DRAFT OF SUMMARY RECORD MC/CS 29th SESSION 10-11 December 1962

PART I - FORMAL

Opening Remarks : NATO RESTRICTED1 • The Chairman welcomed General Kurt Ramberg, General2 Charles Allleret, Lieutenant General G.J. Le Fevre de Montigny,3 and General Maxwell Taylor, who were attending as members of the4 Committee for the first time. He remarked that he was conscious5 of the responsibilities which he now assumed as Chairman of the6 Committee and that he depended upon the cooperation of all7 members of the Committee, members of the Military Committee in8 Permanent Session, tlîe' Standing Group, and the Major Commanders9 to aid in the successful discharge of his task.10 He fehen announced that by uaaaimous agreement of the11 Committee, the term of office of General Adolf Heusinger as12 Chairman of the Military Committee In Permanent Session had been13 extended by one year. On behalf of the Committee he thanked .14 General Heusinger for the excellent service readered to NATO15 since he had assumed the post of Chairman of the Military16 Committee in Permanent Session and stated his personal satisfac-17 tion that General Heusinger had agreed to serve for an additional18 year.19 Geaeral Heusinger thanked the Chairman for his kind20 remarks and the Committee for approving the exteasioa of his21 appointment. During his term as Chairman of the MC/PS he had22 found that progress could only.be made in steps rather thaw by23 leaps and that it was pointless to try to change this. He felt24 that NATO must move in the direction in which progress was25 possible and assured the Committee that he would do his utmost26 to retain their confidencek

1 Item 1 NATO RESTRICTED2 Adoption of Agenda for Formal Session3 The German, Turkish, Netherlands and Greek Members4 stated that, with regard to Item 7, "The Long Term Threat5 Assessment,u they had not had sufficient time to study the large6 number of amendments recently put forth in the supporting document7 MCM-148-62 (Revised) dated 6 December 1962,8 The Chairman of the Standing groyp, General Dean C.9 Strother, remarked that he did not think '̂ hat any of the proposed10 amendments were too controversial. I» view of the fact that the11 study was several months behind schedule, he urged the Committee12 to process this subject as far as possible.13 THE MILITARY COMMITTEE14 Adopted the formal agenda with the exception of Item J,15 "The Long Term Threat Assessment," and agreed to consider how to16 handle Item 7 when this item was reached.

Presented Orally by the Chairman Standing Grojup24 The Chairman reminded the Committee that a similar25 presentation would be given at the Ministerial Meeting later in26 the week and informed the Committee that copies of the presenta-27 tion would be distributed subsequent to the briefing.28 (MCM-154-62 dtd 10 Dec 62).29 The Chairman of the Standing Group then made the30 presentation.

29 Nov, 9 and 10 Dec 62"respectively12 Thé Chairman called the attention of the Military13 Committee to Corrigendum No,3 to MC 5/17 (Draft), which had been •14 issued earlier In the day. He then informed the Committee that15 the document under consideration related the significant findings16 of MC 39/14, "An Analysis of the Military Implications of the17 1962 Triennial Review." No.l dtd 6 Dec 624 The Chairman invited General Heusinger, Chairman of the5 Military Committee in Permanent Session, to take the chair for6 this item.7 The Permanent Chairman informed the Committee that, as8 Germany had now accepted user status of the »aval missile storage9 at Brest, the words "the user status of this is still unconfirmed"10 on lines 10 and 11, page 7 of MC 32/25 (2nd Draft) should be11 deleted. He then proceeded to deal with the supporting document12 serial by serial.13 THE MILITARY COMMITTEE14 Approved MC 32/25 (2nd Draft) aad a’ cover note which15. contained the following comment: "The Military Committee wishes16 to comment that, In respect to the Air Defense Ground Environment17 proposals, SACEUR1s request for the Inclusion of a further18 installment in this particular programme is strongly supported,19 although some nations have expressed reservations concerning20 specific features of the plan and/or the manner In which it is20 to be implemented," (MC 32/25 with Military Decision dtd21 10 Dec 62)

22 Item 6 NATO SECRET23 Overall NATO Naval Command Structure and Boundaries24 The Chairman asked SACLANT, as coordinator of the25 problem, to give the current status of the.problem.26 The Supreme Allied Commander Atlantic made the27 following statement.

1 "Mr. Chairman, at the 28th Session of the Military2 Committee in Chiefs, of Staff SessioR in May I reported that,3 apart from the activation of BALTAP, which was announced by4 SACEUR in December I96I, no other progress had been made.5 "Since that time I activated IBERDANT temporarilytS ■ during FALLER 62 under French command with headquarters at Brest

7 for the purpose of testing the theories and problems associated8 with the comnfand and additional problems of activating it at9 Brest rather than Lisbon. Although we have not yet fully10 analyzed FAMÊX 62", evidence to date substantiates the value of11 IBERLANT as a comigand-’-ln the conduct of operations . It is also12 substantiated that the headquarters would be better situated in13 Lisbon rather than at Brest.14 "In addition to this, the following minor improvement15 Ir the command structure was made: The establishment of United16 States Commander Barrier Forces Atlantic in an additional NATO17 status of Commander FAIRWING North Atlantic, which will18 facilitate transfer from peace to.war In this northern area.19 "HowéVç£A no major progress has been made toward a20 solution of the overall command boundary problem."21 The. SuftffSKie Allied Commander Europe remarked that he22 had stated at the last MC/CS Meeting that in a very short time23 he would submit- a report on the subject, giving at the least his24 own views as .to the preferred military solution to the naval25 organizati&t i* the Mediterranean. However, events had proven26 it to be mo^è desirable to keep the subject open. Although27 discussions had continued, to date they had not promised an28 early solutlpja.29 He î^d felt that it was desirable...to commence the30 discussions 0« a limited basis. Therefore he had conducted them31 with only three countries. Counting himself as one party, there

1 were at preseat four divergent views. There was a broad measure2 of agreement that the forces in the Mediterranean area should be3 brought together. However, difficulties arose over details, some4 of which were problems of legitimate political concern while5 others were problems in the economic field.6 He hoped to present a brief statement of his views7 before turning over his post and to discuss the subject further8 with some of the authorities directly comcerned. He did not9 suggest"t-hat-a -solution would easily be achieved but that at10 least he would pass the problem to his successor with a11 blueprint of his own experience and views.12 The United Kingdom Member stated that when he was in13 Admiralty he was the person who originally tried to tidy up the14 NATO naval commands. Although he had spent a considerable amount15 of his time in attempting to obtain a more sensible solution, he16 had failed. He did not think this failure mattered because the17 system still worked. There was no evidence of the NATO naval18 command organization breaking down in exercises. Although It19 would be preferable to have a more tidy structure, great care20 should be taken not to achieve this new structure at a cost21 greater than the Alliance wished to bear.22 The Chairman thanked the Major Commanders for their23 reports and noted that SACEUR hoped to submit his views on the24 subject prior to his retirement.25 THE MILITARY,COMMITTEE26 Took note.

1 document containing numerous amendments had been received just2 before the meeting. Nevertheless, the project was behind3 schedule and the Standing Group was most anxious that the4 document be processed as far as possible. -5 He then asked the Committee if It would not be possible6 to consider the document on the understanding that certain members7 would probably make reservations on some of the proposed amendments. ,8 The German Member reiterated that he was not in a9 position to discuss the subject. He agreed with the Chairman of10 the Standing Group that the matter was urgent; however, the11 document was so important that it was bound to have an Impact on12 MC 14/2 and MC 48/2. It must have careful study.13 At the request of the United States Member, the14 Chairman stated that the effect of a delay in processing thè15 document would delay the schedule for long term planning, which16 would in turn delay the determination of force requirements for17 1969 by the Major Commanders.18 The United Kingdom Member remarked that he believed19 that all members agreed with at least 95 per cest of the paper.20 He proposed that each country in turn.- comment on the paper,21 reserving on those amendments which they were not yet ready to22 approve, and that those reservations be put to the MC/PS for23 resolution in January. This would clear the way for the prepara-24 tion of the next paper, "The Appreciation of the Military Situation'25 as it Affects NATO in 1970." which should be considered by the26 MC/CS at their next meeting in May.27 The German Member proposed that national comments be28 sent to the Standing Group in early January and that the MC/PS be29 authorized to approve the paper as early as possible.30 The Chairman then asked each country in turn for its31 comments on the paper.

1 The Turkish Member, in commeating generally on MC 1OO2 (Draft), felt that within NATO emphasis had been progressively3 shifting to local or limited actions. The paper which they were4 now discussing, by according some emphasis to limited aggression' •'5 in the NATO area,.served to enhance this concept. It was his view,6 that this trenä might open the way to the development of concepts7 which in the long run could tend toweaîtèn NATO’s solidarity. If8 this inclination or attitude wei-e discovered by the Soviets, it9 might be interpreted by them as a softeni»g\of NATO's solidarity,10 thus"tempting the Soviets to limited agreessions into the NATO11 area, which.so far had been prevented.12 He did not want this statement to be interpreted as a13 plea for establishing and maintaining powerful conventional forces14 but suggested that the concern which he had expressed be kept in15 mind when dealing with MC 1OO and even more so when dealing with16 the more Important subsequent document, "The Appreciation of the17 Military Situation as it Affect3 NATO in-197O."18 The Members from Belgium, Canada, Germa», Greece,19 Luxembourg, the Netherlands, Portugal, Turkey and the United20 Kingdom agreed the procedure to refer the paper to the MC/PS for21 approval in January.22 The Danish Member, stated that his country was prepared23 to approve the paper. He pointed out that as regards paragraph 39

24 (Conclusions) of MC 1OO (Draft), he was aware of the problem25 touched on by the Turkish Member. However, he was in full agree-26 ment with this paragraph as it was written. Provided reservations27 did not materially change the contents and conclusions of the28 paper, there should be no difficulty in obtaining Danish approval •.29 of the paper in the MC/PS.30 The French Member stated that his country agreed the31 document without reservation. He felt that the points which had32 been stated, while very important, could not be solved quickly.33 He then agreed the proposal to refer the paper to the34 MC/PS.

1 The Italia» Member stated that his country could agree2 MC 1OO (Draft) but would have a comment or MCM-148-62 (Revised)3 as regards the threat from Yugoslavia. He agreed to refer the4 paper to the MC/PS.5 The Norwegian Member stated he was prepared to accept6 the paper; however, he would agree to its referral to the MC/PS.7 The United States Member remarked that the United States8 was prepared to accept the document with the comments which had9 been submitted. He hoped that the Committee could proceed with10 the document and only refer a minimum of the comments to the11 MC/PS in January.12 THE MILITARY COMMITTEE13 Agreed to refer the document to the MC/PS with Instructions14 that lt should be approved by 31 January and that countries, who15 have comments should submit them to the Standing Group not later16 than 5 January.

17 Item 8 NATO RESTRICTED18 Date and Place of Next Meeting19 THE MILITARY COMMITTEE •20 Agreed that the «ext meeting should take place in conjunction21 with SHAPEX 1ä Paris, Monday, 20 May 1963, continuing if necessary22 on the afternoon of 21 May.23 (NOTE: Subsequently, during the NATO Ministerial Meeting, it24 was agreed that the Spring Ministerial Meeting would be held in25 in Ottawa on 21 and 22 May I963. A new date for the MC/CS Meeting26 will be proposed by the Chairman when and if new dates for SHAPEX27 are set.)

1 to the Souther» European Region. He expressed his regret that2 only seven of the Chiefs of Staff had been able to attend. He3 hoped that on the forthcoming trip to the Northern European4 Region all the Chiefs of Staff and SACEUR would be able to5 participate. Finally, he recommended that the Chiefs of Staff6 devote several hours on the last day of the tour to an informal7 meeting.8 The United Kingdom Member oroposed that SACLANT and9 CINCHAN also be invited.10 The German Member remarked that he would be grateful if11 . the itinerary of the tour would Include Schleswig-Holstein since12 this area occupied an Important position In the Northern Region.13 Based on experience gained on the Southern Region trip,14 he also suggested that care should be taken not to overcrowd the15 program.16 The Chairman assured the German Member that Schleswig-17 Holstein would be on the itinerary.18 The Danish and Norwegian Members stated that the Military19 Committee would be welcome and stressed the importance of working20 out the details at an early date.21 THE MILITARY COMMITTEE22 C1) Approved a visit by the MC/CS to the Northern European23 Region, commencing on l8 August 1963 and to Include a short24 informal meeting at the end of the tour.25 (2) Invited the Major Commanders to participate in the visit.26 (3) Directed the Standing Group to make the necessary27 arrangements.

1 (2) Agreed to restrict attendance at the Informal session2 to the Chiefs of Staff, Major Commanders, the Chairman of the3 MC/PS, members of the Standing Group, and the Standing Graip4 Representative at the table; four officers behind each principal5 at the table and necessary members of the Secretariat.

6 The meeting went into recess at this point and was7 reconvened at 1145 hours.

8 PART II - INFORMAL SESSION9 The Chairman reminded the Committee that no summary10 record of the informal discussion would be published; however, any11 decisions which were reached would be duly recorded and promulgated.12 Statements would be included in the record upon the request of the13 member making the statement.

13 Closing Remarks NATO RESTRICTED14 The Chairman bade farewell to General Laurls Norstad,15 who was retiring after twelve years of service with NATO, six of16 which had been as Supreme Allied Commander Europe. He mentioned17 that General Norstad had held his post during a particularly18 critical period in history and that all members of the MC/CS19 admired his strength of character, his political acumen, his20 perseverance and the frankness with which he expressed his views.21 He had succeeded In strengthening our defense system despite a22 ,lack of interest by many countries. General Norstad was a great-23 leader whose departure all members deeply regretted.24 The Chairman stated he had jest learned that Admiral25 Robert L. Dennison was also leaving his command very soon.26 Admiral Dennison's career had been brilliant and varied. Prior 2? to becoming Surpeme Allied Commander Atlantic in I960, he had28 been Commander, United States First Fleet and Commander-In-Chief29 United States Naval Forces Easter» Atlantic and Mediterranean.

1 More recently, he had further distinguished himself as the2 commander of all forces involved In the Cuban situation. All3 members would miss the advice of such a distinguished naval4 officer with a wealth of experience In higher national and5 International command.6 He remarked that this would also be the last MC/CS7 Meeting for Admiral Sir Alexander Bingley, who would retire in8 February. Admiral Bingley was a naval officer of great9 experience and a specialist in naval air warfare . Prior to10 taking command as Allied Commander-In-Chief Channel, he had held11 the high NATO post of Commander-In-Chief Allied Forces12 Mediterranean. It was-with great regret that the Committee bade13 him farewell and all the members wished himEthe best of luck.14 The Chairman then thanked the members of the Committee15 aEd the Major Commanders for their active participation in the16 discussions of the last two days. He asked that they give the17 members of the MC/PS and Standing Group clear cut national guidance18 and moral support to assist in the performance of the difficult19 tasks regarding internal structure and MRBMs which had been20 assigned to them.21 On behalf of the Committee he thanked the members of the22 MC/PS and the Standing Grcup for the services rendered In23 preparation for the meetings.
