The revised budget of Rs 4,150 crore will now be presented in the General Body meeting for approval. It may be recalled that the Navi Mum- bai Municipal Com- missioner Annasaheb Misal had presented the budget of Rs. 3,850 crore on 18 th February, 2020. Taking serious note of the incident, the educa- tion department of NMMC issued notice to the Vatsalaya Trust for immediate removal of the teacher from the work and lodged a complaint against him in the police station. L&T Company has set up 3 computers labs (Computer Training Centres) as part of its CSR fund in School No. 40. Rabale policearrested MohammedUbedul alias SyedMudassar Sheikh, theaccused in the casefor fraud in the firstweek of February andproduced him in thefirst class criminalcourt of CBD. Thejudge deported him tothe court cell inTaloja jail for notbeing granted bail.However, on February11, an unidentifiedperson submitted afake release memoorder (release order)of the First ClassJudicial Court of theCBD in Taloja Jail torelease the accusedMohamed Ubedulfrom the Taloja jail.

However, the jail

superintendentsuspected that therelease order fromthe court was fake.To confirm this, hemet the CBD courtjudge directly andfound that no suchmemo order wasreleased by thecourt.

Subsequently,Assistant Superinten-dent of the First ClassJudicial Magistrate’sCourt at CBD RameshLadeh filed a com-plaint at CBD policestation. Accordingly,the police havelaunched a search foran unidentifiedaccused for forgingfake documents andcheating the court andofficials of the Taloja.

Strict implementationis the need of the hour

In the past few years the vehicular population in Navi Mum-

bai has grown manifold. The modes of transport have multiplied

and the vehicular density is increasing exponentially with every

passing year. However the quality and quantity of the road net-

work and traffic control aids have not kept pace with the demand.

The traffic discipline has deteriorated and there seems to be no

respect for the traffic rules and the traffic authorities. Rather the

young generation seems to enjoy flouting the traffic rules and

seems to take pride in driving fast but rash imitating Bollywood

movies. Many of them take pride in driving vehicles even before

they attain the mandatory qualifying age of 18 years, to be eligi-

ble to possess a driving license. They do not have even the slight-

est inkling that by their behavior they are not only playing with

their lives, but are also putting to risk the lives of other commut-

ers. It is very unfortunate that the statistics for the road acci-

dents are increasing at an alarming pace, matching the pace at

which the people are driving these modern machines. The grav-

ity of the situation has forced the government to direct its atten-

tion towards road safety measures and to seek solutions to the

problem. Celebrating “Road Safety Week” every year is a feeble

attempt in that direction.

While a number of factors are responsible for road accidents,

prime reasons are blatant flouting of traffic rules and most impor-

tantly primitive and inadequate traffic control aids. Traffic signals

are effective means of regulating traffic. However if these are in-

stalled before proper survey, they can become a nuisance for the

motorists and pedestrians alike. In Navi Mumbai the authorities

seem to have installed traffic signals haphazardly without carrying

out a proper survey of the traffic. Adequate street lighting, smooth

riding surface, properly functioning of traffic control aids, traffic

markings are some of the ways of reducing road accidents. Since a

large number of accidents involve pedestrians, it is necessary to

devote attention towards their safety. An adequately designed and

encroachment free pedestrian pathways are essential for segre-

gating the vehicular and pedestrian traffic and they can provide

the much desired sense of safety and protection to the pedestri-

ans. Special attention should be given towards lighting pedestrian

cross walks and junctions.

An effective way of controlling and curbing accidents is the strict

implementation and enforcement of traffic rules. The driving li-

cense should be issued only after rigorous examination process.

While helmets should be made compulsory to the riders of two

wheelers and fastening of seat belts should be made mandatory

for the drivers of four wheelers. By imposing other legislative

measures like introducing fines for flouting rules, imprisonment

or endorsement on licenses for reckless driving, road accidents

can be minimized. The other field which needs immediate atten-

tion is traffic planning. It is today a very specialized field and can-

not be designed by thumb rules as is being done today by the au-

thorities. It needs understanding of the subject besides studying

the traffic behaviour and the psychology of the commuters in a

particular region / city. So there is immediate need to have the

traffic study carried out by professionals and long term planning

done with futuristic approach, for Navi Mumbai, to optimize the

infrastructure and to have easy and speedier and safe commuting.

Sanjay Sethi, IAS,Chairman, JawaharlalNehru Port Trust(JNPT), India’s pre-mier container porthighlighted the variousinitiatives taken by theport under ‘Ease of Do-ing Business’.

Speaking at the ses-sion, Shri Sanjay Set-hi, IAS, Chairman,JNPT while high-lighting the variousinitiatives underEODB for the tradesaid “JNPT hasachieved significantimprovement in over-all Dwell Time, espe-cially the importdwell time which hasreduced from 55.55hours in 2018-19 to37.33 hours in 2019-20, till Jan. Further tothis, the road dwelltime has seen a reduc-tion of 33% and in railby 45%. These resultshave been achieveddue to the consistentefforts by the portthrough three prongedapproach: improve-ment of infrastruc-ture; simplification ofprocesses and digitiza-tion of activities.”

JNPT has been cred-ited for India improvingits ranking in the WorldBank’s Ease of DoingBusiness Index, underthe ‘Trading across bor-ders’ segment to 68thposition from 146 in aspan of two years.

JNPT introducedDirect Port Delivery(DPD) and Direct PortEntry (DPE) facilitieswith the objective toexpedite the delivery ofimport / export con-tainers and reduce thecost of transaction.DPE created exclusive-ly for exporters tobring in the export con-tainers directly to portinstead of routing itthrough CFS.

The Port has alsointroduced Inter Ter-minal movement ofTrac tor Tra i l e rs(ITT) which savessignificant amountof time and cost forthe EXIM communi-ty. initiatives, JNPT hasreplaced manual form13/Form 11 with E-Forms, by which entryof containers in theterminals are simpli-fied. JNPT also intro-duced Radio Frequen-cy identification(RFID) based Gate Au-tomation System hasensured that the gatetransaction time is re-duced from 10 minutesto 1 minute also pro-viding high securityprofile. JNPT also in-troduced Containertracking (first time inIndia), E-Delivery or-ders, Mobile App, Up-gradation of Navis sys-tem with Navis N4Terminal OperatingSystem. An upgradedversion of PCS waslaunched to enable allstakeholders to ex-

change data / transac-tions on the PCS 1xplatform in a real timebasis. It has reducedthe time and overallcost for documentaryand border compliancefor imports and ex-ports by eliminatingunnecessary duplica-tion of activities on dif-ferent portals.

Under the Improve-ment of Infrastructureinitiatives, JNPT hascreated parking yardswith custom process-ing zone for undocu-mented export contain-ers for all terminals ofJNPT. The parkingyard operation ensuresthat only containersthat have received ap-proval from customsand are fully document-ed proceed to the termi-nal gate. This has

helped in bringing dis-cipline at the portroads and contributedsignificantly in easingtraffic at the JNPT ap-proach road.

In addition to theexisting parking areas,the Port is developinga Centralized ParkingPlaza with an objectiveto provide parking fa-cility for trucks carry-ing export containersand enable completingpre-gate entry formal-ities and documenta-tion for export underone window system.The parking area isbeing developed in anarea of 45 Ha for park-ing of 1,538 trailersand will have all thefacilities like Customdocumentation system,banking, cafeteria andmany other facilities to

give comfort to thedrivers. This systemwill reduce congestionof parked containertrucks on JNPT roadsand help the respectiveterminals to plantheir TT movementsin a better way. Alsoin order to bring allregulators near portarea, the port has al-lotted office spaces toFSSAI, Animal Quar-antine, Plant quaran-tine, Textile Commis-sion and Drug Con-troller.

JNPT has alsoroped in Zinka Logis-tics Solutions Pvt. Ltd(BlackBuck) to oper-ate the Transport So-lutions with the e-market platformwhich helps in elimi-nating inefficienciesby reducing emptytrailer movements be-tween port and CFSs,reduce empty contain-er movements in hin-terland and also helpin reducing the truckidling time for theFleet Owners and en-sure trucks availabil-ity to trade.

GajaratnamGuruvayur Pad-manabhan, one ofthe most majesticelephants in thestate, died at Guruv-ayur. It was 80. Oneof the oldest ele-phants of the Guruv-ayur Devaswom,Padmanabhan hadbeen undergoingtreatment for thepast two weeks afterit developed swellingon its body. It diedwithout respondingto the treatment.

Padmanabhanwas a much sought-after elephant forfestivals, includingfor Thrissur Pooram.In 2004, it set arecord for the high-est procession fee of ¹2.25 lakh for a dayfor parading at theNenmara-VallankiVela. Padmanabhanwas offered to Guru-vayur SreekrishnaTemple by E.P.Brothers, Ottappa-lam, in 1954. TheGod of Elephants isthe God of the Gajaworld and the lord ofmajesty. Guruvayur*Padmanabhan* isthe chief elephant ofthe temple after thefamous GuruvayurKeshavan of thetemple.

Thecommittee on Febru-ary 3 allowed Pad-manabhan to partici-pate in templerituals. However, theelephant developedhealth issues after aweek.

Born in theforests of Nilambur,the elephant wasborn at Swamy inAlathur. At age 14,Padmanabhanreached Guruvayoor. In 2004, Devaswomwas honored with

‘Gajaratnam’. Thereare many otheraccolades receivedfrom various templesand festivals inKerala. Padmanabhan,who was a regularattendant of Thris-sur Pooram, hadspent the night ofthe Thiruvambadysect in the latenineties.

This elephant isthe highest paidelephant in Keralafor a festival. Vallangi DesamPadmanabhan paid asum of over Rs.200,000. The realVaikuna. Eventhough the son ofVishvora, the hero ofParamatma, who ledmany Gaja Mela inKerala, has reachedthe present age, hiswealth and vitalityare still lacking. Guruvayoor Pad-manabhan, the realVaikkushovara son,led the many GajaMela in Kerala.

Though there aremany elephants withtall and tall heads,the Padmanabhan ofUtsavaparamparam-pi attracts Pad-manabhan. Templerituals are perfectfor the gentlemanPadmanabhan. Novel CoronavirusDear Editor,The deadly disease, novel Coronavirus is in limelight globally which

has created menace for several countries like India, France, China, Indo-nesia, Canada, USA, Japan, Thailand, Sri Lanka and even Pakistan.The virus is spreading like wildfire engulfing many people around theworld. In China, the death toll due to the lethal virus has reached 250 andaround 15, 000 people have been infected so far.

The World Health Organisation (WHO) indulged in taking immediatemeasures as the virus rang the alarming bells with a sudden rise. TheCoronavirus is transmitted person to person through the air by coughingand sneezing, touching or shaking hands, and touching objects surround-ed with that virus. However, the severe symptoms include fever, pneumo-nia, kidney failure and dreadful death. Unfortunately, the authoritiesand officials could not make vaccines available, but the virus can be con-trolled through effective and responsive conduct like washing hands withsoap. Avoid touching eyes, nose or mouth with unwashed hands. Avoidclose contact with people who are sick.

Hypertension is an-other name for highblood pressure. It canlead to severe complica-tions and increases therisk of heart disease,stroke, and death. Pri-mary hypertension, bydefinition, has noknown cause but medi-cal conditions and life-style factors can con-tribute tot h e d e v e l o p m e n tof secondary hyperten-sion, however, withhigh blood pressure be-ing a consequence of aseparate health concerntypically related to theheart, arteries, kid-neys, or endocrine sys-tem. One can havehigh blood pressure, orhypertension, and stillfeel just fine. That’sbecause high bloodpressure often does notcause signs of illnessthat one can see or feel.

High blood pres-sure, also known ashypertension, is themost common cardio-vascular disease. Bloodpressure refers to theforce of blood pushingagainst artery walls asit flows through thebody. High blood pres-sure can also causeshortness of breathduring light physicalactivity or exercise.

Today, hyperten-sion is a common andmajor cause of strokeand other cardiovascu-lar disease. There aremany causes of hyper-tension, including de-fined hormonal and ge-netic syndromes, renaldisease and multifacto-rial racial and familialfactors. The cause ofhypertension is oftennot known butaround 1 in every 20cases of hypertension isthe effect of an under-lying condition or med-ication. Chronic kidneydisease (CKD) is a com-mon cause of highblood pressure becausethe kidneys do not fil-ter out fluid. This flu-id excess leads to hy-pertension. Hyperten-sion is more common

Fre-quent narrowing andalterations in blood ves-sel diameter can lead tohypertension overtime. Still, some stud-ies have linked mentalstress and depressionwith risk of high bloodpressure. Althoughmany patients may nothave symptoms atfirst, over time, highblood pressure can leadto “wear and tear” onthe body. High bloodpressure is very com-mon in older people. Aswe age, our vascularsystem changes. Arter-ies get stiffer, so bloodpressure goes up. Thisis true even for people

who have heart-healthy habits. Thegood news is that bloodpressure can be con-trolled in most people.Exercising is a benefi-cial lifestyle modifica-tion for a wide varietyof health conditions.There is an ampleamount of researchsupporting the study ofhypertension that pro-vides clear evidence ofthe positive effects ofexercise on loweringhigh blood pressure.Those who are physi-cally active tend to livelonger, healthier lives.

H y p e r t e n s i o nemerges as an ex-tremely importantclinical problem be-cause of its prevalenceand potentially devas-t a t i n gconsequences. Even aperson with risk fac-tors like high bloodpressure, diabetes oreven a smoking habitcan gain real benefitsfrom incorporating reg-ular physical activityinto their daily life. Lif-estyle changes — in-cluding changes in dietand physical activity— and medications arerecommended fortreating high bloodpressure. Peopleshould exercise on atleast 5 days of theweek. Examples of ac-tivities include walk-ing, jogging, cycling, orswimming. Let us pro-mote public awarenessof hypertension and toencourage citizens ofall countries to preventand control this silentkiller, the modern epi-demic Hypertension.

During Lent, weare invited to searchdeeply within ourminds and hearts andto look at our ownhopes for our ownlives and for ourworld. People oftenask: “How can wehave hope in timeslike these?” If wewatch TV or read thedaily newspapers,there are endless

stories of abuse andneglect, of childrendying of hunger anddisease, threats ofmore wars, and greatlack of respect in civildiscourse and shat-tered hopes anddreams for manyfamilies. Often out ofchaos, we see peoplereaching out in careand compassion,working to changesystems and struc-tures that dehuman-ize and sharing theirresources with thosemost in need. We canrely on God’s promiseto redeem us from allour iniquities and tonever let us walkalone. We know thatwhere God is, there

can always be hope.Lent can be a timewhen we listen moredeeply to hear andrespond to the voice ofGod within andaround us. Jesusprayed in his deepestagony and it gaveHim strength tocontinue the journey.

During Lent, let usopen our minds andhearts to the trans-forming power ofGod’s presence andgrace. We try toempty ourselves of ourself-righteousness andpride and see how wecan respond to God’scall in new ways byplacing ourselves inGod’s hands. Navi Mumbai: The Kharghar TalojaColony Welfare Associ-ation (KTCWA) mem-bers gathered in largenumber on Thursday27th February, 2020 infront of Raigad Bhavanwhere MaharashtraPollution Control Board(MPCB) office is locat-ed and staged a protestagainst the environ-mental issues, especial-ly air pollution inKharghar and Talojaregion. The protestershouted the slogansagainst MPCB officialsand demanded strictaction against all thecompanies who are pol-luting the city.

Few protesters wereeven prepared to stagefast unto death protestin front of MPCB officeif their demands werenot met. But finally ataround 6 pm, theMPCB deputy regionalofficer of MPCB,Raigad-1, Sachin Adkar

The air qual-ity in Kharghar andTaloja is worst and allthe residents are badlyaffected from it. Wehave been doing regu-lar follow-ups with theMPCB officials but ourcomplaints have fallenon the deaf ears.”

Ranawade furtheradded, “I am happy thatwe succeeded in the

protest. The MPCBDeputy Regional officerSachin Adkar has as-sured that a committeewill be constituted inwhich the membersfrom KTCWA will be in-cluded. However, morethan the committee, wewant solution. TheMPCB officials are busyin Adhiveshan atVidhyan Bhavan and

after that they will lookinto the matter. Wehave received a writtenassurance in which ithas been promised thatwhatever demands thatcan be fulfilled will betaken up immediately.While proper writtenreason will be given forthe demands thatMPCB finds difficultyin fulfilling. The au-

thorities have assuredto solve the issues by5th March. However, ifour demands are notfulfilled by then, we willstage fast unto deathprotest from 7th March.Our fight for fresh airin Kharghar and Talo-ja will continue till wesucceed.”

Adkar said, “Since allthe senior officials arebusy in Adhiveshan, wehave given a writtenassurance and also com-mitment that we willtry to solve all the prob-lems till 5th March,2020.”
