1. The NATO Communications and Information Agency (NCI Agency), acting as a Procurement Agent of the Ministry of Defence of the Republic of Bulgaria (MoD), intends, in accordance with paragraph 6 of Reference (A), to issue an Invitation for Bids (IFB) for the procurement and implementation of Broadcast, MRL and Ship-Shore (BRASS) in Bulgaria.

2. The requirements for this IFB are summarised in the Annex B hereto.

3. The reference for the Invitation for Bid is IFB-C0-13733-BRASS-BGR and all correspondence concerning this IFS should reference this number.

4. The scope of work and funds for this project have been authorised by References (B) and (C). The estimated NSIP value of this project is as set forth in Reference (C). Disclosure of the budget information to prospective bidders may be detrimental to the execution of fair competition. We strongly request that this information will not be communicated to industry.

5. The NCI Agency was authorised to use the standard International Competitive Bidding procedure, i.e. lowest priced technically compliant Bid.

6. It is planned to place a single firm fixed price contract with one Contractor for the entire scope of work. No partial bidding will be allowed.

7. The IFB is planned to be issued by the end of April 2015 with a Bid Closing Date in July 2015. The Contract Award is expected in November 2015. Contract Award is subject to funding priority and availability as determined by the NATO Investment Committee. The NCI Agency reserves the right to amend the dates above according to new requirements.

8. The project is expected to be completed after 15 months from the Effective Date of Contract (EDC).

9. Bidders will be required to declare a bid validity of twelve (12) months from closing date for receipt of bids, supported by a Bid Guarantee of Euro 300,000 (three hundred thousand Euros). Should the selection and award procedure exceed the twelve (12) months after Bid Closing Date, firms will be requested to voluntarily extend the validity of their bids and Bid Guarantee accordingly. Bidders may decline to do so, however they shall withdraw their bid and excuse themselves from the bidding process without penalty.

10. Firms that wish to participate in this procurement must be nominated to the NCI Agency through their national delegation to NA TO and such nomination must be accompanied by a "Declaration of Eligibility" and certification of their security clearances executed by their national authorities. Requests for participation received directly from firms shall not be considered.

11 . The closing date for additions/nominations to the Bidders List of qual ified and certified firms which may be interested in receiving an Invitation for Bid for this project is 27 March 2015. Each nominated firm shall include the NAME of the FIRM, the TELEPHONE and FAX NUMBERS, E-MAIL-ADDRESS and POINT OF CONTACT.

13. The participating National Authorities are advised that the I FB package will only contain "NATO UNCLASSIFIED" material. There might be however one or severa l Annexes to IFB which contain "NATO RESTRICTED" material. Prospective Bidders should also be aware that Contractor personnel will be called on to work at a NATO site in conjunction with the Contract, and such Contractor personnel shall be required to have security clearances to the level of "NATO SECRET'. Prospective Bidders are cautioned that the Contract Award and Contract performance will not be delayed in order to allow Contractor personnel to obtain clearances where such clearances are lacking.

14. Prospective Bidders will be given the opportunity to participate in a two-day Site Survey that is planned to be held approximately 4-6 weeks after the IFB release. Therefore, the Bidders are kindly reminded to take actions to have a valid security clearance of a minimum of NATO CONFIDENTIAL for the people who will attend the Site Survey. The Bidders will be required to provide the Request for Visit with Security Clearance at least 25 days before the Site Survey.

15. Bidders will also be invited to the Bidders Conference following the Site Survey. The conference will be classified at least at "NATO RESTRICTED" security level.

Provide Broadcast, MRL and Ship-Shore (BRASS) in Bulgaria Work Summary Description of Project Scope

1. Background Information

a. The System will provide Broadcast, Ship-shore, Maritime Rear Link (MRL) and Voice Communication capabilities to Bulgaria and to NATO in accordance with BRASS Baseline specifications. It will manage and conduct the provision, implementation monitoring and acceptance of BRASS compliant Automated Control and Management System (ACMS) in existing Naval Communications Centre NAVCOMMCEN and receiver and transmitter sites, in order to improve High Frequency (HF) coverage as well as its performances and services interoperable with NATO units.

b. It will use new equipment and provide the required hardware to make it a coherent entity. The core software will be a replication of the Approved BICC SW (BRASS Initial Core Capability Software) to tailor the specific installation and for integration with current versions of Commercial-Off-The-Shelf (COTS) applications.

2. Operational Objective

a. The purpose of implementing BRASS in Bulgaria and upgrading the existing communications equipment is to provide adequate telecommunications infrastructure (receivers, transmitters, auxiliary equipment, and antennas) to BRASS implementation, as well as providing a backup to NATO BRASS facilities in the Eastern and Southern regions.

b. This project shall develop shore-based surface C2 infrastructure in Bulgaria in accordance with NATO standards. The overall operational requirement for this project is to establish the following services within Naval Communications Centre NAVCOMMCEN Gorna Traka, using new transmitting and receiving sites:

Provision of NATO Broadcast re-key capability (i.e. , retransmission for extended coverage); Off the Air Monitoring (OTAM);

• Management of naval Broadcast, Ship-Shore, MRL and Point-to-Point (PtP) circuits;

• Provision of plain-voice and NATO secure narrow band voice communications;

• Support to "shore-to-ship" messaging; • Management of Crypto equipment; • Automatic storage and retrieval of message traffic handled by Naval

Communications Centre NAVCOMMCEN Gorna Traka; • Remote control of assets belonging to the system in transmitting and

receiving sites.

3. Contract Scope of Work Description

a. The overall project is divided into two separate projects. One is the Communications and Information System (CIS) project, which is the subject of this IFS, and the other is the Civil Works project which is responsibility of the Host Nation (Bulgaria). However, the Civil Works were divided into two clearly defined portions with the responsibility of the portion closely related to CIS implementation given to the CIS contractor. Therefore the Civil Works which are closely related to CIS are also part of this IFS such as Antenna foundations and antenna mounting installation at the sites. The contractor should prepare a design for those Civil Works including all related works. According to the Bulgarian legislation, this design shall be examined by a consultant/supervisor (selected by Bulgarian MoD as a result of National Competitive Bidding) and approved by the Minister of Defense. The consultant/supervisor will examine/accept the bill of quantity and drawings made by the designer and will monitor/accept the construction process. Detailed requirements for the Civil Works will be provided in the IFS.

b. The scope of this CIS Contract will be divided in the following main parts:

• Automated Control and Management System (ACMS). Each ACMS is structured into the functional parts briefly described below:

Message Processing Subsystem (MPS) with the main function of providing automation support to the operators for transmission, reception, analysis and storage of the messages.

Communications Interface and Switching Subsystem (CISS) with the main function of establishing the connection between the message, voice and data circuits and the transmitting/receiving equipment.

Remote Supervisory and Control (RSC) with the main function of controlling the CISS elements to configure the required circuits and to control of the communications resources (modems, radios , and interfaces) for those circuits .

Precise Time and Frequency Subsystem (PTFS) with the main function of acquisition of precise GPS time information and of generation and distribution of Precise Time and Frequency to those devices within the ACMS that require to be synchronised (multiplexes, modems, crypto devices, switching units, etc.) or need a precise frequency for their operation (radio transmitters and receivers).

Power Supply Subsystem (PSS) with the main function of supplying energy to ACMS devices.

Voice Management Subsystem (VMSS) with the main functions of allowing operators to communicate by voice from each workstation with internal users, in secure voice or in clear, simplex or duplex modes, over telephone or radio circuits.

• Transmitter and Receiver sites:

Transmitter Site: ACMS will be supported by the transmitting site that shall be equipped with 5 kW HF solid state transmitters, HF Antennas, Antenna Matrix, modems, RF Transmission Lines, relevant switches for

NATO Broadcast re-key service as well as National Broadcast, Ship-Shore and MRL service.

Receiver Site: ACMS shall be supported by the receiver site that shall be equipped with new HF receivers, HF Antennas, modems, Antenna Matrix, RF Transmission Lines, Analog switches and IP Routers and switches for NATO Broadcast re-keying service with Off the Air Monitoring (OTAM), National Broadcast service with OTAM, Ship-Shore Service and MRL service.

c. ACMS-Receiver and Transmitter sites are located in currently available military compounds. A new Direct Line of Sight (DLOS) connectivity between the sites shall be established with this project. It is required that DLOS, with all its related auxiliary equipment, shall connect ACMS-Receiver and Transmitter sites. Implementation of a DLOS system consists of base stations, masts and antennas to connect the sites.
