Pari-mutuel horse racing can succeed as a legitimate major league sport only if its races are perceived by the wageringpublic to be honest, competitive contests, free from manipulation by man or drugs. The Commission's drug detection
program is one of the nation's most comprehensivein the racing industry.
In 2014 after going through an open bid processLGC Science, in Lexington, Kentucky, was awardedand served as the primary testing laboratory for theIndiana Horse Racing Commission. Due to anunprecidented LGC testing backlog, the Commis-
sion chose to move sample testing in August to Industrial Laboratories in Denver, Colorado. Both laboratories used in 2014have been leaders in racing chemistry and drug-related research. For each positive test, the offending horse wasdisqualified and placed last. In accordance with the pari-mutuel statute, all purse money earned is ordered returned andredistributed.

Competitive Status
The competitive status of Indiana's horse racing industry can best be determined by comparing purses offeredby Indiana tracks with tracks racing the same breed in adjacent states. The average daily purse distribution isthe best indicator, followed by the track's total purse distribution. The average daily purse distribution is abetter indicator because a track's total purse offerings can be diluted by an over abundance of race dateswhich can lead to inferior or low quality racing. Also included in this report are yearling sale figures forstandardbreds and thoroughbreds.
Indiana’s standardbred industry is a regional powerhouse. As shown below, in 2014 HoosierPark ranked #1 among tracks in surrounding states in both average daily and total pursedistribution. Nationally, Hoosier Park is an elite track – ranking 5th in daily average purses andtotal purse distribution.

Indiana’s Quarter Horse racing industry is unique in both its size and location. Indiana Downsaverages slightly under 200 races per year, which makes its Quarter Horse racing program rela-tively small. But it offers one of the most lucrative stakes and overnight purse programs in thecountry. There are few racing opportunities in the Midwest, as Quarter Horse racing in the UnitedStates is concentrated primarily in the West and Southwest. Consequently, the comparisonsmade below are with all U.S. tracks.

Fifty years ago, track attendance and pari-mutuel handle were the primary metrics followed by the horse
racing industry. Beginning with the advent of off-track betting in the 1970’s and excellerating in the 1980’s and
1990’s, bettors were in increasing number, wagering away from the track. Track attendance numbers be-
came less meaningful. Some tracks stopped publicly reporting daily attendance. Other tracks stopped
charging an admission fee, and as a consequence, stopped even counting visiting patrons.
Pari-mutuel handle in states with racinos, like Indiana, have ceded
its importance to adjusted gross receipts (AGR) of slot play. Most
of Indiana track’s revenue and purses are now derived from slot
machines. Comparing pari-mutuel handle between states yield
little by the way of competitive status or the underlying health of a

Overview
Breed Development
Pursuant to IC 4-31-11, breed development funds havebeen established to promote the breeding of horses whilestimulating the agri-business sector of the state'seconomy.
Historically, breed development funds have consistedof breakage (the dif ference in the rounding of f of pari-mutuel payoffs), outs (all uncashed tickets), and riverboatadmissions tax allocation. This same funding mecha-nism has been in place until racinos opened at Indiana's
two racetracks in June of 2008. At this time, riverboatallocation was replaced by an allocation from slot ma-chine wagering at racinos in accordance with 71 IAC 4-35-7-12.
