Executive Summary

Unpredictable and inclement weather patterns causing devastating calamities have been plaguing the Kalasha valleys Mumuret, Rukmu, Biriu and its main town Ayun. So far many people have lost their Houses, cultivated lands, Fruit trees, live stocks etc through out the history. Some 25 years ago the most beautiful and biggest Kalasha populated village of Rukmu Malidesh was disappeared by flood; eventually the people have migrated and shifted to other parts of the valleys. Several such examples are there which are being narrated by the grand fathers to their young nephews. This year, on 28th July 2010 Valley Mumuret had already affected due to unusual torrential rain and unexpected flood, as a result many house Hold lost their house and other property, Communication, Irrigation and Electricity system damaged and remained un solved for many days. The main road is still block although government had earlier started work on it. The raining had also affected Rukmu, Biriu valley and Ayun Partially but the recent flood has changed the map of Rukmu valley. On 6th August 2010 at 6 pm the people of Rukmu valley after hard working had retuned to their houses, No one might had thought and expected for such and heavy flood because there was no raining in the valley although cloud were flowing over the valley and threatening the people with thunder and Lights. Mr. Wazir says 'I was sitting at the bank of river with my friend when I heard “whistling” through which people had been given the warning to run away to the safe places, it has been the traditional way of Alarming in such occasions. When I warned my friends and tried to run towards road on, one of my friends caught my hand and said “are you mad, without raining will there be flood” Hence one can imagine how the people were ignorant about such flood. According to the elders of the valley such a heavy flood had been recorded some 80 years back, which was continued for 7 days.

Witnessing the flow of flood every one had considered Rukmu valley to be completely ruined but divine force made safe way to the flood and protected the villages of Rukmu, although some houses near on the bank of river and cultivable land with standing crops, Fruit trees, Bridges, Hydle Power Houses, Water supply system and water mills were completely destroyed. Soon after flood people were disconnected and ran on both side of the river to notice any casualty but for three days no body could ascertain the exact situation due to disconnection. NDMP-KPDN team visited the Valley (on 7th august 2010) but could not access the whole part of the valley and remained there for more then 2 days to assess the situation. The team made transact walk to the whole valley, and with the help of the people surveyed the damages and quick possibilities of infrastructures restoration.

Introduction:

Natural Disasters Management Programme, NDMP an initiative of Kalash People's Development Network has formed in 2006 when the earthquake hit Azad Kashmir and some parts of KPK (NWFP). Second the valleys were affected due to heavy snowfall in 2004, 2007 and recently the devastating flood has proven that why it has been put in red zone areas in terms of natural disasters. The district Chitral has been placed in red zone areas regarding natural disasters so the members of KPDN realized to initiative a Programme that will work for the welfare of mankind during their difficult times. To prepare the communities to face unexpected problems which come in life without any warning. To protect that vision NDMP was formed and now it's actively taking part in reporting and working to provide quick relief to the affected families in united valleys of Kalash in collaboration with individual donors, donor agencies, NGOs, Government and local community Due to the devastating flood destructions in July and August 2010, NDMP has designed Center for Rehabilitation and Reconstruction, CRR, Center for Resources Mobilization, CRM and Center for Relief Point, CRP to decrease disparity in communities living in united valleys of Kalash and district Chitral. KDPN- NDMP is working for people regardless of religion, culture, caste and colors. NDMP believe in quality service to the humanity. NDMP is the first organization provided relief in Rukmu valley which was worst affected. In Mumuret Pakistani Red cross Society and government has provided food assistance but here again NDMP came third in relief activities.

Community Mobilization

Community mobilization is the most important part of the initiatives to achieve the per-determinate plan. KPDN as a community based organization is more excited to utilize the skills of community mobilization to strengthen the initiative, until unless the community does not recognize their responsibilities it's difficult to achieve real development. To just completing formalities organization may not receive the objective there to be mobilize community to get more outcomes. But it need sincere efforts, no green house for summer as communities are tired from meetings because people are miss using their time and value.

Methodology:

Many people have lost their lands, crops, houses and many more but due to limited grant NDMP has further prioritize to give the food items to the most affected families. Before giving relief assistant to anyone NDMP team visited the families to ensure transparence in relief activities. The NDMP has designed Center for Relief Point under this component of NDMP quick relief will be provided to the Affectees. NDMP purchased food item such as 20 kg flour, 3 kg rice, 2.5 kg Banapati (oil), 250 gram tea, 800 gram salt, two soaps for cloths and one for face wash and 250 gram masala for each Affectees. NDMP has arranged a short meeting in KPDN head office where locals and Station Police Officer also participated. Food items were handed over by SHO and some members of NDMP-KPDN in Mumuret and in Rukmu food items were hand over to Affectees by Mr. Sher Zada a known personality in the area. Mr. Zarin, Luke Rehmat, Hazrat Gul and Syed Gul were also present during the distribution of food items to the Affectees.

Linkage developed: NDMP is successfully making links with donor agencies, individual donors and government department to work for the rehabilitation and reconstruction of the flood Affectees. In this regards NDMP was received grant from individual donor and have successfully implemented in UVK.

Issues: The devastating flood has made hurdle in relief activities and the situation of roads are not good. For the relief activities NDMP has no vehicles and finance, so the rented vehicles are not in good condition and instead of spending 2000 rupees it cost NDMP 3500 rupees. Roads are blocked at certain places and therefore it delays the relief activities. Lack of electricity is creating hurdle in reporting and updating donors regarding the flood situation. Communication is zero in the valleys and it is hard to update all stakeholders promptly. Lack of human resource (Staff is weakness of NDMP) while working for emergency responses to the flood affectees.

Suggestions: • Indeed to provide more food items and clothing as winter is approaching and

there are very few water mills also people have lost their standing crops, so NDMP recommend providing more food assistance.

• Emergency need to start rehabilitation and reconstruction work is sought to restore the infrastructure and water channels to ensured secured life in UVK and adjacent areas.

• Restoration of the drinking water supply system is also the most important part of the rehabilitation, because people have no access to clean drinking water and many water born diseases have been reported in District Headquarter Hospital Chitral recently.

• Small and medium micro credit facilities sought to introduce to the affectees for some compensation.

• Proper planning for building new houses is needed to address the people for future hazards so the people will follow the instruction given by technical experts. In this regard a detail survey of hazards and glaciers is sought to be done to avoid destruction and human loss in future.
