2.0 PROJECT DESCRIPTION

2.1 Project Area and Location

The proposed 34 Storey Citic Trade Center project will be located at Barangay 76, World Trade Center, City of Pasay. It is bounded on its north by the City of Manila, on its northeast side is the City of Makati and the Municipalities of Taguig. Parañaque City are on the west and south of Pasay City, respectively while the Manila Bay is on its west. It will occupy an area of around 5,381 sqm.

Provided in Figure PD-1 is the google earth map and in Figure PD-2 the vicinity map of the proposed project site. The preliminary master development plan is shown in Figure PD-3.

3.0 Process & technology/Project Components

In respect of “Process” in the context of the PEISS as embodied in the Revised Procedural Manual this does not apply for this type of Projects.

“Technology” does not similarly strictly apply. Instead the Master Development Plan may be construed as reflecting the Technology involved.

4.0 Project rationale

The rapid urbanization of Metro Manila, in particular of the City of Pasay and the robust opportunities for economic and social development and enhancement are key rationale for the proposed project.

With regards to the proposed project, it aims to stimulate commercial growth and to provide much needed employment and livelihood opportunities to the City.

5.0. Project Components

The major components of the project are:

Provided in Figure PD-3 the Preliminary Master Development Plan of the Proposed Project.

6.0 The Direct and Indirect Impact Areas

The delineation of the EIA Study Areas is based on the Direct Impact Area (DIA) and the Indirect Impact Area (IIA). These study areas are identified in the discussions of the specific modules, i.e. Land, Water, Air and People.

THE PRE-EIS IMPACT AREAS FOR THE CONSTRUCTION PHASE UP THROUGH THE FORMATION OF LAND

The guidelines provided by the Revised Procedural Manual for the DENR Administrative Order 2003-30 relevant to this project are used for the delineation of the DIA and IIA, to wit:

a. Direct impact area (DIA) is … the area where ALL project facilities are proposed to be constructed/situated and where all operations are proposed to be undertaken. For most projects, the DIA is equivalent to the total area applied for an ECC.

For the proposed project, the DIA are:

o The project site itself wherein the construction activities will be undertaken.

o Barangay 76 the proposed project are considered DIAs because of socio-economic aspects and maybe also of environmental/risks aspects principally flooding and earthquake.

b. Indirect Impact Area (IIA) …an IIA can be the stretch of the river/s OUTSIDE the project area but draining the project site which can potentially transport Total Suspended Solids and other discharges from the project towards downstream communities.

7.0 Project Phases, Key Environmental Aspects, Wastes, Issues, Built-in Measures (Initial)7.1 Description of Project Phases

Development Phases in terms of specific activities (with special attention on those with significant environmental impacts as well as climate change adaptation options relevant to the project and project activities) and corresponding projected implementation timeframes:

7.1.1 Pre-Construction/Pre-Development Phase

This phase does not involved activities as partially listed below which are associated with environmental impacts or risks:

Site evaluation, design and engineering work Securing of necessary permits, including the Environmental Compliance Certificate (ECC); Baseline monitoring as maybe relevant Financial Planning and Closing Marketing and Promotion

7.1.2 Construction Phase

Site Preparation Works

Major activities which have relevance to impacts on the environment are

Site Clearing and Grubbing Works Site Grading (minimal); No Land Cutting involved

By the nature/theme of the project and its choice of location, minimum or nil disturbance of the existing landform and terrestrial ecology will be ensured. Site preparation will be confined to the specific footprints for each buildings and internal road networks.

Potential damage to access roads due to transport of construction vehicles.

Generation of domestic wastes and construction scrapsStrict compliance to garbage management in accordance with RA 9003 will be imposed on the Construction Contractor.

Temporary facilities (”Temfacil”) will include temporary or portable toilets with wastes to be disposed on shore.

No hazardous or toxic substances (per RA 6969 classification) will be involved except for minimal amount of construction scraps and spent substances (e.g. spent paints, lighting fixtures, etc).

Benefits will accrue to community and people such as temporary job and livelihood opportunities

The Proponent will encourage the Construction Contractor to give priority to qualified local residents in the hiring of construction works.

7.1.3 Operations Phase

The operations-phase activities will generate domestic wastes and sewage and solid garbage including food wastes.

Waste water treatment units will be designed, engineered and constructed to comply with the applicable water effluent standards (DAO 2016-08). Water recycling to be employed.

Composting of biodegradable wastes be considered with the resulting product useful for landscaping and vegetation purposes.

Minimal or nil amounts of hazardous wastes,,e.g. spent lighting bulbs, computer parts and electronic wastes will be generated. These are collected in special bins for disposal by accredited third party TSD (Treatment, Storage and Disposal) service providers.

Water for domestic purposes, drinking, food preparation, toilet and bath will be sourced from the local water distributor.

7.1.4 Decommissioning

The decommissioning plans and activities will be subject to prior clearance by the EMB and will occur at the end of life of the project of at least 25 years, minimum.

In the absence of toxic and hazardous wastes involved during the operations phase, no residual impacts on land and water are expected.
