This will be followed by an engaging discussion on Requests for Equitable Adjustments (REAs) with William M. Pannier in March. Message from the President Dear Members, Happy New Year! I hope you had an enjoyable holiday break with your family and friends. The first half of the NCMA San Diego Chapter 2018-2019 program year has quickly come and gone. Also, the San Diego Chapter hosts Contract Administrator Round Table (CART) meetings at KES in Kearny Mesa. CART meetings are held on the third Wednesday of each month and is a free event. These meetings are a great networking opportunity to get to know other contract management professionals in San Diego while sharing information for resolving your contracting dilemmas. More details about these and all future events will be forthcoming in e-mail announcements or posted on the San Diego Chapter’s website at: http://www.ncmasd.org/home.html. Our chapter is always looking for new volunteers. In a few months the chapter’s Nominations Committee will begin identifying nominees for the elected officer positions and candidates to serve on the board for the 2019-2020 program year. Contract Management Leadership Development Program (CMLDP): Experience from our Members Explained

Kim Hang (Cohort 2017 - 2018) –

Participants of the Contract Management Development Program receive many benefits. One of the benefits of this program would be networking opportunities. Participants attend board of directors meetings, speed mentoring sessions, and presentations by senior leadership, among other benefits.

Board of Directors Meetings:

Participants are usually invited to have breakfast with the board of directors of NCMA before the meeting starts, where participants then can network with the boards and get to

know the members of the board. During the meeting, the participants formally introduce themselves to the board and get insight into how the board works. The boards are formed entirely of elected volunteers from senior leadership of government and industry. The board members fully support the CMLDPs and are eager to meet and assist the participants in any way they can. Even if you are not a participant of the program, please approach them. They are a friendly bunch.

Speed Mentoring Sessions:

The mentors of NCMA that participate in the speed mentoring sessions for CMLDP are truly impressive. The mentors are alums of the CMLDP and senior leadership in contract management, such as Denyce Carter, Vice President of Contracts and Purchasing at General Atomics. Speed mentoring allows participants five minutes with well-accomplished senior leaders. Participants can make the most of the session by being well prepared and solicit inputs or advices relevant to their individual interests and goals. The mentors are a great source of knowledge.

Presentation by Senior Leadership:

Senior leadership, such as Kim Rupert, past President of NCMA BoD, Charlie Williams, current President of NCMA BoD, and Amanda Christensen, is invited to talk to the class on their unique experience and insight to career and life lessons. The participants receive an hour with these senior leaders who share insight of what they have learned over the course of their careers.

The opportunities to network are endless for CMLDP participants. I am grateful to NCMA for selecting me to participate in the program and also to General Atomics for supporting and sponsoring me for the program. Through the CMLDP I have met amazing individuals and senior leaders within the contract management field. I have learned many valuable lessons, to believe in myself and reach for my goals and that I have a great support system of many people, from my cohorts to my mentors, and the network I built during the course of this program.

Natalie Ricciarelli (Cohort 2018 - 2019) –

Leadership Development:

In addition to networking opportunities CMLDP participants attend three in-residence sessions where they participate in engaging leadership courses and seminars focused on leadership qualities and discovering their own leadership style. CMLDP courses are designed to develop

soft skills, such as communication and networking; as well as discovering and getting familiar with different types of leadership styles. The topics encourage active participation, ensuring participants have the opportunity to not only learn from senior leaders, but their fellow classmates as well. Participants are also invited to attend the Winter Chapter Leadership Summit at GCMS where they are actively engaged with Chapter Leaders from around the country. This is a great opportunity to learn from other chapter’s successes as well as their challenges.

Technical Competence:

In addition to soft skills and leadership development, participants have the opportunity to expand their technical knowledge. Participants attend breakout sessions of their choice at each of the three conferences they attend in person and are given the opportunity to expand upon any technical topic affecting contract management through the development of a research paper. Participants have the unique opportunity to work with and learn from senior leaders in contract management who are open to collaborating with up and coming leaders.

Group Project:

CMLDP participants complete a group project for the second half of the program that is presented at World Congress. This project not only teaches a technical skill, it allows participants to work in group environment that depends on active communication from teammates that are located across the country. The group project is essential for leadership development and offers a unique opportunity to work with contract professionals who have different points of view and experiences to share.

CMLDP offers unique, once in a lifetime opportunities to interact and learn from contract management professionals from all areas of contract management. I am thankful to NCMA for selecting me and Sentek Global for supporting me throughout the program. As a member of the current 2018-2019 cohort, I am looking forward to the challenges and learning opportunities the next seven months will bring.

Toys for Tots

The Chapter was excited to receive the “Chapter Excellence” award this year! The holidays were celebrated by participating in the 6th annual U.S. Marines Toys For Tots toy drive at Admiral Baker Club in San Diego on December 11, 2018. NCMA teamed up with Wood and KMEA for the toy drive, together we collected more than 5 large boxes of toys and 15 bikes. On December 14, 2018 we formed a caravan with 2 pickup trucks and 1 SUV to deliver the toys to

The Naval Marine Corps Reserve Center located in San Diego, CA. This year’s toy drive was a huge success and we thank everyone for the generous donations that ultimately brightened the holidays for those less fortunate.

Meet Treasurer Michelle Foley

Michelle Foley is the current NCMA San Diego Treasurer. She brings a wealth of knowledge and experience to the position, as she is currently a Certified Public Accountant (CPA) candidate. She works at LevitZacks Certified Public Accountants firm and previously worked for a small defense contractor in San Diego.

Originally from Michigan, Michelle attended Michigan State (Go Spartans!) for two years and received her degree from Aquinas College in Grand Rapids, Michigan. She has lived in San Diego for 18 years and loves the climate and all of the outdoor activities that are available here. As Michelle said, she moved here because, “There’s not a lot to do in Grand Rapids!”

Michelle’s best San Diego memory is being married at Cabrillo National Monument. She and her husband and two children live in Point Loma. In her spare time, she enjoys spending time with her family and participating in outdoor activities, including running, skiing, kids activities, and beach visits. She also loves to travel; the latest family vacation was to Tonga. Michelle said the mahi mahi is good but don’t go there for the food, as there is not a lot of variety, and imports like cereal are very expensive. They spent seven nights on a boat and the rest of their visit in a house with big windows – no glass, just shutters.

Michelle has been an NCMA member for approximately five years. She joined “for the people”, as she enjoys meeting people and networking. She also appreciates learning more about contract management through the many educational opportunities offered by NCMA. Her advice for people just entering the profession is to join organizations like NCMA, volunteer and meet new people.

A Member’s Experience: NCMA Certifications

Background: The National Contract Management Association has three levels of distinction that its members strive for. In the pursuit of knowledge contract managers seek to obtain their Certified Professional Contract Manager (CPCM), Certified Federal Contracts Manager (CFCM) and Certified Commercial Contracts Manager (CCCM) certifications.

As a new contract administrator in 2017, I found myself in need of a contracts boot camp of sorts. NCMA offers three certifications in

Contracts Management, as well as training material and study groups for each. The Certified Professional Contract Manager (CPCM) was the first certification I tackled in my pursuit of knowledge. The preparation material for the test includes the proposal process, contract negotiations as well as contract administration and the business concepts that guide execution. I participated in a study group hosted locally by KES and led by Barbara Hubbard. Each week we studied various concepts and the overall contract framework, led by a subject matter expert in each field. The experts consisted of local talent including many former NCMA members, who previously sat on the board. The insight each person provided was invaluable to new and existing contact specialists because of the unique experience and examples each person had. On such expert was Daniel Chalfant, who

volunteered to host the session discussing price and cost analysis. His examples of negotiations between the prime and its subcontractors illustrated the need for fact finding, statement of work refinement and scope adjustments to reflect prime negotiations. Overall this certification’s focus on contract management at its various stages provided the foundation necessary to begin my contracts journey.

The next field of study I embarked on was the Certified Commercial Contracts Manager (CCCM) certification which focuses on the Uniform Commercial Code (U.C.C.). The code is made up of 9 articles that cover various topics including leading, sales, funds transfers, letters of credit and much more. The U.C.C. provides

guidelines in order to facilitate interstate commerce and works as a gap filler, where contracts are silent. This course of study was beneficial because it provided background information into prime and subcontractor negotiations. The study group and resources available were limited on these subjects but my knowledge of supply chain management helped me to develop a self-study program. I learned invaluable information that I began applying almost immediately to my leasing subcontract. Overall I think this certification would most benefit contract and subcontract administrators who negotiate INCOTERMS, commercial contracts, second tier subcontracts and any contracts between companies in various states.

Lastly the Certified Federal Contracts Manager (CFCM) certification, which focuses on the study of the Federal Acquisitions Regulations (FAR) became my focus. The FAR provides uniform policies and procedures for acquisitions for the executive agencies. NCMA’s San Diego chapter offered a study group on this subject. Once I enrolled, I was pleased to once again receive guidance and examples from various local subject matter experts. In my study of the FAR I learned to focus on what the Contracting Officer’s requirements for acquisition planning, contract award and administration were as defined by the law. Once I read the FAR sections and clauses on each topic, I would think about the contractor’s mirroring process, such as those used at my company, that would respond to each requirement. This framework for examining various contract stages greatly provided me with the knowledge to execute my role.
