The National Primary and Care Trust Development Programme
(NatPaCT) was established following publication of Shifting the
Balance of Power in the NHS to provide organisational development
support to PCTs.
NatPaCT is committed to responding to the needs of PCTs. As these
become clearer, and as they change, so our Programme grows.
We are working more and more closely with Strategic Health
Authorities, Directorates of Health and Social Care and other
partners to make the best use of local and national opportunities to
support PCTs.

It has strongly confirmed my view that execcommittees should be getting on with the
clinical agenda, and stop being bogged down by allthe administration.
Feel more confident of present role.
Aim higher in terms of organisational aspirations andlooking for support.
Empowered my leadership style and given supportto role of PEC.
I have gained networks I will exploit.
PEC chairs development needs have not beenaddressed yet and skills vary - the role howeverdemands that they are often seen as complete intheir roles when many are not.
Overall impression was that it was a tremendoussuccess - the kind of language the delegates usedprior to the meeting was downbeat and negative, andportrayed a degree of helplessness, about what theycould influence and achieve. After the meeting thesame delegates were talking about what they couldachieve and how influential they could be within PCT’s - an incredible turnaround.
Very useful, to hear other PEC chairs views and understanding.

PCT Competency Framework and the NatPaCT website2NatPaCT has been working with PCTs todevelop a PCT Competency Framework as aself-assessment tool to help PCTs deliver thechallenging NHS agenda. It provides guidanceon organisational and personal competencies.The Framework is evolving as PCTs becomefamiliar with their new roles.
The Competency Framework is the core of theNatPaCT website. This provides an importantnational platform which allows anyone inPCTs - and members of the public - to explorethe competencies and share thinking,innovation and best practice. Competenciesare linked to a growing Library of resources,Discussion Forums and to NatPaCT and othersources of support.
Over the coming months we will be extendingour Library of resources and links. Workbookversions of the Competency Framework areavailable to download from the website, anda hard copy is now available to all PCT ChiefExecutives.
We are also discussing future formats for theFramework with PCTs – through a UsersReference Group and other channels. Wewant to produce publications and/or softwarethat meet PCTs’ needs for self assessment.
We are aiming to create a topical and livelysite which is used and valued by a wide rangeof people in PCTs. Visitors can upload files toshare in the discussion forums. The site alsohas secure “Three at the Top” pages anddiscussion forums. We will make it easier formore people in and around NatPaCT to getmaterial onto the site.
The site is growing rapidly, and we areintroducing new features to give moreprominence to news and information fromPCTs.
We especially want to celebrate theachievements of people working in PCTs.

As a new NED (Non-ExecutiveDirector), this is just to say that I’mfinding your site to be very helpfuland I’ll promote it as much as I canwithin my PCT.

In six months since the website was launchedin March 2002 • there have been over 22,000 visits to the
site made by over 8,000 different people • they viewed an average of 12 pages each
per visit • they downloaded over 15,000 documents
including 3,500 complete and 4,500 sections of the Competency Framework
• 1094 people were registered as users.
All changes to the site are summarised inNew@Natpact, a weekly email digest sent to1400 subscribers, including three at the top inall PCTs, a growing number of NEDS and staff,and colleagues in SHAs, DsHSC and theDepartment of Health.

Clinical Governance and thecorporate agendaNatPaCT has already run a successful course withthe Controls Assurance Unit (CASU) at KeeleUniversity. This put all the Chief Executives, Chairsand PEC Chairs of first wave PCTs through anintensive experience, which has equipped them togo back and tackle these issues systematicallywithin their own organisations and with theirpartners providers and contractors.We are now launching the next phase - a twoyear support programme with CASU which ismore comprehensive in that it draws on more realPCT experience and updated guidance from theDepartment. Crucially we’re also opening up toother Directors in the PCT, and the whole thrustof the course is to enable active involvement inrisk control to be cascaded through to cliniciansand practices.
NatPaCT is also developing a ClinicalGovernance Programme with the ClinicalGovernance Support Unit - a mixture of self-diagnosis, targeted support and e-learning to getthe skills and understanding right down into localservices.

Other developments
Radical Change Programme4NatPaCT wants to support all PCTs inbecoming transformational organisations,capable of leading radical change inimproving health and in services and systemsacross health and social care.
We recognise that PCTs have a wide range ofneeds, interests and capacity to makeprogress. Our Area Teams are working withtheir PCTs to establish an extended changemanagement programme based onparticipation in Action Learning Sets.
The starting point for this is jointly identifyingwith every PCT an issue, service or systemwhich they are willing and able to transform,preferably as part of a group of PCTs in ahealth economy.
NatPaCT’s contribution is to
1. Work with all PCTs to identify radical change projects
2. Match and bring together PCTs with common interests
3. Broker appropriate levels and kinds of support from a range of sources, including its own resources, other Modernisation Agency teams, and elsewhere
4. Form and support Action Learning Sets
5. Help PCTs build mutual confidence, and sustain collaboration and the momentum for change
6. Ensure cross-fertilisation between Action Learning Sets and national dissemination into wider development work with PCTs through Area Teams, PCT Networks, the website and Competency Framework and the promotion of extended Competencies through the Significant Issues Groups.
We are keen to work with StrategicHealth Authorities, Directorates of Healthand Social Care and other partners tomake the best use of local and nationalopportunities to support PCTs in thisimportant role.

5 Integrated Care Network
This is a new strand of work in which weanticipate rapid development. Please monitorthe NatPaCT website for updates.
NatPaCT is supporting the development ofthe Integrated Care Network, through whichPCTs and their local partners in other parts ofthe NHS, local government, and in thecommunity, voluntary and private sectors canwork together to improve the quality ofservices to people needing health and socialcare.
According to circumstances local networks orpartnerships may make use of Health ActFlexibilities and/or go on to form Care Trusts.
NatPaCT is developing both national and localprogrammes that take account of wholesystems working, helping PCTs to develop asorganisations which work closely with all theirstakeholders.
We are working in partnership with theChange Agent Team and the Health andSocial Care Joint Unit to devise and run acomprehensive training package ofdevelopment for all organisations wishing tointegrate health and social care. NatPaCT willbe contributing:
1. A series of national meetings for organisations providing and commissioning services
These began with the launch of the integrated Care Network in October 2002 by Jacqui Smith, Minister of State (Community). They draw upon practical experience from the field and expertise of policy officers and other specialists. The meetings are a valuable source of advice, information and opportunities to network in this rapidly developing area of work.
2. Care Trust Action Learning Sets
These will provide information, coaching, advice and support for those interested in forming or already engaged in the process of creating Care Trusts
3. Develop a Care Trust Competency Framework and diagnostic tools
Helping those involved in the development of Care Trusts learn from each other, and from the experience of first wave Care Trusts. Distinct from the PCT Framework, but parallel and able to draw upon it.
4. Development of special areas of the NatPaCT website
Collating information, news, resources on and from Care Trusts and the Integrated Care Network
5. Organisational Development programmesUnder development
6. Demonstration sites Sponsoring initiatives to integrate care which will provide a focus for sharing learning and evaluation.

Area Teams - How NatPaCT is making modernisation local
Nine Area Teams are NatPaCT’s own front-line, linking PCTs to respond to localchallenges and opportunities.
Each has a dedicated Area Facilitator, and aPCT Chair, a Chief Executive and aProfessional Executive Committee Chair fromdifferent PCTs. Their job is to help all PCTs intheir area
•assess their organisational development needs
•draw up and implement a programme to meet them.
They do this by working in partnership withStrategic Health Authorities, otherModernisation Agency initiatives andDirectorates of Health and Social Care.
NatPaCT is devolving organisationaldevelopment resources to the Teams, so thatthere is local flexibility about what kind ofsupport is delivered, and how.

See things through patients’ eyes . . . by helping PCTsdevelop as organisations that value patients, with staff skilledin listening, and able to respond clinically andorganisationally.
Find a better way of doing things . . . by Area Teams andnetworks which enable PCTs to develop new solutionstogether and through Website opportunities to shareexperiences.
Look at the whole picture . . . through a CompetencyFramework which gives everyone in PCTs a comprehensiveview of what the organisation has to do...by supportingTransformational PCTs and accelerated learning programmesto enable PCTs to lead change across health and social care.
Give front line staff the time and tools to tackle theproblems . . . by shifting the balance of its resources directto PCTs. Local PCT-led Area Teams help PCTs work throughthe scale and pace of development they need, and how bestto get the support they want...by Website and network eventsthat give front-line staff fast access to all the growing body ofknowledge in PCTs.
Take small steps as well as big leaps . . . through AreaTeams and bottom-up approaches allowing PCTs to proceedat their own pace...by using peer learning (website discussionforums, action learning sets, networks and events) whichtransmit the little ideas as well as the big ones.
