  • NC Pre-K Site Application

    *

    NC Pre-K Site Application will be completed by each site interested in being an NC Pre-k Site.

    Approved Sites will be funded for the extent of the contract cycle. Public schools are on a one year contract cycle and private sites follow a two year cycle.

    Approved sites are not required to resubmit an application for each funding cycle unless non-compliance is noted within monitoring results.

    All awards are contingent upon and subject to appropriation, allocation and availability of funding through the North Carolina State Legislature and the North Carolina Division of Child Development and Early Education (DCDEE).

    Approved sites are required to comply with all applicable NC Child Care Rules, specifically Rule .3000 NC Pre-Kindergarten Services and the NC Pre-Kindergarten Requirements during the funding cycle.

  • NC Pre-K Site Selection RubricDesigned to be used by the NC Pre-K Site Selection Sub-Committee as a comparative tool to help standardize the site selection process in each county or region

    Standards and indicators are designed to guide the Site Selection Sub-Committees decisions in recommending sites for participation in the NC Pre-K program

    The Site Selection Sub-Committee is required to complete a Rubric for each site applicant, using information from the NC Pre-K Site Application completed by potential NC Pre-K Site applicants.

    *Welcome- Add your opening statements hereTo prepare for the review of the site selection materials we first want to make sure that everyone has copies of the site selection materials listed (read through) Please raise your hand if you do not have one or more of these materials (all hand out). Take time to organize the materials in the order that they will be used. Once you have all of these materials in hand, please place them in this order, write the corresponding item number on front of page. As we go through session- will use item numbers to help identify the form in use. We will review each of these forms and will be using item numbers 4 and 5 later in the session to get practice actually using the site selection rubric. *During the 2012 and 2013 legislative sessions, the NC General Assembly passed provisions requiring the division to develop a standardized site selection process (child selection and placement) across all NC Pre-K programs. To address these mandates, in February 2013, DCDEE convened a 17-member Gov. Workgroup of the NC Pre-K Advisory Committee to develop tools to address the mandate. The use of the tools was not required during this time, only that DCDEE begin defining the process.

    The workgroup developed: Conflict of Interest Statement to use with NC Pre-K Committees, Decision Tree, Application Materials and Rubric before disseminating to all NC Pre-K Contractors to pilot for 2013-2014 program year.

    Spring: Sent to all local NC Pre-K Contractors to review and/or use in part of whole. Counties participating in the survey between March and July 2013 responded to questions about the materials and tools: How many used the tools Did counties assign values to rubricWhat, if any additional information was collected during the application processList of questions added to applicationList of questions deleted from the application (none were deleted)Helpfulness of all materials: COI (conflict of interest), Decision Tree, Application, Rubric

    In late Summer (Aug) Survey responses were reviewed by the Governance Workgroup of the NC Pre-K Advisory Committee and DCDEE staff and used to guide discussions with the participating pilot counties (August).

    *This is a summary of the same information on the preceding slide: In late February 2013, all local NC Pre-K Contract Administrative agencies received the tools (in draft form) and a request to participate in a survey after reviewing the tools. All were encouraged to use the materials (or any variation of this process). DCDEE emphasized this was not a requirement until 2014-2015.

    May want to note:

    91 local NC Pre-K Contractors were informed about the pilot and asked to review the Site Selection Tools and respond to an electronic survey24 COUNTIES (includes Region As 7 counties) volunteered to participate in the 2012-2013 survey and piloted all of some of the materials. 13 COUNTIES used some or all of the materials. 5 traveled to Raleigh to participate in August feedback session with DCDEE staff and Workgroup representatives.

    *FALL (Nov) - DCDEE NC Pre-K staff, one local contractor (Onslow County PfC- Michelle Waggoner and one local NC Pre-K provider and member of Adv. Committee, Dana Ramsey) incorporated additional NC Advisory Committee recommendations in late Nov. 2013

    Thank you to those of you who participated in the development, revision and piloting of this process.

    DCDEE we will continue to take what we learn from the training sessionsyour comments, questions, suggestionsunder consideration as we refine the materials and instructions. Your feedback will be collected through additional surveys.

    Lets move into the next section of this training and review the tools and discuss the use and implementation of these materials.

    *Now begin the review of the site selection materials. Please pull out item number 1, the Conflict of Interest Statement. As you see here, one of the first things that will need to take place in the process is to identify a site selection sub-committee. Your site selection sub committee will need to be made up of 3 or more members, you may use members of your current NC pre-k committee as long as they are non-conflicted members. Lets read through the numbered list together on the form to clarify non-conflictedNumber 1 further defines the who of the sub-committee. Members should represent community stakeholders and subject matter experts. Members may not include current or applying providers (public or private) or their representatives. 2, the members must disclose any conflict or appearance of conflict. The sub-committee may not be developed with conflicted members, however, if a member at any time during the site selection process realizes a conflict of interest, they may remain on the sub-committee but must identify themselves as a conflicted member and recluse. The next 3 items are basically the no stuff, no benefit, no profit clauses.no member can benefit in any way cannot use their position on the sub-committee. The NC Pre-k Program name or property for profit or benefit. The last item suggests procedures for the meetings to ensure a non-conflicted process, many place this statement on the meeting agenda. Keep in mind that it will be the responsibility of the local contract administrator to ensure that the members of the site selection sub-committee meet this definition, read and understand these guidelines as well as sign off on the statement. Next, move on to item number 2, NC Pre-K Site Selection Decision Tree which will help further define role/responsibilities of sub-committee *The decision tree will be used to help guide the NC pre-k site selection sub committee through the process of reviewing submitted site applications .Should be revisited as needed to help with next steps. After receiving a site application, the site selection sub-committee will first determine if the application was received by the deadline that counties can indicate on the site application.Then refer to the site application to determine if the applying site currently holds a four or five star license. If the answer if no, then the sub-committee will need to determine if the applying site will have at least a temporary license in place by July 1, 2014. All facilities interested in receiving NC Pre-K funding must be licensed by DCDEE at a four or five star level. Keep in mind that pursuant to 2013 legislation, DCDEE was able to exempt from licensure requirements public classrooms currently participating in the NC Pre-k program that were not yet licensed by the division. Legislation did however require that classrooms fitting this scenario be licensed by the Division no later than July 1, 2014. Any classroom that cannot get licensed by July 1, 2014 will be ineligible to operate NC Pre-K classrooms for the 2014-15 school year. Looking at the decision tree, if the applying site will not be licensed by July 1, 2014 then you stop there, they will not continue in the site selection process. If the site is currently licensed at four or five stars or is a site that will have at least a temporary license in place by July 1, 2014, they will continue in the site selection process and the committee will move on to the next step on the decision tree. The sub-committee will then verify that the site administrator holds a Level III NC Early Childhood Administrator Credential or a Level II NC ECAC and working toward the Level III. If the answer to this is yes, then the application will move on to the next step on the decision tree. If the answer is no, this application will stop here and will not be an eligible site. All applicants making it this far will be sorted into one of two groupings, the committee will sort applications by applying new sites and applying existing sites. Sorting the applications into two groups will be helpful when carrying out the final steps of the selection process. Once separated, the sub-committee will apply the NC Pre-K Site Selection Rubric to each application. The Rubric, which we will review and use a little later in the session, will use the information in the site application to assign points to each applying site, and will be used to rank order all applications. After reviewing the rubric, the sub-committee will decide which applications will continue in the process based on acceptable and non-acceptable responses on the application and/or the rubric. Site applications with non-acceptable responses will stop here in the process. If acceptable responses are on the application, we recommend that the next step be an on-site observation. Along with the on-site observation, the decision tree provides additional considerations that the sub-committee may choose to factor in. (ask them to read through those considerations on their decision tree)At this point in the process the site selection sub-committee will recommend sites to the NC Pre-k committee who will select the approved sites. Once a site is selected, the applicant will be notified. Notice that once site selections are made, the sub-committee will maintain a list of sites with priority for being selected as an approved site in the case of expansion or changes. It is important that you relay to the sub-committee the importance of using the decision tree accurately and frequently throughout the implementation process to ensure that the site selection process is a standardized process. Now move onto review of the NC Pre-K Site Application, pull out item number 3- *Read through bullets (this information is detailed on the first couple pages of the application)Now move into review of the sections of the application

    *The NC Pre-K Site Application is broken down into 9 sections with the last page consisting of a small section for office use only. Lets first review the top 3 sections (read through) on your own, at your own pace, writing down any questions that you may have. We will then review those three sections together, touching on highlights of each section. So take a few minutes now to review those first 3 sections. (review highlights of each)(Repeat instructions with next 3 sections, do highlights, then next 3, highlights, and finally the signature page)Now review of the NC Pre-K Site Selection Rubric and the accompanying Teacher Education Worksheet

    ** For this piece, please find your final two documents, item numbers 4 and 5. Remember that the site selection decision tree informed us that the site selection sub-committee will apply the Rubric to each site application. The Rubric will assign points to each application and then allow them to be placed in rank order. The Rubric was designed to serve as a comparative tool to help standardize the site selection process in each county or region. The Rubric does so by assigning points based on identified quality standards and indicators. The site selection sub-committee will use the information found in the site applications to determine how many points a site will be assigned based on the set of predetermined indicators of quality that make up the Rubric.You were sent a form titled Instructions for using the NC Pre-k Site Selection Rubric that will be a helpful reminder for you after the training on exactly how to use the Rubric. Lets move on to details of the 5 sections of the Rubric-

    *Looking at the Rubric you see that it is divided into 5 sections which are all highlighted in blue- Program Standards, Geographic, Accessibility and Affordability Indicators, Education Standards, Classroom and Family Support Indicators, and Additional locally Determined Indicators. Points are already assigned to four of those sections, the 8 points for Additional Locally Determined Indicators are optional. The points here indicate the total number of possible points that can be earned for each section. Instructions for working through assigning points to each section is fairly similar, so we will review specific directions for one section in detail Please find the Education Standards Section on your Rubric -*When completing the rubric, the site-selection sub-committee will first enter in the identifying site information requested across the very top of the form(gray). Using the application information on page 5, they will fill in the site name, number of requested classrooms, facility ID #, they will indicate by check mark if this is a new, existing or previous site, as well as the # of slots requested and contract cycle. They will re-visit this section after completing the rubric to document the total points assigned to that site. We will do this together later in the training.Again, At the top of each section you will see the section title in blue. The information on the yellow row simply lets you know whether you will need to circle point values or write in point values, in this case the yellow box is indicating that in this section you will be doing both. Looking along the side of the section you will see that there are point values that you will circle as well as blank boxes that indicate that points will need to be written in. Moving down from the yellow row, you will see that all sub-sections are defined by the gray rows on the Rubric. In the Education Standards Section, you see the three sub-sections, Administrator, Lead teacher and teacher assistant each in gray. For each section, please look for the page references. These refer to the page numbers in the actual site application where you will locate the information needed for each section and/or sub-section. Listed under each sub-section are the indicators that are assigned points. Looking at the Administrator sub-section, you will refer to page 10 in the site application to determine the credentials of the site administrator. Lets say that the application tells us that this sites administrator has admin 3 with 2 years of experience. Looking at the point values to the right, which point value would the sub-committee circle to show that this site employs a level 3 administrator with 2 years experience? (4 points)The Lead teacher and teacher assistant sub-sections are different- There are no point values assigned, so we need to read for guidance (read guidance out-loud)Please find your Teacher Education Worksheet, item #5

    *A Teacher Education Worksheet will be completed for each applying site (whether a single classroom or multi-classroom site) Information will be entered for each NC Pre-K lead teacher and NC Pre-K teacher assistant.     *The Sub-Committee will begin at the top of the form- Lets say that the Lead teacher is B-K licensed at the Standard Professional II level, looking at the top chart, how many points would the sub-committee assign to the Lead teacher? (5) Once the points are decided, the teachers name will be entered below, if the chart above calls for experience, you will list that under verified experience. The point value determined from the chart above will be written in the column titled points from aboveThe 5 points for the lead teacher will be transferred to the Rubric *The 5 points for the lead teacher would be written in the point value box under the lead teacher sub-section. You would do the same to assign a point value to the education and experience of the teacher assistant and that point value would be written in the box under the teacher assistant sub-section. What if we are looking at the application of a multi-classroom site? Youll notice the language used on the rubric indicates that you will use an average. Go back quickly to the Teacher Education Worksheet, item #5 to see how we average the education points.

    *In the bottom chart on the slide you see a place for up to 10 lead teacher names to be entered. If the site has 3 classrooms or is requesting 3 classrooms, the teacher points will be determined for all three leads, each of their names and verified experience will be listed and points assigned from above will be listed for each of the 3 lead teachers.same for teacher assistants. To get an average point value you will add up each of the three point values that you have listed for lead teachers and then divide by the number of items you have which is 3. As an example: if you had 3 lead teachers listed and the each received 5 point from above- you would add 5+5+5, totaling 15 and then divide by 3 which is 5. In the box at the yellow line the average, 5, would be entered and this would then be the number transferred and written as the point value for the lead teacher sub-section. It works the same exact way for teaching assistants in a multi-classroom site. Before we wrap up our review, lets visit the Rubric one more time. *Weve decided that this site gets 5 points for the administrator subsection, 5 points for the BK SPII licensed teacher and lets say that the teacher assistant also received 5 points for having an associates degree and 4 years experience. What is our sub-total for the Education Standards section? (15) Each section is structured in a similar fashion. In just a moment we will look at a site application together to complete an entire Rubric. Prepare for putting the rubric to use- have item numbers 4 and 5 pulled out

The distance will be decided upon by the local contractor and site selection sub-committee and will need to be determined based on the fact that rural counties will require a further distance from the site and more populated urban areas would require less distance. The distance entered must be the same on each indicator you see here and must be the same for each county. The previous years data may be used here to help identify number of children identifed in that area. For today, we have decided that Blue School is located in the city and have chosen 10 miles to be put on the rubric. Write the number 10 in each of those 3 spaces. The sub-committee has verfied with the local contractot that there are 18+ children eligible within 10 miles of this site. Choose the appropriate point value and circle it. What did you circle? (5) Move on to the next sub-section, you see on the slide that this site is able to offer transportation and at no cost to families. Circle the appropriate point value on your rubric. *Wraparound care is the next sub-section-On the application, the site has indicated that they offer after school care only, no summer care, before school care or care on days that NC Pre-k is not in session. So, they offer a limited amount of care beyond the instructional day. The Lead Teacher position is checked and we see that the lead teacher has a BK SPI license with 2 years of experience. *According to the application, the lead teacher has B-K Standard Professional 1 license and 2 years of experience. Use the top chart to determine the number of points this lead teacher will be assignedAccording the chart, what point value should we assign to the lead teacher? (4)Enter the teachers name and points assigned. You will put the points assigned into the bottom box and this will be the point value transferred to the rubric for the lead teacher sub-section. Go back to your rubric and write in the point value for the lead teacher. We will follow the same process to assign points to the teacher assistant. *Take a minute to review the application information for the teacher assistant. * Annie Blue is the assistant teacher, she does have a minimum of an associates degree in early childhood and has 1 year experience.*The application indicated that the teacher assistant has an associates degree in early childhood education and 1 year experience in an NC-pre-k classroom, so how many points will we assign to the teacher assistant according to the top chart? (3)Enter the teachers name and points assigned in the appropriate space, bring the point value down to the bottom box and this is what will be transferred to the rubric for the teacher assistant sub-section. Go back to your rubric and write in the point value for the teacher assistant. Now we will subtotal the Education Standards section*Looking at the rubric, you should have circled a point value of 4 for the administrator with Admin III and 2 years of experience. We transferred over a point value of 4 for the lead teacher and of 3 for the teacher assistant. What is the sub-total for the Education Standards section? (11) Write 11 in your yellow subtotal box on your rubric. 2 sections to go, lets move on to the Classroom and Family Support Indicators Section on the rubric.

For this sub-section, you will circle all point values that apply to this site. This site does have staff that are knowledgeable about NCs early learning and development standards, they use an approved curriculum as well as an approved on going assessment tool. Looking at the rubric, you would circle all point values under the curriculum and instructional assessment sub-sectionMove on to the family engagement sub-section of the rubric *Use the information here to complete and assign points to the Family Engagement sub-section of your rubric. You see that the application asks that the site submit a copy of their family engagement plan. For today, we have simply listed a few of the strategies that this site employs to support family engagement. You see that they have 4 strategies listed, so they would receive the point value assigned to 4+ strategies on the rubric. The application also suggests that this site does have a very appropriate and in-depth plan for supporting children and families who do not speak English or have limited English proficiency. They would receive the point value for that support. Move on to the staff compensation and professional development section*On the screen is the education/licensure/compensation scale that is location in the applicationUse this information to circle the appropriate point value for this section. Staff are paid at the target compensation level with a combination of salary and benefits. What point value do they receive? (7)That completes this section, lets subtotal each of the sub-sections to get our sub-total and write it in. Should be 25 points. This site received 25 points of a possible 27 points for this section.Move on to final section of the rubric*Looking at the rubric, the final section is titled, Additional Locally Determined Indicators. This section is designed for counties to have the option of adding up to 8 points to additional indicators that are determined locally by the site selection sub-committee and are relevant to each county.This section is optional, however, if additional indicators are decided upon, they same indicators and corresponding point values must be the same across each rubric completed. The point values for each additional indicator will also be determined locally by the sub-committee, can total up to 8 points but cannot go exceed 8 points. Lets look at an example of additional locally determined indicators and assigned point values. *This list provides examples of items that might be considered as additional indicators- Lets read through the listNow return to the rubric, to the Additional locally determined indicators section. *For the trainings we will use the additional locally determined indicators that you see here. (Read through) 3 points will be given to sites that meet the 1st indicator and 5 points will be assigned to sites meeting the second indicatorYou see that our indicators do in fact add up to a possible 8 total points for this section. As an example: we could have 4 additional locally determined indicators listed here that are assigned 2 points each for a total of 8 points, or we could have 3 additional indicators listed that are assigned 2 points a piece totaling 6 points..as long as this section does not exceed 8 points and the same criteria is used for each application being reviewed this would be appropriate. Go ahead and write the two additional locally determined indicators on your rubric along with the assigned point values. In this case, the site selection sub-committee spoke with the director of the site who informed them that while she is interested in collaborating with the Early Educator Support, Licensure and Professional Development Office as an Evaluator, she has not yet taken the required trainings and explains that it will be Fall of 2014 before she can participate in the trainings. With this information, would the sub-committee circle the point value of 5 for the second indicator? (no)What is the sub-total for the Additional locally determined indicators? (3) great!Finally, lets review our rubric to add up the sub-totals from each section to get a Rubric total*To calculate the total points for each rubric, add the subtotals together for each section. All rubric sub-totals has been entered here, after being added up, we see that the rubric is assigned total points. Return to the very top of the rubric, to the gray area to write in the total points for the rubric. Move into the last couple of slides to summarize the steps and get a few reminders. *The next two slides sum up the steps that will take place in the site selection process. (Read through steps listed)*Sites will be rank ordered to reflect high performing sites at the top of both stacks (new and existing) and lower performing sites at the bottom of the stacks. The NC Pre-K Committee would take into account that an applying new site that is ranked at the top of the new stack could replace a low performing existing site that is at the bottom of that stack. The NC Pre-k Committee would also take into consideration any additional documents or information that has been provided to them by the site selection sub-committee. The site selection sub-committee should ensure that the same criteria is applied across all applying sites when collecting any additional information. (for example: if conducting site observations, the same criteria must be used for observations among each site visited. Finally,, remember to use the site selection decision tree as a tool throughout the process to help guide you through the appropriate steps. *
