REPI Main Installation

� Since 2007, REPI has funded over 55 easements around NAS Fallon for a total of 5,773 acres

� NAS Fallon will add just under at total of 1,800 acres this fiscal year (FY16)

� Request for funding in FY17 for an additional 1,400 acres

� Focus of REPI is to keep compatible land uses around the air installation� Plan for urban development

� Lessen impacts from airborne noise

� Prevent restricted range access

� Promote productive agriculture

� Funding goes directly to land owner (liquidity)

� Total budget for REPI funding across all services in 2016 was $58.6M

Frey Ranch

Frey Ranch Vodka and Gin have been a huge success. Both products can be found in Nevada, California, Colorado, Indiana, Illinois, Michigan, Maryland and Washington DC. Bringing fresh money into the State of Nevada and specifically Churchill County

The distillery allows Frey Ranch to keep seasonal summer employees full-time. Transitioning them from outdoor work in the summer to indoor work during the winter

Virtually no waste. The by-product (spent grain) still has its nutritional value and can be used as cattle feed.

Frey Ranch uses 100% of the grains grown on the farm.

Frey Ranch has participated in the Churchill County/NAS Fallon Easement Program which has helped the 100 year old ranch reinvest and diversify the value of the land back into a new business model

REPI Fallon Range

� First easement completion expected by early 2017 (TNC)

� Second easement currently being selected with completion in late 2017 (NLT)

� Main partners for easements are The Nature Conservancy and Nevada Land Trust

� Technical expertise provided by Nevada Department of Wildlife and Sage Grouse Initiative (NRCS)

� Coordination of resources and projects are BLM and US Forest Service

F-35C Fleet Integration

� Modified F-35C aircraft assignments direct two to Naval Aviation Warfighting Development Center (NAWDC) for tactical development in early 2019

� In 2020, NAWDC receives two additional F-35C and another two b/t 2021-23

� Five military construction projects are planned to support the NAWDC and fleet system infrastructure

� First fleet squadron will train at Fallon in 2019-20

� F-35C integration will include temporarily deployments at Fallon for operational testing

Military Housing

� NAS Fallon maintains 230 housing units via a Public-Private

Venture (Lincoln-Clarke Housing)� Plan will demolish and rebuild 123 units and renovate 80

� Overall, the number of units is going to drop from 230 to 202, resulting in better housing but less of it

� Issues-� Rents have escalated but BAH has dropped

� Inventory of available homes is less than 3 months

� Housing – basically no housing (starts) construction in the past 5-10 years

� Stagnant growth in the county- rural counties have had a tough recovery since Recession (taxable sales only grew 0.6% from 2010 to 2014)

� Cost to build is greater versus cost to buy per square foot

� Inventory of distressed properties (foreclosures/bank owned etc.)

� Total Economic Impact - $517 million� activity generated by NASF (Churchill/Lyon/Washoe)

� Payroll - $84 million� direct annual payroll of personnel working at NASF
