If individual orders have not been issued by higher authori ty , cunmanding of f icers when t ransferr ing chief pet ty officers and petty offi- cers, first class, shall issue orders t o than by name, i n order t o avoid any confusion that m i g h t a r i s e i n regard t o transportation of dependents,"

"This action, required by the provisions of the Naval Appropriation Bill, has the following effects:
(1) Stopped pramotion into t h e ra t ings of pe t ty of f icer , first c lass , for t h e Fourth Quarter, 1936, and the F i r s t Quarter, 1937. It may be possible t o make promotions t o t h i s grade dur- ing the Second Quarter of 1937.

RXQUESJIS FOR DUTY Submarine Duty - Lnlisted - Men,
receiving insuff ic ient requests from en l i t a men f o r submarine training. Se&mn, Firemen, and certain pet ty of f icers t h i r d c lass are desired for this instruction, and according t o present estimates about forty men nil1 be required each month f o r instruction a t the Submarine School, New London, Conn.
Commanding of f icers a r e requested t o encourage men that 3re physically and i n other respects qualified f o r submarine duty, and t o forriard such requests promptly to the Bureau, Attention is invited t o the f ac t that qualified submarine men a re paid extra compensation.

The at tent ion of the Bureau has been invited to a corporation whose method of operation i s rmch a s t o circumvent the res t r ic t ions established by the DepartKent as t o the purposes for which allotments may be registered,
I n order t o obtain a loan , the borromer, bes ides signing the usual papers, i s required to enter into a contract f o r a $d,OOO "bond?' or "savings contract,?? both loan and "savin@;s eontrac'e" t o be han6led bj a single a l l o t - ment, the transaction, and the remainder of the allotment goes tom.rd paying off the loan, A s an example, if an individual borrows $300 t o b s pa id back i n 12 months, $7,00 of t h i s allotment being credited t o the savings contract , and $25,00 goes tovard paying off the loan. counted and he receives about d250.00 cash. actual ly paid in $384,00.
I n most cases the men discontinue t h e i r contracts as soon as the loan is repa id , a s they can see no advantage i n continuing the savings end of the traneaction.
