AT BHALESSA

Under the scheme of NCPUL Govt of India

ABOUT BHALESSA:

Bhalessa is located in northern most state of Jammu and Kashmir. It has umpteen number of roots to reach the desired destination. Full of awe aspiring mountains and having a huge potential of tourism industry here, The narrow road snaked its way through towering slopes, throwing up enormous clouds of dust. It passed by little hamlets, comprising a couple of houses built around pagoda-shaped mosques and box-like temples with sloping roofs made of corrugated iron Bhalessa is known for traditional communal hormony.Owing to the commitment and mutual understanding of the Hindu Muslim secular heritage the nefarious designs has been wiped and local inhabitants diverted their attention towards the higher objectives. Bhalessa has a rich history. The area derived its name from its people “Bhalay Loug” (The right people with right destiny)- The people working and inhibiting without any political mileage.The two communities continue to live together in the same towns and villages in relative peace, beside the fissiparous tendencies of nefarious designs prevalent here.Bhalessa is full of meadows popularly known as Dhar like Kanthi, Soin Bhagar, Roharhi, Dagan, Bal Padri, etc. the area is mountainous, it has umpteen number of trekking routes which pass through places with unbelievable captivating scenic beauty.

The place is a comfortable base for trekkers and mountaineers, on their way to the Great Himalayas By road, bus services from Doda connect Bhalessa. The nearest railhead is 119 km away at Jammu. Tiny patches of wheat and mustard, like patchwork quilts, straddled the edge of the stream that rushed down from the snow-capped peaks in the distance with an irrepressible passion to merge into the Chenab beyond. Children played cricket on improvised pitches on patches of land left fallow or lazed around on conical haystacks.Weather-beaten Bakkarwal men, with their hennaed beards and loosely wound turbans, led flocks of hairy mountain goats. Their children and womenfolk followed after them, driving mules laden with pots, pans and bedding their mobile homes. The perfect picture of serenity.Bhalessa is one of the most remote and inaccessible parts of Doda. Straddling the border with Chamba in Himachal Pradesh, it has a Muslim majority, with a Hindu minority of a little more than a third of the population.The history of Bhalessa and Bhaderwah dates back to 200 B.C. When the revered Buddhist scholar Nagsena was invited to a discussion by king Mender in his palace at Sakla.Kishtwar.In the discussions Nagsena replied all the questions of the king who then embraced Buddhism and became king Milinda. Nagsena recorded the discussion in “Millinda Panha” a Pali Treatise on the fundamental principles of Buddhist philosophy.The Islamic faith entered the region of Bhalessa as a spiritual and moral force, when Alhaj Ab. Gani sadiqi invited the people and familiarised them of the faith. The principality of Bhaderwah Bhalessa was distributed into 15 tharas or administrative units. The total area of Jagir (including Bhalessa etc) was 533 sq.miles which after amalgamation with Udhampur district in 1931 was reduced to 213 sq.miles only. The earliest mention of the place is traced from Rajatarangni around (1112-28 A.D.)On the recommendations of Private Domain Assimilation Committee, the status of Bhadarwah ended in 1930 A.D. Consequently Bhadarwah became a tehsil of Udhampur District in 1931. After establishment of District Headquarter Doda, Bhadarwah was made a tehsil of this District including Bhalessa as a Niabet. Consequent upon reorganization of District and Tehsils, Naibat Thathri and Niabat Bhalessa of Bhadarwah Tehsil also became full fledged Tehsils in 1981. Tehsil Thathri and Tehsil Gandoh were carved out of

Sub- Division Bhaderwah. District Doda had one Sub-District Ramban, two Sub-Divisions namely Kishtwar and Bhaderwah.While Ramban and Kishtwar have been upgraded as Districts, Tehsil Bhalessa has been upgraded as Sub– Division. This way there again remain two Sub-Divisions i.e. Bhaderwah and Gandoh with three Tehsils namely Bhaderwah, Gandoh and Thathri in District Doda. As such, in any case one Sub-Division is to have two Tehsils while the other will remain Sub-Division for one Tehsil. It may be in place to mention that the distance from Thathri to Gandoh is only 30 Kms whereas distance from Thathri to Bhaderwah is around 60 Kms. Moreover, one has to first reach Khillani or Pul – Doda and then take another transport for going to Bhaderwah, causing inconvenience to the public.The motorable road from Thathri to Gandoh is in the process of up gradation which when completed, will make road journey from Thathri to Gandoh shorter and more convenient as compared to journey to Bhaderwah. Thus, on the basis of contiguity and administrative convenience Tehsil Thathri is in closer proximity to Gandoh than Bhaderwah and it will be in the larger interests of the public of Tehsil Thathri that it is made part of new Sub-Division Gandoh.Another demand received by the Committee during its visit to the area pertains to attachment of eleven villages of Patwar Halqas Patnazi and Jawalapur commonly known as Bunjawa with Tehsil Thathri after their detachment from Tehsil Kishtwar on the ground of proximity of the area and convenience of the people. Several projects has been taken by the government like Kahara Jai Road approved with sum of Rs. 20.78 crore under the Central Road Fund (CRF) Scheme for construction of 16 km long village road (3.75 m wide) with Retaining wall from Kahara Jai Road up to Village Jaurn. This road will connect village Kahara in Bhalessa area with Jai in Bhaderwah passing through the villages of Gugara, Malanu, Bithola, Bagdair, Halaran, Jooda and Shamdalian before entering the picturesque meadows of Jai in Bhaderwah thus opening up avenues of development for people of all these villages.

EDUCATIONAL PROFILE OF BHALESSA:-

Gone the days are when improvised the regions like Bhalessa testified the educational face threatening. There is change in the

sphere of right of the education of elementary to the highest and technical sectors. Once, the education was rare, there was only one primary school in Kalgoni Bhalessa where has been enrolled to get the education in the rare people. Ghulam Rasool Azad and Munshi Mahomet Anwer were the first to get the education of this primary school. Munshi and Azad Munshi Sahibs have studied to the Government’s primary school in Kilhotran and have been sent then to Bhaderwah for the supplementary studies. For the meantime the region appeared full of enthusiasm and clothed to education of the recieve started with the state and center

NGO National Students Welfare Association Bhalessa is having its big contribution for setting up of an IGNOU Special study centre in Bhalessa and putting forth the demand for setting up of Government Degree College at Kilhotran. 

On the other hand, In the summer of 1996, a few NGOs got together to think of ways in which they could play a role in the development of education in hilly terrain of Bhalessa Doda of J&K state. These young people shared the belief that education is a critical requisite and an effective catalyst for social and economic change in the area. Educational awareness became the agenda for the action group that emerged from this gathering, to represent the hope that had brought these individuals together and the hope that they aimed to bring into the lives of youth of the area.

The organization like Kohistan Association headed by Ghulam Hussain Bhall, National Students Welfare Association and NHRD Society headed by Basharat Hussain Malik managed free education camps for the students who were unable to perceive their education. The camps were hghly endorsed by local scholarly community like Shoket Ali Mattoo and Noor ul Hassan Wani. 

As far as primary education is concerned, there are two separate educational zones controlled by ZEO Gandoh covering all area of Gandoh, Neeli, Dudwar, Gowari, Jitota upto Khaljugasar Panchayat, and ZEO Bhatyas covering areas like Malanoo, Kahara, Jakyas upto halaran village.

On being prompted by the Tehsil Administration and Sub Divisional Megistrate Bhalessa, students and teachers of all these Institutions share a single table on the eve of Independence Day celebrations where they deliver patriotic speeches.As per the preliminary survey conducted by local NGO-National Students´ Welfare Association (NSWA) Bhalessa, there are Several schools wherein the students have to stay under open air to get education. Some such schools are either having no building or damaged infrastructure.

Ironically, The Government Middle School in Manoie Bhatyas is the testimony of the state of sorry affairs as the students has to stay under the lap of nature to get instructions from their teachers. The school building is totally damaged and students in a bad weather conditions have to leave their studies. In summer it becomes difficult for innocent poor children to stay in the school owing to the inadequate infrastructure like buildings.

The infrastructure of the most of these schools is in a bad shape. Some schools are without buildings and some are lacking teachers.

Very recently, the government under the leadership of the then Chief Minister Ghulam Nabi Azad and Mohammed Sharief Niaz MLA Bhaderwah sanctioned one Degree College at Kilhotran, that too is confronting inadequate infrastructure facilities like accommodation, the college is being run from single or two rooms vacated by Government Higher secondary school kilhotran, and finally the school has become prey of inadequate infrastructure forcing the students to sit in an open air.

MADERSA EDUCATION There is an unprecedented growth in the Madarasahs owing to which the students are graduated at the pattern of Dar ul Uloom Deoband of Utter Pradesh. The unique feature of these Madarasahs is that they focus on Inter community relations.  What is interesting is that donations and frequent visits by local Hindu’s to these Madarasahs.

Interestingly, the number rose to 12 in an inaccessible area of Bhalessa including Thathri. Besides nurturing the Islamic clerics from these Madarasahs including Hafiz and Ulema, these institutions

seemed increasingly imparting modern education also at the pattern of other government schools under the ambit of the state government.  

INTRODUCTION :

The contribution of rural youth and Urdu speaking populace to the society and the economy is well known. If given proper opportunity and encouragement, they have the potential to excel in every field.

However, a lot remains to be done to understand women’s needs and development of appropriate products for the benefit of rural populace. In order to meet the specific needs of skill upgradiation and competence development, the National Students Welfare Association Nagrota Jammu has formulated G R Azad college of Hr. Education BHALESSA. The Preliminary survey of the NGO in BHALESSA reveal that the there are so many villages and hamlets in the area having less rather no access to education and technology mission or any other community skill upgradiation programme.

The NGO find it worthwhile to approach NCPUL for the setting up of Computer Applications, Business Accounting and Multilingual DTP Centre at this place.

HISTORY OF NSWA: NSWA was set up in 2003 IN BHALESSA is a non-profit making voluntary organization registered under Societies Registration Act 1961. NSWA is dedicated to promote, establish, run & maintains educational institutions of excellence to keep pace with the rapid industrial development in this region. This society is managed by a Board of Governors comprising of eminent personalities who are great visionaries.

It was in the summer of 2002, a few students of Jammu University led by Mr. Sadaket Malik and others got together to think of ways in which they could play a role in the development of education in J&K state.

These young people shared the belief that education is a critical requisite and an effective catalyst for social and economic change in the area. Basic education became the agenda for the action group that emerged from this gathering.

The group was named NSWA to represent the hope that had brought these individuals together and the hope that they aimed to bring into the lives of youth of the area. In that summer of 2002, mission was born at University of Jammu J&K.

NSWA was setup with the aim of providing Formal, Non-formal, Medical, Technical, Professional and Vocational education. Further, the society aims at providing easily accessible and quality higher education through its institutions for Formal and Non-formal education as well as Multi Media Open and Distance Learning Mode.

Thus the ultimate goal of NSWA is to provide education of excellence at the doorsteps of the students.

NSWA aims at creating a modern education centre of excellence in Centre for rural Education and Vocational Training at BHALESSA 380 KMS FROM Jammu, provide value based education of international standards and with a motto to march ahead to build a Knowledge based society by democratizing education in remote and disadvantaged areas of the society.

We at NSWA are all set to conduct interdisciplinary research dealing with social, political and economic issues in a comparative framework with the collaboration with International Organisations and Universities. The Institute conducts research on strategies of planning and socio-economic development, international relations, national movements and cultural relations of third world.

SOME MILESTONES:

Massive Peace Rally:-

In June, 2003, the massive peace really was organized at Gandoh Bhalessa (Jammu) with a view to disseminate the message of peace and communal hormony, more then 5000 youth participated in the rally.

Free Education Camp:-

In December, 2003,a free education camp was organized at Soti Bhalessa,wherein the students were imparted free education.

Seminars:-

In March, 2004, a series of seminars and awareness camps was  organized on communal harmony, national integration,youth  leadership,self employment till May 2004.

Students Welfare Academy Kakoo Jammu:-

In June,2004,he was opened a school “Students Welfare Academy at Kakoo (Doda) wherein the needy students are getting free education.

Orphan Welfare Programme:-

In July,2004 onwards, orphan welfare programme was organized in various schools of more  than 20 orphans were given free books for perceiving their studies.

Recognition:-In March, 2005, NSWA facilitated social   workers, NGOs, academicians, peace activists and meritorious students of the District.

National Integration:

In June 2005, a District level seminar on role of students in national building was organized at town hall Doda wherein more than 16 students spoke on the topic.

Information Cell for Youth:-

In August 2005, NSWA established an information cell to disseminate the information to youth regarding career development and self employment programmes launched by Govt. Of India.

Solid Waste Management:-

In November 2005, NSWA organized a massive campaign on solid waste management in   Gandoh (Doda) in collaboration with WWF Nature India.

Value inculcation:-

In order to inculate the cultural and human values among the current posterity the association organized seminars,group discussions,on truth  and non violence at Doda. The overall programme was presided and inspected by Distt.Development commissioner Doda Sh. Gulzar Ahmed Qureshi (KAS) 30 speakers of different area of schools participated in the seminars.The ngos hold an valedictory ceremony at Town Hall Doda in which  the Shakti Singh Principal Govt. HSS Boys Doda presided over the ceremony.The functions were organized in cot 2004,in connection with thegandhi Jayanti 2005.Prizes were distributed among the studentsand participants.

Child Development:-

In order to provide solace to the disadvantaged sections of the students,the association provided free books to 50 students of Jammu in 2005-06.The stationary items were distributed among the 100 students of the area.

Vocational Training:-

The NGO managed two computer centres at Doda so as to provide skill based and job oriented training to the youth and make them self employed.In 2005 the organized supported institute of IT at Doda for infrastructure.

Free Education:-

A free education camp was organized at Kilhotran and Soti in cooperation with NHRDS IN 2005.

Medical  care and physiotherapy:-

In 2005, collected Rs 23000-00 for the treatment of one blood cancer patient Rukya Banoo of Chilly Bhalessa and referred to her for therapy in AIIMS New Delhi.

Education:-

NSWA opened a school at Kakoo for the disadvantaged, orphan and poor students in 2005.

Youth development through self employment:-

NSWA Oganized self employment awareness camp at Gandoh in 2005.

Culture awakening:-

To enable the youth in infusing the sprit of respect to the culture heritage of J&k state in general and Bhalessa in particular,the association organized a”composite mushira at Kackoo, Batara Singers meet at Bhalessa MARCH 2006.

Health

IPPI programme at Gandoh, Jammu to familiarized the people about deadly disease of polio.Moreover, the inter school debate on AIDS at Gandoh in 2nd Dec.2005 in connection with world aids day was organized.

Women and child empowerment:-

A seminar on “women and child empowerment” was organized at Computer institute near Dak bungalow Doda in collaboration with field publicity Deptt.Doda in 2005 Feb.

Information cell and documentation Centre at Jammu

Established information cell in which students are getting useful information of schemes, notification, career guidance Nagrota.

Environment

NSWA Organized a solid waste management programme at Bhalessa in collaboration BY NSWA with Govt. Middle School Bharthi and Akhil Bharat Rachnatnak Samaj Jammu in March,2006.

Seminar on Child Labour:-

A seminar on topic child labour was organized at the Doda in which more than 20 speakers threw light on topics as 25 Aprill,2006.The NGO has managed a compaign named  “save child save nation”.

Self  employment

An awareness programme entitled self employment  for rural youth was organized at Bhalessa with a view to make the youth familiar of the schemes launched by central and state Govt.in awareness programme more than 100 youths were given self employment training in collaboration with field publicity office Doda in June 2006.

Vocational Training:-

NSWA Opened a vocational centre named as institute of education and vocational training (IEVT) at Kahara Jammu, wherein 100 students are getting computer education.The centre was opened under the supervision of local MLA G M Saroori who also inaugurated the centre.

The NSWA resolved unanimously to stress and give the top priority to Urdu education and start, manage and maintain Teacher Training Institute for Pre-Primary, Elementary and Secondary levels in the first phase.

In the year 2006 the society applied for permission to start and run a new college viz. G R Azad College of Education, Bhalessa, Jammu for imparting instructions in under-graduate courses in BA,BTS,CTS,DTS,CIG, B.Com and CIC. The NGO managed IGNOU special Study centre at Bhalessa Jammu wherein 600 students are enrolled.

A unique feature of the activities of NSWA is that it is also running B.A., B.Sc., and B.Com. & M.A. Courses under the distance-learning programmed of Maulana Azad National Urdu University (MANUU), Hyderabad Study Centre (095)at Doda, Through exclusively Urdu medium for those who wish to continue their Higher Education through Urdu medium. In 2008-09 sessions, this centre recorded the highest number of admissions of about 150 students and also obtained permission to counsel two more classes namely B.Com and M.A. (Urdu).

In the year 2002 the society also applied to the state education department for starting A Primary model school by the name of Students Welfare Academy at Kakoo. We were granted permission for the same for the session 2008-09. The school had humble beginning with only 100 students.

NSWA has made perceptible progress within the period of 07 years of its establishment and existence. It has always been our endeavour to provide top quality education to all students, Organise “Sham-e-Gazal, Mushaira’s in local languages. Through highly qualified Poets, Educational functionaries and the best possible infrastructure. Our aim is to prepare students both professionally and ethically for their future life.

We intend to continue to counsel, motivate, and involve the community, local people, and children‘s guardian’s and parents in the said course. we will continue to raise awareness about programme.

one room size atleast 15"x12" (computer lab) another room of

same size for Class room and third room of size atleast 10"x12"

Community:

The community in the project area is the main beneficiary. Capacity building in the form of meetings, NCPUL programmes, participating in the activities of learning and capacity building that will help the community to understand the magnitude and seriousness of problems.

Monitoring and Evaluation:-

The monitoring shall be made on monthly basis and MMR shall be submitted in time before every 7th of every month or following the guideline of the Directorate of NCPUL.
