A plan is presented for managing the naturalresources on the Savannah River Site (SRS), nearAiken, South Carolina. This Natural ResourcesManagement Plan (NRMP) covers all naturalresource operations, including management,education, and research programs. The U.S.Department of Energy (DOE) mission at SRS isto serve the nation through safe, secure, cost-effective management of our nuclear weaponsstockpile, nuclear materials, and the environment.

SRS occupies some 198,344 acres in west centralSouth Carolina. Only 15,924 acres are used forindustrial missions, including the cooling ponds.About 14,005 acres are reserved fornonmanipulative, ecological research. Theremaining 168,415 acres are managed for a varietyof natural resources. Management is designed todemonstrate excellence in environmentalstewardship, provide natural resource informationcritical to the DOE science base, and provide cost-effective, flexible, and compatible programs tosupport SRS missions.

Since the last plan was developed in 1991, theoriginal management areas (MAs) were redefinedto improve SRS ability to manage the recoveryof the federally endangered red-cockadedwoodpecker (RCW), and to provide flexibility toachieve SRS primary missions. The CrackerneckWildlife Management Area and EcologicalReserve was expanded and a separatemanagement plan developed. Education andresearch activities increased. Trails weredeveloped, and numerous environmental andecological restoration projects were implemented.New scientific and technical information relatedto natural resources has been incorporated.

EXECUTIVE SUMMARY

Under the plan, and subject to changes requiredto accommodate new scientific information,regulatory conditions, mission mandates, oroperations efficiency, the MAs will be consistentwith the RCW Management Plan and theCrackerneck Comprehensive Natural ResourceManagement Plan. The Savannah River Swampand Lower Three Runs Corridor will be separatedfrom the Industrial Core MA. The DOE ResearchSet-Aside Program will continue. Managementactivities will continue with a few proposedchanges outlined below.

The Savannah River Swamp MA, which covers10,000 acres, and the Lower Three Runs CorridorMA, which covers 4,400 acres, has had limitedmanagement during the last decade. Harvestingand silviculture activities, including prescribedfire, will be conducted to support one or more ofthe following objectives: flora and fauna habitatmanagement; population and invasive speciescontrol; threatened, endangered, and sensitive(TES) species management; forest health;research; environmental remediation; andecological restoration. The actions describedunder the NRMP are covered under the scope ofthe previous Floodplain/ Wetlands Assessment,which limits harvesting and associatedsilvicultural activities to 400 acres per year. Theobjectives in the NRMP focus actions to improvethe physical and biological quality of the wetlandenvironment, such as invasive species control orenhancing habitat for native TES species. Routineharvesting based upon a regulated schedule,similar to other MAs, will not be conducted.

This Natural Resources Management Plan(NRMP) describes the manner in which the UnitedStates Department of Energy (DOE) proposes tomanage the natural resources of the SavannahRiver Site (SRS) (Figure 1). SRS occupies some198,344 acres in west central South Carolina. Asmall portion is used for industrial missions(15,924 acres), and additional areas are reservedfor nonmanipulative research (14,005 acres). Theremaining area (168,415 acres) is managed for avariety of natural resources. DOE made a draft ofthis Plan available for public review andcomment. Comments were received from severalSRS organizations and several members of thepublic. In addition DOE provided a briefing onthe draft Plan to the Strategic and LegacyManagement Committee of the SRS CitizensAdvisory Board, and received serveral commentsat that time. DOE made several revisions to thePlan in response to the comments.

A description of SRS natural resources and ahistory of management activities can be found ina companion document Ecology andManagement of a Forested Landscape: FiftyYears on the Savannah River Site (Kilgo andBlake 2005). The companion document providesa history and current status of the natural resourcemanagement, and more detailed information onphysical and biological resources.

1.1 Constraints on the Natural ResourcesManagement Plan

Various factors guide the kind and intensity ofnatural resource management. The DOE missionat SRS is to serve the nation through safe, secure,cost-effective management of our nuclearweapons stockpile, nuclear materials, and theenvironment. Environmental management

includes the following: managing legacy wastes;remediating inactive waste sites and groundwaterunits; controlling, minimizing, and monitoringtritium releases; and characterizing, evaluating,and sustaining the health, productivity, anddiversity of natural resources (DOE 2000).Natural resource management is designed to beconsistent with the DOE missions. Biologicaland physical conditions associated with theSandhills physiographic region, climate, and land-use history also constrain resource management.The management of the large lake systems likePar Pond and L Lake falls under theComprehensive Environmental Response,Compensation, and Liability Act (CERCLA).This Act is the overriding regulatory compliancedriver for management of those sites, and thenatural resource issues are addressed under thenatural resource damage assessment process.

The primary legislation, policies, orders,agreements, and plans influencing the NRMPrevision include the following:

22.1 Primary Purpose

The primary purpose established for SRS NRMPrevision is as follows:

• Document changes in management directionand allow for plan revision.

• Establish a reference document that supportsnatural resource management.

• Provide a basis for formulating futurebudgets.

2.2 Governing Principles

The following principles will govern SRS naturalresource management:

• All work will be done in accordance withIntegrated Safety Management Proceduresfound in DOE Policy 450.4, “SafetyManagement System Policy.”

• Environmental stewardship activities will becompatible with future SRS missions.

• SRS will continue to protect and manage SRSnatural resources.

• Sustainable resource management will beapplied to SRS natural resources.

• Close cooperation will be maintained amongorganizations when managing and protectingSRS natural resources.

• The results of research, monitoring, andoperational findings will be used in themanagement of SRS natural resources.

• Restoration of native communities andspecies will continue.

• Employees, customers, stakeholders, statenatural resource officials, and regulators willbe invited to participate in the natural resourceplanning process.

• SRS will maintain the area as a NationalEnvironmental Research Park (NERP).

2.3 Understanding the Revised Plan

This plan supercedes the 1991 NRMP (DOE1991) and its implementation constitutes aproposed action under National EnvironmentalPolicy Act (NEPA) requirements. The NEPAreview was completed prior to DOE issuing theNRMP in its final form. The purpose of theproposed action is to manage the natural resourcesof SRS to achieve the goals and objectives definedin the NRMP.

Since the 1991 plan was implemented, severalthings have changed. There now exists a revisedrecovery plan for the endangered red-cockadedwoodpecker (RCW). The Crackerneck WildlifeManagement Area and Ecological Reserve(CWMAER) was expanded, and a separatemanagement plan developed for that area.Education and research activities increased.Trails were developed. Numerous environmentaland ecological restoration projects wereimplemented. New scientific and technicalinformation has been incorporated in SRS naturalresource management. This plan updates the 1991plan to ensure these changes are taken intoaccount as DOE takes action to meet its naturalresources management goals and objectives.

For management purposes, SRS is divided intosix management areas (MAs) based upon existingbiological and physical conditions, operationscapability, and suitability for mission objectives(Figure 2). Several MAs were established duringthe revision of the RCW Management Plan(Edwards et al. 2000).

The following six proposed MAs cover a total of198,344 acres. The natural resource management

objectives for each of these MAs differ.

• MA 1 Industrial Core Management Area(ICMA)

3.1 Industrial Core Management Area(MA 1)

The 38,444-acre ICMA contains major SRSfacilities (Figure 3). Facilities operationsdominate the objectives of this MA. The primaryobjective is to support facilities and site missions.Other important objectives are to promoteconservation and restoration, provide researchand educational opportunities, and generaterevenue from the sale of forest products. As inother MAs, threatened, endangered, and sensitive(TES) species populations are periodicallysurveyed and monitored. This area has no RCWpopulation objectives. Therefore, no managementpractices for the benefit of that species areprescribed. Prescribed fire is less frequent thanin other MAs and is focused on dormant-seasonburning for fuel reduction.

3.2 Red-Cockaded WoodpeckerManagement Area (MA 2)

Protection of the RCW dominates naturalresource decisions in the 87,200-acre RCWMA(Figures 4 and 9). Habitat requirements of theRCW and associated species in this MA includelonger harvest rotations with more frequentprescribed fire. Burning reduces the occurrenceof midstory species and hardwoods.Reintroduction of native savanna species occurs,such as the gopher tortoise. The RCWManagement Plan (Edwards et al. 2000) providespopulation objectives and current guidelines forharvesting, silviculture, and habitat management.These guidelines are subject to changes required

to accommodate new scientific information,regulatory conditions, mission mandates, oroperations efficiency. Management is designedto promote conservation and restoration, provideresearch and educational opportunities, andgenerate revenue from the sale of forest products,compatible with the RCW Management Plan.

3.3 Supplemental Red-CockadedWoodpecker Management Area (MA 3)

Protection of the RCW has a strong influence overnatural resource decisions in the 47,100-acreSRCWMA (Figure 5). The SRCWMA has alower RCW population density objective and ashorter rotation age for pine than the RCWMA.Reintroduction of native savanna species alsooccurs. The SRCWMA serves as a transitionalMA, as it lies between the RCWMA and theICMA. The SRCWMA is managed to createsuitable habitat for RCW recovery; however,forest products harvesting and prescribed fireregimes more closely resemble those of theICMA. The management guidelines are subjectto changes required to accommodate newscientific information, regulatory conditions,mission mandates, or operations efficiency.Management is designed to promote conservationand restoration, provide research and educationalopportunities, and generate revenue from the saleof forest products compatible with the RCWManagement Plan.

3.4 Crackerneck Wildlife ManagementArea and Ecological Reserve (MA 4)

DOE established the CWMAER in June 1999.This 11,200-acre MA (Figure 6) previously waspart of the ICMA. The primary objective is toenhance wildlife habitat through silviculture andwildlife management practices. Another objectiveis to provide high-quality, outdoor recreationalopportunities with an emphasis on public huntingand fishing, and nonconsumptive recreation, suchas bird watching and hiking. Management also

promotes conservation and restoration, providesfor research and educational opportunities, andgenerates revenue from the sale of forest productsconsistent with the CWMAER Plan (Caudell2000). Prescribed fire and harvesting are used todevelop and maintain a forested savanna with agrassy understory. Management activities includeintroducing game fish into Skinface Pond, andplanting food plots on roadsides and beneaththinned forests. Wild hog and deer populationcontrol is achieved through recreational hunting.As in other MAs, TES species populations areperiodically surveyed and monitored.

3.5 Savannah River Swamp ManagementArea (MA 5)

The SRSMA consists of 10,000 acres, and hashad limited natural resource management duringthe last decade (Figure 7). Regeneration of thePen Branch corridor and delta was completed aspart of the restoration of thermally impacted areasassociated with past K-Reactor operations. Deer,beaver, and wild hog control activities occur.Monitoring, inventory, and survey for TESspecies and selected biota, as well as forestcharacterization and classification activities, areconducted. Harvesting and silviculture activities,including prescribed fire, will be conducted tosupport one or more of the following objectives:flora and fauna habitat management; populationand invasive species control; TES speciesmanagement; forest health; research;environmental remediation; and ecologicalrestoration. The actions described under theNRMP are covered under the scope of theprevious Floodplain/Wetlands Assessment (NUSCorporation 1984), which limits harvesting andassociated silvicultural activities to 400 acres peryear. The proposed objectives in the NRMP focusactions to improve the physical and biologicalquality of the wetland environment, such asinvasive species control or enhancing habitat fornative threatened, endangered, and sensitivespecies. Routine harvesting based upon a

regulated schedule similar to other MAs will notbe conducted.

3.6 Lower Three Runs CorridorManagement Area (MA 6)

The LTRCMA consists of 4,400 acres, and hashad limited natural resource management in thelast decade (Figure 8). No deer, beaver, or hogcontrol activities currently occur. Monitoring,inventory, and survey occur for TES speciesmanagement and selected biota. This includesforest characterization and classificationactivities. Harvesting and silviculture activities,including prescribed fire, will be conducted tosupport one or more of the following objectives:flora and fauna habitat management; populationand invasive species control; TES speciesmanagement; forest health; research;environmental remediation; and ecologicalrestoration. The actions described under theNRMP are covered under the scope of theprevious Floodplain/Wetlands Assessment (NUSCorporation 1984), which limits harvesting andassociated silvicultural activities to 400 acres peryear. The proposed objectives in the NRMP focusactions to improve the physical and biologicalquality of the wetland environment, such asinvasive species control or enhancing habitat fornative TES species. Several program areas are delineated toimplement the goals and objectives of the NRMPand assist in planning, management andbudgeting. Management among program areasis designed to be compatible in order to meet theoverall MA objectives.

4.1 Habitat, Population and InvasiveSpecies, and TES SpeciesManagement

This program focuses on three primary areas,which include associated monitoring, inventoryand survey: (1) Habitat Management; (2)Population and Invasive Species Management;and (3) TES Species Management.

Habitat Management maintains suitable habitatconditions for the sustained viability of existingand potentially occurring native flora and fauna.Activities range from projects, such as creationof local wildlife openings, to the development andimplementation of sitewide habitat conditions,such as snags for various species. Activitiesensure a sufficient amount of various habitats(e.g., open fields, early succession habitats andmature mixed forests) to support nativepopulations.

Population and Invasive Species Managementincludes a wide range of activities. Populationmanagement is designed to reduce the likelihoodof animal/vehicle accidents and reduce propertyand resource damage. For example, a goal is tomaintain a sustainable, low-density deerpopulation that constitutes a minimal safety riskto commuting SRS employees. Another goal isto minimize property and resource damage fromwild hogs and beavers. Control of exotic andinvasive plants occurs as needed.

TES Species Management encompasses federallythreatened and endangered species (bald eagle,wood stork, RCW, American alligator, short-nosedsturgeon, pondberry, and smooth purpleconeflower), and regionally sensitive species(Figure 9). These management activities focus onspecies protection, maintenance, recovery, andhabitat improvement. Monitoring, inventory, andsurvey activities focus on tracking of TES species,habitat conditions, and selected biological groups.The program is based on compliance withapplicable laws and initiatives that pertain tospecies and habitat protection.

The goals for the program are:

• Continue to improve habitat and restore nativecommunities and species.

• Continue to control damage to naturalresources, infrastructure, and vehicles

resulting from deer, beavers, wild hogs, andother species.

• Continue to conduct a comprehensiveapproach to TES species management.

4.1.1 Current Management Activities

4.1.1.1 Habitat Management

Habitat Management typically aims atestablishing or maintaining a suitable vegetativetype and structure, primarily through coordinatedharvesting, silviculture, and prescribed fire. Forexample, snags may be left or created to providehabitat for species associated with decomposingtrees and roosting locations for birds of prey.Carolina bays are being restored. Forestedsavanna habitat is also being restored, and speciessuch as the gopher tortoise and non-federallylisted native plants are being reintroduced.

4.1.1.2 Population and Invasive SpeciesManagement

With the exception of the CWMAER and theLTRCMA, wildlife control efforts are conductedsitewide. Deer management is conducted across

all MAs. Deer management is based on sitewidepopulation levels, localized deer densities, andsafety risks associated with deer/vehicle accidents(Table 1). Beaver control activities are conductedprimarily at culverts and nearby portions ofdrainages associated with secondary roads orother project areas. Beaver control includestrapping and shooting. Control of wild hogs onSRS includes contract trapping/removal andpublic hunts. Alternative biological controlpractices may be implemented based on cost-effectiveness, safety, and reliability. Invasiveplant species are controlled locally where theypresent a threat to natural resource managementgoals and objectives.

4.1.1.3 TES Species Management

TES Species Management is more complex as aresult of the number of species involved, theirlocal population extent, and the variety of habitatconditions required. Management of the woodstork complies with standards and guidelines asoutlined in federal recovery plan (USFWS 1996).

The wood stork forages locally in temporaryponds, shorelines, bottomlands, and swamps.This species has not been found nesting on SRS.

Management of the bald eagle complies withstandards and guidelines as outlined in the federalrecovery plan (Murphy 1989). The bald eagleuses habitat types along shorelines. The U.S.Fish and Wildlife Service (USFWS) approvedmanagement plan for the bald eagle providesprotection of the immediate area surroundingeach nesting territory. A recent reduction in nestproductivity coincided with an incidence of avianvacuolar myelinopathy (AVM). AVM is adebilitating and often fatal disease found inAmerican coots and other water birds that areprimary prey species of bald eagles at SRS. AVMhas been confirmed in the death of two eagles atSRS, and is suspected to have killed more.

The American alligator is listed as threatened bythe USFWS only because of its similarity inappearance to other crocodilians. Site naturalresource management activities that couldsignificantly impact the American alligator arehandled through consultation with the SC

Department of Natural Resources and theUSFWS. The shortnose sturgeon is not likely tobe impacted by proposed natural resourcemanagement activities. Details of the biology anda review of potential site impacts are discussedin the natural resource assessment (Kilgo andBlake 2005).

The SRS smooth purple coneflower populationsare small (Imm and LeMaster 2000). The smoothpurple coneflower is associated with openwoodlands and prairie-like settings. Managementincludes selected tree and shrub removal andperiodic burning (Murdock 1995). Pondberrywas recently discovered at a Carolina bay. Thisspecies is monitored, and actions to protect it arebeing implemented (USFWS 1995). Populationsof other sensitive plant species are being identifiedthrough field surveys.

The RCW Management Plan provides extensivehabitat guidelines for a rapidly increasing birdpopulation (Edwards et al. 2000). This plan

affects the RCWMA and the SRCWMA. TheRCW recovery objectives for the RCWMA are315 groups and 103 groups for the SRCWMA.A group may have from two to nine birds, butnever more than one breeding pair. Habitatmanagement activities are outlined in detail inthe plan. These include, but are not limited to,prescribed fire, mechanical and chemicalmidstory control, artificial cavity placement,translocations, competitor control, and harvestingto manage density, composition, productivity, andforest health, consistent with nesting and foragingneeds.

4.1.1.4 Monitoring, Inventory, and Survey

Monitoring, inventory, and survey activities occurin all six MAs. Most TES plant populations aresurveyed twice during a ten-year period, whilethose potentially impacted by project activitiesare surveyed more frequently. In addition to TESplant populations, other biological groups, suchas deer, are periodically surveyed to determinetheir extent and status on SRS. Information fromresearch projects is used for long-termassessments, trend analyses, and the developmentof predictive habitat models.

4.1.2 Expected Future Conditions

In association with the RCW recovery, an increasein fire-maintained ecosystems is expected. Inthose areas that develop in the absence of frequentfire, the increase in midstory and overstoryhardwood species will lead to communitiesdistinct from those in forested savannas.

4.1.3 Proposed Changes to ManagementProgram Goals

None

4.2 Forest Products Harvesting andSilviculture Management

Forest products harvesting and silviculturemanagement are conducted to provide a varietyof forest conditions to meet security needs,encourage habitat development for TES species,promote forest health, and generate revenue fromthe sale of forest products. Since establishmentof SRS, the standing volume of pine andhardwood has increased dramatically (Table 2).Over the last ten years, revenue from the sale of

forest products has averaged $5.3 million dollarsper year (Table 3).

Harvesting activities include a wide range ofremoval methods: thinning; partial cutting; clearcutting; and raking straw. Harvesting activitiesalso include salvage and sanitation operations asa result of damage from fire, wind, ice, etc. TheNatural Resource Management Operations Plansof the Savannah River Site (USFS-SR 1993)specified pine regeneration harvests on 1,800acres per year. This is the maximum sustainableregeneration harvest level based on rotation agesand other biological and physical constraints. Theactual regeneration harvest is much lower. Theremaining timber harvest is obtained fromthinning operations.

Regeneration activities and plans for forestproduct sales are based on the management goalsand MA objectives. Regeneration acreage goals

are established on a ten-year cycle, using timbercompartments, subwatersheds, or any other areawith an ecologically or physically definedboundary. Silviculture practice and technologiesapplied to regeneration and stand managementare typical of lands in the southeastern U.S.(SCFC 1995).

The goals for the program are:

• Continue to manage and develop habitat fornative species and communities throughharvesting and other silviculture practices.

• Continue to provide marketable forestproducts, such as sawtimber, pulpwood,utility poles, and pine straw throughsustainable management.

• Continue to manage hardwood standcomposition to improve the diversity of bothage and species.

• Continue to manage vegetation to supportSRS missions.

• Convert stands of nonindigenous species(e.g., slash pine) in the ICMA to indigenousspecies (e.g., longleaf pine) over the next tenyears.

4.2.1 Current Management Activities

4.2.1.1 Harvesting

The annual volume of SRS forest products soldhas varied from approximately 3.2 to 7.2 millionft3, and the pine straw sold has ranged from 77 to449 acres (Table 3). Since 1996, timberregeneration harvests have averaged less than one-half of the planned acreage, and almost half of thetotal volume was obtained from thinningoperations. Nonindigenous slash pines havereached biological maturity and have begun todecline. There is an increased emphasis onharvesting slash pine and replanting the nativeloblolly or longleaf pines in areas havingappropriate soil types. Regeneration harvests ofhardwood stands have occurred on about one-fourth of the 200 acres per year as stated in theNatural Resource Management Operations Plans(USFS-SR 1993). Harvest schedule modeling iscurrently being conducted using the 2001 forestinventory to refine operational strategies forharvesting in relation to existing constraints.

Hardwood stands are reproduced after harveststhrough natural regeneration, planting of selectedstock, or a combination of the two. Hardwoodstands have a nominal rotation age of 100 yearson all MAs. As a result of historical land use(e.g., clearing for farms), the oak component atSRS has declined. Therefore, efforts are beingmade to improve the distribution, numbers, andgenetic diversity of several oak species native toSRS.

The ICMA contains the heaviest concentrationof harvesting and silviculture activities relativeto its area. Nonindigenous slash pine stands inthe 40- to 50-year-old age class provide most ofthe pine regeneration acreage in the ICMA,RCWMA, and SRCWMA. To meet RCW habitatneeds, SRS has lengthened timber rotations toprovide for future vegetative conditionsconducive to RCW recovery. Rotation lengthsfor longleaf and loblolly pine in the RCWMA arenow 120 years and 100 years, respectively,compared to previous rotation lengths of 100 and80 years. In all other MAs, pine species aremanaged on a 50-year rotation, with the exceptionof those stands designated as RCW replacement/recruitment stands in the SRCWMA

4.2.1.2 Silviculture

Silviculture practice includes a wide range ofactivities. These involve site preparation forregeneration using mechanical, chemical, orprescribed fire treatments alone or incombination. A combination of chemical andprescribed fire has been the dominant method forsite preparation in the last ten years. Plantingpractices include both hand and machine planting,and both bareroot and container nursery stock areused. Longleaf pine is the preferred species onsandy soils and in the RCWMA and SRCWMA.Control of stem density through thinning, andcompetition control through prescribed fire,mechanical, or chemical means is used to reduceunwanted species or improve habitat. Beforesilviculture activities are prescribed, a survey forremnant native plant communities is conductedto facilitate conservation efforts and to protectTES species.

In September 1993, a hazard rating of SRS soilseries for Heterobasidion annosum, a destructiveroot pathogen of conifers, was completed (Cram1994). SRS was found to have soil types withintermediate to very high hazard ratings. SRScurrently isusing wider planting spacing of pine

(500 to 700 trees per acre), reducing densitythrough thinning, and selectively treating highvalue stands with approved materials to controlstump infections.

4.2.2 Expected Future Conditions

A significant portion of the forest products volumewill come from thinning even-aged pine stands andfrom intermediate harvests in uneven-aged pinestands. Thinning will create large expanses offorested savannas with large trees needed by theRCW. Most nonindigenous slash pine stands willbe harvested and native loblolly or longleaf pineswill be planted (the maximum slash pine standsize is 125 acres). About 400 acres per year willbe planted to longleaf pine. Currently, there are42,028 acres of longleaf pine on SRS. Table 4indicates the difference between the present andlong-term future SRS community types.

4.2.3 Proposed Changes to ManagementProgram Goals

Convert stands of nonindigenous species (e.g.,slash pine) in the ICMA to indigenous species(e.g., longleaf pine) over the next ten years. Theprimary means for achieving this goal will bethrough the expansion of the clear-cut acreage sizefrom 80 to 125 acres and replanting with nativespecies appropriate to the soil type.

4.3 Secondary Roads, Boundary, and TrailsManagement

The secondary road network is important to thesuccess of the site’s primary mission as well asto the natural resources management program.

Boundary maintenance protects the SRSperimeter and improves the perimeter’s defenseagainst wildfire. Trails are constructed andmaintained to support employee wellness andfitness programs and recreation in the CWMAER.There are approximately 1,220 miles of SRSsecondary roads. This includes approximately 60miles of Traffic Service Level B roads, 220 milesof Traffic Service Level C roads, and 940 milesof Traffic Service Level D roads (Table 5). AllSRS roads are maintained to standardsdetermined by the Traffic Service Level and theprimary purpose for their construction. TheCWMAER has approximately 15 miles of TrafficService Level C and 25 miles of Traffic ServiceLevel D roads.

SRS boundary maintenance includes governmentproperty signage, fence repair, and constructionfor approximately 120 miles. Boundarymaintenance is generally performed for fivereasons: (1) to delineate the line betweengovernment and private property, (2) to providean accessible route for trespass patrol, (3) toprovide a fenced, safety zone for on-site and off-site workers, (4) to act as a firebreak, and (5) toprovide access for fire suppression activities.

Trails on SRS are designated for walking,running, and limited bike riding. There are sixwalking trails totaling approximately 14 miles and60 miles of bike trails on designated secondaryroads. These trails do not include the designatedtrails in the CWMAER. Employees who use trailsare impacted by visual resource conditions.

The goals for the program are:

• Continue to maintain and construct secondaryroads in support of SRS missions.

• Continue to maintain and construct the SRSboundary.

• Continue to maintain and construct the SRStrail systems.

• Identify opportunities to decrease the numberof miles of secondary road.

• Identify opportunities to improve visualresources.

4.3.1 Current Management Activities

4.3.1.1 Secondary Roads

About five miles of secondary roads areconstructed each year. Approximately three ofthe five miles are reconstruction, resurfacing, andwidening of existing roadways. About one mileof new road is constructed for harvesting. Theseroads are normally short spurs less than 200 feetlong. Approximately one mile of new road isconstructed to support environmental closureprojects. Roads are used for harvestingoperations, test well sites and utility line access,hunting, research, and facility area support. Alarge segment of these roads is maintained toprovide access for other uses (e.g., security andfire protection). Maintenance of the secondary

road system generally consists of, but is notlimited to, grassing, road blading, borrowplacement for subsurface stability, rockplacement, and dust abatement for the surfacerunning course. Scheduled maintenance of manysecondary roads has been greatly reduced by grassmowing, maintenance of grass cover in ditch linesand placement of a surface stabilizer (e.g.,calcium chloride used for dust abatement). Roadsare mowed and maintained in part to facilitatevehicle access to designated locations for thehunting of SRS deer and wild hogs.

4.3.1.2 Boundary Maintenance

A 25-foot corridor around the perimeter ismaintained where appropriate. The riverboundary is signed. A fence is constructed ormaintained as required and no trespassing signsare placed along the SRS boundary. Workincludes brush and understory removal, existingsign replacement, and new sign placement.

4.3.1.3 Trails Management

Walking and running trails are constructed andmaintained in a manner that provides a relativelysmooth and easily traversed course free of debrisand plant growth. Debris are removed by hand,gas-powered blowers, and various motorizedequipment, while the growth of noxious plants isinhibited through the use of approved herbicides.

4.3.2 Expected Future Conditions

Trails work for the CWMAER is expected toincrease as nonconsumptive recreation increasesin popularity. The SRS internal federal boundaryline will be removed and the external boundarywill be improved and constructed, particularly onthe northern boundary. The boundary fencingalong South Carolina Highway 125 corridor willbe improved. Visual resource conditions areexpected to be more important.

4.3.3 Proposed Changes to ManagementProgram Goals

Identify opportunities to decrease the number ofmiles of secondary roads. The primary means forachieving this goal will be through re-evaluationof mission requirements and costs.

Identify opportunities to improve visualresources. The primary means for achieving thisgoal will be through the assessment of visuallandscape along primary and secondary roads.

4.4 Watershed Management

Watershed management efforts are designed tomitigate unacceptable, nonpoint, source pollutionimpacts on SRS watersheds. These impacts resultfrom natural resources management activities,from off-site activities impacting SRS, and fromSRS industrial areas. Watershed impacts to soil

quality and productivity include the loss ofnutrients, compaction, and erosion. Theseimpacts affect vegetative growth, increase runoffand erosion, endanger infrastructure, and can leadto stream sedimentation, channel modification,and degradation of wetlands. DOE has agreed touse the Unified Federal Policy for a WatershedApproach to Federal Land and ResourceManagement, which promotes a watershedplanning approach to prevent and to reducenonpoint pollution of surface water andgroundwater resulting from federal land andresource management activities (EPA 2000).

Three major watersheds cover a substantialportion of SRS (Table 6 and Figure 10). Themajor watersheds are divided into subwatershedsthat range from 10,000 to 40,000 acres. UpperThree Runs subwatersheds include Tims Branchand Tinker Creek. The Middle Site Watershedrepresents the interfluvial area between UpperThree Runs and Lower Three Runs, includingFourmile Branch, Pen Branch, Beaver Dam Creekand Steel Creek Subwatersheds. In the LowerThree Runs Watershed, only the Par PondSubwatershed lies completely within the SRS.

The goals for the program are:

• Continue to maintain existing protectivestructures and developments.

• Continue, in areas of compacted soil, torestore soil porosity and native vegetation.

• Continue to stabilize stream channels andmitigate stream bank erosion.

• Continue to control actively eroding areas thatpotentially pollute streams, wetlands, andother open waters.

4.4.1 Current Management Activities

The majority of the watershed restoration,stabilization, and maintenance work has occurredadjacent to developed areas. Due to the hardening

of surfaces on these areas, runoff intensity ismagnified. Damage is mitigated in the areas byvarious techniques, such as improved vegetativecover, gabion structures, sheet pile walls,retention basins, drop structures, and riprapenergy dissipaters. Maintenance is required toensure the integrity of the structures and thevegetative cover. An example of restoration workincludes the A-11 Outfall, located adjacent to the700 Area, where channel erosion was controlledwith a variety of engineering structures.

Watershed stabilization activities include, but arenot limited to, soil cultivation, liming,fertilization, seeding, and installing erosioncontrol structures to establish a vegetative cover.Watershed maintenance activities include, but arenot limited to, fertilization, reseeding, mowing,and aeration. From 1994 to 2003, annualwatershed stabilization occurred on about 232acres per year and watershed maintenanceoccurred on about 1,162 acres per year. Much ofthe work from 1994 to 2003 focused on legacywork created by site development from 1950 to1990.

4.4.2 Expected Future Condition

Stream bank and channel erosion control andrestoration will receive increased emphasis.Legacy impacts on soil and water from siteactivities will be further reduced.

4.4.3 Proposed Changes to ManagementProgram Goals

None.

4.5 Fire Management

The Fire Management Program is designed toprevent and suppress all wildland fires inside SRSboundaries. Suppression action in support of theSouth Carolina Forestry Commission and localfire districts also is taken as requested. A

prescribed fire program is implemented to reducefuels, to provide habitats for a variety of plantand animal species, to conduct research andsilvicultural projects, and to support constructionand operational activities. SRS fire managementactivities are conducted in accordance with theDOE Guide 450-1.4, Wildland Fire ManagementProgram, and Review and Update of the 1995Federal Wildland Fire Management Policy (DOI2001). The 2001 policy directs federal agenciesto achieve a balance between suppression toprotect life, property, and resources, and fire useto regulate fuels and maintain healthy ecosystems.

The goals for the program are:

• Continue to suppress wildland fires with firstpriority for firefighter and public safety.

• Continue to support natural resourcemanagement goals and objectives with acomprehensive management program.

• Increase the use of prescribed fire.

• Reduce fuels around the urban and industrialinterface.

4.5.1 Current Management Activities

4.5.1.1 Wildfire Suppression

In the past ten years, SRS has experienced anaverage of 14 wildland fires per year. Sizeaveraged 6.7 acres and ranged from 0.25 to 300acres. The ignition sources of these fires were 31percent lightning, 22 percent unknown causes, 18percent equipment, 13 percent debris burning, 8percent arson, 4 percent smoking, and 4 percentrailroad. The suppression objective is to suppressall wildland fires regardless of location and tocontrol 91 percent of all fires at 10 acres or less,and 99 percent at less than 100 acres.

Fire behavior varies by season and location.Occasional droughts combined with heavy fuelaccumulations can produce intense fire behaviorwith a high degree of resistance to control.Increased residential construction near SRS alsoincreases the opportunity for fires starting outside

the boundary to impact the site. Some areasidentified with high fuel loadings are close tofacilities. Primary and secondary roads providegood access for suppression of wildland fires andfor prescribed fire. Fire detection is providedthrough aerial detection flights.

4.5.1.2 Prescribed Fire

Active fuels management reduces the intensityand resistance to control of wildland fires. Anaverage of 13,326 acres were treated by prescribedfire each year from 1995 through 2004 (Table 7).Much of the dormant-season prescribed fire isdesigned to reduce forest fuel levels. Pine standson the RCWMA, and to a lesser extent theSRCWMA, are managed with prescribed fire toproduce forested savannas. Growing seasonprescribed fire is conducted to manage RCWhabitat and habitat for many other native plantsand animals, but reduces fuel loading as well. Theprescribed fire program has successfully reducedfuels where applied. Historically, prescribed firehas been limited in areas close to facilities orinfrastructure.

4.5.2 Expected Future Condition

Areas surrounding facilities and infrastructurewill be treated to reduce the risk of wildland fire.The use of prescribed fire will be increased toreduce fuel loads and to improve habitat.

4.5.3 Proposed Changes to ManagementProgram Goals

Increase the use of prescribed fire. The primarymeans of achieving this goal will be to increasethe number of acres burned each year to 22,500.

Reduce fuels around the urban and industrialinterface. The primary means for achieving thisgoal will be through the use of prescribed fire,vegetation management technologies andalternative fuel treatments, such as mechanicalharvesting, chipping, and mulching.

4.6 Research Set-Asides

The purpose of the DOE Research Set-AsideProgram is to maintain representative habitats atSRS for nonmanipulative research. There are14,005 acres in 30 separate Set-Asides (Figure11) (Davis and Janecek 1997). Set-Asidemanagement protects TES species that inhabitthese areas and facilitates long-term ecologicalresearch. These relatively undisturbed areas serveas reference sites for evaluations of the impactsof SRS operations and management activities.Existing management plans for each Set-Asideare customized to provide unique habitatconditions and meet research objectives.Considerations for the development andimplementation of a plan for each Set-Asideinclude: (1) the primary reason(s) for establishingthe area; (2) the present and desired future plantcommunities; (3) the significance of both past andcurrent research; and (4) the research goalsparticular to that Set-Aside.

The goal for the program is:

• Continue to develop and implementmanagement plans for maintenance of eachSet-Aside.

4.6.1 Current Management Activities

Current management activities include updatingflora and fauna surveys through research studies;monitoring; characterizing environmentalconditions; integrating TES species managementwith sitewide plans; conducting prescribed firewhere ecologically appropriate; and maintainingaccess. Unplanned disturbances are avoided byinspecting and refurbishing Set-Aside boundarypostings, and using the SRS Site-UseCoordination System. Generally, managementplans are developed in conjunction withscheduled timber compartment prescriptions sothat prescribed treatments to the adjacent forestareas and the Set-Aside can occur simultaneously.Unplanned fires are suppressed. The SRSprescribed fire program is coordinated forprotection of Set-Asides, and permanent fire lineshave been established around a number of theseareas. Any potential pine beetle problems aremonitored and evaluated for treatment inaccordance with approved plans.

4.6.2 Expected Future Condition

The role of Set-Aside Areas on SRS will continue.Boundary lines for Set-Asides will be adjustedand maintained on a regular, and as needed basis.Areas identified as candidates for inclusion ordeletion to the DOE Research Set-Aside Programwill be evaluated.

4.6.3 Proposed Changes to ManagementProgram Goal

4.7 Research

Natural resource, ecological, cultural, andenvironmental research at SRS provides technicalguidance to minimize conflicts between SRSindustrial missions and natural resources.Research supports cost-effective implementationof natural resource goals and objectives, andevaluates the ecological, cultural, andenvironmental impacts associated with alternativemanagement practices. SRS is designated as aNERP (DOE 1994) and provides a uniquelandscape in which to conduct nationallysignificant environmental, ecological, cultural,and natural resource research. SRS provides ahigh degree of security, extensive technicaldatabases, infrastructure expertise, and aneffective interface between land management andresearch personnel. Research, education, andoutreach activities are integrated andcomplementary.

The natural resource research includes, but is notlimited to, endangered species, biodiversity,

wetland restoration and mitigation, forestsustainability and operations, productivity,bioenergy, and restoration technology. Thisresearch is accomplished through field studiesinvolving alternative strategies, large-scalemanipulations, and monitoring of environmentalchange and biological response. Basic ecologicaleffects of SRS operations are assessed through aprogram of research on processes and principles.Studies include biogeochemistry, ecologicalstewardship, ecotoxicology, and radioecology.Applied research, monitoring, and assessment ofimpacts from industrial operations on theenvironment (i.e., soil, streams, flora, and fauna)are also conducted. These studies areimplemented in order to comply with federal lawsand regulations dealing with environmentaleffects of SRS operations on human-health andecological conditions. The work is performedthrough field and laboratory studies, surveys, andmonitoring of the SRS environment. Culturalresource research investigates and protectshistorical and archeological sites.

The goals for the program are:

• Continue to support the DOE naturalresource, ecological, cultural, andenvironmental missions.

• Continue to enhance the capability andactivities of SRS as a NERP.

• Continue to integrate research, education andoutreach activities where appropriate.

4.7.1 Current Management Activities

Natural resource, ecological, cultural, andenvironmental research projects are conducted atlocations best suited to the objectives of theprojects, while minimizing impacts to operations.Research activities are designed to minimizeconflicts with TES species management, special-use areas and cultural resources. Research is

implemented only after review of appropriateplans, field conditions, and consultation withresponsible personnel. Modifications of soil,vegetation, or biological conditions are generallyconducted through harvesting, prescribed fire, andsilvicultural techniques used operationally at SRSor on similar lands. Sampling and monitoringtechniques for flora and fauna follow scientificstandards. The sampling, capturing, and bandingof mammals, amphibians, reptiles, andnonmigratory game birds are regulated by theSouth Carolina Department of Natural Resourcesand professional society standards to minimizethe impact on individuals and populations. TheFederal Bird Banding Laboratory located inMaryland, regulates the capturing and bandingof migratory birds. Sampling requires a permitfrom the USFWS Permits Division if any researchwill be conducted on birds after capture, or if anyfeathers, egg shells, etc., will be collected forresearch. Specific research study areas aredesignated and approved using the Site-UseCoordination System. The boundaries aremapped and signed appropriately. Site-specificrequirements, arising from federal regulations andguidelines, control the sampling and transport ofcontaminated soil, vegetation, or animal tissues.

4.7.2 Expected Future Condition

Research activities in the various MAs and theDOE Set-Asides will be consistent with theoverall management plans for those lands.Nationally important research is expected toincrease at SRS as a consequence of the uniquecapabilities of SRS.

Sustainable management – An outputmaintained in perpetuity without impairment ofthe productivity of the resources.

Stand – A contiguous group of trees sufficientlyuniform in age class distribution, composition,and structure, and growing on a site of sufficientlyuniform quality, so as to be a distinguishable unit.

Thinning – A cutting made to reduce standdensity of trees primarily to improve growth,enhance forest health, or recover potentialmortality.

Timber compartment – Describes a physicalarea, usually 1,000 to 3,000 acres.

Uneven aged management – A stand of treesmanaged as three or more distinct age classes,either intimately mixed or in small groups.
