New parking lot signage similar to PL 1-W, 1- M, 1-X, etc, is in the making & will soon be installed. The next area to be demo'ed will B-3053 at the head of Pier 6, corner of West Vesta & Brinser St. This is still on the scheduled listing, exact date TBD. P-405 (high rise parking structure) opened its first three floors on 27 Aug 2012. There will be 396 regular parking spaces, 10 handi-cap spaces and 4 motorcycle spaces. The elevators are not finished but the stairwells are open from the third floor down. On 29 Aug 2012 Parking Lot 3-I was secured to start construction on the new BEQ. 365 parking

NBSD QUARTERLY OSH POLICY/TRAFFICRODS SAFETY COUNCIL MEETING

The NBSD Quarterly OSH Policy/Traffic/RODS Safety Council meeting was conducted on 12 September 2012 at 0900 in Building 72, Nimitz Conference Room.

The purpose of the council is to identify, define and assess issues, problems and needs at NBSD and make recommendations to improve the effectiveness of the NAVOSH, Traffic, and RODS programs.

OLD BUSINESS

During the last meeting, conducted on 06 June 2012, we reviewed base construction projects, Recreational Mishap Concerns, Workplace Mishap, and Traffic Safety concerns.

NEW BUSINESS

What’s happening around Naval Base/Construction/Areas of Caution/Gates. Please disseminate the following information to your Sailors and employees so that they may be able to plan accordingly:

B-88 has been demo'ed and is now parking lot 1-B for ESG-3 parking only. New parking lot signage similar to PL 1-W, 1-M, 1-X, etc, is in the making & will soon be installed.

  The next area to be demo'ed will B-3053 at the head of Pier 6, corner of West Vesta &

Brinser St. This is still on the scheduled listing, exact date TBD.

P-405 (high rise parking structure) opened its first three floors on 27 Aug 2012. There will be 396 regular parking spaces, 10 handi-cap spaces and 4 motorcycle spaces. The elevators are not finished but the stairwells are open from the third floor down. On 29 Aug 2012 Parking Lot 3-I was secured to start construction on the new BEQ. 365 parking spaces have been lost due to this construction, but 396 are gained in the new parking structure.

  P-327 Demo Pier 12 and construct a new pier in the Pier 12 area is in full swing. Parking

Lot 4-L is is the laydown area for the pier 12 demo and is totally secured to all parking. Be aware of any directional signs or flagmen when traveling the area. Be aware of 5 extra long trucks transporting concrete pilings (one each) for pier 12 at 0515, and again later in the day.

  P-327 Dredged material from the Pier 12 project is being stored within Parking Lot 4-X

(POW lot at corner of Mole Rd & Womble St) and a portion of PL 4-I (Mole Pier parking area just west of PL 4-X).

  B-3135 (Dry Side North by Commissary) and been demo'ed and will be the location of

Navy Federal Credit Union next year. Please keep clear of the demo'ed area.

Seabees are still working on the Gate 7 guard shack replacement project. Estimated completion is 22 October 2012.

  An Aqua Filter system is planned to be installed along the Channel Lane area (west of the

transportation storage lot) to capture water runoff in that area during a rain event.  

Galley (B-3202) renovations are in progress, the project should be completed in February 2013, barring any complications.

  PL 2-J (south of Commissary B-3629) will be asphalt overlayed in the very near future.

The project is scheduled to start 18 Sep and progress in three phases until completed around 05 Oct.

  Quay Wall repairs will be conducted between Piers 3 and 4 between October 2012 and

February 2013. 

Parking in the vicinity of Pier 4 will be occasionally challenging over the next year as ship movement schedules are changed.

A pedestrian crossing is being painted in front of the Fleet Exchange courtyard entrance, please keep an eye out for people walking here.

Security is testing a new electronic base access system during non-peak hours which may cause some traffic back-up.

If you notice something that is not working, notify the people who are responsible for it, otherwise it won’t get fixed.

  Remember to wear reflective apparel if jogging during hours of darkness, an ounce of

prevention does go a long way. 

Quay Wall parking is for CO, XO, CMC, & E-7 and above.

NAVY PMV FATALITIES UPDATE

Personal Motor Vehicle (PMV) mishaps result in the largest number of off-duty Navy deaths each year and are always a subject of concern. We have had 39 traffic-related fatalities so far this fiscal year, suffering primarily from a 263% increase in motorcycle fatalities over the summer. The following are the 11 SEP 2012 (1000) Naval Safety Center PMV fatality stats for 4 wheel and 2 wheel vehicles, and pedestrians:

Stay involved with your subordinates, mentoring and even parenting them on occasion, to keep them from adding to this list. While we have not had any pedestrian or jogger fatalities, it is a matter of time unless we discourage our people from walking and texting or driving and texting. As always, be an active participant in your travels and play the “what if” game.

Traffic courses include: Military Sport Bike Rider, dirt bike, ATV, and more.

All active duty riders must have completed the BRC and must continue their education every three years with the use of the BRC2 and the MSRC. Professional training courses in advanced riding offered in the civilian community is highly encouraged.

RECREATIONAL RISK MANAGEMENT

Sports Safety Ensure your personnel have the knowledge needed to assess the risks of the sporting activity they

want to participate in. They should know the rules of the game, the right gear for the sport they are engaging in and choose an appropriate location for the game.

They should stretch for a few minutes, then prepare their body by practicing some of the actions they will be doing in the game, or get their muscles ready by jogging in place or doing jumping jacks.

After they finish playing, they should spend a few minutes cooling down and stretching again. If they need guidance in selecting warm up activities, they can consult the physical fitness team

members at the base gyms. Ensuring your people are playing smartly means less lost time and productivity for you and less pain

for them.

TRAFFIC CONCERNS

There is simply no way to safely text while driving. Talking, eating, shaving, or applying makeup are also bad ideas while driving.

Besides GPS units is the 511 system to help you arrive safely at your destination. Use 511 to get warnings of road hazards, closed roads and traffic congestion. The local 511 system can be called, or found on the web at www.511sd.com. Entering 511 in a search engine brings up different 511 websites for cities around the country.

Fatigue is an often ignored factor that results in vehicle mishaps. Ensure your people know the importance of adequate rest and quality sleep, at least 6-7 hours each night. This may be a good time to find out if they are having sleep issues that need to be addressed.

OSH INSPECTION FINDINGS

Occupational Safety and Health Specialists reported the most commonly found hazards during the inspections were:

Electrical:Improper use of power strips (daisy-chained or powering kitchen appliances)Breaker panels blocked or breaker switches not labeled Cracked/ broken receptacles or switches

HAZMATMSDS not on hand for chemicals presentChemicals (typically cleaners) not properly stored when not in useHazardous Authorized Use List not not updated to reflect chemicals currently in workplace

* Safety is everyone’s responsibility. Ensure that your personnel are performing their work safely. Working in a safe environment can reduce injuries, time lost, and associated costs.

We have 2 weeks remaining in this fiscal year, and we did not decrease our mishaps over last year’s. Check your areas daily for hazards and observe your work processes for situations that may contribute

to a mishap. When documenting a mishap, enter the results of your preliminary investigation by answering the

who, what, where, when, and how in the Supervisor’s Narrative. Please call your safety specialist if you have questions about entering a mishap into ESAMS.

*Remember to report all injuries to your supervisor and record them in ESAMS.

ACTION ITEMS

Zone inspections are still in progress every Tuesday with the CO, XO or CMC.

FED OSHA has increased their inspection tempo, resulting in more stringent enforcement. Ensure your workplace follows proper safety practices, your employees are practicing proper safety techniques and using PPE as required.

Bicycles must obey roadway signage, just as motorized vehicles. Bicycles are not to be ridden on sidewalks.

Shirts must be worn while jogging on base. Jogging is not permitted on the street during peak traffic periods, 0630-0800 and 1500-1700, or during hours of darkness. Night time jogging may be done at lighted MWR facilities. Headphones are not to be worn while jogging on the street. Listening devices may be used in designated jogging areas, only one ear to be covered.

Headphones, earphones and other sound producing devices may not be worn while walking, riding a bicycle, or operating a vehicle on NBSD streets and roadways.

Command Motorcycle Safety Representatives should be enrolling their riders into course. Sailors should enroll themselves only when in transit between duty stations.

OPEN FORUM Member: Concern – In the area of Pier 10, people are crossing the street outside of crosswalks and

without regard for vehicle traffic.Response: Another member stated that in the past, the CPO and FCPO messes have had their members patrolling the area to keep order.

Member: Concern – There are not enough bicycle racks on the piers to allow people to lock their bikes. More racks would promote bicycling to work and relieve traffic congestion.Response: Another member stated that some people take their bikes on board the ship. The XO and Port Ops representative stated they would look into getting more bicycle racks on the pier.

Member: Concern – When playing the infield position on Ball Field #3 in the afternoon, the sun is directly in player’s eyes and may cause them to be struck by a ball. The current sun shade is not big enough or is not in the right position to prevent this hazard, can it be enlarged or moved? A similar issue is the placement of an outfield light on Ball Field #4, which shines directly in the batter’s eyes.Response: Safety will pass this information to MWR for investigation.

Member: Observation – When playing sports, wear the appropriate footwear to prevent injury. A local Sailor was injured playing football while wearing five-toe running shoes.

Member: Member stated that while stationed at Lemoore Naval Air Station, she was able to receive text alerts in regard to traffic issues around the base, and was able to plan her travel more efficiently.Response: Safety will consult with Lemoore Safety Office to find out more about this system.

Member: Concern – Pier 4 has a large asphalt berm that is a trip hazard at night, can it be marked or removed?Response: The Executive Officer stated she would request NAVFAC to mark the berm to promote visibility.

Member: Concern – Students in the motorcycle safety classes at Bldg 280 are entering the parking area from the wrong direction and may cause a personnel or vehicle mishap. Response: Mr. Steve Martin of Regional Safety stated he will take this issue for action.

Member: Announcement – CNSP will be hosting Motorcycle Safety Representative (MSR) training on 25 SEP 12 from 0800-1100 and 1300-1600 at Bldg 3290 (TSC) Rm 318. Contact LT Liverman at [email protected] for a seat.

Member: Announcement – Street Smart will be at the Naval Base Theater on 11 DEC 2012. Event times are 0830, 1030, and 1300. Please come out and get trained!

ADJOURNMENT

The meeting was adjourned at 1030. It is requested that you disseminate these minutes to personnel not having electronic access, and brief them on contained pertinent information. The next meeting is tentatively scheduled for 05 Dec 2012 at 1000. All commands are encouraged to have a representative present.
