F.No. 7/3/2015-E.I(B) : An Examination will be conducted by the Union Public Service Commission on 27th September 2015 for admission to the Army, Navy and Air Force wings of the NDA for the 136th Course, and for the 98th Indian Naval Academy Course (INAC) commencing from 02 July 2016. The candidates Joining Indian Naval Academy would undergo 4 years B.Tech Course and would be given an opportunity to join Executive and Technical Branches of the Navy subject to availability of vacancies. The date of holding the examination as mentioned above is liable to be changed at the discretion of the Commission The approximate number of vacancies to be filled on the results of this examination will be as under :- National Defence : 320 [208 for Academy Army, 42 for Navy and 70 Air Force] Naval Academy [10+2] Cadet Entry : 55 Scheme Total : 375 Vacancies are provisional and may be changed depending on the availability of training capacity of National Defence Academy and Indian Naval Academy N.B. (i) A candidate is required to specify clearly in the online application form the Services for which he wishes to be con- sidered in the order of his preference [1 to 4]. He is also advised to indicate as many preferences as he wishes to opt so that having regard to his rank in the order of merit due consideration can be given to his preferences when making appoint- ments. (ii) Candidates should note that they will be considered for appointment to those services only for which they express their preferences and for no other service(s). No request for addition/alteration in the preferences already indicated by a candi- date in his application will be entertained by the Commission. (iii) Admission to the above courses will be made on the results of the written examination to be conducted by the Commission followed by intelligence and personality test by the Services Selection Board, of candidates who qualify in the written examination. 2. Centres of Examination : The Examination will be held at the follow- ing Centres : AGARTALA GANGTOK PANAJI (GOA) AHMEDABAD HYDERABAD PATNA AIZAWL IMPHAL PORT BLAIR ALLAHABAD ITANAGAR RAIPUR BENGALURU JAIPUR RANCHI BAREILLY JAMMU SAMBALPUR BHOPAL JORHAT SHILLONG CHANDIGARH KOCHI SHIMLA CHENNAI KOHIMA SRINAGAR CUTTACK KOLKATA THIRUVANAN- DEHRADUN LUCKNOW THAPURAM DELHI MADURAI TIRUPATI DHARWAD MUMBAI UDAIPUR DISPUR NAGPUR VISHAKHAPATNAM Applicants should note that there will be a ceiling on the number of candidates allot- ted to each of the centres except Chennai, Delhi, Dispur, Kolkata and Nagpur, Allotment of Centres will be on the first-apply-first-allot basis and once the capacity of a particular centre is attained the same will be frozen. Applicants, who cannot get a centre of their choice due to ceiling, will be required to choose a centre from the remaining ones. Applicants are, thus, advised that they may apply early so that they could get a Centre of their choice. NB : Notwithstanding the aforesaid provision Commission reserve the right to change the Centres at their discretion if the situation demands. Candidates admitted to the examina- tion will be informed of the time table and place or places of examination. Candidates should note that no request for change of centre will be granted. 3. CONDITIONS OF ELIGIBILITY : (a) Nationality : A candidate must either be : (i) a citizen of India, or (ii) a subject of Bhutan, or (iii) a subject of Nepal, or (iv) a Tibetan refugee who came over to India before the 1st January, 1962 with the intention of permanently settling in India, or (v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or Vietnam with the intention of per- manently settling in India. Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. Certificate of eligibility will not, however, be necessary in the case of candidates who are Gorkha subjects of Nepal. (b) Age Limits, Sex and Marital Status : Only unmarried male candidates born not earlier than 2nd January, 1997 and not later than 1st January, 2000 are eligible. The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates main- tained by a University which must be cer- tified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificates. These certificates are required to be sub- mitted only after the declaration of the result of the written part of the examina- tion. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted. The expression Matriculation/ Higher Secondary Examination Certificate in this part of the instruction includes the alter- native certificates mentioned above. Note 1 : Candidates should note that only the Date of Birth as recorded in the Matriculation/Higher Secondary Examination Certificate available or an equivalent certificate on the date of submission of applications will be accepted by the Commission and no subsequent request for its change will be considered or granted. Note 2 : Candidates should also note that once a Date of Birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently or at any subse- quent examination on any ground whatsoever. Note 3 : The candidates should exer- cise due care while entering their date of birth in the respective column of the online Application Form for the Examination. If on verification at any subsequent stage any variation is found in their date of birth from the one entered in their Matriculation or equivalent Examination certificate, disciplinary action will be taken against them by the Commission under the Rules. Note 4 : Candidates must undertake not to marry until they complete their full training. A candidate who marries subsequent to the date of his applica- tion though successful at this or any subsequent examination will not be selected for training. A candidate who marries during training shall be dis- charged and will be liable to refund all expenditure incurred on him by the Government. (c) Educational Qualifications : (i) For Army wing of National Defence Academy :- 12th Class pass of the 10+2 pattern of School Education or equivalent examination conducted by a State Education Board or a University. (ii) For Air Force and Naval Wings of National Defence Academy and for the 10+2 Cadet Entry Scheme at the Indian Naval Academy :- 12th Class pass of the 10+2 pattern of School Education or equi- lvalent with Physics and Mathematics conducted by a State Education Board or a University. Candidates who are appearing in the 12th Class under the 10+2 pattern of School Education or equivalent examina- tion can also apply for this examination. Such candidates who qualify the SSB interview but could not produce Matriculation/10+2 or equivalent certifi- cate in original at the time of SSB Interview should forward duly attested photocopies to ‘Directorate General of Recruiting, Army HQ, West Block-III, R.K. Puram, New Delhi-110066 and for Naval Academy candidates to 'Naval Headquarters, DMPR, OI&R Section, Room No. 204, ‘C’ Wing, Sena Bhavan, New Delhi-110011' by 24th June, 2016 failing which their candidature will be can- celled. Certificates in originalissued by the Principals of the institutionsare also acceptable in cases whereBoards/Universities have not yet issuedcertificates.Certified true copies/photostate copies ofsuch certificates will not be accepted.In exceptional cases the Commissionmay treat a candidate, who does not pos-sess any of the qualifications prescribedin this rule as educationally qualified pro-vided that he possesses qualifications,the standard of which in the opinion of theCommission, justifies his admission tothe examination. NOTE 1 : Candidates appearing in the11th class exam are not eligible for thisexamination.NOTE 2 : Those candidates who have yetto qualify in the 12th class or equivalentexamination and are allowed to appear inthe UPSC Examination should note thatthis is only a special concession given tothem. FEE :Candiates (excepting SC/ST candidates/Sons of JCOs/NCOs/ORs specified inNote 2 below who are exempted frompayment of fee) are required to pay a feeof Rs. 100/- (Rupees Hundred only)either by depositing the money in anyBranch of SBI by cash, or by using netbanking facility of State Bank of India/State Bank of Bikaner & Jaipur/StateBank of Hyderabad/State Bank ofMysore/ State Bank of Patiala / StateBank of Travancore or by usingVisa/Master Credit/ Debit Card. NB 1. Applicants who opt for Pay byCash mode should print the systemgenerated Pay-in-slip during Part-II reg-istration and deposit the fee at thecounter of SBI Branch on the next work-ing day only. Pay by cash modeoption will be deactivated at 23.59hours of 16.07.2015 i. e. one daybefore the closing date; however,applicants who have generated theirPay-in-slip before it is de-activated maypay at the counter of SBI Branch duringbanking hours on the closing date. Suchapplicants who are unable to pay bycash on the closing date i.e. duringbanking hours at SBI Branch, for reasonwhatsever, even if holding a valid Pay-in-slip, will have no other offline optionbut to opt for online Debit/Credit Card orinternet Banking Payment mode on theclosing date i.e. till 23.59 hours of17.07.2015.NB 2. Candidates should note that pay-ment of examination fee can be madeonly through the modes prescribedabove. Payment of fee through any othermode is neither valid nor acceptable.Applications submitted without the pre-scribed fee/mode (unless remission offee is claimed) shall be summarily reject-ed.

    NB 3. Fee once paid shall not be refund-ed under any circumstances nor can thefee be held in reserve for any other exam-ination or selection. NB 4. For the applicants in whose casepayment details have not been receivedfrom the bank, they will be treated as fic-titious payment cases and their applica-tions will be rejected in the first instance.A list of all such applicants shall be madeavailable on the Commission's websitewithin two weeks after the last day of sub-mission of online application. The appli-cants shall be required to submit theproof of their fee payment within 10 daysfrom the date of such communicationeither by hand or by speed post to theCommission.     Spinal Conditions(f) Past medical history of diseases

    or injury of the spine or sacro iliacjoints, either with or without objec-tive signs which have preventedthe candidate from successfullyfollowing a physically active life, isa cause for rejection for commis-sioning in IAF. History of spinalfracture/ prolapsed intervertebraldisc and surgical treatment forthese conditions will entail rejec-tion. The following conditionsdetected radiologically duringmedical exam will disqualify acandidate for Air Force service.

    (i) Granulomatous disease of spine(ii) Arthritidies/spondylosis- Rheumatoid arthritis and allied

    disorders- Ankylosing spondylitis- Osteoarthrosis, spondylosis and

    degenerative joint disease- Non articular rheumatism (e.g.

    (iii) Spondylolisthesis/spondylolysis.(iv) Compression fracture of verte-

    brae.(v) Scheuerman's disease

    (Adolescent kyphosis).(vi) Loss of cervical lordosis when

    associated with clinically restrict-ed movements of cervical spine.

    (vii) Unilateral/Bilateral cervical ribswith demonstrable neurological orcirculatory deficit.

    (viii) Scoliosis more than 15 degree asmeasured by Cobb's method.

    (ix) Degenerative Disc Discase.(x) Presence of schmorl's nodes at

    more than one level.(xi) Atlanto-occipital and atlantoaxial

    anomalies.(xii) Hemi vertebrae and/or incom-

    plete block (fused) vertebrae atany level in cervical, dorsal orlumbar spine and complete block(fused) vertebrae at more thanone level in cervical or dorsalspine.

    (xiii) Unilateral Sacralisation or lum-barisation (Complete or incom-plete) at all levels and bilateralincomplete sacralisation or lum-barisation.

    (xiv) Any other abnormality if so con-sidered by the specialist.

    (g) Mild Kyphosis or Lordosis wheredeformity is barely noticeable andthere is no pain or restriction ofmovement will not precludeacceptance.

    (h) In case of noticeable Scoliosis orsuspicion of any other abnormali-ty or spinal deformity, more thanmild, appropriate X-rays of thespine are to be taken and theExaminee referred for specialistsadvice.

    (i) The following conditions detectedon X-ray examination will be dis-qualifying for entry to ArmedForces.

    (i) Granulomatius disease of spine.(ii) Arthritidies/spondylosis(iii) Scoliosis more than 15 degree as

    measured by Cobbs Method (10degree for Army).

    (iv) More than mild Kyphosis/Lordosis(v) Spondylolisthesis/Spondylosis.(vi) Herniated nucleus pulposes.(vii) Compression fracture of Vertebra.

    (viii) Sacaralisation Disease(ix) Cervical ribs with demonstrable

    neurological or Circulatory deficit.(x) Presence of Schmorls node at

    more than one level.(xi) Atlanto-occipital, and atlantoaxial

    anomalies.(xii) Incomplete Sacaralisation

    Unilateral or Bilateral(xiii) Spinabifida other than SV 1 and

    LV 5 if completely sacralised.(xiv) Any other abnormality, if so con-

    sidered by specialist.(j) A candidate should have no past

    history of mental breakdown orfits.

    (k) The hearing should be normal. Acandidate should be able to heara forced whisper with each ear ata distance of 610 cms in a quietroom. There should be no evi-dence of present or past diseaseof the ear, nose and throat.Audiometric test will be done forAF. Audiometric loss should notexceed+20 db in frequenciesbetween 250 Hz and 4000 Hz.There is no impediment ofspeech.

    (l) There should be no signs of func-tional or organic disease of theheart and blood vessels. Bloodpressure should be normal.

    (m) There should be no enlargementof liver or spleen. Any evidence ofdisease of internal organs of theabdomen will be a cause forrejection.

    (n) Un-operated hernias will make acandidate unfit. In case of Herniawhich has been operated, a mini-mum of 6 months must havepassed prior to final medicalexamination before commence-ment of the course.

    (o) There should be no hydrocele,varicocele or piles.

    (p) Urine examination will be doneand any abnormality if detectedwill be a cause for rejection.

    (q) Any disease of skin which is likelyto cause disability or disfigure-ment will also be a cause forrejection.

    (r) A candidate should be able toread in a distant vision chart 6/6 inbetter eye and 6/9 in worse eyewith or without glasses. Myopiashould not be more than 2.5 Dand hypermetropia not more than3.5 D including Astigmatism.Internal examination of the eyewill be done by means of opthal-moscope to rule out any diseaseof the eye. A candidate must havegood binocular vision. The colourvision standard, will be (CPIII) forArmy. A candidate should be ableto recognise red and greencolours. Candidates will berequired to give certificates thatneither he nor any member of hisfamily has suffered from congeni-tal night blindness. The cost of training including accom-modation, books, uniforms, boardingand medical treatment will be borne bythe Government.     p.m. If in any case a cadets's parentsor guardian is unable to meet wholly orpartly even this expenditure financialassistance of Rs. 1000.00 p.m. for theperiod of training may be granted bythe Government whose parents incomeis less than Rs. 21,000/- per month.Cadet whose parent's or guardian'sincome exceeds Rs. 21,000/- permonth will not be liable for the assis-tance.     (1) PARASHURAM BHAU PATWARD-HAN SCHOLARSHIP-This Scholarshipis granted to cadets overall first inAcademics of Passing out Course.One time scholarship amount is Rs.5000/-.(2) COLONEL KENDAL FRANKMEMORIAL SCHOLARSHIP - Thisscholarship is of the value of Rs.360.00 per annum and awarded to aMARATHA cadet who should be theson of an ex-serviceman. The scholar-ship is in addition to any financial assis-tance from the Government.(3) KAUR SINGH MEMORIAL SCHOL-ARSHIP - Two scholarships are award-ed to cadets who obtain the highestposition amongst candidates fromBIHAR. The value of each scholarshipis Rs. 37.00 per mensem tenable for amaximum period of 4 years during thetraining at the National DefenceAcademy, Khadakwasla and thereafterat the Indian Military Academy, DehraDun and the Air Force Flying College;and Indian Naval Academy, Ezhimalawhere the cadets may be sent for train-ing on completion of their training at theNational Defence Academy. The schol-arship will, however, be continued sub-ject to maintaining good progress at theabove institution.(4) ASSAM GOVERNMENT SCHOL-ARSHIP - Two scholarships will beawarded to the cadets from ASSAM.The value of each scholarship is Rs.30.00 per mensem and is tenable forthe duration of a cadets stay at theNational Defence Academy. The schol-arships will be awarded to the two bestcadets from ASSAM without any refer-ence to the income of their parents.The cadets who are granted this schol-arship will not be entitled to any otherfinancial assistance from the

    Government.(5) UTTAR PRADESH GOVERNMENTSCHOLARSHIPS - Two scholarshipseach of the value of Rs. 30.00 permonth and an outfit stipend of Rs.400.00 are awarded to two cadets whobelong to UTTAR PRADESH on merit-cum-means basis and are tenable for aperiod of three years subject to satis-factory performance by the cadets atNational Defence Academy. Cadetswho are granted these Scholarshipsare not entitled to any other financialassistance from Government.(6) KERALA GOVERNMENT SCHOL-ARSHIPS - One merit scholarship ofthe value of Rs. 480/- per annum forthe entire period of training at NDA, willbe awarded by the State Governmentof Kerala to a Cadet who is domiciledresident of the State of KERALA andwho secures the first position in the allIndia UPSC Entrance Examination toNDA irrespective of the fact whether hehas passed out from RIMC or from anyof the Sainik Schools in India. Thefinancial position of a Cadetsfather/guardian is not taken into consid-eration.(7) BIHARI LAL MANDAKINI PRIZE -This is cash prize of Rs. 500.00 avail-able for the best BENGALI boy in eachCourse of the Academy. ApplicationForms are available with theCommandant, National DefenceAcademy.(8) ORISSA GOVERNMENT SCHOL-ARSHIPS - These scholarships, onefor the Army, one for the Navy and theother for the Air Force of the value ofRs. 80.00 each per month will beawarded by the Government of Orissato the cadets who are permanent resi-dents of the State of ORISSA. Two ofthese scholarships will be awarded onthe basis of merit-cum-means of thecadets whose parents or guardiansincome does not exceed Rs. 5,000/-per annum and the other one will begiven to the best cadet irrespective ofhis parents or guardians income.

The value ofeach scholarship is Rs. 30.00 permonth during the first two years oftraining and Rs. 48.00 per month dur-ing the third year of training. Thesescholarships will be available to thosecadets whose parents income is belowRs. 500.00 per month. No cadet inreceipt of financial assistance from theGovernment will be eligible for thisscholarship.(21) TAMIL NADU GOVERNMENTSCHOLARSHIP - The Government ofTamil Nadu has instituted at NDA onescholarship per course of the value ofRs. 30/- per month plus an outfitallowance of Rs. 400/- (one only duringthe entire period of cadets training) tobe awarded to a cadet belonging to theState of TAMIL NADU whose parents/guardians monthly income does notexceed Rs. 500/-. The application byan eligible cadet can be made to theCommandant, National DefenceAcademy on their arrival.(22) KARNATAKA GOVERNMENTSCHOLARSHIPS- The Govt. ofKarnataka has awarded scholarshipsto cadets from Karnataka State whojoin the National Defence Academy.The value of the scholarship shall beRs. 1000/- (Rupees One thousand) permonth and outfit allowance of Rs.12000/- in first term.(23) ALBERT EKKA SCHOLARSHIP-The Government of Bihar has institutedat NDA 25 merit Scholarships at Rs.50/- per month for entire period of sixterms at the NDA and Rs. 650/- onetime towards clothing and equipment.The cadet awarded the above meritscholarship would not be eligible forany other scholarship or financial assis-tance from the Government. The appli-cation by an eligible cadet can be madeto the Commandant National DefenceAcademy on their arrival.(24) FG OFFICER DV PINTOOMEMORIAL SCHOLARSHIP - GP CaptM Vashishta has instituted 3 scholar-ships of Rs. 125/- each per month atNDA for one term to be awarded to thefirst three cadets in the order of meriton completion of their first semester tillend of second term. The cadets inreceipt of Govt. Financial Assistancewill not be eligible for the above schol-arships. The application for eligiblecadets can be made to theCommandant, NDA on arrival.(25) FINANCIAL ASSISTANCE TOWARDS OF EX-SERVICEMEN-MAHARASHTRA STATEThe wards of Maharashtrian ex-serviceofficers/men who are undergoing train-ing as cadets at NDA will be given Rs.

    50,000/- as one time incentive.The parents/guardians of the wardsshould submit their applications to theirrespective Zilla Sainik Welfare Officealongwith the certificates obtained fromthe Academy. The Haryana State Govt. has declareda cash award of Rs. 1,00,000/-(Rupees one lakh) to every individualwho successfully completes the train-ing at NDA/IMA/OTA and otherDefence Academies of National Statusand domicile of State of Haryana.(27) INCENTIVE GRANT TO CADETSDOMICILE OF UT, CHANDIGARHUNDER TRAINING AT NDA.Chandigarh Administration has intro-duced the scheme for grant of one timeincentive of Rs. 1,00,000/- (Rupeesone lakh) to the cadets who are resi-dent of UT, Chandigarh and joinedNDA .5. Immediately after the selected candi-dates join the Academy, a preliminaryexamination will be held in the followingsubjects.(a) English;(b) Mathematics;(c) Science;(d) Hindi.The standard of the examination in thesubjects at (a), (b) and (c) will not behigher than that of the HigherSecondary Examination of an IndianUniversity or Board of HigherSecondary Education.The paper in the subject at (d) isintended to test the standard attainedby the candidate in Hindi at the time ofjoining the Academy.Candidates are, therefore, advised notto neglect their studies after the com-petitive examination.TRAINING6. The selected candidates for thethree services, viz., Army, Navy and AirForce are given preliminary trainingboth academic and physical for a peri-od of 3 years at the National DefenceAcademy which is an Inter-ServiceInstitution. At the I.M.A. Army Cadets are knownas Gentlemen Cadets and are givenstrenuous military training for a periodof one year aimed at turning officercapable of leading infantry Sub-units.On successful completion of trainingGentlemen Cadets are grantedPermanent Commission in the rank ofLt. subject to being medically fit inSHAPE one.9. The Naval cadets are selected forthe Executive Branch of the Navy, onpassing out from the National DefenceAcademy and are given further trainingat Indian Naval Academy, Ezhimala fora period of one year on successfulcompletion of which they are promotedto the rank of Sub Lieutenants.10. Air Force Cadets receive flyingtraining for a period of 1 years.However, at the end of 1 year of train-ing they are given provisionalCommission in the rank of FlyingOfficer. (a) Army Group Insurance Fund is acompulsory contributory groupscheme, which provides insurancecover for Rs. 10 lac on payment of onetime non refundable premium of Rs.4250/- for 3 years paid in advance inlump sum by the cadets includingNaval and Air Force Cadets of NDAfrom the date of joining for Pre-com-mission training till completion of train-ing at NDA. In case of relegation, anadditional premium of Rs. 770/- per rel-egated term will be paid immediately onoccurrence. In addition, a cadet withdrawnon disciplinary grounds or as undesir-able or voluntarily leaves the Academywill also not be eligible for disabilitybenefits and ex-gratia.(b) At IMA when in receipt of stipendthe Gentlemen Cadets are providedinsurance cover of Rs. 50 lac with amonthly contribution of Rs. 5000.w.e.f 01 Sept., 2013 as per main AGIscheme as applicable to regular offi-cers.
