    CHAIRMAN’S LETTER

    I would like to thank the members for giving me the opportunity to serve as your Chairman for 2020. I would also like to take this opportunity to thank Jacqui and her Committee for their hard work over the last three years in looking after the Club and its members. Sadly, Tony Weston, Treasurer to the Committee, has also had to take early retirement. Tony has given many, many years of time and hard work to the Club. Although Tony and Erica are unable to come out rallying with us, we do hope they will pop in from time to time and join us at our socials and coffee mornings.

    This year’s Committee is short of two officers, Vice Chairman and Rally Secretary, and three Committee members. A big thank you goes to all those who have offered their support and have put themselves forward to serve on Committee. We undertake to do our best to work as a team and look after the Club’s interests on your behalf. I would also like to thank all those who have offered their support for the forthcoming year even though they did not feel they could commit to serving on the Committee.

    Rally Organisers are an essential part of our club. Without them there would be no rallies taking place. The last seven years have shown that it is proving more and more difficult to find enough volunteers to fulfil the proposed rally programme and this has resulted in rallies being cancelled. We also need members to book the rallies much earlier so that we can make the decision as to whether we can run the rally or will have to cancel due to lack of interest. It is only fair that land owners are given the opportunity to reallocate their land if we are unable to make it worth their while. So please, help us to keep our centre active over the forthcoming year.

    Lizzie and myself look forward to seeing you all out on the rally fields during the course of the year. Please feel free to contact myself or any members of your Committee if there is anything you wish to raise which may improve the way we work for you.

    6 The Committee wishes to see this Centre maintain a very high standard of caravanning.(a) Caravan and Country Codes.

    Every member of the Club has agreed, as a condition of membership, to observe both of these codes. It is,therefore, your duty to know and observe them and also to ensure that the same applies to all members of your family and friends who may be with you. The two codes are printed in full in the Sites Directory andHandbook.

    (b) Dogs and Cats.Must be under full control of a responsible person at all times during the rally, and on a lead not more than 2metres long when within 100 metres of the caravans/motorhomes. If tethered, they must not be able to reach any neighbouring vehicle, caravan/motorhome or equipment. They must be exercised well away from the caravans/motorhomes and any fouling cleaned up promptly. Pets are not allowed into Centre social events, whether in a local hall or in the Centre’s tents, as well as anywhere where food is being prepared or served. If an animal is left in a caravan/motorhome it must have adequate ventilation and water because of the speed by which temperatures can rise in them.

    (c) Safety Precautions.Thoughtless actions often create potential dangers. Please, therefore, on the rally field: -i Do not drive at more than walking pace, or between the caravans/motorhomes. Use only the access roads.

    Offenders will be spoken to and noted, and, after a third offence, will be required to leave their vehicles in the visitors’ car park. Always be on the alert for children running between units.

    ii Do not ride bicycles, on the rally field, at more than walking pace, or between the caravans or motorhomes. Use only the ‘access roads’. Adult and junior cyclists will be banned from bringing their bicycles onto the rally field after the third offence.

    iii Do not allow unlicensed or learner drivers to drive your vehicle or those of your visitors and do not allow children inside vehicles unaccompanied by an adult.

    iv Do not play ball or similar games or fly kites in the vicinity of the caravans/motorhomes or overhead cables.

    v Do not park caravans/motorhomes with less than 6 metres (20 feet) between them. There must also be 3 metres clear between outfits, where an outfit is taken to mean and include the caravan/motorhome, an

    awning, pup tent and any vehicle. Do not leave vehicles where they may cause an obstruction or, intrude into the ‘access roads’ with any equipment i.e. windbreaks etc.

    vi It is advisable to have a full fire bucket positioned at the front of the caravan or motorhome in case of emergencies.

    vii Barbecues may be used at the discretion of the Rally Organisers, providing they are kept at a safe distance (minimum of 8 feet) from any awning, vehicle, caravan or motorhome. It is recommended that they are accompanied by a full bucket of water.

    viii Ralliers must allow access to gas bottle lockers at all times in case of a need to cut off the supply.(d) Consideration for others.

    i A very large part of the spirit of good caravanning is based on consideration for your neighbours, the Rally Organiser, the Landowner and for the Club and Centre’s good name with the General Public.

    ii The Caravan Code makes it clear that only the minimum of essential equipment should be kept outside the caravan/motorhome. It should rarely be necessary to have washing hanging outside at a weekend and should never be put up from the caravan/motorhome or running from it to a fence or a tree.

    iii Do not cause annoyance to other caravanners by unnecessary noise or by loud playing of music, radios etc. Whilst enjoying yourselves in your own caravan/motorhome be considerate towards your neighbours,

    especially at night, as 11.00pm is considered late enough to end all noisy activities.

    iv Generators should only be used between the hours of 11.00am and 5.00pm. They must not be left running unattended. Every effort must be made, at all times, to minimise noise and disturbance to other ralliers. Only in exceptional circumstances will Rally Organisers allow the use of generators outside the scope of this ruling, eg. for use at some socials for lights etc, or for emergency use by registered disabled members. Generators, as with existing BBQ regulations, will not be operated within 8ft of any caravan/motorhome, vehicle or awning.

    GENERAL INFORMATION

    1 This booklet gives details of Rallies and Events being arranged by the East Hampshire Centre of the Caravan & Motorhome Club. For the information of new members these rallies take the form of a social weekend gathering ofcaravanners who have a common interest in their hobby. All Club members are cordially invited to attend any or all of these rallies subject to space being available.

    2 A Centre Newsletter will be published giving further information on rallies and other centre news and will be distributed on rallies. If you do not attend rallies and wish to receive copies, please send stamped, self-addressed envelopes, at least 230 x 150 mm (9x6ins) to the newsletter editor. Or, if you have Internet access you can read it on-line, along with any other urgent communications.

    3 All members should send booking-in slips to REACH the Rally Organisers by the date given against that rallynumber in the Rally Book. Bookings received after that date may not receive a plaque. Bookings for normal weekend rallies may be made on-line or direct to the Rally Organiser. Some special rallies (i.e. holidays and commercial sites etc.) may require special payments as indicated in the rally details and again these must reach theRally Organiser by the date specified for that rally in the Rally Programme Book and balances paid by the due date.When completing rally slips will members please ensure they enter their CLUB Membership numbers whereindicated on the slip. Late receipt of bookings makes the Rally Organisers’ work extremely difficult. If, afterbooking, you find you are unable to attend a rally, please let the Rally Organiser know.

    YOU ARE RESPONSIBLE FOR PAYMENT OF EXPENSES INCURRED ON YOUR BEHALF.

    Where requested socials, excursions, balances etc must be paid for in advance. In the situation of a rally beingcancelled or altered after the issue of a Newsletter, only those members who have applied to attend will be notifiedand informed of any alternative arrangements. If after booking a rally the venue is changed, provided you notify theRally Organiser promptly and in advance of that rally starting, you are entitled to cancel and have your booking fee refunded. Non-receipt of such a request will be seen as your intention to attend the new venue.

    4 The Rally Organiser is appointed by the Centre Committee to take charge and to be responsible for the organisationof that rally. Members are, therefore, asked to comply with any request that the Rally Organiser may makeregarding the running of the rally. In particular, all members should report to the Rally Organiser on arrival at the site and co-operate in the placing of their outfit on the pitch, and in the manner indicated by the Rally Organiser or his/her assistant. Members are asked to ensure that any motorist visitors are similarly requested to report to the Rally Organiser on arrival and to comply with his/her directions for the parking of their vehicles.

    The Centre Committee reserves the right to refuse the use of a Rally Site to any member, or to request any member to remove his/her caravan.

    Place saving is permissible only at the Rally Organiser’s discretion.

    Rallies normally commence at 2pm unless otherwise stated. If the Rally Organiser is able to open the rally earlier it will be stated on the Centre’s website. You may telephone Rally Organisers to see if earlier entry is permitted. Rally Organisers have the right to refuse entry to the site before the stated time.

    Rallies with 75 units or more booked in are entitled to a second Assistant Rally Organiser. Please contact the Rally Secretary.

    5 Your own sanitation will be required at most rallies. Facilities will be provided for the disposal of waste water andchemical toilet waste only. Please do not place any solid refuse in the toilet disposal facility. It is important to seethat waste water containers are not allowed to overflow and foul the ground. They are only to be emptied in the correct disposal points as indicated by the Rally Organiser. It is a Caravan & Motorhome Club requirement that waste water must be disposed of by container and not allowed to run straight from waste pipe to ground.

    Members must make provision to store and take home all dry and wet refuse including empty tins and bottles except where special provision is made. All members must take the utmost care to maintain the cleanliness of the site, seeing that no litter is left even though it may not be your own.

    Interesting fi xtures can often be organised with local events, shows, fairs etc., if we know the dates in time. We particularly need sites with hard standing or hard access roads.

    The Annual General Meeting of the East Hampshire Centre of the Caravan & Motorhome Club will be held at 2.30pm on Saturday 10th October 2020 at Greatham Village Hall, Greatham, Hampshire.Any two registered members may propose any registered member to be an officer of the Committee of the Centre to which they are all registered. Written nominations for election, confirmed by the nominee, the proposer and the seconder, must be received by the Centre Secretary not later than fourteen days before the AGM. i.e. prior to 2.30pm on 26th September 2020.

    Formal notices of motion from registered members, duly signed by the proposer and seconder, must be received in writing by the Centre Secretary not later than 35 days prior to the AGM, i.e. 5th September 2020.

    Only members who have registered, or re-registered, with the Centre at least 35 days prior to the date of the meeting are entitled to speak, vote or stand for election. Valid Caravan & Motorhome Club Membership Cards will be required to be presented at the door and current membership of the Centre will be checked before Ballot Papers will be issued.

    This is the only notice that will be circulated convening the Meeting.

    COMPETITION RULES 2020ANNUAL PHOTOGRAPHIC COMPETITION

    1 The competition will take place at the Greatham Village Hall Rally on Saturday 14th March 2020.     A ILLUMINATED WINDOW B BLACK BAG C ILLUMINATED CARAVAN D THEMED AWNING DISPLAY 1 The competitions will take place at the Drove Lea Farm Rally Titchfi eld on Saturday 26th Setember 2020.2 The competitions are open to REGISTERED EAST HAMPSHIRE CENTRE MEMBERS ONLY. PLEASE NOTE: All persons wishing to participate in the competitions must be resident on the rally fi eld for at least one night at the venue where the competitions are being held. PLEASE INDICATE ON BACK OF BOOKING SLIP IF YOU INTEND TAKING PART.3 The illuminated scene can be displayed in any window of the caravan/motorhome. The full width of the window may be used but a maximum depth of one metre only is allowed.4 In the interest of safety – NO NAKED LIGHTS ARE PERMITTED5 The black bag. The contents of the bags will be at the discretion of the organiser. The black bags will be available for collection from the organiser. Contestants may also use Sellotape, string, glue, Blu- tack, or similar fi xing, with coloured pencils, paint or crayons for colouring. Battery Powered Torch lighting is only to be used for this event (not mains or caravan/motorhome battery). The black bag can be displayed in any window of the caravan/motorhome. The full width of the window may be used but a maximum depth of one metre only is allowed.6 Contestants may take part in both the Illuminated Window and Black Bag Competitions using different windows of the same caravan/motorhome.7 Illuminated Caravan/Motorhome (Tacky Lights) & Themed awning display. These events are only limited by your imagination and the power supply to your unit. No generators are allowed and the lights/equip ment must not leave the area that is the designated pitch for your unit. 8 The Theme for the illuminated window, themed awning and black bag window competitions is open. The illuminated window can be prepared in advance. The black bag is assembled on the day.

    RULES AND GUIDANCE FOR RALLY ORGANISERS

    Site Layout

    The layout of the rally field will of course depend on the physical shape and condition of the site but the following guidelines, as far as possible, should be adhered to.

    When pegging out the rally field it is recommended that caravans/motorhomes should not be pitched under trees. Caravans/Motorhomes are to be pitched in lines or circles (‘rows’) spaced evenly using pegs. For vehicle and caravan,or motorhome, the spacing should be 8.3 metres (27.23 feet - approx 11 paces between pegs). For vehicle, caravan and awning the spacing should be 10.8 metres (35.5 feet - approx 14 paces between pegs). There has to be access ‘roads’ between the ‘rows’ of at least 6 metres (20 feet – approx 8 paces). To assist in the marking out of the pitches there is a rope, with markers on it, provided in the rally kit. The access ‘roads’ must be kept clear of obstructions and vehiclesshould be parked alongside each caravan on the opposite side to the caravan door.

    Note:(1) The spacings above are normally the minimum required. Greater spacing should be provided when the size of

    the rally field allows.(2) The positioning of the caravans or motorhomes must allow for any caravan or motorhome to be moved out without

    having to move any other caravan or motorhome.

    On the page opposite is a diagrammatical guide on how to correctly space out units on a rally field -------------------------

    Normally only one vehicle is allowed adjacent to the caravan or motorhome and an area should be set aside, where possible as a visitor’s car park, where all other vehicles should be parked.

    Unless otherwise agreed with the Committee, rallies will start at 2.00pm on Fridays and normally end the following Sunday at 4.00pm.

    Rally Organisers will ensure that all litter and rubbish is removed from the site to leave it in as clean and orderly condition as possible.

    Tents

    A small tent for children’s use, situated adjacent to the parent’s caravan, for sleeping purposes at night only is permitted, at the discretion of the Rally Organisers and Landowner. Please note that some sites no longer permit the use of pup tents.

    There is an allowance for tents, in addition to pup and trailer tents, which are permitted on rallies over five days, subject to landowner consent. This will allow relatives and friends of Club members, who camp, but not with caravan or motorhome, to accompany them on longer rallies. Any non-member attending such rallies will continue to be the responsibility of the Club member who invited them.

    Rally Equipment

    It is the Rally Organiser’s responsibility to arrange collection of the Rally Equipment, normally from the previous Rally Organiser. Requirements for non-routine equipment (tents, bollards etc.) should be discussed well in advance with the Rally Equipment Officer.

    First Aiders

    If you are a holder of a current First Aid Certificate and are willing to give first aid assistance should it be required, would you please inform the Rally Organiser on your arrival at the rally field.

    Emergency Services

    You should endeavour to obtain the details of a local Doctor. His/Her name and address, together with that of the local hospital should be available at the Rally Office, which should be manned at all times unless on a commercial or Club site, where there are site wardens.

    Place Saving

    Place saving is permissible but only at the Rally Organiser’s discretion.

    GENERAL LETTERS TO CENTRES SECTION 3, ANNEX E 1 October 2016

    PITCH SPACING AT

    A minimum spacing between facing walls of adjacent motorhomes and caravans (the unit) of 6 metres is required. There must also be 3 metres clear between outfits, where an outfit is taken to mean and include the unit, an awning, pup tent and a car. Whilst there is no spacing restriction with regard to field boundaries, e.g. fences, trees and hedges, the siting of outfits must not be allowed to interfere with the activities of local people, their privacy or enjoyment of their property.

    Centre Flags

    In view of the high cost of replacement of Centre Flags it is the Rally Organiser’s responsibility to ensure that these are properly maintained, during the rally, and not flown during high winds, inclement weather, or after sunset. They must be flown at all other times.

    Yellow Flags

    In adverse weather conditions, when, in the Rally Organiser’s opinion, it is inadvisable to allow movement of vehicles on the Rally Field, the Centre Yellow Flag will be flown. All ralliers must respect the Rally Organiser’s decision and obey the instruction of non-movement of vehicles.

    Barbecues

    Barbecues may be used at the discretion of the Rally Organiser providing they are kept at a safe distance (minimum of 8 feet) from any awning, vehicle or caravan/motorhome and that a full bucket of water is kept in readiness for any emergency. No lighting of barbecues under gazebos.Financial Accounting

    You should endeavour to make the rally self-supporting and show a profit over and above the administrative charge,which is required to cover the cost of rally plaques and equipment. Administration is a charge to the rally and must be banked as such. The Balance Sheet together will all receipts (showing VAT details where relevant), banking slips etc are to be forwarded to the Treasurer within seven days of the end of the rally. Any discrepancies or problems in balancing the account should be notified to the Treasurer as early as possible.Visitors

    The Rally Organiser should provide the Chairman or his/her representative with a list showing First Ralliers, Visiting Officers and members of other Centres who are attending the rally prior to the Flagpole meeting.

    Cancellation of Rallies

    If 14 days prior to the start of the rally there are less than 10 members, excluding Rally Organiser and assistant, booked into the rally it may well be cancelled. Similarly, should severe inclement weather cause the Rally Organiser to suspect that the site may become waterlogged or otherwise unsuitable, he/she should visit the site a day or so before and, if in doubt, contact the Rally Secretary or nearest Committee Member who will then make the final decision. The Rally Organiser should notify as many people as possible by telephone, email and return all booking slips and vouchers.Change of Rally Venue

    If after booking a rally the venue is changed, provided you notify the Rally Organiser promptly and in advance of the rallystart, you are entitled to cancel and have any deposit paid refunded. Non-receipt of such a request will be seen as your intention to attend the new venue.Rally Plaques

    The Rally Organiser will contact the Rally Secretary by Sunday evening 14 days prior to the rally (Special rallies, holidays etc, will need longer notice and the dates for these are shown against the rally number in this rally programme book) so that the correct number of plaques may be ordered. If you book in later then you may not receive a plaque.

    General

    In conclusion, remember that, despite all these ‘shoulds’ and ‘should nots’ it is your rally and you are the Rally Organiser. However, if you want advice or help contact the Rally Secretary.

    Make sure you are clear on the General Information in this the centre’s rally programme book and also within The Club and Centre rules, then you can rely on the Committee to give you complete support.

    RALLY SECRETARY’S FORWARD

    Firstly, I would like to thank Brian Tee for compiling the 2020 programme. Brian has been working as Rally Secretary for the past four years and it is no easy task, as many of you know and understand. I would like to say a big thank you on behalf of all of us as ralliers for all the effort and work that has gone into this programme. Sadly, the newly elected Committee does not have a Rally Secretary or a Vice Chair and so the new team will be working together to compile the next Rally Programme for 2021. If you have any suggestions for sites and may be even themes for 2021 please contact myself or a member of the Committee so that we can explore it further.

    Rallies are only possible with the permission of the landowners and the site managers together with the much needed help of the members who give up their time to run the rallies. A big thank you to everyone who ran rallies last year or has offered to run some this year. Once again, this year we are struggling to find volunteers to run the rallies and this means there is a danger that these rallies may have to be cancelled. If you would like to try your hand at running a rally or to assist at a rally, again please contact me. We can then work together to find the right rally for you to get started on, and give you all the support that you need.

    Our week long rallies this year are: Easter at Lymington which has an invite to West Hampshire and West Surrey. Bookings have already started coming in from the other centres, so don’t snooze. The first May Bank holiday has been moved to Friday 8th May and is at Lower Tye Farm where the Rally Organisers are going to Celebrate the 75th VE day. The Chairman’s Rally is scheduled for Pierrepont Farm, Frensham with a hog roast and barn dance just to start with.

    There are two holiday rallies: Lincolnshire from Tuesday 16th to Saturday 27th June and Devon from Tuesday 8th to Saturday 19th September.

    South West Centres (formerly known as Wessex) will be holding their jamboree at Cirencester Park from Thursday 5th to Wednesday 15th July with the Cotswold Show taking place over the weekend of 6th to 8th July next to our venue. South West Centres is a new set up with less of the competitiveness seen over recent years at Wessex. Why not come along and see for yourself the changes that have been made.

    In 2019 we tentatively started up weekday coffee morning during the winter months when there is little activity over the weekends. These have proved very popular so if you have a suggestion of a café which may be able to accommodate 30 + people together with ample car parking please let Chris Smith know so that we can plan more meet ups over the course of the year.

    There are many good rallies which have been scheduled for 2020 and we look forward to meeting up with you all over the course of the year. Please keep an eye on the Website for updates and more information on the Rally Programme as the year progresses.

A good day out for everyone.

Events already planned for the weekend are a Hog Roast and Barn Dance. The Horshshoe throwing competition will probably make an appearance as well as other events. Please look out for advertising flyers etc.

    DIRECTIONS: From the South take the A3 to London. Just before the Hindhead Tunnel take the A333 signposted Hindhead/Grayshott. Follow A333 for about a mile and then, at the traffic lights and roundabout, take the left turning onto the A287 Tilford Rd. Continue for approx 6m and then turn right Reeds Lane. Relax on site, go shopping at the nurseries directly opposite, or, visit Chichester, which is not too far away, for its Market, shops and pubs.

    DIRECTIONS: From A27 at Chichester, exit at the Tesco roundabout and take A259 Fishbourne Road. Turn right into Salthill Road (s/p Fishbourne Palace). Continue to end and turn left onto B2178. Follow rally signs until you turn into Lye Lane s/p East Ashling Nurseries. Watch out for EH Centre signs.

    DESCRIPTION: This is a popular site, in West Sussex, situated as the name implies amongst Fruit trees. It is within easy reach of Chichester and its Cathedral, Fishbourne Roman Palace, Portsmouth Historic Dockyard, Gunwharf Quays, The Spinnaker Tower, Weald & Downland open air museum, Goodwood Race Track and, for the Beach lovers, Hayling Island is only a short drive away. Plenty of scope to explore this part of the West Sussex coastline.

    DIRECTIONS: Site is 4m west of Chichester and 6m East of Havant. Turn off A27 onto A259 travelling east towards Chichester. Pass Chichester Caravans on your left and before the Bosham Inn, turn left into Drift Lane. Site is on right in approx. 120yds. Watch out for EH Centre signs.

    Follow the M27 west onto A31 and head towards Bournemouth. Take the A338 slip road heading towards Bournemouth Airport, Christchurch and then take the B3073 towards Christchurch/Hurn/Parley/Bournemouth International Airport. At the roundabout turn left onto Parley Lane B3073 and the site is on the right. Do not turn into Hurn Equestrian Centre. Watch out for and follow West Surrey signs.

    DESCRIPTION: A lovely site, which we all refer to as Keyhaven, by the sea shore of the coast. Once again we visit this site to possibly hold our annual Crabbing and Duck race competitions. Come and enjoy the competitions if the weather allows.

    DIRECTIONS: From Lyndhurst take the A337 and follow the Lymington & Brockenhurst road for approx. 10m. Turn left and the B3058 Lymington road. Continue to follow B3058 for approx. 1.5m (village green) and then turn left into Church Hill, turn left into High Street and continue onto Keyhaven road. Turn right into New Lane. Site is on the right after Solent Grange Park Caravan Site. Watch out for EH Centre signs.

    DESCRIPTION: A firm favourite is a visit to this lovely village site in West Sussex. From here you can visit Stedham Mill or the National Trust gardens at Woolbeding (these are only open on Thursdays and Fridays). Further afield there is shoppong in lovely quaint Midhurst. The Mill, the Gardens and Midhurst are a must if you have not explored them already and all are only a short distance from the site.

    DIRECTIONS: From A3 take A272 to Midhurst through Rogate and Totton. Turn left - signposted Stedham. At the end of the village turn right into Mill Lane, pass St James's Church, and continue down lane. Watch out for EH Centre signs.

    DESCRIPTION: Castle Brake is situated 1.5 miles from the village of Woodbury in the idyllic setting of Woodbury Common. It is a short drive to the Jurassic Coast beaches at Exmouth, Budleigh Salterton & Sidmouth or the city of Exeter. On site there is the Castle Inn (bar/restaurant), a childrens play park, a state of the art amenity block, a small shop selling essential everyday items, along with a beautiful woodland walk and nature trail.

    DIRECTIONS: Follow A30 or A35 to Honiton and then onto Exeter. Turn off the A30 at Daisymount Sign towards Exmouth onto the B3180. Follow the B3180 for 3 miles to the Halfway Inn. Cross over towards Exmouth and follow the B3180 for 2 miles. Turn right for Woodbury at the brown tourism sign for Golf & Caravan Sites. Pass by the entrance of Woodbury Park Golf & Country Club, on the right, and continue down the lane for another 500yds to Castle Brake.
