NAVIGATING THE ONLINE REGISTRATION PROCESS

Once you have a ONe-key account, you can create a client profile and begin to register an activity using the system.

The Client Management sidebarThe Client Management sidebar is the main navigational tool for the Natural Resources Registry. It is divided into 3 main sections: n My Profile: your online client profile (contact information, address, business details)n My Services: the record of your online registrations and activitiesn My Sites: the location of your online registrations and activities (if applicable)

Navigating the registration processMost screens provide the following options:n go to the next screenn return to a previous screenn cancel to end the sessionn save your work as a draft n a help button for resources to help you register

Timing outFor security, online sessions time out after a period of inactivity. If your session times out:n your work is not saved n sign in again with ONe-key

To avoid timing out:n gather everything you need before you startn save a draft when you need to linger on a screen

GLOSSARY OF TERMS

General termsn Site: the location or locations for an activity, stored in the My Sites section of the Client

Navigation sidebarn Service: a registry or activity, stored in the My Services section of the Client Navigation

sidebarn Client profile: contact information and business details for a business or individual, stored

in the My Profile section of the Client Navigation sidebar

Contact termsn Accountable person: the person legally responsible for the business n Main contact person: the organization’s liaison for the registration n Primary phone number: your phone number during office hours n Attestation: your declaration that you provided accurate information, that you are aware

of the applicable regulations, and will follow the rules in the regulation

Business information termsn Legal business name: the name your business uses to remit taxes (if incorporated, the

name on your Articles of Incorporation) n Operating name: the name your company is known by, if not the legal name n Ownership type: e.g. partnership, trust, corporationn Business Number: a 9-digit business number assigned by the Canada Revenue Agency

(CRA) for the GST/HST, payroll, corporate income tax (also known as a BN9 or CRA Number)

n North America Industry Classification System (NAICS) codes: These 6-digit industry codes identify North American businesses by business type and country. The longer the number, the more detailed the description. For example:

21 Mining, quarrying, and oil and gas extraction 212 Mining and quarrying (except oil and gas) 2123 Non-metallic mineral mining and quarrying 21232 Sand, gravel, clay, and ceramic and refractory minerals mining and quarrying 212323 Sand and gravel mining and quarrying (Canada)n Business type: the text description that accompanies a NAICS code, used by small

businesses without a CRA to identify their type of business, e.g. Sand and gravel mining and quarrying (Canada)

n Business location: the closest Ontario municipality to where your business operates

Address/Site terms n Physical address: the actual location of a client’s home, business or activity; may be the

same or different than a client’s mailing addressn Mailing address: where your mail is delivered (e.g. civic address, P.O. Box, General

Delivery) n Delivery designator: how mail is delivered (e.g. P.O. Box, General Delivery)n Delivery identifier: the specific delivery unit for your mail (e.g. P.O. Box 3)

n (Physical) civic address: an urban address that uses street names, unit numbers and municipality or town (often referred to as the 911 address)

n Unit identifier: e.g. unit, apartment n Street type: e.g. Street, Avenue, Boulevardn Street direction: e.g. Queen Street East, Brock Street South

n (Physical) surveyed address: a rural address that uses lot, concession, and geographical township, with space for a part lot description and other location information, if needed

n Geographic township: the name of the original township, which may not match the current municipal name

n Part lot description: used if a lot is severed (e.g. North Half, Pt 2 of Lot XXX)

n Non-standard address: primarily for unorganized areas, it identifies a location using its geographic coordinates and a short description

n Unsurveyed address: primarily for unorganized areas, it identifies a location using its geographic coordinates and a short description, also known as a non-standard address

n Location description: a short description of a location when no civic or survey information exists (e.g. Mile marker 87 on CPR main track west of Thunder Bay)

n Legal description: words used in a legal document to describe, locate and identify a specific piece of land (e.g. Part Lot 5, Concession A, Smith Township)

n Additional location information: additional details to pinpoint an exact location, or location details required for specific registrations

n Unorganized township: townships that have been surveyed but never became municipalities

n Unincorporated area: areas that have never been surveyed or formed municipalities (e.g. Algoma District)

n Geographic coordinates (geo-coordinates): an exact geographic location, identified using Universal Transverse Mercator (UTM), or Universal Polar Stereographic (UPS) coordinates, latitude, longitude and elevation, etc.

n Canadian Address Lookup: a tool that uses a postal code to find an address

Account termsn Natural Resources business client profile: a Ministry of Natural Resources account

opened by a business, non-profit organization, municipality, government agency or ministry to register the organization’s Natural Resources activities online

n Natural Resources individual client profile: a Ministry of Natural Resources account opened by an individual to register his or her non-business Natural Resources activities online

n ONe-key ID: a secure account that gives you online access to Ontario government programs and services

HOW TO REGISTER AN ACTIVITY

The My Services tab on the Client Management sidebar stores the records of your registrations. It offers 3 options: n create a new registration n open a draft (an incomplete registration)n review or update an existing registration

CREATE A NEW REGISTRATION OR ACTIVITYOnce you have a client profile, you may add your first registration or activity. Begin by choosing My Services on the Client Management sidebar.

Select an activity to register:n choose Create New Registrationn select the registryn pick an activity (if applicable)n for Notice of Activity under the Endangered Species Act, select an activity subtype (if

applicable)

Check your eligibility:n review the activity details and open the activity page to consult rulesn agree to the registry’s Notice of Collectionn answer a short eligibility questionnairen if you are not eligible, in many cases you cannot proceed with online registration;

cancel to escape

Describe your activity:n add the details and dates for your activity (if applicable) n select an existing Site or create a new Site (if applicable)n attest (swear) that you provided accurate information and will follow the rules of the

registryn review and edit your registration summaryn submit your registration

NOTIFICATION OF REGISTRATIONOnce you submit your registration, you receive:n a confirmation number n an email with attached Confirmation of Registration and an Evidential Record of the

information you provided in your registration

You are responsible for checking into other laws and bylaws governing your activity. Get any permissions, approvals and authorizations before you begin.

BEFORE YOU START YOUR ACTIVITY:Read your Confirmation of Registration carefully. You need to keep it for the duration of your activity as proof that you registered. You may also need to:n keep it on file at the address in your client profilen keep it on site during the activityn give a copy to agents and employees carrying out the activity

CREATE A NEW SITE (MY SITES)

A Site identifies the location or locations of the activities you register online. Some activities and registries, like the Notice of Possession, don’t need a Site. Others ask for one or more locations. Begin by choosing My Sites in the Client Management sidebar.

SET A SITE NAMEn name your new Site (e.g. Cottage, Building Site, Queen St. Bridge) n Site names can be changed in My Sitesn you may not be able to reuse Sites with active registrations

ADD NAICS CODES OR BUSINESS TYPE (business clients only)You may choose up to 3 NAICS codes. Pick codes that align as closely as possible with the business activity you will carry out at that Site. To find NAICS codes:n use the drop-down lists to search for suitable NAICS codes n select a code and add it to your Siten go on, or search again and add up to two more NAICS codes

Small businesses without a Business Number or CRA number need to enter their business type:n your business type is the description for your 6-digit NAICS coden if you don’t know your NAICS code, search for NAICS 2012 on the Statistics Canada

websiten use the search tools to look up your 6-digit NAICS code and the description that

corresponds to your business n type the description into the business type field on your profile

IDENTIFY YOUR SITE CONTACTS (business clients only)All contact information must be added through My Profile.

The Site Contact function can: n add a new site contact from your existing contactsn remove an existing site contactn set one of your contacts as primary

To add a new Site Contact to your available client contacts:n choose Edit Contacts, and add a new contactn fill in the required contact information (name, phone, etc.) n if you do this while inputting a new registration, save your registration as a draft first

Each Site needs one or more site contacts: n Site contacts may or may not be an organization’s main contact n you need to identify one Site contact as the primary contact n if there is only one Site contact, that person is automatically the primary contactn individual clients are automatically set as the primary contact

To select your Site contacts for a registration:n choose one or more names from the Available Client Contacts sectionn add them using the Add Client Contact function

ADD SITE ADDRESS(ES) Some activities and registries, like the Notice of Possession, don’t need a Site. Others ask for one or more locations, depending on the registry or activity.

If you create multiple locations, identify one as the activity’s primary address. For example:n Butternut Tree registrations record the location of the original butternut tree as the

primary addressn a second location identifies the replanting location

Each Site displays a list of its associated addresses:n select or change the primary address by selecting Set as Primary n remove an address by selecting Remove Address

Identify addresses using one of the following methods. Use the method that is most accurate for your activity. Google Maps can help you find the geo-coordinates of a non-standard address: n civic addressn surveyed addressn non-standard (unsurveyed) address

PREVIEW AND CREATE YOUR SITE Review the addresses you entered. You can go back to make corrections and additions, if necessary. When everything is complete and correct, create your Site.

MY CONTACTS

My Contacts, in the Client Management sidebar, is a bank of names that you can add to, remove and change. All contacts should have the authority to answer questions and discuss the administrative details of the activity with Natural Resources representatives.

CHOOSE THE RIGHT CONTACTS (business profiles)The accountable person is responsible for the organization:n only one accountable person can be listed per client profile n owner or partner, or a director, president or chief executive officer

The primary contact should understand the activity’s on-site and day-to-day requirements:n often the accountable person for the company (CEO, owner, etc.)n your organization’s liaison for the activityn can be the person handling the activity n may be a designated agent You may want to add additional contacts:n an office contact n on-site contact like a property owner or site managern a contractor or chief contractor carrying out the activityn the person assigned to administer the registration

If you use a third party to carry out an activity, you are still responsible for satisfying the conditions of the regulation. Look for someone with:n the skill and expertise to perform the activity n knowledge and techniques to minimize its environmental impact

NOTICE OF POSSESSION

Notice of Possession registers three different activities. The information you provide determines which of the following 3 activities you register:n finding or acquiring a dead animal’s carcass (see Keep a dead wild animal for more

information)n acquiring the pelt of a furbearing animal (see Keep, buy or sell a pelt for more

information)n keep a dead species at risk plant or animal for scientific or educational purposes

WHAT YOU NEED TO KNOWn Condition of animal or plant:

n part: e.g. the pelt, the head, a DNA sample, a seedn all: an entire carcass, a whole plant

n Prior confirmation ID: if the animal/plant has never been registered, leave this field blank

n Date of acquisition: when you first acquired the animal or plant (e.g. found it, received it as a gift)

n Number acquired: n the number of specimens in your possession (e.g. 1 white-tailed deer carcass)n if you only possess part of the species, note the number of animals the parts come from

(e.g. 2 Blanding’s turtle shells)

n Location details: n geographic coordinates n city/town/villagen roadway, intersection or nearby landmark

NOTICE OF BUTTERNUT IMPACT

To register a Notice of Butternut Impact, you need a Butternut Health Assessment completed by a Butternut Health Assessor (BHA).

WHAT YOU NEED TO KNOWTo calculate the number of seedlings, complete the Butternut Planting Plan table. Column 4 automatically generates the minimum number of replacement seedlings you need to plant for each tree:n consult the Butternut Health Assessor’s reportn identify up to 10 Category 2 Butternut trees n provide the tree identification numbersn provide the diameter at breast height from your Butternut Health Assessmentn indicate whether each tree will be killed, harmed or taken

Identify at least 2 Site locations:n set the removal location (main area) as the primary locationn add secondary locations to identify planting location(s) for the replacement seedlings n for each location, note the primary access point’s civic address or geographic coordinates

Note in the Additional Location Information field: n whether it is a removal location or a planting locationn the number of trees/seedlings removed or plantedn identifying details (e.g. geographic reference points, description of landmarks)

NOTICE OF ACTIVITY AND OTHER NOTICES UNDER THE ENDANGERED SPECIES ACT, 2007

Activities under the Endangered Species Act ask for specific information during registration. Read the activity page and the activity-specific information in the guide carefully. You may be asked to:n verify that you are eligible to registern choose particular contactsn provide a list of species at riskn outline the activity n describe your plans to minimize the impact on species at risk and/or beneficial actionsn add proposed start and end dates n identify locations

IDENTIFY ELIGIBLE SPECIESThe drop-down menu lists many species. Only certain ones will apply to your activity:n consult the online activity page to ensure you identify the correct speciesn species may be excluded from some specific parts of the activitiesn some activities are limited to particular speciesn Ontario Regulation 242/08 lists the current species eligibility for all activitiesn more than one regulation applies to some species (e.g. bobolink and eastern meadowlark)

CREATE A LIST OF ELIGIBLE SPECIES AFFECTED BY YOUR ACTIVITYn

n locate the species name on the drop-down menun add the speciesn repeat this process until your list of species is complete

select a species type, e.g. mammal

ADD YOUR ACTIVITY AND LOCATION DETAILSYou may be asked to use the Additional Activity Information and Additional Location Information fields to describe:n the activityn the steps you will take to minimize its impacts on the species and/or the beneficial actionsn specific location details

n type and description of building or structure affected (e.g. chimney or barn)n type of activity (e.g. repair, maintenance, modification, replacement, demolition)n purpose of the activity (e.g. removing house and associated chimney)n replacement habitat details (e.g. create structure, install nest cups, enhance existing

structure, uncap existing chimney)n example 1: The registered activity involves demolishing a residential chimney occupied

by Chimney Swifts. The replacement habitat involves uncapping an existing chimney.n example 2: The registered activity involves routine bridge maintenance including the

removal of Barn Swallow nests. Replacement habitat will be provided by installing nest cups.

n Site details:n primary location: area affected (e.g. the location of the building to be repaired) n secondary location(s): replacement habitat, adding necessary landmarks to Additional

Location Informationn use geo-coordinates to identify buildings or structures with no civic address or on large

civic properties

Bobolink and Eastern Meadowlark – Activities impacting 30 hectares or less of habitatn Start date: the first day the habitat is alteredn End date: the last day of the activityn Additional Activity Information:

n description of the development activity n size of the new or enhanced habitat

n Site details:n primary location: area to be developed, including a description of the area (e.g.

construction of buildings at location X)n secondary location(s): replacement habitat n provide civic address, or geo-coordinates of the primary access point

Notice of Drainage Worksn Start and end dates: not required n Additional Activity Information:

n official name of the drain(s) and Township name(s), or the location of the drain(s) n when registering multiple drains, be prepared to provide a list of drains (including

location descriptions or maps) on request with your mitigation plann Site details:

n primary address: municipal building or the work address of registrant from the geographic jurisdiction (e.g. Toronto City Hall for City of Toronto drains)

n description of the area for the activity

Early Exploration Mining - Activities conducted under an exploration plan or permitn Start date: the day of registration (must be prior to undertaking the activity)n End date: the date the mining permit or plan expiresn Additional Activity Information:

n mining claim number n description of mining activity n example: Claim No: TB 4226102 This activity includes line cutting (1 m width) and

mechanized drilling for the purposes of obtaining rock or mineral samples (<140 kg).n Site details:

n identify area of activity, preferably using geo-coordinatesn map the geo-coordinates for all directional posts (DP), where the claim boundary

changes direction, with separate address fields n mark the location of early exploration activity, using separate address fields to record

the geo-coordinates of the mining claim corner posts (CP) or witness posts (WP) n record geographic reference points (landmarks) for the corner posts (CP) or witness

posts (WP) in the separate address fields

Ecosystem Protection – Activities to maintain, enhance or restore native ecosystemsn Start date: the first day of the activityn End date: the last day of the activityn Additional Activity Information:

n the ecosystem affected by the activity (e.g. ecosite, as defined by the Ecological Land Classification (ELC) system for southern Ontario)

n purpose of the activity (e.g. enhancing/rehabilitating a native tall grass prairie remnant)n brief description of the activity (e.g. prescribed burn, planting of native vegetation)n reference the relevant action number(s) if the activity corresponds with an action

described in a provincial government response statement (GRS) or a provincial or federal recovery strategy (RS)

n example 1: This project involves rehabilitating dry tallgrass prairie remnant using a controlled burn and the planting of native vegetation. The research component of this activity corresponds to GRS action #4 for Forked Three-awned Grass (i.e. looking at habitat-related recovery methods that can be used in the absence of natural processes that maintain the species habitat)

n example 2: This project involves maintenance work on an earthen berm in Rainbow Marsh (a shallow organic marsh). Best practices to avoid or minimize impacts on the turtle species are being followed

n Site details:n provide civic address or geo-coordinates for the primary access point n note reference points in the Additional Location Information text box (e.g. “northwest

corner of the restoration site at the intersection between Road 1 and the gravel footpath”)

n Site details:n primary address: address of the licenced trapper n secondary address: geo-coordinates of the incidental trapping location n use the Additional Location Information field to note that the secondary address is the

trapping location

Newly Listed and Transition Species – Eligible development activitiesn Start date: the date that the activity commenced or when it will commencen End date: the last day of the activityn Additional Activity Information:

n date of Ministry of Natural Resources approval of the mitigation plan and the MNR office issuing it

n if this information is not available at the time of registration, the registration can be updated later

n Site details:n civic address or geo-coordinates of the primary access point

Pits and Quarries – Operations of an eligible pit or quarryn Start and end dates: not requiredn Additional Activity Information:

n the number of the aggregate licences, aggregate permits or wayside permits issued for the registered activity (i.e. pit or quarry operation)

n Site details:n primary address: location of the pit or quarry using either the civic or surveyed addressn secondary address: additional locations, or an office not located at the site of the pit or

quarry

Species Protection or Recovery Activitiesn Start and end date: before an activity is likely to impact species at risk and an end date

speciesn for species with a Government Response Statement (GRS), provide the species, GRS

n for species with a provincial or federal recovery strategy or management plan (RS), provide the species, the approach number from the recovery strategy or management plan, and a brief summary of the action (e.g. The registered activity implements Recovery Strategy approach #1.8 [Control invasive species] for Wild Hyacinth.)

n if the approach is not numbered (some federal recovery strategies), list the broad strategy instead of a number (e.g. The registered activity focuses on research efforts identified in the Butternut Recovery Strategy by investigating methods to control canker or increase resistance.)

n for species that have neither a GRS nor RS, provide the species, the category (i.e. habitat, threat from federal status report or science) of the eligible activity, and the subcategory of the eligible activity from the regulation (e.g The registered activity focuses on addressing threats to Little Brown Myotis by researching and implementing efforts to minimize the impacts of White-nose Syndrome.)

n for activities without a defined location (e.g. broad-scale surveys), each agent should carry a copy of the Confirmation of Registration

ONe-key AND CLIENT PROFILE FAQS

Why do I need a ONe-key ID? Your ONe-key ID lets you communicate securely with online government services like the

Natural Resources Registry. Your personal information stays safe and confidential.

Do I need to have separate ONe-key and Natural Resources client profile user names and passwords?

No, you only need to maintain a ONe-key user name and password.

I already set profile recovery responses for my ONe-key ID. Why do I need to create one for my Natural Resources client profile?

Your profile recovery response reconnects your profile if you change your ONe-key user name or password.

What is a profile recovery response? It’s a question and a secret answer that identifies your client profile if you need to reset

your ONe-key user name or password. Your secret answer is case-sensitive, which means upper and lower case letters are not interchangeable.

If I change my profile for the Ministry of the Environment or another ministry, will it update my Natural Resources client profile as well?

No. Your profile information is not shared between ministries. You need to update each profile separately.

Can I use my business profile to register my activities as an individual? Can I use my individual profile to register my activities as a business?

No. You would need to create a new profile.
