Resolution No. 46, Series of 2012

WHEREAS, Republic Act 9997 (Article II, Section 8, Paragraph H)mandates the NCMF to promote and develop the Philippine Halal industryand accredit Halal-certifying entities/bodies for the utmost benefit of MuslimFilipinos and in partnership or cooperation with appropriate agencies,individuals and institutions here and abroad;

WHEREAS, this Commission has received numerous requests forassistance in facilitating their Halal certification from accredited Halal-

certifying entities;

WHEREAS, this Commission has received numerous communicationsfrom here and abroad pertaining to cooperative efforts to boost the Halalindustry in the Philippines;

WHEREAS, with the pending approval of the CommissionsImplementing Rules and Guidelines, the Commission needs to create aPhilippine Halal Promotion, Development and Accreditation Board, HalalBoard for brevity, to pursue the foregoing mandate;

WHEREAS, to ensure integrity and lend credibility andcompetitiveness to Philippine Halal certified products in local andinternational markets, the said Halal Board shall have the followingfunctions;

1) Craft the Philippine Halal Promotion and Development Program;2) Administer all programs, plans and projects of the Commission

relative topromotion and development of Philippine Halal industry;

3) Prepare the criteria, mechanisms and guidelines for the accreditationof Halal

certifying entities/bodies;4) Prepare the guidelines and system for the promotion and

development ofPhilippine Halal industry;

5) Prepare guidelines and methods to revalidate all Philippine Halal-certified

companies and/or products;6) Prepare a comprehensive Philippine National Halal Standard;7) Accredit existing and potential Halal-certifying entities/bodies;

8) Coordinate and conduct continuing consultative meetings withMuslim

scholars, religious leaders, shariah experts and other stakeholdersinvolved in

Philippine Halal industry;

9) Oversee and monitor the strict compliance of Halal standard andcertification

scheme, guidelines and procedures;10) Coordinate with the member agencies as identified under

MemorandumOrder No. 201, dated December 23, 2005, issued by the Office of the

Presidentof the Philipines to harmonize programs relative to promotion anddevelopment of Philippine Halal industry;

11) Establish local and international linkages for the promotion anddevelopment

of the Philippine Halal industry;12) Take the lead role in the Halal advocacy program and awareness

campaign ofHalal certification scheme;

13) Establish a medium term capability building program in coordinationwith

other key players in Philippine Halal industry; and14) Perform other functions as may be assigned by the Secretary.

WHEREFORE, in view of the foregoing considerations, and uponmotion of Commissioner Bai Omera D. Dianalan-Lucman, duly seconded andunanimously approved by the Commission through the majority of thecommissioners hereunder present, the Commission:

RESOLVES, as it is hereby RESOLVED, to create the Philippine HalalPromotion, Development and Accreditation Board;

RESOLVE FURTHER, that the Halal Board shall be composed of thefollowing;

RESOLVED FINALLY, that to enable the Halal Board to functionsmoothly and effectively, the Secretary shall appoint or designate a ProjectDirector who shall take care of the day to day implementation of the HalalProgram of the Commission.
