Title III Funding Cycle

Spending authority will be granted from July 1, 2008

Title III Funding Cycle

2008-09 estimate is $95 per eligible student for both the LEP and Immigrant Education Programs

LEA generates $10,000 or more: direct funded

LEA generates less than $10,000: must join or form a consortium in order to participate in Title III

Title III LEP Program

Eligibility Determination

– Based on count of English learners in the LEA

– Count of English learners provided by the annual R-30 Language Census

– 2008-09 funding based on Spring 2007 R-30

Title III Immigrant

Eligibility Determination– 2008-09 eligibility is calculated by

averaging an LEA’s 2005 and 2006 SNOR count then comparing it to the 2007 count

– LEA qualifies when there is a 5% growth; this qualification establishes “base year eligibility”

– LEA is then funded for 3 consecutive years– New 5% growth resets base year eligibility

and another 3 years of funding– 2008-09 funding is based on March 2007

Consortia: LEP & Immigrant

Process for forming consortia is the same for LEP and Immigrant programs

Lead LEA acts as fiscal and program agentFor entire 24 month period per award

yearFiles all expenditure reports

Enters into an MOU with member LEAsProvides services, program and/or

products to members through MOUConsortia members and leads apply

through a paper application in spring

Expenditure Reporting

Direct funded LEAs and consortia leads file three expenditure reports each year: one on each Con App (June and January) and one hard copy due in Oct.

Report expenditures by fiscal year of allocation, not current fiscal year

Note that although you may not have received your 06-07 award until mid-year of 07-08, don’t report as 07-08.

Report how much of total allocation was spent (not including carryover)

Cash Management Schedule

Payments are released if the cash management threshold is met: 80% expenditure of released funds

Only the lead LEA reports expenditures on the ConApp for the entire consortia

Payments of 40%, 40% and 20% of award Advice: award notification letter is your

spending authority! Don’t wait for cash in the bank…

The CDE is developing a comprehensive entitlement expenditure reporting system…which will expedite payments
