PCG District HQ in Ajuy, Iloilo in case oil spillage occurs

    BRP SARV-002, DF-7 and AE-891 conducted surface monitoring at the vicinityof the sunken vessel M/V Asia Malaysia for any oil spill/sleeks

    A total of 22 families/111persons in Brgy Malanday, Marikina voluntarilyevacuated to Bulelak gymnasium and they are taken care of by the MarikinaRiver Settlement, local DSWD and Marikina Rescue

    CLEARING OPERATIONS

    DPWH

    CAR - ongoing clearing and repair operations in the Banaue-Mayoyao-Aguinaldo (Magpalong section) and Bagio-Bua, Itogon Roads;

    REGIONAL PREPAREDNESS AND RESPONSE

    Region III RDRRMC/OCD Regional Center III disseminated domestic weather bulletins /

    alerts/warnings/advisories and to concerned RDRRMC III Member-Agencies,local DRRMCs, and broadcast media for widest dissemination;

    Disseminated the Hydrological Dam Situationer to the PDRRMO of Bulacan onthe expected release of water from Ipo Dam along the Angat River fromNorzagaray to Hagonoy to further advise the residents to be on alert for possible

    increase in the water level downstream Coordinated with PDRRMCs of Nueva Ecija, Tarlac, Bataan, Zambales,

    Pampanga, and Bulacan to activate their respective operations center

    Coordinated with Flood Forecasting and Warning System for Dam Operations(PAGASA Pampanga) for any dam discharge

    Alerted PRO III Regional Public Safety for rescue assets ready for deployment;AFP Provincial Disaster Response Unit, Subic Bay Metropolitan Authority andOlongapo City Rescue Team to pre-position personnel and rescue equipment inthe flood-prone areas

    Disseminated Gale Warnings, Severe Weather Bulletins, and General Advisorieson Typhoon Kabayan for Central Luzon; Weather Advisory for the Low

    Pressure Area (LPA); and Severe Weather Bulletin for Tropical DepressionLando

    PDRRMC Bulacan requested the assistance of Bulacan PPO to inform the PNPstation in Central Luzon and Metro Manila, as well as the 18 th Special Forces ofthe Philippine Army of the sea mishap incident

    LGU Paniqui,Tarlac has already extended assistance to the flood victims

    Region IV-A

    RDRRMC/OCD IV-A has been disseminating NDRRMC advisories to concernedPDRRMC/PDRRMOs for further dissemination to the lower DRRMCs

    RDRRMC IV-A member agencies such as PNP-PRO, SOLCOM, PCG, AFP,DILG, DOST, DSWD, DOH, DPWH, DepEd, NTC, PPA, PIA and local DRRMCs

    have been closely monitoring the situation for any possible effects PDRRMOs Rizal and Cavite alerted all local DRRMCs to continuously monitor

    the situation in their respective areas specifically the flood prone areas

    MDRRMCs Angono, Taytay, Cainta, Teresa, Binangonan, Cardona, Morong,Pililia, Baras, Tanay, Rodriguez and Antipolo City activated their DRRM OpCensand alerted their rescue groups

    PDRRMC Batangas was activated while PIO, PEO, PSWDO, GSO, PHO andDepEd have been on standby at the Batangas PDRRMO

    DSWD-IV-A FOs are continuously monitoring the situation in five (5) provinceswhile the LGUs are also monitoring their respective areas specifically the coastalbarangays and municipalities

    LGU Calatagan, Batangas provided the evacuees with relief goods (food andnon-food items)

    Lt Col Detoyato alerted CO, 16 IB, 202 Bde and 2 ID for possible rescueoperations in Rodriquez and San Mateo, Rizal

    Region IV-B

    RDRRMC/OCD Regional Center IV-B disseminated Severe Weather Bulletins tothe Provincial Disaster Risk Reduction and Management Councils (PDRRMCs),LGUs, Local Radio Stations and line-member agencies through SMS; andcoordinated with DPWH regarding the status of road and bridges in Romblon

    DPWH IV-B installed early warning signs and devices on both approaches of thedamaged structure. Emergency repair works is now being undertaken. Materialssuch as coco trunks are already delivered to the jobsite. Temporary detour routeutilizing the downstream side during low tide

    Region VII

    Elements of the Maribojoc Police immediately responded to the landslideincident and brought the victims to Celestino Gallares Memorial Hospital wherethe physician declared Junrey and Princess Potat as dead on arrival (DOA). ThePotat couple is still undergoing medical treatment while the two other victims,Jimmy Tirol and Ronel Agot, sustained minor injuries

    NCR

    OCD NCR prepared and disseminated Severe weather Bulletins and GaleWarning advisories to Metro Manila DRRMCs thru SMS and Facsimiletransmission for information, appropriate action and widest dissemination

    The Outboard Advertising Association of the Philippines rolled down theirtarpaulin

    Assets placed on standby are the following:

    PCG-NCR - 2 rescue teams with rubber boats (7-man team from SOGand PCGA)

    DSWD-NCR - family food packs, mats, clothing and standby funds BFP-NCR - rescue teams with rubber boats in all BFP Districts CDAG - response vehicles (4 rubber boats and 1 rescue boat) MMDA - deployed the Bayanihan Flood Alliance Zone Groups in their

    respective areas of assignment MMDRRMC Interim Organization - on standby
