4 July 2017, HQ CHIEF OF PLANNING Memorandum: Our planning decisions explicitly consider uncertainty and its impact on the scope of study and recommended project. Planners and study teams utilize uncertainty and risk when identifying and screening measures to get a reasonable array of alternative plans sooner than in the past, and we are committed to using uncertainty when assessing impacts of alternatives on the environment...We look forward to building on the knowledge and skills gained by planner participation in graduate-level risk management programs to increase the capability across the enterprise to identify, communicate, and manage risks. Together, through engaging with other communities of practice, we will work to further embrace and operationalize risk-informed decision making across Civil Works.

HOW IS THE PROGRAM CONDUCTED?
• Six graduate courses conducted entirely online on the NDMU course management system.
• Taught by NDMU faculty.• Course lectures, readings, videos, and background
materials are presented in modules typically consisting of a mix of reading and discussion of textbook and professional literature materials; viewing of video lectures or demonstrations; participating in class forums; completing a weekly quiz; and completing individual or group homework assignments.
• Students are provided with university email and library accounts.

COURSE LEADER – DR. CHARLES YOE, NDMU
Charles Yoe is a professor of economics at Notre Dame of Maryland University, Baltimore, and an independent risk analysis consultant and trainer. Working extensively for U.S. and other government agencies as a consultant and risk analyst, his wide range of risk experience includes international trade, food safety, natural disasters, public works, homeland security, ecosystem restoration, resource development, navigation, planning, and water resources. As a consultant to private industry, his work includes a discrete but wide variety of concerns. He has trained professionals from more than one hundred countries in risk analysis and conducted customized risk training programs for government agencies and private industry in over two dozen nations.

PREVIOUS AND CURRENT PARTICIPANTS
Three cohorts to date, first starting in 2015, include 65 individuals that have either completed this program or will finish in August 2017.
All students to date have been supported by the Levee Safety, Asset Management and Planning CoPs, as will be the 2018 cohort.
Future cohorts (2018 and beyond) will likely be opened up to include members from across a greater number of CoPs.
