STJBJECT: Proposed Assignment of A i r c r a f t and Naval Aeronautic Organization - F i s c a l Year 1939.

1 . The f o l l o ~ v i n g proposed assignments i n the Naval Aero- n a u t i c Organization f o r the f i s c a l year 1939 have been prepared f o r use i n comec t ion with t h e 1939 Budget.

2 . The Bureau of Aeronautics is respons ib le f o r the supply of a i r c r a f t i n accordance wi th these assignments. The supply of spa re a i r p l a n e s f o r maintaining authorized opera t ing s t r e n g t h s s h a l l be governed by the following general provis ions :

These a i rp lanes rfley be opera ted i n excess of authorized operat ing s t r e n g t h , but only author ized opera t ing s t r e n g t h w i l l be considered i n de tern in ing personnel allowances and. f l i g h t orders o f squadrons and u n i t s con- cerned,

4. Squadrons and u n i t s s h a l l not b e equipped with a i r - p lanes , o t h e r than experimental , obsolescent o r obso le te , i n excess o:f au thor ized opera t ing s t r e n g t h s . Spare a i r p l a n e s i ! v i l l be suppl ied a s replaceraents f o r those expended o r undergoing rilajor o-verhaul. Temporary reduct ions i n authorized opera t ing s t r eng ths a r e necessary f o r minoc r e p a i r s , inspect ions and overhauls.
