I a person looks straight at a laser beam,or its refection, the beam ocuses on a small area o the eyesretina causing severe damage, and possibly resulting in permanentblindness.

    Protective eyewear is one o the most important saetyprecautions. Provide your laser operators with eyewear that isspecically designed to be worn when working around lasers andshould protect a person or a minimum o a 10 second exposure.Filtering screens are available or longer exposures. People whowork in the general area o lasers should also wear protective eyeequipment, even i they do not work directly on the lasers. Otherpotentialhazardsincludenoxiousfumesandultravioletradiation. The presence o these hazards may require ventilationsystems or respirators, or protective clothing such as gloves. BeawarethattheGeneralDutyClauseoftheOSHAActof1970 requires employers to urnish each o his employees a placeo employment which is ree rom recognized hazards that arecausing or are likely to cause death or serious physical harm.ManyOSHAinspectorshaveusedthatphrasewhenreviewinglaser operations as a basis or requiring employers to revise

    ANSI Z 136.1-2007, Sae Use o Lasers, provides inormationon how to classiy lasers or saety, laser saety calculations andmeasurements, laser hazard control measures, and

    recommendationsforLaserSafetyOfcersandLaserSafetyCommittees in all types o laser acilities. ANSIZ136.1callsforaLaserSafetyOfcer,andpropertraining or laser operators.     Brenco 25th Anniversary CelebrationWhen most people think o a birthday party, they think o balloons,

    cake, cheesy music, and, depending on the age o the celebrator, aclownortwo.FMA2008ChairmanSteveHeimwouldhavenoneof

    that or Brencos big day. Jim Warren, FMAs director o education,made the trip out to Delta, British Columbia, to witness the estivities.

    Wow! Steve and the Brenco crew really know how to throw aparty! said Warren. What a treat and honor it was or FMA to bepart o this celebration.

    Clowns and cake were replaced by a traditional Irish band, brats,shish kebabs, and a charitable undraiser all enjoyed by a ewhundred people, including the Delta mayor, local premier, customers,suppliers, amily you name it, they were there. To top it o throughgenerous donations o equipment, tools, wine, and gol packages romBrencos suppliers and customers, the Brenco 25th Anniversary SilentAuction raised just under $3,000 or the FMAs Foundation! Way togo Steve and Brenco crew!

    Brenco was ounded in 1983 right in the middle o the hard times

    that hit British Columbia rom 1981 and lasting until 1985. Twenty-ve years later, the company has tremendously grown. The state o theart acility currently in use is 12 times the size o the original shop.However,growthismorethanameasurementofsquarefootage.Heimis able to boast that 30 percent o his sta has been with Brenco ormorethan10years.Althoughthisisanimportantstatistic,Heimisjust as proud o the act that roughly a quarter o his sta was not evenborn when his company began!

    Brenco is prepared or the uture with a diverse sta o young andexperienced working side by side. Not all companies in the metalprocessing eld are so lucky. Brenco is a strong Advantage Member oFMA.

    Tell Me About KwantlenThe Kwantlen people, an indigenous Coast Salish people in

    British Columbia, are a subgroup o First Nation or Native Americancultures. It is also the namesake o FMAs newest Certied EducationCenter (CEC). SteveHeimhasfosteredagreatrelationshipwithKwantlenPolytechnic University (www.kwantlen.bc.ca), located in Surrey,British Columbia. The Universitys new trade and technology ocusedCloverdale Campus, and its seven-gure price tag, show this CanadianProvinces commitment to educating a new generation o skilledworkers.

    The relationship between Brenco, Kwantlen, and FMA is centeredon what is called a Certied Education Center (CEC). These centerare a partnership between FMA and technical schools to engage,educate, and certiy young people in the eld o metal abricating.

    The primary beneciary o CECs are employers who reap therewards o a skilled (and replenishing) work orce. Fabricationinstructor Rob Finlayson arranged a complete tour o the newcampus or FMA.

    This was one o the most advanced welding training acilities Ivseen anywhere hands down, said Warren. Kwantlen has a two-year waiting list to get into its welding program and its easy to seewhy. Equally impressive is the abricating program and its AccurPrespress brake with new controls and tooling. The uture looks good oKwantlen and their students!

    / A Div. o Russel Metals Inc., was gracious enough to host FMA onplant tour. A.J. Forsyth, a company begun by its namesake as animport/export business in 1908, grew into the entity it is today in2001 when shares o the company were bought by Russel Metals.

    McLeod currently serves on FMAs Plate Processing & FabricatingTechnology Council, and is a veteran o several Metal MattersConferences.Hebroughttheplantalongthepathtowardleanmanuacturing, including a robust 5S program and a logical lean foo products through the plant.     company ounder and president Jim Longo. Jim personally took FMon a tour o his busy pipe abricating plant.     What Signs Will Show Credit Crisis is Weakening?Thus ar, the global nancial crisis has involved everything rom $700-

    billion bailouts (not orgetting another $100 billion or rum subsidies and

    such), bank nationalizations in Iceland, dramatic declarations to ully back

    depositors in Ireland and Germany, and massive outpourings o liquidity rom

    the central banks around the world - all geared to rescuing the credit markets.

    The questions on the minds o business people are almost too varied to count,but the big ones are, will this work, and how will we know?

    The primary problem is that banks have too much toxicity in their

    portolios. These bad debts are hovering over them and making banks highlydistrustul o one another. The bad portolios have paralyzed the normal fow

    o lending, which has driven up the indicative rates to the point where credit

    has been evaporating. This is making it very hard or businesses to get loans.

    Consumers are also struggling to get car loans, mortgages, and even extended

    credit card debt. I the credit markets remain this tightly shut, the economy

    will slide that much deeper into decline.

    Weve identied the problem, but how do we know whether the intended

    xes are working? The best indicator will be what happens to key interest rates

    and certain elements o banking behavior. The most important set o

    indicatorsarethosethatarecollectivelyknownasLIBOR-London

    InterbankOfferedRate.Thereareavarietyofthese-overnight,onemonth,three months, and so on. They are designated as dollar rates and euro rates

    and are generally used as a shorthand way o gauging the banking community,

    as these are the rates that banks charge each other or unsecured loans. The

    rates have risen rapidly since the collapse o Lehman Brothers and the

    ull-scale emergence o the credit crisis. They have been as high as 4.9 percent

    in recent weeks and have just allen to 4.3 percent. They are moving in the

    right direction, but a ew months ago they were as low as 1.5 percent. In any

    case,ifthebailoutsarestartingtowork,theLIBORwillfall.Iftheplanisnot

    working all that well, they will not.Another good indicator is the extent to which the money markets start

    loosening up. Thus ar, nearly all liquidity in the nancial sector is coming

    rom the central banks and other government eorts. When the money

    markets start putting their cash up again, that will be a good sign oimprovements to come. This started to happen last Friday and there was a

    little acceleration on Monday as well.

    Given that most o the bailouts have yet to be implemented, these are good

    signs. It is expected that more fexibility will be evident as the plans are ully

    ormed and started. The Treasury has nally begun discussing what the bailout

    will look like and what kind o debt they will buy. They have also started to

    set the conditions or purchase, which will give the markets something to playwith. CK

    What Direction Will the Auto Industry Go?The travails o the auto industry have been well-documented over the pas

    year. It goes without saying that nearly everything that could go wrong in

    thissectorhasgonewrong.Highfuelpricesdampenedinterestinthelarger

    vehicles that had been in demand. Consumers began to be concerned about

    their jobs and their household debt as the sub-prime crisis escalated to a leve

    where the entire banking system has been aected. Those who still want tobuy a car are having trouble qualiying or loans, so demand is generally dow

    Raw material and labor costs are up. The decline in the U.S. Big Three has

    been close to catastrophic, and many analysts are unsure what the U.S. automarket is destined to look like in the uture.

    There are at least three scenarios in play at the moment, and all o them

    are likely to develop to some degree. The rst is that the Big Three will

    consolidate in one way or another. It looks likely that GM and Chrysler wil

    combine, despite the challenge o nding unding or the merger. Cerberus

    wants to get out o their investment in Chrysler to some degree, and seems

    prepared to sweeten the pot to keep GM interested. The combined compan

    will have roughly a year to make its move. Ford is another story. It may le

    bankruptcy protection in order to reorganize - not unlike the actions taken b

    the airlines a ew years ago. It may also position itsel or some kind o

    combination with a oreign car company.This leads to the second scenario - more engagement in the U.S. market

    fromforeignmanufacturers.ToyotaandHondaarealreadymoreU.S.

    companiesthanJapanese,intermsoftheirsalesandgrowth.Hyundaiis

    nearing that point as well . Volkswagen is coming back to the U.S. or

    manufacturingaftermorethanadecadesabsence.OtherAsian

    manuacturers have an eye on the U.S. market, and will be arriving in orce

    the years to come. These may come as others have - via exports, to build som

    market presence - but there is also the chance that some will buy into the U

    market by acquiring all or part o a U.S. manuacturer.The most likely to pursue that option will be Chinese makers that have

    been working with U.S. companies or almost 10 years now. Some Europea

    makers are expected to expand as well - especially the Germans, who have

    already established beachheads in the States. The dark horse on the Europeaside will be Renault-Nissan, but there is also the chance that Fiat may try to

    salvage itsel with an American investment.

    The third trend is perhaps the hardest to assess. The American consumer

    not a big an o the small car, and these sub-compacts only make real progre

    when uel issues dominate the conversation. Earlier in the year, the arrival o

    $4-a-gallon gas swept many people in the direction o the small car, but as

    prices have eased at the pump it is clear that the love aair with the SUV antruck have not come to an end just yet. The struggle will be between the des

    or big and roomy and the need or ecient and cheap. I the car industry

    gambles wrong, the costs will be catastrophic; but i the mood is captured, t

    industry may be able to salvage a decent 2009. CK
